QUESTION AND ANSWERS

4 June 2012

1. Question: Do we have to re-submit the past performance questionnaires?

Answer: Yes, this requirement has a new solicitation number.

2. Question: Would a copy of our CPARS suffice?

Answer: Our office checks CPARS for additional information

3. Question: If you still have the questionnaires from our previous proposal submission, would those work?

Answer: No, the questionnaire that is posted with this requirement has several additional questions than the previous questionnaire.

4. Question: Would proposals sent electronically by email attachment also be acceptable to the Government?

Answer: Yes, email is acceptable, but you may need to send multiple emails due to mailbox size limits.

5. Question: The Contract was awarded for $5,024,429 on March 28, 2012, Could you please clarify the reason for rebidding the contract again?

Answer: The Government had to terminate the contract and the Government still has a need for this service. This is the reason the requirement is being resolicited.

6. Question: Could you please state the last option year’s price on previous contract and total Sq. FT. that was cleaned under that contract?

Answer: Request you initiate a Freedom of Information Act (FOIA) request for this information.

7. Question: The PWS reads that the Fire House requires seven day a week service but it’s not broken out individually, it’s included in Items 1AA and 2AA. Should it just be included with the total prices of those Items?

Answer: Yes

8. Question: Please tell me if any of the following buildings require seven day a week service: seasonal buildings 573 pool, 568, 545 or building 8.

Answer: Yes, Please see revised Performance Work Statement dated 1 June

9. Question: The site visit minutes list the square footage as over 715,000.

When all the cleaning levels are added, the total comes to 703,432 square feet. However, in the Supplies/Services Schedule, when the square footage for the various buildings (from Item # 0001AA thru Item # 0021 AF) is added, the sum total to be served is 1,396,981. Please explain the difference.

Answer: If you add up the totals in Appendix B it adds up to over 715,000 square feet and if you add the facility cleaning and restroom items 0001AA thru 0021AF this to adds up to over 715,000 square feet. It is the Governments understanding that you are adding the periodic items contain in the items 0001AA thru 0021AF. These functions are performed either on a monthly, semi-annual or annual basis and these numbers are exactly the same square feet as the facility cleaning numbers.

10. Question: Can you tell us who the current sub-contractors are for windows and floor mats services, also their phone numbers?

Answer: Previous sub-contractor for window cleaning was Creative Services, Inc. Floor mats service subcontractor is unknown

11. Question: Who is the incumbent and how much is the current contract for (annual price)?

Answer: Universal Cleaning Contractors Inc. the current contract does not contain an annual price; it is a 5 month contract.

12. Question: What are you looking for in the next contract?

Answer: A contractor to perform according to the Performance Work Statement.

13. Question: What were you not happy with?

Answer: Any issue is between the Government and the contractor.

14. Question: Anything specific that needs attention or is important to the base?

Answer: Cleanliness of the base

15. Question: Can we have the bid results from the last time this contract has gone out for a bid?

Answer: The information was posted on FedBizOpps.

16. Question: Has anything changed from the current contract to this one in regards to specifications?

Answer: No

17. Question: Who is the current supplier and what is the current supply usage, on a monthly or annual basis?

Answer: There is no historical data available; supplies are furnished by the contractor.

18. Question: Regarding immunization, which facility does the incumbent use?

Answer: Unknown

19. Question: What is the total annual cost for immunization and background checks?

Answer: Unknown for immunization and background checks are performed in the state in which the employee is a residence of and each state sets their own prices for background checks.

20. Question: What is the breakdown of full and part time employees, and can you give us the seniority list for current employees? This information will not be provided by the Union.

Answer: Seniority list will be provided to the awardee of the contract.

21. Question: In regards to window cleaning, are there window screens and do they need to be removed prior to cleaning. Any special instructions?

Answer: Yes, screens are to be removed. No special instructions

22. Question: In regards to the past performance questionnaires, are we required to attach copies of the questionnaires that were sent out to our clients, in our proposal?

Answer: Questionnaires should be sent directly from your clients to Raymond Mesler at raymond.mesler@us.af.mil

23. Question: Are there any special cleaning procedures for the Clinic we need to follow when addressing this building – such as utilizing an antimicrobial cleaner instead of a neutral, all-purpose cleaner?

Answer: No

24. Question: Is the Clinic a Level 4 or Level 5 Cleaning Service Standard? On page 23, it states it’s a Level 4; however, on page 33 it states it’s a Level 5.

Answer: Level 5

25. Question: What is the total square footage of the windows to be cleaned?

Answer: Unknown

26. Question: On the Museum Building (Hanger 1) how far up do we wash windows in terms of square feet?

Answer: The square feet are unknown. The first two rows of the second floor.

27. Question: Will the recycle bins remain in place or will they be removed by the current contractor?

Answer: Recycling bins will remain in place.

28. Question: Are you anticipating having all floors striped and waxed in one month for all buildings upon start of contract?

Answer: The contractor shall provide the Government with a schedule when the stripping and waxing will be done.
