SECTION 01 00 00 – STATEMENT OF WORK FOR DESIGN-BUILD

PART 1 - INTRODUCTION

1.01 SOLICITATION

The 60th Contracting Squadron is soliciting a proposal for the design and construction of XDAT15-1116, Renovate Gate Shacks to Meet Minimum Ballistic Resistance requirements at Main Gate (Bldg 600), Hospital Gate (Bldg 782), and North Gate (Bldg 8993) at Travis Air Force Base, California.

1.02 DESIGN-BUILD FIRM SERVICES

The Design-Build Firm shall perform all necessary studies, meetings, analyses, design, coordination, Schematic Design, Design Development, Specifications, preparation of contract documents, and total construction for the project. The guard shacks shall be renovated (see attachments for locations) IAW applicable Unified Facility Criteria’s (UFCs).

The design shall include all related items as required to safely accomplish all necessary work.

(Note: Design Build Firm and Contractor are used interchangeably)

1.03 DESIGN-BUILD FIRM AE SERVICES

The Design-Build Firm shall have an architectural & engineering staff within the firm and/or shall partner with or have a direct relationship with a professional architect/engineer firm (AE) who shall furnish all services, materials, supplies, and supervision required to fully investigate and design this project. The survey and design of architectural and engineering features of the work shall be accomplished by the appropriate licensed design professional(s) who are experienced in the design of those systems. The final drawings and specifications shall be stamped and signed by the registered professional architect(s) and registered professional engineer(s) responsible for the design in their respective area of expertise and, if applicable, a principal of the firm registered in architecture and/or engineering as applicable.

1.04 ARCHITECT-ENGINEER SERVICES

The Design-Build Firm shall provide licensed design professional architectural and engineering services throughout the design and construction process. The Design-Build Firm shall provide all services, materials, supplies, and supervision required to prepare any change orders and provide office quality control inspection services for the duration of the construction phase of the project.

1.05 PERMITS

The Design-Build Firm and/or the licensed design professional architect/engineer of record shall be responsible for obtaining all necessary permits/approvals from the State of California and those required for construction at Travis Air Force Base.

1.06 COMPLETE AND USABLE

A. The Design-Build Firm shall provide a design for a complete and usable pad within the negotiated and accepted contract construction cost and meeting all requirements of this statement of work. The Government will not accept requests for additional funds except for changes in project scope, unforeseen site conditions or as directed by the Contracting

Officer. The Design-Build Firm shall be financially and technically responsible for resolving any design errors or omissions in its design products.

B. Neither the Government’s review, approval or acceptance of, nor payment for, the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance of any of the services furnished under this contract.

PART 2 - TECHNICAL DESCRIPTION OF PROJECT

2.01 GENERAL

A. The Design-Build Firm is required to provide all services necessary for the design and construction of this project.

B. The purpose of this project is to renovate the three guard shacks to meet minimum ballistic protection ratings in accordance with UFC 4-020-01, DoD Security Engineering Facilities Planning Manual, UFC 4-022-01, Entry Control Facilities Access Control Points, and UFC 4-023-07, Design to Resist Direct Fire Weapons Effects, equivalent to Underwriters Laboratories (UL) 752 Level III.

C. The Design-Build Firm shall be responsible for site surveys, verification of existing conditions, required surveys, excavations, laboratory tests, electrical tests, corrosion and cathodic protection tests, asbestos and lead-based paint surveys, and any other tests required for a complete design and construction of this project.

D. The Design-Build Firm shall be responsible for locating all utilities in the area of construction, and for accommodating or modifying them, as required for the construction of this project.

2.02 DEMOLITION

A. Demolition shall be limited to that which is required to achieve the primary goal as specified in paragraph 2.01.

2.03 CIVIL/STRUCTURAL

A. Utilize the UFCs as defined in para 2.01 B to determine design of meet the minimum ballistic protection. Utilize applicable UFCs and Unified Facility Guide Specifications (UFGS) to properly renovate the facilities to meet the appropriate level of protection.

Examples include, but not limited to, doors, windows, exterior walls, and protection in-place of ground level HVAC systems. The intent of the design is to retrofit the existing wall structures, windows, vent covers/grills, and doors in place, unless value-engineering drives decision to eliminate or relocate a facility feature to meet minimum protection. HVAC units on ground level to be protected in place by shielding walls and roof systems do not require additional protection. Redesign shall use bullet resistant fiberglass for all doors. Value engineering disciplines shall be used in the design analysis to determine most effective method for meeting minimum protection in the rest of the building envelope system.

2.04 ARCHITECTURAL

A. Use of Travis Air Force Base Facilities Excellence Guide is mandatory to include retrofitting of the exterior walls to meet ballistic protection requirements.

