1) Please provide any maintenance reports including a list of parts replaced in the last one year for the 14 hangers listed for servicing under the subject solicitation.

2) Does any established wage determinations such as Davis-Bacon Act or Service Contract Act Prevailing Wage apply to the subject solicitation? If so, please provide the wage determination applicable for this project.

SCA does apply and the Wage Determination document (2015-5656 Rev 8 dated 8/2/2019) is attached.

3) Four-hour response time for the hangar doors repair with experienced professional help may not be possible. Given if the parts fail and the hangar is not operable, until new parts are procured, it may take way longer than 4 hours. Given this, is it possible to change 4 hour response time requirement to 48 hours response time?

Four hour response time is required during normal duty hours and days only. This is a firm requirement. The maintenance may take longer to accomplish however a person is required to be on-site to inspect the issue and provide a solution within the four hours.

For Emergency and After Hours Situations the notification to the contractor will not happen until the next duty day during duty hours. During After hours and Emergencies see below updated PWS section 1.6.3.

1.6.3. After hours emergency service calls will be handled by the 60 CES Structures shop. The contract manager or alternate shall be available on site at Travis AFB within 4 hours of notification to perform necessary repairs.

4) Our understanding of CLIN numbers provided requires providing only labor costs for the onsite work. How do consumable material, travel, local lodging and equipment required for reaching the higher than 5 feet above ground the surface elevation be billed under this contract? Do you suggest we allocate a fixed budget for each year?

Consumable materials and parts will be accounted for in a separate CLIN not on the bid schedule due to it having a $10,000 cap for each year. Anything over and above that is not included in this contract.

Travel and local lodging is not included in this contract.

For required equipment see PWS Section 1.1.

5) Is this contract based on base one year plus optional four years?

Yes, this contract is planned as a base plus four (4) option years totaling five (5) years if all options are exercised.

6) According to Performance Work Statement (PWS), Description of Services, Section 1.2.5, it is stated that the “the contractor shall engage an experienced installer who is certified in writing as qualified to install and repair hangar doors”. Which agency or entity is supposed to provide this certification?

OSHA guidelines and Standards to follow state and federal regulation.

7) According to the PWS, section 2.1, Quality Control requires preparation of a Quality Control Plan. Does this contract require dedicated quality control manager (QCM) and Site Safety and Health Officer (SSHO) present during the preventative maintenance and repair by the experienced installers? If so, does the duties of these professionals be combined to be performed by one person?

No

8) a) Do professionals working on this project get a security clearance and including flight line badges for the entire project duration? and b) do they require to be escorted during the work as the work is related to the flight line?

Please consult Contracting Security Clause. No they will not issue security clearance or line badges. They will require to be escorted.

9) Section 5.2 and more specifically 5.2.1 of the PWS refers to monthly Preventative Maintenance (PM) inspection of the hangers at the site. However, the maintenance schedule refers to quarterly maintenance. It is our understanding, each of the hangar door needs to be maintained at least once a quarter. Please clarify the maintenance schedule.

The monthly portion of the PWS was incorrectly typed. It should read as quarterly. However the contractor decides to accomplish the inspection timeline must make sure they are completed once per quarter per door. For example, if the contractor decides to accomplish 12 door per month for a two months then eight doors the third month this is fine. As long as all doors are completed once per quarter.

10) a) During the work days of the PM and during the repair work what are the work hours? b) Can we work either 10 hour or 12 hour work days?

Section 1.6 Hours of Operation of the PWS identifies work hours as 07:30 AM to 05:00 PM Monday through Friday with the exception of holiday identified in 1.6.2.

11) Can you please confirm the quantities listed in your solicitation?

The quantities list are as follows:

Base Year 32 Initial Inspections (count as quarter 1 for base year) 96 Quarterly Inspections (32 inspection per qtr for the 3 remaining qtr in the base year) 108 Hours of scheduled and unscheduled repairs not to exceed $2500 w/out CO approval each

Option 1-4

128 Quarterly Inspections (32 per quarter for 4 quarters) 108 Hours of scheduled and unscheduled repairs not to exceed $2500 w/out CO approval each

12) Will the unscheduled service calls if and when they will be needed will take place during regular working hours or is that 24/7

We would like to for calls to be repaired during regular working hours but require to have the flexibility of 24/7 ops depending on the issue at hand.
