I. Contracting Activity.

Purpose: Justification for StingRay 4036 Wheel Washer/EQ-1 Wastewater Processing System

II. Nature and/or description of the action being processed.

This brand-name requirement is a new order and is not available on the GSA Schedule. This StingRay Wheel Washer and EQ-1 Wastewater Processing System purchase will support the 97 MXMAC wheel and tire rebuild operations. The 4036 StingRay will remove deposits from aircraft wheels without causing damage. The EQ-1 Wastewater Processing System offers unique capabilities that cannot be found in other wastewater processors on the market. These StingRay brands will bring great advantages and efficiency to the aircraft wheel washing operations. First, the systems will solve a nagging compatibility issue that has negatively impacted the current wheel cleaning process. Second, the units will significantly reduce the amount of hazardous waste requiring disposal, and clarify water for recycling or sewer disposal. Third, the future state wheel cleaning operations will enable reclamation of wheel-washing chemicals for reuse, thus saving Air Force dollars. Finally, the synergy of both units working together will allow management to effectively manage its resources.

III. Description of supplies/services required to meet agency needs.

Purchase of a compatibly linked 4036 Wheel Washer and EQ-1 Wastewater Processing System will be used to provide mission critical aircraft wheel cleaning service and wastewater recycling capability. The 4036 Wheel Washer is required to remove the rubber bead, bearing grease, and carbon deposits from aircraft wheels. As a result of the wheel washing process, many gallons of wastewater are produced. The EQ-1 Wastewater Processing System will eliminate any potential hazardous waste incidents by removing the chemical hazards from the wheel washing process. In recent history, compatibility issues have hampered the current wheel and tire washing operations. Several attempts to hook up the current wheel washer to an existing bio recycler have been unsuccessful.

A contract action was even enacted to link the two systems' plumbing together, but to no avail. The 97 AMW/ MXMAC has exhausted many avenues and yet, the current bio recycler won't talk to the wheel washer, preventing required periodic maintenance activity, and increasing the manpower and parts bill to accomplish the task manually.

With the use of StingRay brand wheel washer and wastewater processor it will enable the shop to effectively execute its mission and to properly manage its resources.

IV. Statutory authority permitting Other than Full and Open Competition.

In accordance with FAR 13.500, the proposed contractual action is pursuant to the statutory authority of 41 U.S. Code § 3305 - Simplified procedures for small purchases

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The 97MX/MXMAC aircraft wheel washing operations consist of two critical steps; wheel washing and wastewater disposal/recycling. The Wheel and Tire Flight's current wheel washer and bio recycler were procured from two different manufacturers. As a result, the section, with the aid of technical experts, has never been able to sync the two systems together with any success. Consequently, this lack of system performance has led to mission degradation. The procurement of StingRay brand washer and wastewater processor will guarantee compatibility and optimum efficiency. The 97 MXMAC staff has conducted market research and a site visit to a wheel/tire operation at a nearby base and determined that the StingRay brands were the best systems capable of meeting mission requirements. The StingRay brand washer was found to be the best option for cleaning wheel surfaces without the use of mechanical means, which may damage aircraft wheels. The StingRay brand wastewater processor was also found to provide for unique features such as the ability to reclaim cleaning solution and to encapsulate waste products into non-hazardous waste that is most often safe for landfill disposal. The purchase of StingRay brands washer and wastewater processor will prevent costly down time since both units are designed to work together. To ensure operability, StingRay brands are required to replace a degraded wheel washer due to high usage and an inoperable bio recycler. If another brand wheel washer or wastewater processor is purchased, it will put the wheel and tire operations in the same predicament as before.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This requirement will be solicited on the Federal Business Opportunities (FBO) website at https:// www.fbo.gov.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Similar procurements made between fiscal year 2012 to 2015 have been evaluated and determined that the anticipated cost to the government is fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted using Internet searches such as http:/www.google.com, http:/www.gsa.gov, and resulting telephone consultations.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The purchase of this 4036 Wheel Washer and EQ-1 Wastewater Processing System will replace two incompatible and unreliable systems currently being utilized. This state-of-the-art system removes any traces of hazardous waste allowing the liquid clarified solution to be safely discharged in the sewer or in our case reused in the parts cleaners. Most importantly, the wheel washer and wastewater processing system will work in conjunction to efficiently clean an estimated 1,100 KC-46, KC-135, and C-17 aircraft wheels per year.

Coupling these two compatible capabilities will increase equipment availability by 66%, thus reducing cleaning cycle time by four hours per event. This reduction has the added benefit of freeing up man-hours that will be used to increase production and decrease turn time on wheel and tire tear-down and build-up.

X. List of sources, if any, that expressed interest in the acquisition.

The following sources considered or expressed interest in the acquisition, but later advised of their intent to not submit quotes: A2Z Supply, Attain It, and Metters Industries, Inc.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The only other recourse available to remove or overcome barriers that led to the source restrictions is to continue the status quo or contract out the entire task of waste disposal. However, due to current financial restraints, this latter option is not available at this time.
