This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This solicitation is issued as a request for quotation IAW FAR Part 12.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 2 June 2023; Defense Federal Acquisition Regulation Supplement Change 08/17/2023, effective 17 August 2023; Department of the Air Force Federal Acquisition Regulation Supplement DAFAC 2023-0707, effective 7 July 2023.
This procurement is unrestricted. For information purposes, the North American Industrial Classification System (NAICS) code is 334290. The Government intends to solicit and establish a firm fixed price single purchase order and a single award will be made as a result of evaluation of quotes received.
BID SCHEDULE:
Potential Offerors are to provide a quote for the items/services listed in attachment 1. This procurement is for an integrated solution and the quoted price will reflect a lump sum.
Items will be delivered and installed at the Government’s facilities, no construction works required.

The operation of the items shall be operational verification tested by end user prior to acceptance by the government. This includes minor adjustments as necessary.

The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (November 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability and price. Technical capability is more important than price.
Technical capability will be rated “Acceptable” or “Unacceptable” in accordance with the required technical approach provided. The vendor shall provide documentation to attest compliance with the technical requirements. The information submitted must be sufficient for the Government to assess the technical capability to perform as required.

52.232-18 Availability of Funds.
As prescribed in 32.706-1(a), insert the following clause:
Availability of Funds (Apr 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
