STATEMENT OF WORK

FOR

ATLANTIC CITY ALERT MISSION RELOCATION (McGuire/Dix/Lakehurst)

Request the purchase of two (2) 24’ x 56’ (1344 sq ft minimum requirement) temporary facilities or “equal” to meet the floor plan requirements of a temporary office building i.e., double wide trailers. The Government will purchase the facilities, not lease. The contractor shall furnish all plant, labor, equipment, materials, transportation and supervision necessary to furnish, set-up, and ready for use. Trailers will be placed at 198 Manor Rd, Joint Base MDL, NJ 08060. Each facility must be fully capable of housing approximately 8 personnel and meet the following requirements.

Physical Requirements (per trailer):

1. Project will adhere to all OSHA, NFPA, NEC, FEMA, UFC 1-201-01 and all other applicable codes and standards.

2. Delivery to site Joint Base McGuire/Dix/Lakehurst, New Jersey.

3. Facility shall be IBC Type IIB, non‐combustible construction.

4. The facilities shall be composed of connectable pre-engineered and pre-fabricated modular units as required to achieve the stipulated square footage (All connections done by contractor).

5. Complete set-up excluding utilities. (They will be connected by separate contractors).

6. Temporary foundation, anchors and skirting to be provided and installed by contractor and conform to all local and federal building codes. Trailer contractor to mount and connect trailer support points to foundation.

7. Non ADA ramp required for Main Entrance – NO STEPS.

8. Four hard-walled bedrooms, approximately 10’ x 12’.

9. Two (2) restrooms with sinks, toilets, and showers. Exhaust fans vented directly outside. Waste water should include drainage tied into a central drainage pipe.

10. Climate controls (air conditioning and heat) – properly sized HVAC system to maintain comfortable living conditions for 8 people and communication equipment requirements.

11. HVAC load from the communications equipment will be 5000 BTU/hr.

12. Floors in all areas shall be vinyl composition tile.

13. Floors, walls, and ceiling to be properly insulated.

14. Contractor shall provide all door locks with BEST cores. Exterior entrance core to be different from interior locks. All interior cores keyed with the same lock.

15. Provide standard stainless steel sink, suitable countertop and storage cabinets (over and under counter) in kitchenette.

16. All windows to be double-pane. Windows to be vinyl double-pane, with a minimum area of 5.9 sq. ft., a minimum width of 20 inches, a minimum height of 24 inches, and the bottom of opening no more than 44 inches above the floor. Windows will be covered with vinyl mini- blinds.

17. Provide a properly sized tank-less water heater to support two (2) showers.

18. Ensure adequate lighting throughout the facility.

19. Doors will be made of 18 GA steel and 16 GA K.D. doorframe outfitted with panic hardware. Interior doors will be of a solid core with K.D. frame with lever hardware.

20. Provide 2’x2’ ceiling grid system with A.C.T. 8’ A.F.F throughout whole facility. In restrooms, install moisture resistant 2’x2’ ceiling tiles.

21. Kitchen and restroom areas shall have GFCI receptacles per local, state and national codes.

22. Provide and install range hood and range top suppression system with automatic and manual releases with shunt trip power disconnect to the range. System must have fusible link and manual pull station that actuates alarm in the trailer.

23. Provide and install dryer vent and ducting through trailer wall.

24. Provide Hot and Cold water connection points for washer.

25. Trailer provider to prewire all utilities and have hook ups for all utilities.

26. Floor plan will be provided by the manufacturer and must provide maximum efficiency of space.

27. Interior colors – Neutral.

28. Exterior colors –local Joint Base McGuire/Dix/Lakehurst guidance. Facility color shall be Fed Standard #595B #23617 Wheatsheaf and trim shall be Federal Standard 595B #20040 Dark Brown.

29. Exterior lighting over the door controlled by interior switch next to door.

Electrical Requirements:

Each modular building will require adequate electrical service and outlets to provide approximately a total of 8 people/trailer with bedroom (lamps, telephone and television) and common area requirements (computers, printers, television, coffee maker, refrigerator, range, washer/dryer and microwave). Utility power supplied at the site is 120/208 voltage.

1. Each trailer shall have a Government provided earth/ground termination point. The contractor shall terminate each trailer to this provided ground point with a bare #2/0 AWG copper cable.

2. All power distribution panels shall be 3 phase 4 wire and will be in accordance with local, state and national codes.

3. Install properly sized electrical outlets for the washer/dryer, range and range hood.

4. If necessary, install additional electrical panel to house circuit for the washer/dryer, range and the tank-less water heater.

5. All lights shall be LED type.

6. All electrical wiring shall be one of the following: a). armored cables; b). encase in metal conduits, or c). plenum rated.

Communication Requirements:

1. Provide the following:

a. Install five (5) cable television drops at minimum per trailer (1 per bedroom and 1 in the common area at minimum)

b. All cabling must be installed and grounded in accordance local, state codes, and per Air Force Standards.

Fire Safety Requirements (per Joint Base McGuire/Dix/Lakehurst Safety & Fire guidance):

1. Interconnecting 110 VAC spot type smoke detectors, backed by 9 VDC batteries.

2. One red LED emergency light/exit sign combination unit at the inside of the egress door.

3. Install engraved sign fastened with SS screws onto wall inside the trailer near egress doorway, with verbiage “IF ALARM SOUNDS, EVACUATE FROM TRAILER. CALL 9-1-1. ALARM IS LOCAL.”.

4. Contractor shall comply with all requirements for particular occupancy in accordance with pertinent NFPA and UFC 1-201-01 standards.

Final Testing:

1. Contractor shall provide a walk-through checklist upon delivery of each housing unit for working condition and meeting specific requirements. Upon completion, the housing unit building (exterior and interior) and utility systems shall be tested in the presence of the CE POC to ensure all components and systems are functioning properly. Provide the CE POC with a 3 business day advanced notice. If installation of the utilities option is not performed contractor shall perform utility testing with a generator for the power and shall pressurize the water system using potable water from a portable water tank.

Contract Requirements:

1. The facilities must be installed on-site, no later than 14 Jan 19 and capable of being made operational, except for utility connections.

2. Request the contractor provide a detailed manufacturing, electrical, communications, lighting, finish plan and/or drawing, which ever applies. The contractor shall follow the specifications and all applicable codes and reference standards in the execution of this work.

3. Should a conflict exist between any of the requirements, the contractor shall adhere to the most stringent requirement.

4. FAA waiver will be required if a crane will be used to unload, install, any work with trailers

5. After final set-up of the trailers; hitches, wheels and axles shall be removed and provided to CE POC listed below.