2.05 ELECTRICAL AND COMMUNICATIONS

A. Design shall make every effort to keep existing electrical system and fixtures in current locations.

2.06 ENVIRONMENTAL CONSIDERATIONS

A. See Environmental General Requirements Specification section.

2.07 ENERGY CONSERVATION (not used)

2.08 REFERENCES AND STANDARDS

The Design-Build Firm shall design in adherence to the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be by current references and standards. The Design-Build Firm shall determine through the pre-design meeting if other codes, standards or references not specifically cited also apply to the design of this project, and incorporate those requirements into this project. All work accomplished by the Design-Build Firm shall comply with this criteria unless a wavier is obtained from the Air Force when conditions warrant such consideration

A. Air Force Instructions (AFI), Air Force Manuals (AFM), Air Force Pamphlets (AFPAM) plus Supplements, Unified Facilities Criteria (UFC), Military Handbooks, Engineering Technical Letters (ETL) and Operating Instructions that are applicable to the design of this project.

This includes all Air Mobility Command and Travis AFB supplements to these references.

B. Current state and national codes, regulations and specifications involving civil, electrical, and environmental disciplines associated with the design and construction of this project.

C. National Fire Codes published by the National Fire Protection Association.

D. All other Air Force documents deemed applicable by the Contracting Officer for this project.

These documents are readily available for review by the Design-Build Firm at http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc. Design-Build firm to follow all applicable UFCs while designing the ballistic protection and to develop all applicable Unified Facility Guide Specs (outside the provided Division 1 General Requirements) in design documents submittal.

PART 3 - PROJECT MANAGEMENT

3.01 PRE-PROPOSAL SITE VISIT & MEETING

The Government will host an initial pre-proposal meeting and site visit. The purpose of the meeting will be to convey and clarify the project requirements to the Design-Build Firm.

Government furnished items noted elsewhere in this Statement of Work (SOW) will be available at, or prior to the initial meeting. A project site visit will be accomplished after the meeting. The Design-Build Firm shall have appropriate representation present at this meeting, but no less than the proposed design team and project superintendent.

3.02 PRICE PROPOSAL

The Design-Build Firm shall submit a price proposal in accordance with the provided bid schedule.

3.03 PROJECT MANAGER

The Design-Build Firm shall appoint a project manager to serve as the single point of contact for this project and liaison between the Design-Build Firm’s employees/subcontractors and the Government. A registered professional structural engineer is preferred to serve as the project manager; however, if this is not possible, the design architect-in–charge of the design shall attend all design related meetings, sites visits, presentations, official construction inspections and review, initial and date all material submittals. Upon issuance of the Notice to Proceed for the design of this project, the Design-Build Firm shall advise the Contracting Officer in writing of the name of the individual so designated. The Design-Build Firm’s project manager shall be responsible for the complete coordination of all work required for this project. The Project manager shall attend all formal and informal meetings related to the execution of the requirements of the contract.

The Project manager shall ensure that quality control review of each submittal is performed prior to delivery of submittal to the Government.

3.04 AIR FORCE CE PROJECT MANAGER

The CE Project Manager will provide technical support to the Contracting Officer, who is the official agent of the United States Government for this contract. The CE project manager will serve as the point of contact for the Design-Build Firm on all technical matters and, all work performed by the Design-Build Firm on base will be coordinated with the CE project manager. Contact information for both the Contracting Officer and the CE Project Manager is provided at the end of this Statement of Work. During both the design and build phases, the Design-Build Firm shall take direction only from the Contracting Officer.

3.05 PROJECT COST CONTROL

The Design-Build Firm shall be solely responsible for managing the costs of this contract during its design and construction. The Government will not accept requests for additional funds except for changes in project scope, unforeseen site conditions (such as rock removal) or as directed by the Contracting Officer.

3.06 MATERIAL SUBMITTALS

A. During the design process, the Design-Build Firm shall ensure that the A-E coordinates material selection with the appropriate subcontractors such that the materials specified in the design documents are what will be purchased and installed.

B. During the construction phase, the Design-Build firm shall submit material submittals on all products used in accordance with Section 01 33 00 SUBMITTAL PROCEDURES. Design- Build Firm shall create a submittal register and include for review in the 95% design submittal.

3.07 SECURITY REGULATIONS

A. All members of the Design-Build Firm, including subcontractors, who are working on this contract, shall follow Air Force security regulations.

B. The Design-Build Firm shall take precautions and make every effort to prevent public disclosure of any information made available to the Design-Build Firm during the performance of this contract. All data contained in the design documents for each project shall be treated as privileged information.

PART 4 - PROJECT SCHEDULE AND PRODUCT DISTRIBUTION:

4.01 SCHEDULE

The Design-Build Firm shall develop a schedule based on the performance period and other data below. The A-E shall submit this design schedule no later than 10 days after project award.

A. Performance period: 270 Calendar Days B. The performance period includes both the design and construction phases of this contract.

It is the contractor’s responsibility to manage design and construction within the performance period for this project.

