Performance Work Statement (PWS) for

Hangar Door Inspection, Maintenance & Repair

Travis AFB, CA 19 Jul 2019

Performance Work Statement

HANGAR DOORS INSPECTION, MAINTENANCE AND REPAIR

1. DESCRIPTION OF SERVICES:

1.1. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform all operations in connection with the maintenance and repair of hangar doors as defined in this Performance Work Statement (PWS) on Travis Air Force Base (AFB), CA. The contractor shall perform to the standards outlined within this contract. The facilities with hangar doors to be serviced are listed in Appendix A. The Contractor is required to conduct the inspection, provide the necessary maintenance, and repair to hangar doors as needed located at various facilities on Travis AFB, CA. The Contractor is required to abide by Travis AFB, local, county, state and federal laws under this contract. The Contractor is required to use innovative industry/commercial standards/procedures and equipment to minimize the expenditure of time and funds while ensuring the highest quality of work.

1.2 Contractor Personnel

1.2.1 Point of contact (POC). The contractor shall provide a point of contact who shall be responsible for the performance of work. The name of the POC and any alternates shall be provided in writing to the Contracting Officer (CO).

1.2.2 The POC or alternate shall be available during normal duty hours within 4 hours upon notification to meet on the installation with government personnel as designated by the contracting officer to discuss problem areas.

1.2.3 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee(s) are identified by the contracting officer to the contractor as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.

1.2.4 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor personnel shall have badges bearing name of the company and the employee’s name.

1.2.5 The contractor shall ensure employees have current vehicle driver’s licenses for the type of vehicle or equipment to be operated on Travis AFB. The contractor shall engage an experienced installer who is certified in writing as qualified to install and repair hangar doors.

1.2.6 The contractor shall not employ any person who is an employee of the United States Government, if the employment of the person would create a conflict of interest; nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoDD 5500.7 (for military) or AFR 40-753 (for civilian).

1.2.7 Contractor shall coordinate an escort into controlled areas with the Facility

Managers or their alternates. Hangars may be inaccessible periodically due to aircraft work or security requirements. It shall be the responsibility of the contractor to confirm availability of the facility for work on hangar doors and systems covered under this contract prior to arrival at Travis AFB, and to schedule work for the available time.

1.2.8 Accident Prevention. The contractor shall comply with the Air Force Occupational Safety and Health Standards (AFOSH), OSHA 1926 Standards and the portions of OSHA 1910 standards, the Army Corps of Engineers Manual EM 385-1-1. It is the responsibility of the contractor to obtain these publications.

1.3. Fire Protection

1.3.1 The contractor shall obtain a burning permit from the Travis AFB Fire

Prevention Office (Bldg. 175) prior to welding, burning or cutting operations each day they anticipate performing this type of work. All welding and burning operations necessary for the completion of the PWS shall be accomplished in strict compliance with fire safety and applicable standards. The contractor shall provide and maintain fire extinguishers in accordance with NFPA standards during all welding and burning operations relative to the PWS.

1.3.2 All welding and burning operations shall be accomplished in strict compliance with the requirements outlined in AFOSH Standard 127-5, National Fire Codes Volume 4, Standard 513, and the Department of the Army Corps of Engineers General Safety Requirements EM 385-1-1, Section XIV (14). Prior to starting welding, burning and/or cutting operations, the contractor shall obtain a burning permit from the Base Fire Department on a daily basis. These permits shall be retained at the project site until work is completed. These permits are the only acceptable authorization for welding, burning, or cutting. It shall be the contractor’s responsibility to obtain these permits and manuals.

1.3.3 A fire extinguisher shall be available at each location where cutting or welding is being performed. Where electric or gas welding or cutting work is done, interposed shields of incombustible materials shall be used to protect against fire damage due to sparks or hot metal. When temporary heating devices are used, a watchman shall be present to cover periods when other workers are not on the premises. The contractor shall provide fire extinguishers in accordance with the recommendations of NFPA Bulletins 10 and 241. However, in all cases, a minimum of 2 fire extinguishers shall be available.

