STATEMENT OF WORK (SOW)
For
CONSOLES REPLACEMENT IN AIR TRAFFIC
CONTROL TOWER (ATCT)
At
LITTLE ROCK AFB AR
DATE: 8/11/2015
1.0 PROJECT DESCRIPTION: This project is for the removal of the existing Air Traffic Control Tower (ATCT) consoles, installation of new consoles, and raising a portion of the existing raised floor at the Watch Supervisor Desk in the ATCT at Little Rock Air Force Base, Arkansas.
2.0 PROJECT LOCATION: The project is located at the ATCT Building 214, Avenue A East, Little Rock Air Force Base, Arkansas.
3.0 SCOPE OF WORK: The Contractor shall design, engineer, furnish, install and test to accomplish a turn-key operation for consoles replacement and raising a portion of the floor in the ATCT. Contractor shall provide all shop drawings, submittals, equipment, tools, materials, supplies, transportation, labor including after hours, supervision, management, equipment tests / results, and other incidentals necessary to perform all systems relocation.
4.0 REQUIREMENTS.
4.1. GENERAL REQUIREMENT
4.1.1 A site survey/walk through will be conducted during the pre-proposal conference. The cost to attend shall be responsibility of the Contractor. Attending the site survey/walk through is at the discretion of the Contractor. The site survey/walkthrough is recommended due to the complexity and magnitude of the project.
4.1.2 The Contractor shall develop and provide the most effective proposal technically and economically for the engineering, materials procurement, travel and installation necessary to develop/prepare a Contractor formatted Tech Solution Installation Plan (TSIP). The Contractor shall propose replacing the existing consoles with new while re-using the existing ATC equipment systems. If there is any new equipment required, all provided equipment, supplies, and materials shall be new and not refurbished.
4.1.3 Proposal shall include a description of the installation effort to be performed, equipment elements involved including hardware/software. The proposal shall also include detailed man-power & man-hours.
4.1.4 The Contractor vendor shall provide proof of having a minimum of 3-years hand-on experience performing the relocation of ATC Cab systems. All personnel including sub-contractors provided by the offeror in performance of the task requirements shall also be trained, hands-on, or certified on the systems being installed.
4.1.5 The Contractor shall include in their proposal a detailed plan including sequences of actions and activities for the relocation, installation, and system cutover. Sequences of actions specify the relocation procedure steps that ensure smooth system relocation/cutover with minimal downtime.
4.1.6 Any service interruptions shall be coordinated and scheduled with the Contracting Officer (CO) and the Contracting Officer’s Representative (COR).
4.1.7 The Contractor shall provide and install any required hardware associated with the console replacement.
4.1.8 The Contractor shall provide and submit for approval shop drawings for all work associated with the console replacement and raising the floor.
4.1.9 The Contractor shall provide and install any required hardware, carpet, base, trim, raised flooring, structure, etc. associated with the raising of the Watch Supervisors Desk and floor area seven inches, for a complete and usable system.
4.1.10 The Contractor shall provide and install any required hardware, supplies, drain, etc.
associated with the reinstallation of the existing sink.
4.1.11 The Contractor shall provide (if needed) necessary circuit breakers, power cable, receptacles, ground cables/hardware and connectors to terminate all power connectivity from the building Technical Power Panel (TPP) and UPS Power Panel (UPP) to the equipment system. All equipment shall be tied into a single building grounding system.
4.1.12 The Contractor shall provide and install all necessary equipment and hardware (ground bars, power cables, Intra/inter-connected cable, grey/house cables, lugs, nuts, tie-wrap, etc.) to support the systems.
4.1.13 Contractor personnel may be exposed to information covered under the Privacy Act of 1974, and shall comply with all applicable - safeguarding and handling requirements associated with Privacy Act information. During the performance of this tasking, Contractor personnel may be required to access or come into contact with proprietary Government information. Contractor personnel shall not use such information for any purpose other than the performance of this order.
4.1.14 Removal of existing equipment and/or material will be necessary; Contractor shall be responsible for disposal and shall comply with all applicable industry rules and regulations. Any equipment removal and/or disposal shall be coordinated with the Contracting Officer and the Contracting Officer’s Representative.
4.1.15 The Contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure the necessary processes and activities are performed to provide an effective and acceptable system. The Contractor shall also employ effective management tools and methods to assure control of cost, schedule and performance.
4.1.16 As needed, the Contractor shall conduct, support, or participate in program management and technical review, meetings, and conferences, as required, to ensure effective and efficient delivery/task order execution.
4.1.17 The Contractor shall be responsible for storage, staging and deployment of any equipment and materials provided as part of this delivery/task order unless otherwise mutually agreed upon by the Contractor and the Contracting Officer and the Contracting Officer’s Representative.
4.1.18 Resolution to any contradictions within the proposal shall be to the benefit to the government.
4.1.19 The Government retains the right to all documentation, data generation, and data generated by the Contractor as a result of this project.
