STATEMENT OF WORK (SOW)

For

CONSOLES REPLACEMENT IN AIR TRAFFIC

CONTROL TOWER (ATCT)

At

ALTUS AFB OK

DATE: 8/18/2016

1.0 PROJECT DESCRIPTION: This project is for the removal of the existing Air Traffic

Control Tower (ATCT) consoles, installation of new consoles, and raising the complete section that is the Watch Supervisor Desk in the ATCT at Altus Air Force Base, Oklahoma. All consoles shall be the same non-reflective color (black, gray, or dark blue).

Material shall be metal based and shall be compliant with the Buy American Act. Lighting is to be included over the flight progress strip bays. If possible, current electrical outlets under the writing surface will remain.

2.0 PROJECT LOCATION: The project is located at the ATCT, Building 525, Altus Air

Force Base, Oklahoma.

3.0 SCOPE OF WORK: The Contractor shall design, engineer, furnish, install and test to accomplish a turn-key operation for consoles replacement and raising a portion of the floor in the ATCT. Contractor shall provide all shop drawings, submittals, equipment, tools, materials, supplies, transportation, labor – including after hours, supervision, management, equipment tests / results, and other incidentals necessary to perform all systems relocation.

4.0 REQUIREMENTS.

4.1. GENERAL REQUIREMENT

4.1.1 A pre-proposal site survey/walk through will be conducted if requested. The cost to attend shall be responsibility of the Contractor. Attending the site survey/walk through is at the discretion of the Contractor. See “The Site Visit Request Information” for further details about requesting a pre-proposal site survey/walk through.

4.1.2 The Contractor shall develop and provide the most effective proposal technically and economically for the engineering, materials procurement, travel and installation necessary to develop/prepare a Contractor formatted Tech Solution Installation Plan (TSIP). The

Contractor shall propose replacing the existing consoles with new, while re-using the existing ATCT equipment systems. No new equipment shall be required by the Contractor, however, if any equipment is damaged during the performance of this contract by the

Contractor, the Contractor will be responsible for replacement. If a replacement is required, all provided equipment, supplies, and materials shall be new and not refurbished.

4.1.3 Proposal shall include a description of the installation effort to be performed, utilizing the

Government provided equipment.

4.1.4 The Contractor shall provide proof of having a minimum of 3-years hand-on experience performing the relocation of ATCT Cab systems. All personnel including sub-contractors provided by the offeror in performance of the task requirements shall also be trained, hands-on, or certified on the systems being installed.

4.1.5 The Contractor shall include in their proposal a detailed plan including sequences of actions and activities for the relocation, installation, and system cutover. Sequences of actions specify the relocation procedure steps that ensure smooth system relocation/cutover with minimal downtime.

4.1.6 Any service interruptions shall be coordinated and scheduled with the Contracting Officer

(CO) and the ATCT Chief Controller.

4.1.7 The Contractor shall provide and install any required hardware associated with the console replacement.

4.1.8 The Contractor shall provide and submit for approval shop drawings for all work associated with the console replacement and raising the floor.

4.1.9 The Contractor shall provide and install any required hardware, carpet, base, trim, raised flooring, structure, etc. associated with the raising of the Watch Supervisors Desk and floor area seven inches, for a complete and usable system. The WS/SOF shall not exceed 150 inches; however more workspace is desired. Depending on the space that is created with the new room design the WS/SOF desk shall be scaled to fit.

4.1.10 A custom seating/storage unit shall be installed in front of the WS/SOF desk. The type of storage requested is to provide a place for backpacks or other personal items to be stored temporarily during the shift. A padded bench with chest or cabinet style storage underneath is requested. This will create extra seating that is approximately as long as the

WS/SOF desk and would sit on the original floor so it does not impede the WSs view.

4.1.11 The Contractor shall provide and install carpet in the remaining area. All carpet shall be the same throughout the entirety of the cab and ESD compliant carpeting & flooring.

4.1.12 The Contractor shall provide and install any required hardware, supplies, drain, etc.

associated with the installation of a new sink (Measurements must meet at least 16x24x12 inches) and faucet within the convenience counter.

4.1.13 The Contractor shall provide (if needed) necessary circuit breakers, power cable, receptacles, ground cables/hardware and connectors to terminate all power connectivity from the building Technical Power Panel (TPP) and UPS Power Panel (UPP) to the equipment system. Tie all equipment into a single building grounding system.

4.1.14 The Contractor shall provide and install all necessary equipment and hardware (ground bars, power cables, Intra/inter-connected cable, grey/house cables, lugs, nuts, tie-wrap, etc.) to support the systems. The Government electrical planner shall approve all electrical work prior to any work starting and inspect it when completed. The Government will have no responsibility for performing any electrical work besides approving the electrical work plan and the inspection of work once completed.