1.3.4 The contractor shall comply with all safety and fire requirements outlined in the Army Corps of Engineers Manual General Safety Requirements EM 385-1-1, and base fire regulations. In areas of buildings not otherwise protected by government-installed equipment, the contractor shall furnish and maintain emergency fire-fighting equipment such as portable fire extinguishers, water barrels, buckets, shovels or hoses of type and capacities satisfactory to the Contracting Officer Representative (COR). A written fire permit shall be obtained from the Travis AFB Fire Prevention Office on a daily basis for the use of open flame devices such as blow torches, portable furnaces or gas and electric welding or cutting equipment. The contractor will be required to make a thorough inspection of each building in which he has performed work at the close of his operations each work day to determine that all necessary safeguards relative to probable fire hazards are in effect. The contractor shall familiarize himself and all personnel engaged in the work under his direction of the location of fire reporting telephones near the job site, the correct fire reporting procedures and pertinent base fire regulations.

1.4 Security Police and Fire Protection. Phone Numbers: Police (707) 424-3294 and Fire

1.5 Removal of Refuse. The contractor shall maintain good housekeeping practices to reduce the risk of fire, damage and personal injury. All scrap materials, rubbish and trash shall be removed daily from around the building and shall not be permitted to be scattered on adjacent property.

1.6 Hours of Operation

1.6.1. The contractor shall perform the services required under this contract during the following hours: The normal hours of operations shall be from 7:30 a.m. to 5:00 p.m. Monday through Friday.

1.6.2. Holidays: The contractor is not required to provide service on the following days:

New Year’s Day Martin Luther King Jr’s Birthday President’s Day Memorial Day Independence Day Labor Day Columbus Day Veteran’s Day Thanksgiving Day Christmas Day.

1.6.3. After hours emergency service calls will be handled by the 60 CES Structures shop. The contract manager or alternate shall be available on site at Travis AFB within 4 hours of notification on the following day during normal duty hours to perform necessary repairs.

2. SERVICES DELIVERY SUMMARY:

Performance Objective Frequency Submit written reports and records. As required by COR

Perform follow up inspection on all hangar doors and aperture doors.

Quarterly

Perform service calls/repairs on hangar doors As required to cover the period of 12 months

Repair Parts. Repairs shall not exceed $2,500 without the CO’s approval and the Contractor shall provide a detailed list of parts and services. Provide 3 quotes for parts

N/A

2.1. Quality Control. The Contractor shall develop and maintain a quality control program/plan to ensure services are performed in accordance with applicable standards as stated in the PWS and industry standards as stated in paragraph 1, Description of Services. A written copy of the quality control plan shall be provided to the COR and CO before contract award.

2.2. Quality Assurance. The government will evaluate the Contractor’s performance by a government representative who will monitor performance through periodic and/or random site inspections and/or receipt of valid customer complaints.

2.3. Performance Evaluation Meetings. The Contracting Officer (CO) may require the contractor representative to meet with the CO, contract administrator, COR, and other government personnel as deemed necessary. The Contractor may request a meeting with the CO when he/she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded by the contract administrator and signed by the CO. If the Contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the CO within 10 calendar days following receipt of the minutes.

3. GOVERNMENT FURNISHED EQUIPMENT & UTILITIES:

3.1. The Contractor may have use of government electrical and water supplies that are incidental to the work being performed and available at each site.

3.2. Interruption of Utilities. The contractor shall not interrupt existing utilities without obtaining written permission from the CO a minimum of 7 work days in advance. The outage request shall be made in writing at least 10 work days in advance of the outage and it shall state the date, duration and areas affected by the proposed outage. The contractor shall make final connections to existing utility services, furnish material, perform excavation, backfilling, tamping and other labor incidental to making the final connections.

3.3. At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.

3.4. If the Contractor needs additional utilities, special connectors, etc., the Contractor will need to provide these at their own expense.

3.5. The Contractor is responsible for all tools, training, supplies, materials, labor, vehicles, etc.

4. CONTRACTOR-FURNISHED ITEMS AND SERVICES:

4.1. General Information. Except for those items or services specifically stated in Section 2 as government-furnished, the Contractor shall furnish everything needed to perform this contract according to all its terms.

