STATEMENT OF WORK
For
FOUR (4) COMMERCIAL GRADE UTILITY VEHICLES
AT
JOINT BASE MCGUIRE-DIX-LAKEHURST (JB MDL), NJ
DESCRIPTION OF SERVICES: The contractor shall provide all equipment as specified below to JBMDL and is to include the following items:
Provide four (4) each Bobcat Toolcat 5600 or equivalent, commercial grade utility vehicles with electric cargo box lift and integrated front power take off (PTO) compatible with hydraulically controlled front attachments, and delivery to the 87th Civil Engineering Squadron, JB MDL, NJ.
See attachment 1 for part numbers. Further requirements are listed below:
- Engine must be diesel powered liquid cooled, and capable of producing a minimum of sixty-one
(61) horse power.
- Transmission must be automatic with high, low, neutral, and park options. Vehicle must have
All Wheel Drive capability, and 2-wheel drive with the ability to unlock the rear differential.
- Vehicle must be 182 inches long or less, have a 9 inch vehicle ground clearance, minimum 56 inch cargo bed length, have minimum cargo-box bed capacity of 2,000 lbs. and a minimum 20 gallon fuel tank capacity.
- Cab must be able to seat two (2) personnel, be fully enclosed with heat, defrost, air conditioning and two (2) DC outlets. Instrumentation must include speedometer, odometer, tachometer, trip meter, hour meter, gear indicator and high temp light.
- Vehicle will require a horn, turn signals, hazard lights, and other items necessary to be street legal.
- The contractor will also supply the following attachments that are compatible with the utility vehicle supplied; 4 each 84 inch Snow Blades, 4 each 68” Angle Brooms, 4 each 74 inch Snow &
Light Material Buckets, and 4 each SB200 Snowblowers-72 inch width/6.2 Hydraulic Motor
Package (16.5-21gpm). (See attachments for manufacturer numbers)
SPECIAL REQUIREMENTS: The Contractor Manager or an alternate shall be available within sixty
(60) minutes’ notice during normal duty hours, 7:30am to 4:15pm, to meet with Government personnel to discuss any problems encountered with purchasing. Contractor will supply Government Quality
Assurance Personnel (QAP) with phone number for contacting purposes.
NOTE: Do Not Obligate the Government! Communicate all statement of work disputes or additions with your Contracting Officer and CE POCs ONLY. Failure to obtain prior approval may result in the contractor’s liability for the additional work.

BASE ENTRY: The contractor shall obtain the necessary passes and /or identification for entry into JB
MDL for all employees prior to commencement of work. The Government reserves the right to refuse to issue an entrance pass to any employee for any reason deemed valid by the Government. The contractor shall be required to provide the Security Forces with vehicle registration(s), proof(s) of insurance, driver license(s), and a picture ID(s) to obtain a pass for entry onto the base. 3021 is located inside the twenty-four (24) hour gate right off of Wrightstown / Cookstown Rd JB MDL, NJ.
SECURITY FORCE AND FIRE PROTECTION: The Base Security Police telephone number is 609-

PERFORMANCE PERIOD: All work shall be completed within a 30 calendar day period from the date of award, excluding holidays.
INSPECTION / ACCEPTANCE OF PROJECT COMPLETION: A final inspection will be scheduled upon completion of all work. Contact the Quality Assurance Evaluator two (2) days prior to completion for a site visit.