C. Government Design Review Milestones: 35%, 95% D. Each Government design review lasts 21 calendar days, at the end of which the

Government will submit its comments to the Design-Build Firm. The Design-Build Firm’s schedule shall include a design review meeting, approximately 7 days after receipt of Government comments, to officially disposition all comments.

E. Construction will begin following the approval of the final 95% design plans.

F. Schedule will include breakdown for construction at each of the three guard shacks.

G. Schedule is for regular work hours, 0700-1630 at all three guard shacks. However, all three guard shacks must remain functional for providing security without impacting mission and interfering with security forces personnel operations. The lane closest to the guard shack can be closed during certain construction activities. Construction affecting guard operations must be schedule during closed hours (North gate 2100-0600, Hospital gate 1800-0600) or during non-peak hours (Main gate peak hours 0600-0900, 1500-1800)

4.02 SUBMITTALS

The Design-Build Firm shall deliver all copies of all submittals to the Contracting Officer, except for those as identified in paragraph 4.09.

4.03 PRE DESIGN CONFERENCE

A Pre-Design Conference will be conducted for this project after this contract is awarded.

The Design-Build Firm shall request this meeting within 10 business days of the issue of this contract, at a date and time agreeable to all parties. The Government will provide any additional details necessary to clarify the project scope or to indicate the Government's desires to ensure project compatibility with the base master plan or to simplify operation or maintenance procedures and costs.

4.04 CONCEPT DESIGN SUBMITTAL

A. A 35% Concept Design Submittal is design from the Notice to Proceed to approximately

35% complete and should include a majority of the investigative work. It is recommended this submittal include a short, informal briefing (discussion) of the design concept to the Government project engineer and appropriate personnel early in the design/analysis process for inputs (potential problems) not readily apparent from field surveys and investigations. The submittal shall include the following:

B. A Narrative/Design Analysis will be provided to indicate a description of the ballistic design assumptions, design factors used, and any other data not otherwise indicated or needed for architectural/engineering analysis. All design calculations made to date shall be included.

Narrative discussions of methods and procedures should be included. The Design-Build

Firm shall address each item required from but not yet provided by the Government to conclude the design.

C. Drawings. Preliminary drawings shall be provided as applicable to reflect progress to date.

Typical are:

1. Vicinity map and location plan showing geographic location and access to the work site.

2. Site plan, including location of all above and below grade utilities in the area, haul route, and staging area location

3. Code Review Sheet, indicating construction type, travel distances, egress, life safety, seismic, ATFP, et cetera, sufficient to indicate due diligence has been performed in review of applicable codes, laws and regulations to ensure completed project is designed and constructed in compliance with such codes, laws and regulations.

4. Site Demolition Plan

5. Overall Site Plans

6. Structural general notes

7. Framing/wall elevations

8. Structural Details

9. Floor Plans

10. Window, door, wall details

11. Mechanical and Electrical details

12. Exterior utilities (electrical, etc) will be located in sufficient detail to clearly define sizes, routing, and avoidance of conflicts with existing systems.

D. Specifications: The Design-Build Firm shall submit outline specifications. Specifications shall follow the CSI Masterformat 2018 and UFGS guide specification format. The Design- Build Firm shall submit all information in 8 1/2" x 11" booklet form.

E. The Design-Build Firm shall include all asbestos/lead-based paint test results in this submittal.

4.05 PRE-FINAL DESIGN SUBMITTAL

A. 95% Pre-Final Design Submittal is design continuation through the 95% unchecked final submittal.

B. All elements of the 65% submittal should be continued to the point that a Government reviewer can verify scope and sufficiency of details on all drawings and specifications.

C. Construction drawings and specifications shall be complete in all details to the extent that a construction Design-Build Firm can complete the Ballistic protection upgrades from the information, with a minimum of differences between the Government and the Design-Build Firm. The Design-Build Firm shall incorporate all approved comments from previous design reviews.

D. Completed submittal schedules shall be furnished for review.

E. The Design-Build Firm shall incorporate all approved comments from previous design reviews.

4.06 FINAL DESIGN SUBMITTAL

A. A 100% Final Design Submittal is the corrected final submittal.

B. All previous design comments shall be incorporated and/or addressed.

C. The Design-Build Firm shall furnish two half size paper copies of the drawings; two paper copies of the specifications; and one paper copy of the material submittal schedule, design analysis and proposed construction schedule. The drawings and specifications shall bear the registration seal of the A-E firm member who is responsible for the design below the Air Force Insignia.

D. The final electronic files shall be submitted at this time to include one AutoCAD and one Adobe Acrobat copy of drawings; one Adobe Acrobat copy of specifications, material submittal schedule, design analysis and proposed construction schedule; one Microsoft Word copy of specifications (all specification sections combined in one file); one Microsoft Excel copy of material submittal schedule.