4.1.20 Down Time Requirements. System must be installed with little or no disruption to existing services. Any disruption of service must be coordinated with the Contracting Officer and the Contracting Officer’s Representative. Cutover schedule shall be coordinated and approved by the Contracting Officer and the Contracting Officer’s Representative.
4.1.21 The awarded Contractor shall develop a Project Support Agreement (PSA) to identify all parties’ responsibility and support. The PSA shall be provided to the Government 1 week after the kick-off meeting.
4.1.22 The Contractor project/program manager shall provide a quality assurance evaluator (QAE) for the entire life of the project. The QAE shall assist the CO & COR in performing random daily spot checks and in performing the system acceptance tests. The QAE shall be responsible for identifying the deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) will be submitted to the CO & COR indicating project progress/statuses and listings any deficiencies/discrepancies found and actions to correct them. Industry standard or Original Equipment Manufacturer (OEM) testing procedures and site acceptance are required.
4.1.23 The Contractor shall identify (in their proposal) any sub-Contractors they plan to use for any tasks related to this project.
4.1.24 The Contractor shall identify and include (in their proposal) a test plan and commissioning process to ensure the system is fully operational after cutover. The government will accept the system after the system has been declared fully operational by the CO & COR.
4.1.25 The Contractor shall perform area clean up during and after completion of the work at all system equipment locations.
4.1.26 The Contractor shall apply safety precaution for installing new cabinetry, handling the equipment system relocation and be responsible for any damage caused by the Contractor.
4.1.27 Site Restoration: The Contractor shall be responsible for restoring any building or equipment blemishes caused during the installation in the ATCT.
4.1.28 Warranty: Contractor shall provide a one year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a one year workmanship warranty. The warranty period shall start from the date of system and/or project acceptance.
Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance.
4.2 TECHNICAL REQUIREMENTS:
4.2.1 PURCHASE and DELIVERY CONSOLES: The Contractor shall purchase, provide, deliver, and install new cab consoles Crenlo product or equivalent.
4.2.2 The contractor shall remove existing cab consoles and install new cab consoles including current-standard compliant grounding and electrical wiring to the new cab consoles.
4.2.3 The contractor shall coordinate the removal and re-installation the existing ATCT equipment and associated equipment with the User, for the removal of the existing cab consoles and installation of the new cab consoles.
4.2.4 The contractor shall replace, finish, and paint, new sheet rock/dry wall as required in the area of the existing cab consoles.
4.2.5 The contractor shall be responsible for cut-out cab console panels.
4.2.6 The contractor shall be responsible for reinstallation of the existing sink and faucet.
4.2.7 PURCHASE and DELIVERY RAISED FLOOR: The Contractor shall purchase, provide, deliver, and install all materials associated with the raising of the Watch Supervisors desk and floor area by seven inches.
4.2.8 The contractor shall remove existing flooring as required for installation of new raised floor and install new raised flooring including all structure and any required electrical wiring extensions to the new cab consoles.
4.2.9 The contractor shall coordinate the raising of the Watch Supervisors Desk and floor area with the removal and re-install the existing ATCT equipment and associated equipment due to remove existing cab consoles and install new cab consoles.
4.2.10 Upon completion of the cab consoles replacement, raised floor, and prior to out-briefing, the contractor shall coordinate a walk through with the QAE, CO and COR, and any other Government parties involved/affected by this project that may want to attend.
4.2.11 The contractor shall be responsible for disposal of the existing cab consoles and materials including cables, hardware, etc. as required. The Contractor shall work with the Base DRMO/recycling center to dispose of all recyclable/re-useable materials in base provided dumpsters. General trash and construction debris will be the responsibility of the Contractor.
5.0 GOVERNMENT SUPPORTS: Government provided records/attachments/drawings are for reference only. The Government assumes no responsibility for the accuracy of the records/attachments/drawings that are provided. The records are for official use only and to provide information to the vendors in order to propose this project. The records are only for vendor’s use and are not to be disseminated to other parties that are not directly related to the project. Primary vendors shall pass the record dissemination policy onto any sub-Contractors that may have a need for the information. The intent of sharing the records is to provide the general scope of work and estimated work load for the equipment system relocation. The records may be slightly different by the time of the project implementation. The Contractor shall be responsible to verify the accuracy of the records and redesign the proposed drawings for developing the proposal and perform the system relocation.
6.0 GENERAL INFORMATION
6.1 Applicable Documents: The Contractor shall comply with all federal laws, codes, regulations, and statutes applicable to performance of this contract, including but not limited to those specified in the tables below. The following tables provide locations where some documents may be obtained. It is the Contractor's responsibility to obtain and adhere to all applicable federal standards.