4.1.15 Exposure to information covered under the Privacy Act of 1974 by Contractor Personnel may occur. Personnel shall comply with all applicable - safeguarding and handling requirements associated with Privacy Act information. During the performance of this tasking, Contractor personnel may be required to access or be exposed to proprietary

Government information. Contractor personnel shall not use such information for any purpose other than the performance of this order.

4.1.16 Removal of existing equipment and/or material will be necessary; Contractor shall be responsible for disposal and shall comply with all applicable industry rules and regulations.

There is room at the site for a disposal container.

4.1.17 The Contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure the necessary processes and activities are performed to provide an effective and acceptable system. The Contractor shall also employ effective management tools and methods to assure control of cost, schedule and performance.

4.1.18 As needed, the Contractor shall conduct, support, or participate in program management and technical review, meetings, and conferences, as required, to ensure effective and efficient contract execution.

4.1.19 The Contractor shall be responsible for storage, staging and deployment of any equipment and materials provided as part of this contract except ATC equipment (ATCALS will be responsible for staging) unless otherwise mutually agreed upon by the Contractor and the

Contracting Officer.

4.1.20 The Government retains the right to all documentation, data generation, and data generated by the Contractor as a result of this project.

4.1.21 Down Time Requirements. System must be installed with little or no disruption to existing services. Any disruption of service must be coordinated with the Contracting

Officer and the ATCT Chief Controller. Cutover schedule shall be coordinated and approved by the Contracting Officer and the ATCT Chief Controller. The contractor is specifically responsible for disconnecting all ATC Equipment, power and data connection lines. All unit shall be returned to service in the order of Watch Supervisor, Local Control, Ground Control, Flight Data, Coordinator, and finally Supervisor of Flying. Local ATCAS technicians or Remote Maintenance Center will be responsible for powering down/up all

ATC equipment.

4.1.22 The Contractor shall identify (in their proposal) any sub-contractors they plan to use for any tasks related to this project.

4.1.23 The Contractor shall identify and include (in their proposal) a test plan and commissioning process to ensure the system is fully operational after cutover. The government will accept the system after the system has been declared fully operational by the CO & ATCT Chief

Controller.

4.1.24 The Contractor shall perform area clean up during and after completion of the work at all system equipment locations.

4.1.25 The Contractor shall apply safety precaution for installing new cabinetry, handling the equipment system relocation and be responsible for any damage caused by the Contractor.

4.1.26 Site Restoration: The Contractor shall be responsible for restoring any building or equipment blemishes caused during the installation in the ATCT.

4.1.27 Warranty: Contractor shall provide a one year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a one year workmanship warranty. The warranty period shall start from the date of system and/or project acceptance. Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance.

4.1.28 Kick-Off Meeting: Within 5 business days after contract award, a kick-off meeting will be held. This meeting will include the Contracting Officer, ATCT Chief Controller, and any other site personnel (e.g., BCE, Security Forces Police, Wing Safety, and Bio-environmental). This meeting shall familiarize the all parties with the purpose of the

Contractor's visit and coordinate the project schedule (e.g. arrange for required escorts;

schedule; questions; etc.).

4.2 TECHNICAL REQUIREMENTS:

4.2.1 PURCHASE and DELIVERY of CONSOLES: The Contractor shall purchase, provide, deliver, and install new cab consoles.

4.2.2 The Contractor shall remove existing cab consoles and install new cab consoles including current-standard compliant grounding and electrical wiring to the new cab consoles.

4.2.3 The Contractor shall coordinate the removal and re-installation the existing ATCT equipment and associated equipment with the User, for the removal of the existing cab consoles and installation of the new cab consoles.

4.2.4 The Contractor shall replace, finish, and paint, new sheet rock/dry wall as required in the area of the existing cab consoles.

4.2.5 The Contractor shall be responsible for cut-out cab console panels.

4.2.6 The Contractor shall be responsible for installation of a new sink and faucet.

4.2.7 PURCHASE and DELIVERY of RAISED FLOOR: The Contractor shall purchase, provide, deliver, and install all materials associated with the raising of the Watch

Supervisors/Supervisor of Flying desk and floor area by seven inches. The book case does not need to be replaced, however the raised floor shall be designed to create a new bottom that fits into the new bookcase.

4.2.8 The Contractor shall remove existing flooring as required for installation of new raised floor and install new raised flooring including all structure and any required electrical wiring extensions to the new cab consoles.

4.2.9 The Contractor shall coordinate the raising of the Watch Supervisors Desk and floor area with the removal and re-install the existing ATCT equipment and associated equipment due to remove existing cab consoles and install new cab consoles.

4.2.10 Upon completion of the cab consoles replacement, raised floor, and prior to out-briefing, the Contractor shall coordinate a walk through with the CO, ATCT Chief Controller, and

Contractor.

4.2.11 The Contractor shall be responsible for disposal of the existing cab consoles and materials including cables, hardware, etc. as required. All debris removal will be the responsibility of the Contractor to safely remove and dispose of off base.

