SOURCES SOUGHT ANNOUNCEMENT
The 763rd Specialized Contracting Squadron (763 SCONS) is seeking potential sources for a follow-on to contract FA4800-11-P-0090 for SirsiDynix Integrated Library Management System (ILMS) software maintenance and service support.

INTRODUCTION:
This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.

CONTRACT/PROGRAM BACKGROUND:
Current Contract Number: FA4800-11-P-0090 Contract Type: FFP Incumbent and their size: Sirsi Corporation, Large Business Method of previous acquisition: Full and Open Competition
This notice is an announcement seeking market information on businesses capable of providing the services as described herein. Air Force Installation Contracting Agency’s 763 SCONS is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this notice will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that the period of performance will include a base year of 1 April 16 through 31 March 17 with four 12-month option periods and 6 month extension period if required. Award is anticipated by 31 March 16. The contractor will be required to provide all personnel, tools, equipment, materials, software, supervision, and other related items necessary to maintain and support the current ILMS software, SirsiDynix’s SYMPHONY, to the six Air Force Central Command (AFCENT) Library Resource Centers (LRCs) and one AFCENT administration site.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:
The anticipated NAICS for this requirement is 541511, Custom Computer Programing Services, with the corresponding size standard of $27.5M.
SUBMISSION DETAILS:
Responses should include:
1) Business name and address;
2) Name of company representative and their business title, telephone number and email address;
3) Identification of business size (Large or Small) and Type of Small Business (if applicable);
4) Cage Code;
5) DUNS Number;
6) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Services Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude a company from responding to this notice.)
7) Identify any major risks.
8) Any comments/concerns relating to the Draft PWS.
9) Interested businesses should submit brief capabilities (Government or commercial) as it relates to supporting the above requirement to include the following:
a. Contract number
b. Title and a brief summary of the objective of the effort
c. Contracting agency or firm (Government or commercial)
d. Value of the contract(s) and Period of Performance
e. Type of contract(s), i.e., fixed price, cost reimbursement, labor hour
f. NAICS code/small business size standard
g. GSA Schedule number if any
The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 10 pages using 10-point type or larger.
Published literature may be any number of pages.
10) Any other information deemed useful to the Air Force.
11) Submission Information: Vendors who wish to respond to this notice should send responses by email to Mrs. Ana Fife, 763 SCONS/PKA, Contract Specialist, ana.fife@us.af.mil; commercial: (618) 256-9110, DSN: 576-9110. Verbal responses will NOT be accepted. Responses must be received by this office at or before 12:00 P.M.
CDT on 5 February 2016.
Proprietary information and trade secrets, if any, must be clearly marked on all materials.
All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
All Government and contractor personnel reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC
423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
