MEMORANDUM FOR INTERESTED CONTRACTORS

SUBJECT: FA442719RA044 – Ballistic Glass
The purpose of this memorandum is to provide responses to contractors’ questions in regards to the subject solicitation. This document will continue to be updated during the solicitation. Please see the below questions and corresponding answers:
Q1: Per Section L 3.3 e. Financial Institution Information: Complete attached Financial
Institution Reference Sheet in Section J and return with the proposal. We could not find the Financial Institution Reference Sheet in the attachments.
A1: This information will be taken out in an amendment to the solicitation. Thank you for bringing it to our attention.
Q2: In an effort to bid accurately are there As-Builts available for each building?
A2: Yes; however, due to the specific function of the buildings and the size of the document they cannot be posted to FBO for public view. If As-Builts are required an AMERDEC file can be requested. This information will be added to the solicitation post on FBO.
Q3: "In the XDAT 15-1116 “Renovate Gate Shacks to Meet Minimum Ballastic” document, the requirement in paragraph 1.01 states “Renovate Gate Shacks to Meet Minimum Ballistic Resistance requirements at Main Gate (Bldg 600), Hospital Gate (Bldg 782), and North Gate (Bldg 8993) at Travis Air Force Base, California.”
In reviewing UFC 4-020-01, “DoD Security Engineering Facilities Planning Manual”, the protection requirements are rated as 1) very low, 2) low, 3) medium, 4) high, 5) very high and 6) special case.
UFC 4-023-07, “DESIGN TO RESIST DIRECT FIRE WEAPONS EFFECTS”, table 2-1 notes levels from Low to Very High. This document also notes in paragraph 5-4.3 that bullet resistant glass is only required in medium levels of protection and higher. Low levels only require installing windows that are translucent or have protective films.
A3: In the statement of work, under 2.01(B), it states that, “The purpose of this project is to renovate the three guard shacks to meet minimum ballistic protection ratings in accordance with UFC 4- 020-01, DoD Security Engineering Facilities Planning Manual, UFC 4-022-01, Entry Control Facilities Access Control Points, and UFC 4-023-07, Design to Resist Direct Fire Weapons
Effects, equivalent to Underwriters Laboratories (UL) 752 Level III.” So the rating must be equivalent to UL 752 III.
Q4: The solicitation states "Renovate Gate Shacks to Meet Minimum Ballistic" levels. The SOW lists
UL Level 3. Are there any restrictions to providing a higher level of protection as long as all other specifications are met and the proposal is within the provided magnitude?
A4: Yes, higher protection levels are acceptable as long as all specification are still met.