4.2.12 The raised floor shall extend to the convenience counter area, thus resulting in the convenience counter being raised ~7 inches. The covenience counter shall retain it’s original length and include a refrigerator alcove. A back splash is also required.

5.0 GOVERNMENT SUPPORTS: Government provided records/attachments/drawings are for reference only. The Government assumes no responsibility for the accuracy of the records/attachments/drawings that are provided. The records are for official use only and to provide information to the vendors in order to propose this project. The records are only for vendor’s use and are not to be disseminated to other parties that are not directly related to the project. Primary vendors shall pass the record dissemination policy onto any sub-contractors that may have a need for the information. The intent of sharing the records is to provide the general scope of work and estimated work load for the equipment system relocation. The records may be slightly different by the time of the project implementation. The Contractor shall be responsible to verify the accuracy of the records and redesign the proposed drawings for developing the proposal and perform the system relocation.

6.0 GENERAL INFORMATION

6.1 Applicable Documents: The Contractor shall comply with all federal laws, codes, regulations, and statutes applicable to performance of this contract, including but not limited to those specified in the tables below. The following tables provide locations where some documents may be obtained. It is the Contractor's responsibility to obtain and adhere to all applicable federal standards.

7.0 MANAGERMENT.

7.1 Program Manager: The Contractor shall provide a Program Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the

Program Manager or alternate's range of authority to act for the Contractor relating to daily contract operation.

7.2 Site Point of Contact (POC): The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for this project at the Kick-Off Meeting. The Site

POC or alternate(s) shall be on site during duty hours until project completion. The Site

POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

7.3 General Personnel Requirements: The Program Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.

7.4 Security:

7.4.1 Passes and/or Identification: The Contractor shall obtain the necessary passes and/or identification for entry into the base for himself, all employees and sub-contractors prior to commencement of work. The Government reserves the right to refuse to issue a pass to any and all employees of the Contractor for any reason deemed appropriate by the

Government. The Government will issue passes depending on the type of work to be completed and the length of the contract. The maximum length of these passes is 30 days.

The Contractor shall be responsible for obtaining additional passes upon the expiration of each pass issued. The Government may inspect at its discretion, all vehicles including those with vehicle passes.

7.4.2 Conditions: Conditions caused by Force Majeure (acts of war, terrorism, nature, etc.) shall be addressed on an as needed bases. The Contractor shall anticipate that in the event of heightened alert, access may be denied for approximately three to five days. The

Contractor shall also anticipate that during periods of heightened alert, time required to access may increase.

7.5 Hours of Operation.

7.5.1 Normal Hours of Operation: The Contractor shall perform the services required under this contract during periods of low or no flying. The Contractor shall make the best possible effort to complete the project during the two-week airfield closure during December. If more time is necessary to complete the project, the Contractor may work on weekends and/or during the hours of 0300L-0800L Monday thru Friday. In the interest of completing the project in a timely manner, the Contractor may continue to work during periods of low traffic volume as determined by the Tower Chief Controller. In the event the Contractor is required to complete work outside the above mentioned two-week window, a minimum of three Controller positions are required to be fully operational prior to 0800L Monday - Friday. The work schedule shall be coordinated with the Tower Chief

Controller seven days in advance and receive CO approval. If the work is completed during the 2 week holiday period, the ATCT will be non-operational. If work needs to continue after the holiday period, the ATCT will be a live cutover.

7.5.2 Holidays: The Contractor shall perform under this contract during the approximate dates of

17 December - 2 January 2016, thus holiday work is permitted.

7.5.3 On Call/Emergency Services: The Contractor shall be required to provide support and/or assistance in the resolution of Contractor-caused system problems during non-duty hours for emergencies or mission need basis.

7.6 Safety: The Contractor shall meet with appropriate local safety and health, prior to the commencement of work.

7.6.1 Accident/Incident Reporting and Investigation: The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the CO unless otherwise stated in the SOW. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the

Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

7.6.2 Sub-Contractor Safety: The Contractor shall be responsible for ensuring sub-contractors satisfy the safety and health requirements set forth in OSHA standards, any local procedures, and other provisions of this contract.

7.7 Contractor-Furnished Property and Equipment (CFP/CFE):

7.7.1 Identification / Marking: The Contractor shall clearly mark all CFP with their company's name, and contract number. The Contractor shall place a easily read, very visible, sign

(minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name; contract number; project title; and both the Contractor and CO names and local telephone numbers.

7.7.2 Transportation and Storage of Material/Equipment: The Contractor shall transport and store all CFM and CFE required to perform contract requirements.

7.8 Site Specific Coordination.

7.8.1 Service Outages: The Contractor shall be responsible for preventing any unscheduled

Contractor-caused interruptions of service. The Contractor shall coordinate planned outages with the CO and the ATCT Chief Controller at least 24 hours in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