6.1.4 Commercial Standards and Manuals: The Contractor shall comply with the following commercial standards where applicable. Other commercial standards may apply to individual projects and will be stated in individual task orders. It is the Contractor's responsibility to identify and obtain applicable standards proposed for the project in the Statement of Work (SOW).

7.0 MANAGERMENT.
7.1 Program Manager: The Contractor shall provide a Program Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Program Manager or alternate's range of authority to act for the Contractor relating to daily contract operation.
7.2 Site Point of Contact (POC): The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter.
The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
7.3 General Personnel Requirements: The Program Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English. The Site Visit Request Letter shall be submitted to the Contracting Officer not later than one week prior to base visit.
The Visit Request Letter shall be IAW AFFARS 5352.242-9000.
7.4 Security.
7.4.1 Passes and/or Identification: The Contractor shall obtain the necessary passes and/or identification for entry into the base for himself, all employees and sub-Contractors prior to commencement of work. Procedures and limitations for entry control are addressed in depth in the Installation Entry Control Procedures at the end of this section. The Government reserves the right to refuse to issue a pass to any and all employees of the Contractor for any reason deemed appropriate by the Government. The Government will issue passes depending on the type of work to be completed and the length of the contract. The maximum length of these passes is 30 days.

The Government may inspect at its discretion, all vehicles including those with vehicle passes.
7.4.2 Conditions: Conditions caused by Force Majeure (acts of war, terrorism, nature, etc.) shall be addressed on an as needed bases. The Contractor shall anticipate that in the event of heightened alert, access may be denied for approximately three to five days. The Contractor shall also anticipate that during periods of heightened alert, time required to access may increase.
7.4.3 Key Control/Combinations: The Contractor shall establish and implement methods of assuring control and safeguard of all Government keys or lock combinations issued to the Contractor. GOVERNMENT KEYS SHALL NOT BE DUPLICATED. See FAR 52.245-2(e)(2).
7.4.4 Notification: The Contractor shall immediately notify the Security Forces Squadron police Law Enforcement Desk at (501) 987-3321 and the CO of any occurrences of lost or duplicated keys or compromise of combinations.
7.5 Hours of Operation.
7.5.1 Normal Hours of Operation: The Contractor shall perform the services required under this contract during periods of low or now flying. The work schedule shall be coordinated with the Tower Chief Controller seven days in advance and receive CO approval. Due to the complexity of the operation and the type of work being performed, the proposed work schedule is as follows:
0200L – 1000L and non-Guard weekends. Guard weekends are typically the first weekend of the month.
7.5.2 Holidays: The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO.
7.5.3 On Call/Emergency Services: The Contractor shall be required to provide support and/or assistance in the resolution of Contractor-caused system problems during non-duty hours for emergencies or mission need basis.
7.6 Safety: The Contractor shall meet with appropriate local safety and health, prior to the commencement of work.
7.6.1 Accident/Incident Reporting and Investigation: The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the CO and COR unless otherwise stated in the SOW. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
7.6.2 Sub-Contractor Safety: The Contractor shall be responsible for ensuring sub-Contractors satisfy the safety and health requirements set forth in OSHA standards, any local procedures, and other provisions of this contract.
7.7 Contractor-Furnished Property and Equipment (CFP/CFE).
7.7.1 Identification / Marking: The Contractor shall clearly mark all CFP with their company's name, contract/task order number, and project number. The Contractor shall place a easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name;
contract/task order number; project title; and both the Contractor and CO & COR names and local telephone numbers.
7.7.2 Transportation and Storage of Material/Equipment: The Contractor shall transport and store all CFM and CFE required to perform contract requirements.
7.8 Site Specific Coordination.
7.8.1 In-brief: The Contractor shall conduct an in-brief with the CO & COR and other site personnel (e.g., BCE, Security Forces Police, Wing Safety, and Bio-environmental) before the start of implementation. The in-brief shall familiarize the customer with the purpose of the Contractor's visit and coordinate the project schedule (e.g. arrange for required escorts; Quality Assurance Plan (QAP) schedule; etc.).
7.8.2 Out-brief: The Contractor shall conduct an out brief with the site POC or designated representative and other site personnel at the conclusion of the implementation. The implementation out-brief shall inform the customer of implementation results and necessary maintenance issues. At the conclusion of the out brief, the Contractor shall provide the site POC a written synopsis of the project which includes major issues or action items. The synopsis shall include a list of attendees. A copy of this synopsis shall be forwarded to the CO within 2 workdays of the out-brief.
7.8.3 Service Outages: The Contractor shall be responsible for preventing any unscheduled Contractor-caused interruptions of service. The Contractor shall coordinate planned outages with the CO & COR and QAP at least five workdays in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
7.8.4 Integrated Product Team (IPT): The Contractor shall chair a weekly IPT meeting consisting of Contractor representatives and the base POCs. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Contract. A copy of the minutes shall be provided to each attendee and disseminated via e-mail address.