4.07 GOVERNMENT REVIEW PERIOD & REVIEW CONFERENCE

A review of the Concept, Preliminary, and the Pre-Final Design Submittals will be conducted by the Government. At the conclusion of the review, the Design-Build Firm will be required to attend a Review Conference to discuss the technical review comments and general project progress. The Design-Build Firm will be furnished one set of comments to be annotated and returned to the Government. Comments shall be annotated with a concur, do not concur, exception or delete. Comments annotated other than a concur shall have an explanatory note added to justify the noncompliance with the comment. The Design-Build Firm shall furnish these annotated comments to the Contracting Officer with the next scheduled submittal. The Design-Build Firm shall notify the Government immediately upon determining that there will be noncompliance with a comment to explain the reasoning. If the Government discovers comments annotated as 'cocur'-or its equivalent and no change to plans and specifications have occurred, the Government will disapprove the submittal and require a full explanation.

4.08 DISTRIBUTION COPIES

At each Government review milestone, the Design-Build Firm shall deliver 4 CDS with the electronic design products as described in Part 5 of this statement of work. (See paragraph

4.07 for 100% final design deliverables.) In addition, the A-E will provide the following paper copies;

1. 2 - 11x17 copies of drawings

2. 2 - copies of specifications to include submittal registrar and construction schedule

3. 2 - copies of submittal schedules

4. 2 - copies of the Basis of Design (35% only unless changes)

PART 5 - DESIGN PRODUCT DETAILS

5.01 CONSTRUCTION DRAWINGS

A. Drawings The A-E shall provide all design, construction and contract drawings prepared with Computer-Aided Design Drafting (CADD) System. Current drawings, demolition drawings, new work, and other drawing sheets shall be produced on CADD. The A-E shall verify that all drawings and electronic deliverables meet all requirements prior to submittal to the contracting officer.

B. The A-E will be provided a copy of the Government’s standard title block, approval block, and a cover sheet. All drawings shall have the standard Travis AFB title and approval blocks that shall be CADD-produced.

C. CADD drawings shall be prepared in accordance with the applicable provisions of the “Tri- Service Architectural/Engineering/Construction (A/E/C) Computer-Aided Design and Drafting (CADD) Standards, and will be referred to as the “Standards Manual”. Standard drawing size shall be 24”x36”, D size, and all dimensions shall be in English and SI (Metric) working units. All drawings shall be the original drawing plots, not copies. The Standards Manual can be down loaded from the Tri-Service Centers web site at http://tsc.wes.army.mil.

D. Drawings shall be clean, neat, and orderly and shall clearly define the scope of work, with details sufficient to effectively establish the methods and materials intended. The degree of clarity and the spacing, lettering size, and line impressions shall be such as to provide fully legible copies when reproduced at “half-size”.

E. All site and buildings drawings shall be to scale. Site and building legends shall be identified for all symbols, materials, and abbreviations used on the drawings. Details, sections, elevations, and plans shall be also identified and cross-referenced.

F. Schedules shall be provided on the drawings for all fixtures, panels, equipment, doors, windows, and other items. The schedules shall describe each item of work or equipment characteristics. Any symbols for these items shall be cross-referenced on the plans, elevations, and schedules.

G. Prior to final submission, the A-E shall affix professional seal to each of the drawings. An A-E logo shall not be permitted on the final original; however the A-E may have its name inked in on the first revision block of the title block.

H. Demolition requirements shall also be developed on CADD based drawings.

I. The A-E shall provide CADD information in the format specified below:

1. All digital data files shall be drawn in actual size (1:1) and in model space with borders in paper space. Digital data with rights unprotected, shall be provided in a vector format (modifiable drawings) and saved as a DWG file using AutoCAD 2014, or the latest version used by 60 CES.

2. CADD data shall be provided on 5-1/4” computer disk (CD) labeled with the building number, drawing number, project number, project name, company name, and the date the CD was made. Each CD shall be in a hard plastic protective rectangular container.

3. No zipped, compressed or spliced files will be accepted.

4. Drawing files may contain only one drawing per filename.

5. Electronic drawings shall include an index, specifying each alpha-numeric electronic file name as it corresponds to the sheet numbers. Electronic alpha-numeric drawing index shall be in the same order as the drawing sheet name sequence.

6. The A-E shall ensure that the drawings which use external file references (XREF’s) shall be attached to the file without device or directory specifications, also insuring all files are complete and correct.

7. After design completion and Government acceptance the A-E shall retain a copy of a digital media (with all files included) for at least one year and on request, will provide up to 2 additional copies of each to the Government at no additional cost.

8. Upon delivery of the final design drawings the A-E shall provide a CD with the electronic CADD files for the government Project Manager to review to ensure the files are completed and correct. The A-E shall submit two copies of the approved final design drawings on CD.