4.2. Materials, Parts, & Supplies Acquisition. This listing is not all inclusive of all items needed to perform this contract. All materials, parts and supplies necessary for the performance of this contract shall be obtained by the Contractor. All Contractor acquisitions shall be purchased in economical quantities where appropriate. The Contractor shall purchase from the manufacturer or from the highest level in the manufacturer’s distribution system available to the business community which will provide the lowest price that is obtainable in the normal course of business.

4.3. Quality. Only new standard materials, parts and supplies shall be furnished by the contractor.

4.4. Warranty. The Contractor shall be responsible for replacing any warranty/guarantee items within the appropriate period.

4.5. Materials & Supplies of the Trade. The Contractor shall supply all materials and supplies of the craft, trade, professions or regular line of business or work as it relates to this PWS.

4.6. Transportation & Equipment. The Contractor shall provide transportation for technicians, mechanics and materials in support of this contract. The Contractor shall provide suitable man-lift equipment if required for maintenance and repair of hangar doors. Man-lifts shall be provided by the Contractor for scheduled and unscheduled calls.

4.7. Over and Above Repair. The government and the contractor shall negotiate fixed-price parts and labor that are not within the general scope of the contract, and are necessary to make repairs or prevent malfunctions. Should the contractor recommend parts/work not covered in the contract, the contractor will submit an Over and Above Work Order Request with a detailed cost estimate to the Contracting Officer (CO) and Contracting Officer Representative (COR) within five business days. Any Over and Above requests will be routed by the contractor to the CO for a fair and reasonable determination. The contractor shall not proceed with the Over and Above repair work until the work order has been approved and they have been notified by the CO or their designated representative. Parts will be priced based on established market prices less most favored customer discounts, excluding taxes or handling charges, and shall be supported by supplier invoices. Contractor invoices shall contain copies of supply invoices for parts approved by the CO for payment. If the government and the contractor fail to negotiate a fair and reasonable price, the government may use other means to obtain the repairs.

5. SPECIFIC TASKS:

5.1. General Information. The Contractor shall provide all labor, materials, equipment, transportation, supervision, and other items necessary to perform monthly inspections to complete all hangers within each quarter. Maintenance service shall include but is not limited to the doors and main hangar doors, maintenance, repair and service on the equipment listed in Appendix A on Travis AFB, CA.

5.2. Monthly Information. The Contractor shall inspect all hangar doors and aperture doors when requested by the CO or his/her duly authorized representative.

5.2.1. The Contractor shall perform preventive maintenance during the monthly inspections or when called to do so by the CO or his/her duly authorized representative, which shall include inspection of all equipment required to make doors operative, grease, oil, tighten screws, bolt items necessary for continuous use, perform tests on all electrical operators and repair. All missing and damaged fittings/lubrication points and tubing shall be repaired and/or replaced.

5.2.2. The Contractor shall submit a written report within 10 working days of inspection to include, system and building number, needed repairs, names of personnel on inspection team, date of inspection, remarks on condition of doors. Written report shall include a detailed cost estimate for proposed/required repairs. Estimates shall be broken down by parts, labor, work item, etc. The contractor shall inspect and report, adjust, lubricate, and tighten all appropriate items on hangar doors to include but not limited to:

all rollers, bearings, cables, chains, shafts, tracks, hardware to include electrical track(s), all electrical components used to operate the hangar door, all safety equipment, treadle hoses and related controls, all spring counterbalance assemblies, level of door and track spacing, counterbalance shaft bearings, rollers, hinges, chain hoists, bearings and disconnects, hardware including hinges, couplings, drums, track brackets, rails, doors, motors, aperture, safety items , and weather seals, insulation, fans, etc.

5.3. Service Call Maintenance & Repair: The CO or his/her duly authorized representative shall notify the contractor of repairs to be made from the inspection reports or service calls. The Contractor, upon notification of needed service calls, shall report to the job location, then notify the COR of being on the job. Upon completion of service repair the Contractor shall report to Building 878, Service Contracts Office, to present a signed service ticket to the COR after each job order completion. The service ticket shall include the following information:

a. Time of arrival and departure

b. Type of repairs made and parts replaced

c. List of parts to be ordered

d. List of personnel performing work

e. Estimated cost of repairs

f. Note: Labor time for service ticket begins and ends at the job site

5.3.1. The Contractor shall make all necessary adjustments, and perform minor repairs to include replacement of motors, gears, switches (both manual and electrical), wheels, etc.

