A site visit was performed for solicitation FA4484-16-Q-0025 License Plate Scanner on 19 September 2016. Below are answers to the questions asked.

1. Are you going to have the LPR reads and hits stored locally on a server?

Answer: Yes. The customer would also hope that it reads a national database

2. I have read the RFP and there are a total of 8 LPR cameras needed. Are you looking to capture all lanes of traffic entering and exiting? Or just entering? The best recommendation is for 1 LPR camera per lane.

Answer: The camera should capture vehicles entering the base.

3. At each of these locations are there manned guard booths?

Answer: Yes the guard booths are manned.

4. The best procedure is to read the rear license plate. Is there a location to mount a LPR camera to capture all rear plates?

Answer: Yes there is a location to mount a LPR camera to capture all rear plates.

5. If a license plate is read and it is a plate of interest, where do you want the alarm to be sent?

Answer: The alarm should be sent to the guard booths. The alarm should also be repeated to the Law Enforcement Desk.

6. Vigilant Solutions offers a complete software backend solution which is predicated on law enforcement agencies sharing data across the United States. Will Joint Base consider the utilization of the Vigilant Law Enforcement LEARN Server or will we be required to install the LEARN software on a server?

Answer The LEARN software would need to be installed on a server provided by the vendor.

7. LEARN can be installed on a physical standalone server or a virtual server. In the event that you cannot use the Vigilant LEARN server will we be required to supply a server?

Answer: The vendor is being asked to provide a server.

8. The type of battery backup needed will require a concrete pad and power at each installation. Will the base personnel be responsible for installing the concrete pads and power?

Answer: The customer is expecting to use already fixed equipment in the event concrete pads and power is needed.

9. At the Lakehurst main gate there is a street lamp on the side of the road. Does this have constant power or is it on a timer switch?

Answer: This lamp is owned by the city of Lakehurst. It is believed to be constant. Another location for the LPR may be found.

10. Number of Cameras.

McGuire- Main Gate - 2 cameras, Lakehurst Naval Gate- 1 Camera, Browns Mill Gate Dix- 1 Camera, Wrightstown Gate Dix- 1 Camera , Route 68 Gate Dix- 2 Cameras, Falcon Court North Gate- 1 Camera , Pemberton Gate Dix- 1 Camera

11. We will be proposing the use of cellular modems at each location. At the Main Gate and Route 68 Gate there are two cameras. Will the Base Personnel trench conduit between the proposed bollard poles for power and cellular connection or will you require two modems each at these locations?

Answer: The vendor will be responsible for running all power. The customer will require two modems at each location.

12. Would the Joint Base authorize utilization of internet connectivity at each of the installation locations?

Answer: Connectivity will not be authorized on the AF network.

13. Can you send photos of each location?

Answer: Due to security photos can not be sent.