9. All electronic files provided to the government shall be virus free.

J. Non-graphic data shall be developed and delivered in the format specified by the latest version of the Tri-Service Spatial Data Standards (TSSDS). The TSSDS can be downloaded from the Tri-Service Center’s internet website at tsc.wes.army.mil. All symbol libraries not provided by the Government to the A-E must be provided to the Government as part of the electronic deliverables. The A-E must provide non-graphic data in a format that can be opened and displayed by, edited with, and output from the database software specified by the Government. Additionally, all linkages of non-graphic data with graphic data, relationships between database tables, and report formats shall be maintained, or automatically reconstructed, when transferred to the Geospatial Data System (GDS) specified by the Government below:

1. Windows 10

2. Microsoft Office 2013 Professional

3. AutoCAD 2014, Release 15 or the latest version used by 60 CES

4. Arcview 10.1

K. All electronic map data shall be projected to the 1983 North American Datum (horizontally) and the 1988 North American Vertical Datum (elevations).

L. Sheet Reference Number – A character code shall be used to identify the discipline and numbered consecutively starting from 1. Sheet reference number shall be reflected as, for example, A-1, A-2, A-3, etc.

M. Sheet Number – Sheet numbers shall be numbered consecutively starting with the cover sheet as number 1. Sheet numbering shall be reflected as, for example, 1 of 8, 2 of 8, 3 of 8 etc. All drawings shall be drawn full scale.

5.02 SPECIFICATIONS

A. The specifications shall be complete, clear, and shall amplify all information shown on the drawings and shall include detail requirements for materials and equipment. Material items shall be specified using industry standards. The specifications shall be prepared using this document.

B. The Travis AFB Standard Division 01 GENERAL REQUIREMENTS specifications are included in this document and are mandatory for use on all projects. Division 01 GENERAL REQUIREMENTS specifications are updated a few times each year, Travis AFB will not accept use of an older project’s Division 01 for use on this project. Current Division 01 GENERAL REQUIREMENTS shall be provided in Microsoft Office Word format on a CD to the A&E firm.

The Design-Build Firm shall provide all additional specifications outside the Division 01 GENERAL REQUIREMENTS that are required to complete the project. All standard UFGS specifications, applicable to the scope of effort identified in this contract, in the most recent version of the Unified Facilities Guide Specifications, will be incorporated into this specification. The Contractor may download the latest version of these guide specifications for free from the Whole Building Design Guide, Construction Criteria Base Web Site for the Unified Facilities Guide Specifications at http://www.wbdg.org/ccb/browse_org.php?o=70.

C. The complete set of specifications shall be combined into one file and shall have the table of contents set up to automatically update when pages or sections are added or deleted.

Paragraphs shall use the same style format as this document.

D. The Design-Build Firm shall provide specifications on compact disk as well as the required hard copies at all submittals. The Design-Build Firm shall number the pages consecutively, with page numbers justified right and the section title justified left. The Design-Build Firm shall provide a minimum one inch margin on all sides is required.

5.03 MATERIAL SUBMITTAL SCHEDULE

The Design-Build Firm will be provided a template form to use. The Design-Build Firm shall fill-in the appropriate information for materials that shall be submitted to the Government for approval. Template will be provided in Microsoft Office Excel format on a CD to the A&E firm.

5.04 COMPUTER FILES

The CAD and word processing files shall not be stored on disks using compression software. The media for delivery of computer data shall be by compact disk (CD) unless approved by the Contracting Officer. All media for computer data shall be certified by the Design-Build Firm to be free of known computer viruses. The name(s) and release date(s) of virus scanning software used to analyze the media shall be furnished at the time of delivery of the media. If analysis of the media by the Government finds evidence of a virus, the media will be returned to the Design-Build Firm. The Design-Build Firm shall resubmit the clean media at no cost to the Government.

PART 6 - GOVERNMENT FURNISHED ITEMS

6.02 ARCHITECT-ENGINEER FIRM RESPONSIBILITY

It is the Design-Build Firm and the A-E’s responsibility to verify the validity of all material provided by Travis AFB and conduct all field investigations, including any survey work, at the site as required to resolve design issues and to ensure that design submittals reflect and accommodate existing conditions. The A-E shall notify Travis AFB a minimum of 14 days before any survey or geo-technical team arrives on the base to permit marking of underground utilities.

6.03 AS-BUILT INFORMATION/DETAILS

Applicable information/details found on the as-built drawings shall be transferred to the demolition sheets. Referenced as-built drawings shall not be utilized as a substitute for demolition sheets. The Design-Build Firm shall be responsible to verify all as-built information.

PART 7 - MISCELLANEOUS

7.01 MEETING MINUTES

The Design-Build Firm shall provide the Contracting Officer, in writing, his version of each design conference or meeting in which the technical design of the project was discussed.

These meeting minutes shall be provided to the Contracting Officer a maximum of 5 business days after the date of the design conference or meeting. This written record will not be considered under the clause "Changes", FAR 52.243-4. Any such notification will be submitted separately.