Parts and equipment installed by the Contractor shall be in accordance with manufacturer recommendations. This does not constitute a full and comprehensive list of all parts and materials needed.

5.3.2. The Contractor shall, upon completion of the repair, operate the doors to ensure all components, controls and equipment are fully operational and do not present a hazard to personnel or government equipment.

5.3.3. The Contractor shall submit an invoice for payment to include system and building number, name of personnel performing work, date work was performed, materials used, replacement of parts or equipment installed, labor hours and remarks of condition of equipment, controls and components.

5.4. Unscheduled Repairs & Service: The contractor shall respond within 4 hours after receipt of a service call during normal working hours as directed by the contracting officer or his designated representative.

5.4.1. The service ticket shall have the following information:

a. Time of arrival and departure

b. Type of repairs made and parts replaced

c. List of parts to be ordered

d. List of personnel performing repairs

e. Estimated cost of repair

5.4.2. The Contractor shall be responsible for providing man-lift equipment if required.

6. SECURITY AND SAFETY REQUIREMENTS:

6.1. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the governmental installation shall abide by all security instructions and directives of Travis AFB. Employees are responsible for safeguarding all government property provided for Contractor use.

6.2. Safety. The Contractor shall conform to all safety regulations to include but not limited to Occupational Safety and Health Administration (OSHA) requirements and the Maintenance Manual. The Contractor is responsible for inbound and outbound traffic control while working on the equipment and assuring proper coordination is made with the Security Forces office, emergency response office(s) and the COR at least one day prior to scheduled maintenance. The government representative will contact the Contractor for all unscheduled work required and coordinate the best time to perform this maintenance.

6.3. Performance of Service During a Crisis (Declared by the Secretary of Defense or Overseas Combatant Commander). All services to be performed under this contract have been determined to be nonessential for performance during a crisis according to Department of Defense Instruction (DODI) 3020.37 and Air Force implementation thereof, unless otherwise directed by the CO.

6.4. Security. Travis AFB is designated as a closed base. In order to promote security and safety, all employees desiring access must adhere to installation entry requirements, to include, identity proofing and vetting. This includes a National Crime Information Center (NCIC) and California Law Enforcement Telecommunication System (CLETS) check. Identity proofing and vetting is not required for employees if they have a current favorable government security clearance which can be verified through the Joint Personnel Adjudication System (JPAS).

6.5. The primary Contractor will ensure all employees possess proper credentials allowing them to work in the United States and ensure illegal aliens are not employed and/or transported onto the installation. Identification required for identity proofing is:

a. United States Passport

b. Permanent Registration Card/Alien Registration Receipt Card (Form I-1551)

c. Foreign Passport with a temporary stamp or temporary printed notation on a machine readable immigrant visa

d. Employment authorization document that contains a photograph (Form I-766)

e. Current/valid Driver’s License

f. Identification card issued by federal, state or local government

g. U.S. Coast Guard Merchant Mariner Legacy Card

h. U.S. Coast Guard New Merchant Mariner Credential

6.6. Additional supplemental sources of identity proofing which may be requested during increased Force Protection Conditions (FPCONs) or Random Antiterrorism Measures (RAMs) include, but are not limited to:

a. School identification card with photograph

b. U.S. Military or draft record

c. Native American Tribal Document

d. U.S. Social Security Card issued by the Social Security Administration (SSA)

e. Certification of Birth Abroad issued by the Department of State (Form FS-545 or Form DS-1350)

f. Original or certified copy of a birth certificate issued by a state, county, municipal authority or outlying possession of the United States bearing an official seal

g. U.S. Citizen ID Card (Form I-197)

h. ID Card for use of Resident Citizen in the United States (Form I-179)

