SITE VISIT INFORMATION

A site visit for the License Plate Scanner solicitation FA4484-16-Q-0025 is scheduled for 19 September 2016 at 1000 hrs. Interested vendors are asked to meet at the 87 Contracting Squadron Conference Room, building 2402 Vandenberg Avenue Joint Base McGuire-Dix-Lakehurst for a briefing from the contracting officer before proceeding to Joint Base McGuire-Dix-Lakehurst Lakehurst area in a Government vehicle. Interested vendors are required to provide contracting with the information below no later than 16 September 2016 by 1400 hours EDT. Vendors driving vehicles should also provide vehicle registration number and proof of insurance. Vendors may email this information to danny.howell.3@us.af.mil or fax the information at 609-754-4642. STATEMENT OF WORK

1. INTRODUCTION. The contractor shall engineer, furnish, install and test all associated equipment, software and hardware for an install of Automated License Plate Readers (ALPR) on Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey. Contractor will install at eigh locations throught Joint Base McGuire-Dix-Lakehurst.

2. SPECIFIC TASKS AND REQUIREMENTS.

2.1. REQUIREMENTS. The contractor shall provide all services, equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to engineer furnish install and test the required items. The contractor shall install the software, hardware and associated equipment. All equipment, supplies, and materials provided shall be new and not refurbished. The contractor shall warrant all procured equipment and services with the standard commercial warranty. Salient Characteristics: System must come with battery support for at least two days. Contractor must mount cameras 10 feet to the side of the target location and be able to read license plate from a distance of 40 feet or less. System must be able to connect to the National Crime Information Center (NCIC). Contractor must install software for a Windows based PC. Contractor must ensure the camera provides image. Administrative training must be included for up to 6 personnel and operational training for up to 10 personnel. Work shall commence no later than 30 days after contract award and be completed in no more than 90 days

2.1.1. Within the JB-MDL provide a complete install of ALPRs with the following products and services under this SOW.

2.1.1.1. Perform a pre-installation site preparation survey for the purpose of obtaining the site conditions, readiness to proceed with installation and to tag locations of electrical junction boxes and dry copper dedicated line pairs.

2.1.1.2. Perform installation as listed below:

2.1.1.2.1. Configure devices with up to 130Ah of batteries that operate without power for one to two days..

2.1.1.2.2. Ensure the unit is has sufficient power supply.

2.1.1.2.3. Mount LPR devices for stationary use.

2.1.1.2.4. Install software to be utilized on windows based PC.

2.1.1.2.5. Ensure the divice is compatible with current computer systems in use on JB MDL.

2.1.1.2.6. Ensure the device is mounted 10’ to the side of the target location and is able to read target area 30’ from the camera (30’x10’).

2.1.1.2.7. Ensure the camera provides image to the LPR within a 40’ distance or less.

2.2. TRAINING. Training is required and will be included as part of the contract.

2.2.1. The training will consist of:

2.2.1.1. Administrative Training – for up to 6 personnel

2.2.1.2. Operating Training – four sessions for up to 10 personnel in each

2.2.1.3. ALPR Technical Training - for ESS personnel

2.2.2. System operational instructions will be provided to the government upon system turnover.

2.3. ANCILLARY SUPPORT. Government shall provide the following products and services in support of this project:

2.3.1. Acquire all permits that may be required to perform the work defined in this proposal.

2.3.2. Arrange access into all required facilities in conformance with the installation schedule.

2.4. LOCATIONS: The locations for installation shall include main gates at McGuire (2 units) and Lakehurst (1 unit), Browns Mill Gate Dix (1 unit), Wrightstown Gate Dix (1 unit), Route 68 Gate Dix (2 units), Commercial Gate Lakehurst (1 unit), Falcon Court North Gate (1 unit), and Pemberton Gate Dix (1 unit).

3. DELIVERABLES.

3.1. Required Deliverables. All deliverables are subject to Government acceptance and approval. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. All deliverables shall be produced using recommended software tools/versions as accepted by the Government and identified in this document. All test material, documents, notes, records, software tools acquired, and/or software produced by the contractor including all code and source documents shall become property of the U.S. Government, which shall have unlimited rights to all materials and determine the scope of publication and distribution. The contractor shall deliver electronic copies of all documents, notes, records and software (including code if any is developed) to the Government upon termination of the contract services or expiration of the contract period.

