STATEMENT OF WORK (SOW) (rev 5-4-22)
Building 775 Complex Area – LOX Pad/Wall Barrier – Pope Army Airfield, Fort Bragg, NC
1. DESCRIPTION OF SERVICES: Provide sustainment services of real property. Ensure the areas worked meet the standards described in this statement of work.
2. SCOPE OF WORK: The building 775 pad area project has two phases that require contractor sustainment services.
2.1. Phase I: Expand the LOX pad under awning #777 and adjacent to building 775, where the LOX storage tanks are located.
2.1.1. Relocate fence: As you face the fence looking south from building 775, relocate 150 feet of the southern portion of the existing fence, starting from left to right, a minimum of 5 feet away from the existing location. This action is to allow enough space to complete the expansion of the concrete pad.
The relocated fence needs to be joined to the original fence at both ends.
2.1.2. Expand concrete pad: Expand the LOX storage tank concrete pad adjacent to building 775 to meet the requirement of keeping flammable material a minimum of 25 feet from a pressurized oxygen source. The areas requiring pad expansion are located directly behind the LOX tanks and measures 22 feet by 70 feet (1540 Sq Ft), and to the east side of the tanks (left side of the tanks when facing the tanks from building 775) and measures 28 feet by 40.25 feet (1127 Sq Ft). The pads will be reinforced concrete, measure 6” thick, and shall have the appropriate amount of gravel under the pads to support the pads. The new pads need to be anchored to the existing concrete slab.
2.1.3. Clear the grounds of rocks an prepare (level) the grounds (2667 Sq Ft) for the concrete pad.
2.2. Phase II: Construct firewall barriers under smaller covered pad adjacent to where the LOX storage tanks are located.
2.2.1. Construct a squared U-shaped structure wall barrier. Construct the rear wall from inside of the two rear steel columns (as you face the structure from building 775), approximately 19’-6” in length. Construct two side walls, approximately 13’-4” in length, towards the front two steel columns. Construct a third wall in the center of the squared U-shape structure that runs from the rear wall, paralleling the side walls and lines up with the end of the two side walls. These walls are to be 5”-0” in height, reinforced vertically, and anchored into the concrete slab and tie the walls together at their intersection/connection points. These walls are to be standard walls with flush corners and tops.
2.3. Concrete Slabs and Barrier Walls: These items need to be designed by a professional individual.
2.4. Clean up: All construction debris and garbage will be the contractor’s responsibility to remove from the site and dispose based on applicable Federal, State and Local laws and regulations.
3. WORK HOURS
3.1. Work will be performed during normal duty business hours: M-F 7:30am – 4:30pm EST.
3.2. Work will be done in such as manner as to not interfere with daily operations of airman support functions.
3.3. Vehicle placement (parking) and movement will be coordinated with the facility manager to ensure placement does not interfere with normal operations of the Airman support functions.
3.4. Work will be completed within a timely manner not to exceed 14 days after projected end date.
3.5. The contractor will coordinate with the Unit Facility Manager SSgt Zachary A. Campbell 910-394-1237 zachary.campbell.3@us.af.mil (contact info to be provided after award, to coordinate arrangements for base access.
3.6 The contractor will coordinate with the Unit Project Manager, Mr. David Baran 910-394-1086, david.baran@us.af.mil on matters concerning the project.
4. SECURITY
4.1. All workers shall be legal U.S. Citizens with valid picture IDs who are able to gain clearance on to the military installation.
4.2. No guns, drugs, or illegal paraphernalia will be authorized on the military installation.
4.3. All vehicles, equipment, and containers may be subject to search at any time while on or seeking access to the military installation.
5. INSPECTION AND ACCEPTANCE: Upon completion of work, the Unit Facility Manager and Unit Project Manager will inspect the area prior to government acceptance.