i. Unexpired employment authorization document issued by the Department of Homeland Security (DHS) which includes, a) Form I-94 identifying the holder as an asylee, or b) other documentation issued by DHS or the former Immigration and Naturalization Service that identifies the holder as an asylee, lawful permanent resident, refugee or other status authorized to work in the United States incident to status

j. Foreign Military or Government Identification Credentials

k. Foreign passport with a current arrival-departure record (Form I-94) bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status, if that status authorizes the alien to work for the employer

l. In the case of a nonimmigrant alien authorized to work for a specific employer incident to status, a foreign passport with Form I-94 or Form I-94A bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status, as long as the endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form

m. The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provision of this clause. Furthermore, nothing in this clause shall excuse the Contractor from proceeding with the contract as required.

6.7. Identity Proofing and Vetting. Employees whose background reveals any of the following disqualifiers will not be allowed installation access. All employees will be vetted based on the following disqualifying base access criteria:

a. The installation is unable to verify the individual’s citizenship, immigration status, social security number, or claimed identity

b. The individual is/has/has been:

i. Barred from entry/access to a federal installation or facility

ii. Wanted by federal/civil law enforcement authorities, regardless of offense/violation

iii. On a federal agency “watch list” or “hit list” for criminal behavior/terrorist activity

iv. Knowingly/willfully engaged in acts/activities to overthrow the government by force

v. Incarcerated 12 months or longer in the past 10 years, regardless of offense/violation, unless released on proof of innocence

c. The individual has been convicted of:

i. Child molestation or pornography; any crime involving indecent acts with a minor

ii. Espionage, sabotage, treason, terrorism, or murder

iii. Firearms or explosive violation within the past ten years

iv. Felony involving violence against a person, arson, robbery or burglary

v. Drug distribution, possession, intent to sell, trafficking or use more than once

vi. Sexual assault, rape, human trafficking or any felony sexual in nature requiring registration as a sex offender under applicable federal or state law

d. The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links or support

e. There is reasonable basis to believe the individual:

i. Submitted fraudulent information concerning his or her identity

ii. Will unlawfully or inappropriately use an access credential outside the workplace

iii. Will attempt to gain unauthorized access to classified documents, information protected by the Privacy Act, information that is proprietary in nature, or other sensitive or protected information

f. There is reasonable basis to believe that issuance of an access credential poses unacceptable risk when:

i. Criminal or dishonest history exists

ii. A statutory or regulatory bar prevents the individual’s contract employment or would prevent federal employment

iii. The individual’s material, intentional false statement, deception or fraud in connection with federal or contract employment for base access

iv. Based on the nature or duration of the individual’s alcohol abuse without evidence of substantial rehabilitation

v. Based on the nature or duration of the individual’s illegal use of narcotics, drugs, or other controlled substances without evidence of substantial rehabilitation

6.8. Employees will be identity proofed and vetted each time a pass is issued. Security Forces may conduct random screenings at any time; if disqualifying base access information is found, employees may have their passes revoked.

6.9. Employees with disqualifying base access information will be issued a denial access letter immediately revoking their base access privileges. Employees requesting to contest the adjudication, denial of installation access, or requesting a waiver/exception to policy must submit a written rebuttal/request within 10 business days of receipt of the barment letter to 60 AMW/CC, through 60 SFS/CC, Attention: 60 SFS/S5R, Bldg 381, 540 Airlift Drive, Suite C-101, Travis AFB 94535-2451.

6.10. Primary Contractor Responsibilities. The primary Contractor will be responsible for the conduct of all employees working under that contract. Additionally, the primary Contractor will:

a. Coordinate base entry requirements with the 60th Contracting Squadron

b. Advise employees requesting base access on requirement to complete, sign and submit a Travis Form 251, Consent for Background Check. Forms are available at the Pass and Registration Office and Visitor Control Center. Any employee who does not complete or sign the form will be denied installation access.

c. Advise employees that the base pass is only valid for the purpose, person and vehicle for which it was issued. Use of the base pass for any other purpose or by any other person will result in the pass being confiscated. Employees that misuse their pass may be subject to barment actions. If a pass is lost, notify the Pass and Registration Office immediately.

d. To obtain a pass, personnel will need a valid state or government photo identification

e. To obtain a vehicle pass, personnel will need a driver’s license, registration and insurance

f. Provide written notification within 24 hrs to the 60th Contracting Squadron of any changes in an employee’s status. This includes, but is not limited to, the employee being fired or quitting their position with the company.

g. Retrieve government-issued personal and vehicle passes from employees who no longer need installation access. Passes will be turned into the 60th Contracting Squadron upon expiration.