7.02 BRIEFINGS

The Design-Build Firm may have to support briefings to the base’s management, in addition to submittal briefings to the technical staff.

7.03 CLAIMS

The Design-Build Firm and all of its subcontractors shall relinquish all claims to additional monetary compensation for the whole or partial use by the Government of documents submitted under this contract in the modification, alteration, or construction of projects not included under this contract.

7.04 CORRECTIONS

A. In the event corrections to design are required during construction, the Design-Build Firm shall provide the following to the Contracting Officer for Government review and concurrence prior to construction.

B. Four full size paper (reproducible), one AutoCAD and one Adobe Acrobat copies of the revised drawings.

C. One paper, one Microsoft Word and one Adobe Acrobat copy of the revised specifications.

7.05 LAYDOWN AREA

A. Ktr will be a given a central area for construction trailer and material storage. Supplemental laydown areas, depending on size requested, will be located at our near the construction area for each of the 3 gates. Note: North Gate is outside the perimeter fence line.

SECTION 01 00 01 – TRAVIS AFB GENERAL REQUIREMENT

1.1 PRINCIPAL FEATURES

Contractor shall provide all design, plant, labor, materials and equipment necessary to fully meet all requirements of this Summary of Work, Construction Specifications, Construction Drawings and all other Contract Documents related to and/or titled: “Construct CRW HELAMS Paddock and Power Plugs, Bldg 924, XDAT 10-1683” at Travis AFB, California .

1.2 DEMOLITION, REMOVALS, AND EXCESS MATERIALS

All materials, equipment, and refuse generated through the demolition work required by this contract shall become the property of the contractor and shall be disposed of by the contractor off base at the contractor's expense unless specifically listed otherwise in the drawings or demolition section of the specifications. The contractor should be aware that within the confines of Fairfield, California, including Travis Air Force Base, if the contractor subcontracts for the removal of debris/refuse that the City of Fairfield has an exclusive franchise agreement with Solano Garbage Company, (707) 422-4244, to perform such service. Hazardous material removal and disposal shall be accomplished in accordance with all applicable codes and regulations and shall be the sole responsibility of the contractor.

1.3 EXCAVATION

Excavation of any kind is prohibited prior to processing a duly executed Excavation Permit 60 AMW Form 55. Excavation Permits are only valid for a 90 calendar day period and only as much excavation work that can be accomplished in 90 days shall be processed on any individual Excavation Permit. The contractor shall mark the area to be excavated at the site in white chalk paint prior to processing the Excavation Permit and shall provide a drawing/sketch of the area to be excavated along with the Excavation Permit form. The contractor shall maintain the utility markings for the 90 days or until all excavation is completed. Excavation prior to completion of such permit shall be at the contractor’s risk. Any damage to utilities or other government property as a result of such excavation shall be repaired or replaced by the contractor at no additional cost to the government. Any damage to utilities owned or maintained by other companies will be repaired by the contractor or will be paid for by the contractor for the company to repair the utility at the company’s option. Processing the permit is the responsibility of the contractor and will require the contractor to take the drawings and permit to Bldg 878 Conference Room on Tuesday at 1000 hours for coordination. It must be submitted no later than 0900 hours that morning to be considered for the 1000 hours coordination. In addition, the contractor shall contact Underground Service Alert for review and coordination by commercial telephone, gas, and electrical companies before submitting the Excavation Permit. Depending on personnel availability, complete processing may be expected to take up to 10 working days. The contractor will be notified when the Excavation Permit is signed and ready.

Contaminated Soil - If the evidence of possible soil contaminants is found in the process of excavation and/or soil removal, Natural Resources Management, 60 CES/CEAN, shall be notified immediately by submitting notification through the Contracting Officer.

1.4 UTILITY OUTAGES

Outages for utility tie-ins/shut downs require prior approval of the Contracting Officer. All requests for outages shall be submitted in writing to the Contracting Officer at least 21 calendar days in advance of the proposed date unless specifically indicated otherwise elsewhere in the contract documents.

1.4.1 Electrical Distribution System

(a)Overview. The electrical distribution utility system at Travis AFB is owned and operated by City Light & Power (“utility owner”) as part of the USAF utilities privatization (UP) program. The electrical distribution system includes but is not limited to all electrical manholes and lids, hand holes, access points, overhead distribution poles, distribution lines, transformers, switchboxes and any other connecting facility.

(b)Access. In order to gain access to the electrical distribution system, permission must be granted by the utility owner in writing prior to the contract start date. Access to the electrical distribution system includes but is not limited to: The uncovering of manholes and hand holes or any other access points, the capping of or tapping into service feeders, transformers, switchboxes and any other connecting facilities. (c)Permanent connections, and disconnections. The contractor will subcontract to the utility owner for new installations, or for the removal of connecting facilities. A point of demarcation is to be identified by the Government and the requested scope of work will be performed by the utility owner up to that point of demarcation.

