Performance Work Statement
For
Intramural/Youth Officials, Referees, Umpires, Scorekeepers, and Timers
Joint Base McGuire-Dix-Lakehurst, New Jersey
1. GENERAL DESCRIPTION OF SERVICE
1.1 NON-PERSONAL SERVICES FOR SPORTS OFFICALS: The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, and any other items or services required to provide non-personal services in the form of sports officials, referees, umpires, scorekeepers, and timers for all intramural and youth sports events hosted by the Sports Office, 87th Force Support
Squadron, Joint Base McGuire-Dix-Lakehurst, in accordance with this performance work statement (PWS), and attached documents.
1.1.2 PERFORMANCE REQUIRED: The contractor shall provide qualified personnel, in accordance with the require national sports associations for basketball, flag football, soccer, volleyball, softball/baseball adults and youth governing bodies to officiate, referee, umpire, perform scorekeeper and timer services for all scheduled games at Joint Base McGuire-Dix-Lakehurst, New Jersey to support the estimated games listed in Attachment A, “Sports Season Calendar” and Attachment B, “Require Amount of
Sports Officials.”
1.1.3 The intramural and youth sports events are administered and managed in a professional manner in accordance with governing rules and local by-laws/sports rules.
In the case of conflict between governing rules and local by-law/sports rules, the local by-laws/sports rules will take precedence.
1.1.4 The contractor shall provide the Contracting Officer’s Representative (COR) a point of contact who shall have the ability to make decisions for the contractor and be accessible to the government for the period 8:00 am through 9:00 pm Monday through
Saturday. The information for the point of contact is as follows: Name, telephone number, fax number, and email address.
1.1.5 The contractor shall provide the COR a roster of referees who will perform under this PWS. The list will include first name, last name and middle initial and a copy of all sports official’s certifications from the national sports associations for basketball, flag football, soccer, volleyball, softball/baseball adults and youth prior to the start of the season. The list shall be updated when any changes occur or upon request of the COR.
For all newly hired sports officials, a copy of the certification must be provide prior to officiating any sport/event. Season start dates are tentative to change and all exact dates will be given by the COR
1.1.6 The contractor will ensure that all contracted personnel maintain the highest standards of conduct and appearance, a sound understanding and knowledge of the official rules, mechanics of officiating and court/field positions. The use of profanity, abusive language or found to be under the influence of drugs or alcohol is prohibited.
1.1.7. The contractor shall provide sports officials for intramural and youth athletic events that meet the below listed requirements. Documentation pertaining to items (1) to
(3) listed below shall be furnished to the Contracting Office Representative (COR) or alternate COR.
(1) Current sanction and certification of the Sport’s governing body in flag football, basketball, volleyball, soccer, and softball/baseball for adults and youth as defined in the paragraph below.
(2) Successful completion of the current Year National Sports Governing
Bodies’ Test and/or exam.
(3) Current year documented attendance at a sports meeting (if needed) conducted at the adult and youth level.
(4) Conformance to the official uniform requirement outlined in the following governing bodies:
a. Flag Football: National Intramural Recreation Sports Association
(NIRSA).
b. Basketball: International Association of Approved Basketball
Officials Inc (IAABO)
c. Volleyball: United States Volleyball Association.
d. Soccer: International Federation of Football Association (FIFA).
e. Softball: Amateur Softball Association (ASA).
f. Basketball: National Federation of State High School Association
Rules (NFSH).
g. Little League Baseball/ Softball: Little League/Babe Ruth Association
1.1.8 Contractor personnel will be responsible for all equipment items, appropriate uniform with all necessary equipment for officiating. See below from required items for each sport.
a. whistle

d. ball bag
e. indicator
f. brush
g. flags
1.1.9 No official will be allowed to participate as a player, coach or team manager in the league he/she is officiating unless cleared with the COR prior to the game.
1.1.10 Officials, including scorekeepers and timers, will sign the official scorebook after each performance. This scorebook will be kept at the game site or in the possession of the Government representative on site.
1.1.11 Officials will officiate games as scheduled and enforced playing rules and regulations as specified by the sanctioning authority and the 87 FSS Intramural Youth
Sports by-laws, and policies issued by the COR prior to the sports/ events coaches meeting.
