1. Since the last solicitation in 2011, the hours of operation have changed from 0700-2300 M-F and 0900-1700 Sat/Sun excluding Federal Holidays to 0700-1900 M-F excluding Federal Holidays. When did this change occur?

ANSWER: Quote should be submitted on solicitation requirement.

2. We see that the workload for 2012 is 2.75 - 3.0 times higher than 2013 and 2014. Is this an anomaly or is it something that we should expect to see reoccur?

ANSWER: Quote should be submitted on solicitation requirement.

3. In reviewing the PWS, there appears to be statements that the Service Provider must include Aircraft Mechanics as part of their staffing.

Please confirm.

ANSWER: The PWS states the service provider personnel shall perform all aircraft servicing and minor maintenance, but this statement is not meant to imply a fully qualified aircraft mechanic is required, "It is not!"; we are looking to ensure aircraft servicing is performed by qualified aircraft servicers that can perform minor maintenance. See APPENDIX I - DEFINTIONS Item A33: MINOR MAINTENANCE

4. Reference PWS paragraph 1.19.7: The paragraph states that the Service Provider must provide 2 each "FOD BOSS" sweeper replacement mats.

We wanted to confirm that the Government is providing all of the necessary towing hardware.

ANSWER: Contractor will only be required to provide the FOD BOSS Mats only;

the towing hardware is on-hand and will be provided for contractor use.

5. Will the government consider changing the requirement from three years to five years with the inspection approved by the COR for acceptability? This would reduce the cost of the contract and still provide a dependable vehicle. (Reference: PWS 1.13. Service Provider Vehicles. Vehicles will be no more than three years old from date of manufacturer at start of contract.)

Answer: No

6. Will the government be responsible for repair of the “Follow-Me signs” if they break during the contract?( Reference: PWS 1.13.3. The 19th Communication Squadron, Land Mobile Radio shop will accomplish the modification of vehicles to install mobile radios and antenna. The government will provide chock racks, magnetic FOD Bars, and “Follow-Me” signs; service provider will install chock racks, magnetic FOD Bars, and “Follow-Me” signs at no cost to the government; “Follow-Me” signs will be operational.)

ANSWER: Yes

7. Will the government clarify the serviceability of the FOD Boss at the start of the contract so that the unit is ready to operate once the mat is installed? (Reference: PWS 1.19.7. FOD BOSS Sweeper Replacement Mat.)

ANSWER: Yes, the government COR will certify serviceability of the FOD BOSS mat at the start of the contract to ensure/verify the mat is ready for operational use.

8. Will the government clarify the site manager or alternate can be on duty during the hours of operation? (Reference: PWS 1.10.2. Provide an on-site contract manager that is physically present during the hours of 0700-1900, Monday through Friday excluding non-working federal holidays. )

ANSWER:

1) The government is looking to ensure that a minimum of one each on-site contractor employees I. E. local manager/assistant manager is physically present at the job-site during the hours of 0700-1900 Mon-Fri and be able to make decisions and answer any question the government may have related to the day to day operation of this transient alert function as it relates to this contract; we are not looking for any personnel from corporate headquarters to be on-site, just the contractors local manager/s.

2) Excluding non-working federal holiday’s means: If contractor personnel were needed to perform work on a federal holiday then the local contract manager/assistant would not be required to be on-site, just one of the contractors part time employees would be acceptable for any holiday work required/needed; this would only happen on during very rare occasions.