Permanent connections to the electrical distribution system is to include but is not limited to: The disconnection from, the capping off of, or otherwise altering or splicing of a service feeder. The addition and the removal of transformers, switchgear, panelboards, and other facilities connected to the distribution system.

(d) Modifications to existing infrastructure. The contractor will subcontract to the utility owner to construct new installations, or for the removal of existing infrastructure. A point of demarcation is to be identified by the Government and the requested scope of work will be performed by the utility owner up to that point of demarcation.

Modifications to existing infrastructure are to include but are not limited by: The raising/lowering of manholes and hand holes or other adjustment of their location. The removal or adjustment of light and utility poles.

1.5 CONTRACTOR’S STORAGE AREA

At the time of contract award, the Government may assign an outside area to the contractor for the storage of his supplies and equipment. The contractor shall provide an identification sign posted at the area, stating contract title (S), contract number (S), contractor’s name, original contract completion date (s), and emergency phone number for all contracts currently in progress at TAFB. The contractor shall be responsible for his own security and weatherproofing. Missing or damaged material shall be replaced by the contractor at no additional cost to the Government at the completion of the contract. The location of the contractor storage area will be determined by the Contracting Officer. Base policy is to locate all contractor storage areas in a confined area off of Hangar Avenue behind David Grant Medical Center. Contractors are required to perform basic housekeeping within the designated area on a regular basis, to include repairing fence material, subject to quality assurance inspection by base personnel.

1.6 CONTRACTOR SECURITY OF JOB SITE

The Contractor shall be required to fence off the construction site and have all access gates secured with keyable locks. The fence shall be of chain link with brown fabric and be 6 feet high minimum. The Contractor shall furnish the duplicate gate keys to the base fire chief, and the designated construction inspector.

a. All temporary fences and structures that the contractor uses to protect his materials shall be removed at project completion.

b. The storage area shall be cleaned of all debris and demolition material and repaired as required to bring the site back to its original condition.

1.7 CONTRACTOR WORK TRAILER (ON SITE OFFICE)

The Contractor may provide an on site office trailer as necessary for the accomplishment of the work. The trailer shall conform to the following criteria: Trailer shall be well maintained, and not appear in a condition requiring extensive repair, trailer color shall be light beige for the body, with optional medium to dark brown trim. In no case shall a trailer be permitted on the work site unless color is approved by the Contracting Officer. It may be required to locate contractor work trailer in an area not adjacent to the construction site. Location of the contractor work trailer must be approved by the Contracting Officer.

1.8 WORKING HOURS

Work shall be performed during normal work-week, 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal Legal Holidays and/or days not worked by the Government in observance of such Federal Legal Holidays. Work shall not be performed at any time other than the normal work-week without obtaining written approval of the Contracting Officer at least seven (7) calendar days in advance.

1.9 FIRE PREVENTION

Responsibility: The Base Fire Chief or his representative will attend pre-construction conferences to brief contractors on pertinent fire regulations and to provide guidance for fire safe operations during contract performance.

Fire prevention guidance will be furnished to the contractor for briefing his personnel.

1.9.1 Fire Prevention Rules

1.9.1.1 Smoking

a. Use of cigars, cigarettes, matches, and mechanical lighters is prohibited in buildings used for storage, repair, processing, or servicing except in areas designated as “Authorized Smoking” as approved by the Base Fire Chief or his designated representative.

Areas so designated shall be marked by suitable signs.

b. Discarded smoking materials shall be placed in special non-combustible receptacles. At the close of business, or upon cessation of operations each day, these receptacles shall be removed from the building and the contents disposed of in a fire-safe manner.

c. Smoking is prohibited in any facility or area where any painting is being done. Smoking is prohibited within 50 ft of storage, repair, servicing, processing. Smoking is prohibited within 100ft of any hazardous vapors or materials being used.

1.9.1.2 Fire Reporting

Any person who discovers a fire shall report it immediately, even when it is extinguished without the aid of the Fire Department. This shall be done by:

a. Sounding the alarm locally be activating the installed fire alarm or by shouting to notify the occupants.

b. Telephone reporting of fires:

1. All base phones: Dial 424-4911.

2. To report a fire using a cell phone: Dial 707-424-4911.

c. Giving the Fire Department the following information:

1. Building number or physical address.

2. Type of fire (building, grass, automobile, electrical, metals, fuels, etc.)

3. Exact location of the fire in the building (1st, 2nd, 3rd floor, north end, south end, etc.)

4. Name of person reporting the fire.

1.9.1.3 Heating

Non-explosion proof electrical heaters and all open flame heaters are prohibited for use in any facility or area where volatile vapors are present or may accumulate.