3.2. Provide the following deliverables:

4. TESTING.

4.1. The contractor shall perform testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work.

4.2. Perform a system test and turnover as per AFI 31-101:

4.2.1. Perform a Level I systems test with the Government.

4.2.2. Perform Level II 72-Hour Burn-in Test with the Government.

4.2.3. Provide telephonic support for the Level Ill 30-day burn-in test performed by the Government.

5. PERFORMANCE.

5.1. Work shall commence no later than 30 days after contract award and be completed in no more than 90 days.

5.2. Place of Performance. The place of performance will be at the installation entry control points on Joint Base McGuire-Dix-Lakehurst.

5.3. Hours of Work. The contractor shall work during normal operating hours of 7:30 – 16:30, Monday through Friday, excluding federal holidays. All non-duty hours of work shall be coordinated and approved with the government and be at no cost to the government.

5.4. Subcontractor Safety. The Contractor shall be responsible for ensuring subcontractors satisfy the safety and health requirements set forth in OSHA standards, any local procedures, and other provisions of this contract.

5.5. Potential Problems. The Contractor shall determine any potential problems with the projected work in areas that may contain asbestos, hazardous materials, and hazardous wastes and local procedures to be followed in the event such problems are encountered.

5.6. Disposal/Reporting. The Contractor shall comply with local procedures concerning the use, disposal, or reporting of hazardous materials.

ADDENDUM TO 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness

Specific Instructions:

Part I – Price Proposal: Submit one (1) copy

(a) Complete blocks 12, 17a, and 30a, b, and c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.

(b) Insert proposed unit and extended prices in the Pricing Schedule. The extended amount must equal the whole dollar unit price multiplied by the number of units.

(c) Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3 Alt 1, Offeror Representations and Certifications – Commercial Items shall be returned along with the quote.

Part II- TECHNICAL PROPOSAL - Submit one (1) copy The offeror shall submit documentation the license plate scanner system being offered meets the salient characteristics identified in the Statement of Work:

General Information INFORMATION REGARDING SUBMISSION OF QUOTE: Hand carried quote must be delivered to Building 2402 Vandenberg Avenue, Joint Base McGuire-Dix-Lakehurst, NJ. The sealed envelope or package used to submit your quote must show the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Emailed quote shall be addressed to danny.howell.3@us.af.mil.

Offerors are cautioned that Joint Base McGuire-Dix-Lakehurst has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HANDCARRYING QUOTE. Offerors should allow sufficient time to obtain a visitor pass and arrive at the bid depository PRIOR to the time specified for receipt. Late quote will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.”

INSURANCE REQUIREMENTS

The required workmen’s compensation insurance shall extend to cover employer’s liability for accidental bodily injury or death and for occupational disease with a minimum liability of $100,000.

General liability insurance shall be required on the comprehensive form of policy and shall provide bodily injury liability of at least $500,000 per occurrence and property damage liability of at least $20,000 per occurrence.

Automobile liability policy shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. covering the operation of all automobiles used in connection with the performance of the contract. At least the minimum limits of $200,000 per occurrence for property damage shall be required.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO 52.212-2

BASIS FOR CONTRACT AWARD: This is a Lowest Price Technically Acceptable (LPTA) award decision conducted in accordance with Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil. The Government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. A contract may be awarded to the offeror who is deemed responsible in accordance with the FAR Part 9.1, as supplemented, whose quote conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation) and is judged to represent the lowest price technically acceptable quote.

b. Solicitation Requirements, Terms and Conditions Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

c. Technical Factor The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis. An “Unacceptable” rating will render the entire quote unacceptable and, therefore, unawardable. The offeror shall submit documentation the license plate scanner system being offered meets the salient characteristics identified in the Statement of Work: Offerors who fail to provide this documentation will render their quote unacceptable

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (JUL 2016) ALTERNATE I (OCT 2014)

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.

(a) Definitions. As used in this provision-- “Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Veteran-owned small business concern” means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
