PWS StingRay Aircraft Wheel Washer & Wastewater Processing System – FA4419-15-Q-0010

FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT;

HOWEVER, A REQUEST FOR FUNDING IS INCLUDED IN THE FY15 END OF

PERFORMANCE WORK STATEMENT

STINGRAY EQ-1 WASTEWATER PROCESSING SYSTEM

STINGRAY 4036 AIRCRAFT WHEEL WASHER

AT

ALTUS AIR FORCE BASE, OKLAHOMA

17 August 2015

1. PURPOSE:

The purpose of the contract is to purchase a StingRay 4036 Aircraft Wheel Washer and a StingRay EQ-1 Wastewater Processing System for the 97th AMW/MXMAC, Wheel & Tire / Configurations Flight, at Altus AFB, Oklahoma.

2. SCOPE:

The scope of the project is to provide a completely assembled, tested and warrantied StingRay 4036 Aircraft Wheel Washer and a model 250 (stainless steel) StingRay EQ-1 Wastewater Processing System that can be used compatibly and safely to clarify wastewater produced during the wheel washing process for re-use in the washer. Warranty period for each unit shall be for one (1) year from on-site startup date.

3. DESCRIPTION OF WORK:

a. Deliver to building 291 following:

i. One model 250 Sting Ray (stainless steel) EQ-1 Wastewater Processing System:

(1.) The EQ-1 Wastewater Processing System shall operate on 120 volt, 1phase, 60hz electrical power

(2.) The 250 gallon Stainless Steel Wetted Components should include a 12-year warranty on the stainless steel cabinet

(3.) The EQ-1 Wastewater Processing System shall include a Transfer Pump & Cart Assembly. The pump & assembly should include the following items:

2" Air Operated Diaphragm Pump Mounted on Cart with Swivel Casters and Brakes, and 15' Inlet Hose and 15' Outlet Hose with 1.5”" Quick Disconnects at each end. Pump has Adjustable Flow Rate up to 140 gpm

(4.) The EQ-1 Wastewater Processing System shall include 250 yards of compatible filter media paper & 50 lbs. of compatible, flocculating and encapsulating Magic Dust material

(5.) The EQ-1 Wastewater Processing System shall include a method with which to measure the current waste water to ensure correct formulation of Magic Dust & Dosage Rate

ii. The EQ-1 Wastewater Processing System shall include a FINAL POLISHING (ION exchange) system with filter chamber, filter cartridge, resin chamber, 0.5 cubic foot of resin, resin bag, flow control gauge & the flow rate set to 90 gal per hour

iii. The EQ-1 Wastewater Processing System shall include LOCKING CASTERS for the model 250 (stainless steel) unit

iv. The EQ-1 Wastewater Processing System shall include an additional 500 lbs. of MAGIC DUST after the lab test of the current waste water has been completed

v. The EQ-1 Wastewater Processing System shall include two (2) additional rolls of compatible FILTER MEDIA PAPER (250 yds per roll)

vi. The EQ-1 Wastewater Processing System shall include two (2) additional compatible

FILTER CARTRIDGE (20”)

vii. The EQ-1 Wastewater Processing System shall include an additional one (1) cubic foot of compatible RESIN

viii. The EQ-1 Wastewater Processing System shall include an additional four (4) compatible RESIN BAGS

b. Delivered to building 291:

i. Provide a model 4036 StingRay stainless steel aircraft wheel washer

(1.)Wheel washer unit shall operate on 460 volts, 3phase, 60hz

ii. Wheel washer unit shall include a steam exhaust PVC kit equipped with swivel flanges

& fasteners

iii. Wheel washer unit shall include a part basket measuring 10” x 10” x 8”H equipped with a lid and latch mechanism

iv. Wheel washer unit shall include a turntable with grate and turntable anchoring attachments & fixtures kit

v. Wheel washer unit shall include a non-scaring 2 station aircraft main & nose wheel fixture for C-7A, KC-135 & KC-46 aircraft

vi. Wheel washer unit shall include a startup Chemical, CB Aircraft Wheel Washer Detergent – 55 Gallon Drum

vii. Wheel unit shall include a Maintenance kit w/ brush, Bearing Grease, 2 Guns, Touch-up paint

4. SERVICES INCLUDE:

a. Provide one (1) YEAR WARRANTY of the EQ-1 Wastewater Processing System and 4036

Aircraft Wheel Washer from startup date on-site

b. Provide two (2) complete operation, maintenance, schematics & parts manual (in English) plus one (1) copy on CD for both the EQ-1 Wastewater Processing System and 4036 Aircraft Wheel Washer

c. Provide one (1) ENGINEER or TECHNICIAN for 3 (3) days to assist on the assembly of wastewater processing system and wheel washer components that were removed for shipment and to train all Wheel /Tire and Configurations Flight personnel on the use of the wastewater processing and wheel washer systems

5. REQUIREMENTS:

a. The vendor is responsible for shipping the wheel washer and wastewater processing system units to building 291 at Altus AFB

b. Altus Wheel & Tire Flight personnel will be responsible for unloading the wheel washer and wastewater processor units from the transport vehicle

c. The vendor is responsible to have a manufacturer’s representative on site at Altus AFB during the time of the wheel washer and wastewater processing system re-assembly, plumbing and electrical connections and initial start-up

d. All work shall be performed in accordance with the manufacturer’s instructions

6. TEST PERFORMED:

a. The wastewater processing and wheel washer systems units will be completely assembled and tested at the manufacture’s plant to ensure operabilityof all mechanical and electrical functions

7. SUBMITTALS:

a. The contractor shall provide the following information to the contracting officer or their representative at end of the project:

i. Complete list of all parts

ii. Original manufacturer’s documents and warranties for all parts

8. PRE-WORK REQUIREMENT AND DUTY HOURS:

a. Normal working hours for contractors is 7:30 AM to 4:30 PM Monday through Friday, excluding federal legal holidays.

b. The contractors shall notify the contracting officer a minimum of 5 working days prior to scheduling any non-duty work hours or days and obtain permission to do so.