6.11. Obtaining a Base Pass. Provide an Entry Authority List (EAL) of all employees on company letterhead which require a base pass. All requests for a base pass will be submitted through the Base Contracting Office NLT 45 days prior to the contract start date. Exceptions will be made for short-notice contracts where the award date and performance start date are less than 45 days. A base pass will be issued for a maximum of one year. Prior to renewing a base pass, return the old base pass to the Pass and Registration Office for destruction. Ensure the EAL includes:

a. Contract number, work site or location, inclusive dates of the contract, work schedule (include days of the week and time periods employees are on base), employee’s full name, date of birth, and social security number

b. Only persons who have undergone identity proofing and vetting and have no disqualifying base access information can serve as a sponsor. Persons appointed as sponsors will meet employees at the Visitor Control Center and ensure they complete Travis Form 251, Consent for Background Check.

6.12. Employee Responsibilities. All employees requiring reoccurring and unescorted access onto the installation must:

a. Carry their DoD ID card or installation pass on their person while on the installation

b. Register privately owned vehicles in accordance with installation policies

c. On request, present their DoD ID card or installation pass to security personnel.

Refusal may be grounds for further administrative or punitive action.

d. If issued a Common Access Card (CAC), present documentation to the local security office for replacing reported lost or stolen card

d. Turn in access credentials to the 60th Contracting Squadron when the credential expires or when the basis for obtaining the credential no longer exists

e. Increased Force Protection Condition (FPCON). During FPCON Normal, Alpha and Bravo; employees without a base issued pass must be sponsored onto the installation. During FPCON Charlie and Delta the base will curtail non-essential operations/functions and non-essential employees will be suspended at the direction of the installation commander. All employees attempting installation access thereafter will be physically escorted unless FPCON Mission-Essential designation has been approved in advance and is indicated on the base pass.

6.13. Restricted Area Badges. Employees may be submitted for unescorted entry into restricted areas if required for their contract. Contact the security manager for the military agency responsible for the project.

6.14. Escort Requirements. The following escort requirements apply:

a. Installation sub-contractors must be escorted at all times

6.15. Controlled/Restricted Areas. Employees not in possession of a restricted area badge will be escorted at all times when working within controlled, restricted or other sensitive areas. Escorts can be either the military agency responsible for the project or an employee in possession of a restricted area badge. The military agency or employee in possession of a restricted area badge will follow existing procedures and instructions for obtaining entrance to controlled, restricted and sensitive areas.

6.16. Lost Base Passes or Restricted Area Badges

6.16.1. Base Passes. The employee’s supervisor will investigate and provide written notification for a lost base pass to the 60th Contracting Squadron. Written notification should include an explanation from the employee on how, when, where and what steps have been taken to locate the missing base pass. If a replacement is needed, forward the notification with the request for a base pass.

6.16.2. Restricted Area Badges (RAB). Employees issued a RAB must report the loss immediately to the security manager of the military agency that submitted the RAB request. The individual who lost the RAB will provide a written explanation on how, when, where and what steps have been taken to locate the missing RAB. The security manager will conduct their own inquiry and forward a report of investigation (with squadron commander endorsement) with the member’s written explanation and the original AF FM 2586 to the Pass and Registration Office. A new RAB will not be issued until the investigation is complete.

6.17. Identification Common Access Card (CAC). Employees requiring computer access must submit a request through the security manager for the military agency responsible for the project. The security manager will facilitate registration within the Contractor Verification System. The COR is designated as the sponsor and will assist with this process. Once issued, the CAC card must be in the employee’s possession at all times while on base and performing official duties. The primary contractor shall advise their employees that a favorable security clearance background investigation is needed as a condition of employment under this contract.