1.9.1.4 Electrical

a. During Fire Prevention inspections, all appliances deemed unsafe and connected to an electrical distribution system shall be disconnected from the electrical system until approved by a competent electrician.

b. In buildings where volatile liquids are used and/or stored, only vapor-proof type drop cords shall be used.

c. All flexible cords on appliances shall be UL listed and rated for the type of working being accomplished. Cords shall be continuous lengths and kept in good condition without splice tape.

1.9.1.5 Housekeeping

a. Trash shall not be allowed to remain in any area or building overnight.

b. Only non-combustible trash containers and waste paper containers shall be used.

c. Trash shall not be allowed to accumulate on the floors, in attics, or underneath stairwells or buildings. Attics and the area underneath stairwells shall not be used for storage without prior written approval of the Base Fire Chief by submitting request through the Contracting Officer.

d. Outdoor trash receptacles shall be located at a reasonable safe distance from buildings. Trash and litter, including scrap lumber, shall not be stacked less than twenty (20) feet from any building.

e. Rags shall be kept in a metal container with metal lid. Oily rags shall be removed from the building at the end of each work day. All containers shall be properly labeled with contents.

1.9.1.6 Flammable Liquids

a. Flammable liquids shall be stored only in designated buildings and areas with “FLAMMABLE” AND “NO SMOKING” signs prominently posted.

b. Gasoline shall not be stored in any building on Travis AFB without written approval from the Base Fire Chief by submitting request through the Contracting Officer.

c. A supplemental supply of flammable liquids kept on the premises shall be limited to the amount necessary for one day’s use. This supply shall be kept in approved safety cans stenciled with the name of contents and the word “FLAMMABLE”.

d. All paint storage sheds shall be at least fifty (50) feet from any building.

e. All spray painting shall be done in compliance with established industry safety practices and current regulations.

f. Blow torches or any type of open flame are prohibited for removing paint or tile from any type of surface.

g. The tanks on any small gasoline powered engine shall be drained and purged before storing in any building on Travis AFB unless a specific building is designated for this purpose and approved in writing by the Base Fire Chief by submitting request through the Contracting Officer.

1.9.1.7. Liquid Powered Equipment

a. In all areas where an accumulation of explosive gases is likely to occur from the use of power equipment, adequate ventilation shall be maintained.

b. Privately owned vehicles shall not be parked in any building or structure other than those designated and approved in writing for this purpose.

1.9.1.8 ARC Welding, Torch Welding, Cutting, and Brazing

a. Welding, cutting, or brazing within or around any structure, other than approved welding shops, will require permission from the Fire Department and the issuance of a Welding Permit. Any open flame (welding, tar kettles, etc.) will require a welding permit. Call 424- 3886 to have a permit issued.

b. Backflow protection shall be provided by an approved device that shall prevent oxygen from flowing into the fuel gas supply system or fuel gas from flowing into the oxygen supply system.

c. Flashback protection shall be provided by an approved device that shall prevent the flame from passing into the fuel gas supply system.

d. Only certified welders shall operate welding equipment.

e. All equipment shall be inspected daily for damage, loose connections, and unsafe conditions. Repair or replacement shall be made if required.

f. When precautionary measures have been taken and fire hazards continue to exist, a fireguard provided with suitable fire extinguishing equipment shall be stationed near the welding location.

g. During any work in which a concentration of flammable vapors or dust is likely, all open flames shall be extinguished and the building shall be adequately ventilated. Precautions shall be taken to insure that electrical circuits are not activated.

h. Do not shut off water mains and fire hydrants or perform any maintenance that will interfere with the water supply on the Base without first notifying the Base Fire Protection Branch, 424-3886.

i. For all potential fire hazards and actual emergencies not specifically covered in this section, the exercise of good common sense will usually suffice. When in doubt, call the Fire Prevention Section for assistance, 424-2328 or 424-3683.

1.9.1.9 Asphalt and Tar Kettles

a. Asphalt and tar kettles shall be located a minimum of twenty (20) feet from any building. Kettles in use shall be continuously supervised.

b. Asphalt and tar kettles shall be equipped with a temperature gauge.

The temperature gauge shall be kept visible and in good working order.

c. Containers of compressed gas for heating tar shall be secured to prevent falling.

d. Two (2) portable fire extinguishers shall be provided. Each extinguisher shall have a minimum rating of 10 BC. These extinguishers shall be fully charged and within fifteen (15) feet of the tar kettle during kettle operations.

e. For all potential fire hazards, call the Fire Department for assistance at 424-3886.

f. For actual emergencies not specifically covered in this guide, call 424-4911 from Base phones.

1.10 SUBMITTAL REQUIREMENTS

For submittal requirements refer to the contract documents and the technical specifications. If exact products are specified in the contract documents, and the contractor intends to use those same products in the construction work, submittal requirements in Section J, Attachment 4, and the technical specifications for catalogue cuts, manufacturer’s literature, and samples are waived.