9. ENVIRONMENTAL:

a. SPILLS – Any spills of petroleum, oil, and lubricant (POL) products, chemicals or other hazardous materials shall be reported immediately to the appropriate authority as follows:

i. If the maximum spill dimension in any plane is up to 24”, contractor shall clean up the spill immediately and inform Civil Engineer Asset Management Flight by contacting Mr. Mark Painter (580) 481-7606 or Mr. Dave Wallace at (580) 481- 5066.

ii. If the maximum spill dimension in any plane is greater than 24” or the spill is of continuous nature, contractor shall call 911 immediately and provide the following information - nature of emergency, exact location of the incidence, call back number and any other information required by the 911 dispatcher. The dispatcher will route the call to Altus AFB, OK Fire Department.

b. DEBRIS – The contractor shall remove all project debris from Altus AFB, OK and submit weight or load tickets for construction debris to the project inspector.

i. The contractor shall maintain a clean and safe work site and remove excess debris at the end of each work day.

ii. All materials demolished, disassembled or excavated during the execution of this project shall become the property of the contractor. The contractor shall refer to "Environmental Requirements for Construction at Altus Air Force Base, Section 007200, 1 December 2014 or later" as the guide for requirements concerning recycling, reuse, and disposal of demolished or dismantled materials and equipment, and reporting on disposition of these items. Adherence to the requirements of this specification and all of its sections and subsections shall be considered as part of this project. The contractor may refer any and all questions pertaining to this specification to Asset Management Flight of 97th CES by contacting Mr. Mike Reyes at (580) 481-6221.

c. LOCAL INSTALLATION ENVIRONMENTAL MANAGEMENT SYSTEM/POLICY – Altus AFB has implemented an Environmental Management System (EMS) under the guidelines of ISO14001and AFI 32-7001, Environmental Management. Every contract employee that will physically work on the installation is required to review and understand the Altus AFB Contractor EMS Awareness PowerPoint presentation. The training slides and general environmental guide are accessible on the Altus AFB off-base website at www.altus.af.mil. These slides and guide provide a general overview of the wings EMS plus provide specifics on some potential environmental impacts associated with generic contract work. Any new or replacement employee shall receive this training prior to commencing work on Altus AFB. Proof of completion shall be forwarded to the COR no later than five (5) business days from the day the employee begins work. Questions regarding the training and alternative means to complete the training should be addressed to 97 CES/CEIEC, (580) 481-6221.

10. LOCAL ANTI-TERRORISM AWARENESS INFORMATION:

a. Altus Air Force Base has an antiterrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. As a contractor working on Altus Air Force Base, you and your sub-contractors are required to obey all orders from Security Forces, and adhere to all security measures implemented as a result of Force Protection Condition changes (security posture changes). Additionally, you and your sub-contractors are expected to report to base security forces any suspicious activities, packages, or items you see while conducting work on Altus Air Force Base. Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation, or somebody asking a lot of questions about the base. In an effort to help familiarize you, your employees, and sub-contractors about antiterrorism, Altus Air Force Base has an antiterrorism binder with all of the pertinent information for awareness training available for review at the Pass and Registration Office located at the south gate (building #428) of Altus Air Force Base, Oklahoma.

11. INFORMATION PROTECTION SECURITY CLAUSE:

a. Pass and Identification Items - The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles requiring access to Altus AFB to perform contract requirements:

i. The contractor is responsible for providing information to assist in completing background checks for those employees requiring access to Altus AFB. This information shall consist of, but not limited to, the following: full name to include first, middle, and last, social security number, date of birth, address, driver’s license number and state of issue, number of years resident of the State of Oklahoma and Jackson County. This information will be protected under the procedures listed under the Privacy Act of 1974. A background check must be completed prior to unescorted access. Those contractor employees whose background checks reveal adverse criminal history may be denied access to Altus

AFB.

ii. The contractor is responsible for tracking and retrieving badges from employees upon separation, termination and/or completion of business on Altus AFB, Oklahoma. Badges from employees no longer working on the contract must be turned in to the Contracting office within 30 days of leaving.

iii. Businesses may lose base pass privileges if they fail to control use of the badges or do not return them upon completion of use. Excessive abuse may result in termination or a decision not to exercise option periods for this contract.

Employees who abuse their badge privileges by attempting base access beyond the dates, times, locations or specified work and other limitations may be subject to revocation of base access.

12. GENERAL REQUIREMENTS:

a. All work performed on this project shall meet local, state, federal and DOD codes.

b. The government depends on the existing as-built drawings provided by previous contractors for the accuracy. The contractor is advised to field-verify all required information before providing a proposal.

c. The contractor shall be required to accomplish various other small items of incidental work which may become necessary to complete the project in a satisfactory and workmanlike manner meeting the approval of the contracting officer or their designated representative. The contractor shall include all such items of work as part of their detailed estimate for the work to be performed.

d. The contractor shall provide all labor, materials, travel, equipment and supervision necessary to perform all work required for this project.

e. Damage to the building, utilities or any other element during the execution of this project shall be repaired and restored to its original condition by the contractor provided workers, skilled in trades involved, at no additional cost to government.