6.18. Anti-terrorism Force Protection Training. IAW AFI 10-245 and TAFB OPLAN 10-245, all employees with contracts over 90 days will complete initial and annual Level I Anti-Terrorism Awareness training at https://atlevel1.dtic.mil/at/ using the password “aware”. All personnel will be responsible to provide proof (copy of training certificates) of training to 60th Contracting Squadron Anti-terrorism Advisor/Representative responsible for the unit they are contracted.

7. ENVIRONMENTAL AND SAFETY CONTROLS:

7.1. Environmental Management System (EMS) Policy. Travis AFB is committed to excellence in all aspects of environmental stewardship activities using the Air Force Environmental Management System (EMS). This commitment and use of EMS applies to all activities, products and services associated with Travis AFB, partner units and contractors. Travis AFB is committed to compliance with applicable environmental laws, regulations, and policy; reducing risks to the mission; preventing pollution and continuously improving environmental performance. The Travis AFB goal is 100 percent compliance with all applicable federal, state, and local environmental requirements while sustaining our mission. Travis AFB will promote environmental quality throughout the mission by integrating and maintaining an effective EMS;

protecting human health and the environment; incorporating environmental commitments to applicable policies and programs; encouraging an environmental culture across all levels of management; enhancing relations with regulatory agencies; partnering with all stakeholders to promote resource conservation and achieving continual improvement to environmental performance.

7.1.1. Contractors shall perform work under this contract in a manner that is consistent with Travis AFB EMS and conforms to all applicable environmental laws, regulations and policies. Upon awarding of the contract, the Contracting Officer's Representative will direct the Contractor to review and post the Travis EMS Environmental Policy Letter in the workplace and review the EMS Awareness Training slide presentation; both items are with the Travis AFB 60 CES Environmental flight. Within seven business days of the start date, the Contractor shall provide the Contracting Officer with a list of names of all employees who viewed the applicable training as well as the date training was completed.

The Contractor shall provide information when necessary to demonstrate written conformance with these requirements upon request.

7.1.2. The Contractor shall perform work under this contract consistent with TAFB’s EMS Policy and in a manner that conforms to all applicable environmental laws and regulations. The Contractor shall provide information as necessary to demonstrate conformance with these requirements. In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall take corrective action immediately or based on the time schedule established by the EMS Coordinator, 60 CES/CEI, 411 Airman Drive (B570), Travis AFB, CA 94535, phone 707-424-8225 or 707-424-3739. The contractor shall participate in the Base Hazardous Material (HAZMAT) program as required by AFI 32-7086, AMC Supplement, to include:

a. Designation of a single individual who has experience and knowledge of HAZMAT issues

b. Provision of all HAZMAT to be used or stored on base

c. Limited storage of HAZMAT on base

d. Coordination of all HAZMAT used or stored on base from 60 CES/CEI

e. Tracking daily usage of all HAZMAT used or stored on base

f. Implementation of Best Management Practices (Bumps) to prevent spills and other releases to the environmental to meet NFPA, OSHA, and RCRA requirements

g. Participation in an accurate exit inventory of materials used on base at the end of the contract

h. The Contractor shall store all HAZMAT in a designated HAZMAT storage area. The Contractor shall anticipate 60 CES/CEI audits to ensure their HAZMAT storage area is in compliance with HAZMAT storage requirements.

7.2. Hazardous Waste Management. The Contractor is responsible for the analysis, characterization, proper handling and disposal of hazardous waste generated by their operation. Management shall be in accordance with Title 22 of the California Code of Regulations and the Travis AFB Hazardous Waste Management Plan. The Contractor is subject to the Solano County Department of Resource Management, California Department of Toxic Substances Control, Federal EPA and 60 CES/CEI audits while working on Travis AFB. If hazardous wastes are generated, the contractor shall establish a Satellite Accumulation Point with the approval of 60 CES/CEI and provide certification of proper training to handle hazardous waste. Hazardous waste shall be placed in secured, properly labeled containers provided by the Contractor. The Contractor shall anticipate 60 CES/CEI audits to ensure their storage area is in compliance with requirements.

