Statement of Objectives
Secondary Crash Network (SCN) Upgrade
Lajes Field, Azores, Portugal
15 Feb 2023
1. Requirement description: Modernize Secondary Crash Network (SCN) to JITC approved system with a VoIP transition in accordance with DoD CIO network modernization and convergence plan to address issues and eliminate non-Internet Protocol technologies. SCN system is required by Air Traffic Control and Airfield Management as a communication system for the immediate notification of aircraft and base related emergency response (AFMAN 13- 204V2, 22 July 2020). Replace SCN that currently rely on copper cable infrastructure to a fiber-based VoIP architecture. The SCN will require activator/initiator console at the Airfield Management, with ring down/party line connectivity to Group Safety, CE Customer Service, Fire Department, Transient Alert and Alternate ECC.
2. Proposed Solution: Install a completely stand-alone telephone alerting system, with recording capability, as the SCN. Inter-site connectivity will be over the base fiber optic cable plant. The telephony solution must include a Master Conference software to support all the specifications necessary to control Lajes Field USAF SCN. Hardware and other communications servers must be included. The system must be completely independent, extremely reliable, impervious to power outages and Network vulnerabilities. The contractor will provide system documentation including final as-builts.

System functionality:
- Master console (T-713, Airfield Management) must trigger and terminate calls within Secondary Crash.
- All members conference calls are started by lifting the Master phone handset and pressing the ALL-CALL button and terminated by putting down the handset.
- Master phone can separately call each slave phone by pressing his respective button in the key module.
- Master phone displays information about all slave phones (ringing, active, not accessible) e.g., led (active, blinking, off).
- The slave phones can be added or removed from an ongoing call/conference, one by one.
- To add slave phone - Operator presses specific participant button.
- To remove slave phone - Press the specific participant button.
- Slave phones are added to the conference just by answering the call.
- Slave phones cannot originate calls, and nothing will happen if the headset is lifted.
- Automatic call recording Is to be incorporated and managed on/by the system owner.

- Limit agencies with two-way telephones function only.
- Standalone system, with power redundancy (backup power must be available);
- Additional agencies may have receive-only capability, have expandable capabilities.
- Master phone must have a visual indicator to identify when each two-way party on the SCN picks up the handset.
- Crash Net must use a noise reduction feature such as push-to-talk handsets or mute function to filter out background noise.
- A flashing red LED will provide visual ringing indication.
- Customizable faceplate on slave phones.