1.1.12 Officials are required to arrive at the playing/teaching site 15 minutes prior to the game time to check the area for safety, equipment (i.e. scoreboard, timing, devices, balls, fencing, netting, etc.) and to conduct pre-game conferences with fellow officials and coaches/managers. Officials will instruct score keepers, timers, and game assistants in their duties prior to start of game. Officials shall not leave the playing area until completion of the game.
1.1.13 In the event of a protest, player ejection or any other disruptive event, the
Contractor shall submit a written statement signed by the assigned referee to the COR within one (1) work day of alleged incident, and if deemed necessary, will attend a meeting or conference call with the COR and other involved persons to resolve the problem.
1.1.14 Contractor will be provided a game schedule within five working days prior to the start of each season. The number of teams, and amount of games, vary year to year based on interest. Teams will play each team in their league at least once. Contractor must support a double elimination tournament at the end of each season. The tournament schedule will be provided at the end the regular season after the teams with an over 50 percent winning record or better are determined.
1.1.15 The COR or Sports Office representative will contact the contractor by phone and/or email, to provide a minimum of two (2) hours advance notice of games to be cancelled. The contractor will be paid for one (1) game if notification was not given in a timely manner.
1.1.16 The Contractor will be paid for the full game fee in the event of a forfeit. In the event of advance notice of postponements due to inclement weather, military necessity, base alerts, and mobility exercises, contractor services will not be paid for because no services were rendered. Instead the game(s) will be rescheduled and the contractor paid at that time.
1.1.17 Changes made to the schedule will be coordinated with the contractor as soon as the Sports Office is aware that a change is needed. The COR or Sports Office representative shall inform the contractor of any schedule changes no later than two (2) hours prior to the start of the scheduled contest.
1.1.18 The Contractor shall instruct coaches and players of current year rule changes, rule clarifications and rule interpretations as they relate to the sports league.
1.1.19 If a meeting is deemed necessary by COR, the COR shall submit a notice 48 hours prior to the scheduled meeting. The meeting plan shall contain as a minimum:
a. Discussion and interpretation of new rule changes.
b. Interpretation and simplification of frequently misinterpreted rules by players and officials specifically identified by the COR.
c. Provide time for questions and answers from coaches and players.
1.1.20 The services shall be performed at Joint Base McGuire-Dix-Lakehurst, New
Jersey. The specific locations of the games will be designated on the league schedules.
1.1.21 Sports Office will not be reimburse travel expenses incurred by the contractor.
1.1.22 The COR will provide the contractor a season or weekly schedule of games at least seven (7) days prior to each season or week. In the event there is a change of location, the COR will notify the contractor as soon as possible. Should at least have a two hour notification period.
1.1.23 Games on McGuire/Dix range from two to three games per day, Monday through
Thursday and the approximate hours of 5:30 pm through 7:30 pm depending upon the schedule. Double elimination tournaments may be required after each season. See
Attachment A for season schedule and amount of games.
1.1.24 Games on Lakehurst range from two to three games per day, Monday through
Thursday and the approximate hours of 11:00 am through 1:00 pm depending on the schedule. Each team plays each team in their league at least once. All teams may proceed to the double-elimination tournament at the end of each season. See Attachment
A for season schedule and amount of games.
1.1.25 Youth sports games range from four to six games per day, Friday and Saturday during the approximate hours of 6:00 pm through 10:00 pm on Friday, and 11:00 am through 5 pm on Saturday. To include a week of season ending tournament games, two games per day, Monday through Friday during approximate hours 6:30 pm to 8:30 pm.
1.1.26 All officials working at Youth Sports must have a current and complete background check, applicable to their position, which has been adjudicated (with favorable suitability determination documented). * Installation Records Check (IRC) includes a file check of Security Forces Management Information System (SFMIS), Family Advocacy’s AF Central Registry, Alcohol and Drug Abuse Prevention &
Treatment (ADAPT), Mental Health, and the Government Family Housing Office *
National Sex Offender Public Website * State Criminal History Repository Check
(SCHRC) * Child Care National Agency Check and Inquiries (CNACI) or National
Agency Check and Inquiries (NACI) with SCHRC or National Agency Check (NAC) with SCHRC * Defense Central Index of Investigations (DCII)
2. GOVERNMENT FURNISHED ITEMS: The Sports Office will provide scorebooks and boards/clocks. The playing area will be determined and prepared for games. Game balls will be provided prior to game time.