7.2.1. Under no circumstances will the Contractor remove any hazardous waste from Travis AFB without ensuring complete and full compliance with all applicable existing environmental laws and regulations. All shipments must be prepared in accordance with Department of Transportation Regulations (40 CFR 172).

7.2.2. Prior to removing, transporting or disposing of any hazardous waste from the base, the Contractor shall forward hazardous waste manifests, land disposal restrictions, waste profiles, laboratory analyses, and material safety data sheets to 60 CES/CEI to obtain a review and/or signature as required. Hazardous waste treatment is not permitted on Travis AFB unless approved and monitored by 60 CES/CEI.

7.3. Notification of Environmental Spills. If the Contractor spills or releases any hazardous substance that contacts or has the potential to contact water, soil or any drain (sanitary or storm) the Contractor shall call 911 (4-4911 if utilizing a telephone on base) then the CO immediately. The Contractor shall be liable for reimbursement of containment and environmental cleanup of the spill or release of such substance.

7.4. Wastewater. Wastewater is any unwanted water (contaminated storm water, any water not meeting the definition of storm water, non-storm water, ground water, unused potable water, water generated as a result of rinsing or cleaning) and is prohibited from discharge to any location on Travis AFB without prior approval from the 60 CES/CEI.

The Contractor shall obtain written approval from the CO prior to discharging to any Travis AFB sanitary or storm sewer system.

7.5. Hazardous Material Storage Tanks. The Contractor is responsible for ensuring compliance with 40 CFR 112, the California Health and Safety Code Chapter 6.67, Section 25270.3 and the 60 AMW Integrated Contingency Plan (latest version) for any above ground storage tank brought to the base for Contractor’s use. There are no size exemptions on Travis AFB. Requirements include conducting daily visual inspections, proper labeling, secondary containment, proper grounding, etc. Vehicle/equipment filling and storage tank refilling must be monitored continuously and conducted in a manner to prevent spills and overfills. The Contractor shall anticipate 60 CES/CEI audits to ensure their tank area is in compliance with requirements.

7.6. Spill Response. The Contractor shall be responsible for the clean-up and disposal of all spilled materials. This includes all materials used to contain and absorb the spill.

Spilled material must be cleaned up promptly and reported to the CO. If any amount of spilled material contacts or has the potential to contact water, soil or any drain (sanitary or storm), the contractor shall call 911 (424-4911 if utilizing a telephone on base) immediately. Spills of HAZMAT or hazardous waste shall be managed in accordance with the current 60 AMW Integrated Contingency Plan for Oil and Hazardous Substances Spill Prevention and Response for Travis AFB. Disposal of wastes generated from spill cleanup shall be the Contractor's responsibility. The Contractor shall be liable for reimbursement of containment and environmental cleanup of the spills.

7.7. Training. The Contractor is responsible for training their employees regarding Environmental and Hazardous Materials Handling. The Contractor is also required to have and maintain Material Safety Data Sheets (MSDS) for all materials used by the Contractor in accordance with, but not limited to, federal and state laws and/or regulations.

8. APPLICABLE PUBLICATIONS AND FORMS:

8.1. General Information. Publications that apply to the PWS are listed below. The publications have been coded as mandatory or advisory. The Contractor is obligated to follow those publications as coded mandatory to the extent specified in other sections of this PWS. It is the responsibility of the Contractor to obtain these publications.

8.2. Base Regulations. The Contractor shall comply with the AFOSH standards.

Mandatory.

8.3. Occupational Safety and Health Act (OSHA). Contractors shall comply with OSHA 1926 Standards and the portions of OSHA 1910 standards. The Army Corps of Engineers Manual EM-385-l-1 will be used in the absence of guidance of OSHA Standards. Mandatory.

8.4. References. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

a. AFOSH Standards. Mandatory.

b. NFPA Bulletins 10 and 241. Mandatory.

8.5. Records Management. The Contractor shall ensure that all records created as a result of processes prescribed are maintained in accordance with AFRIMS Records Disposition Schedule (RDS), AFMAN 33-363, Management of Records, and disposed of IAW the Air Force Records Disposition Schedule (RDS) located at https://www.my.af.mil/afrims/afrims/arfims/rims.cfm.
