STATEMENT OF WORK
Replace Roof, B450
AGGN 11-1055
1 Aug. 2011
1. SCOPE: The contractor shall provide all plant, labor, planning, transportation, and supervision required to remove the existing roof at Building 450 and replace it with a specialized built-up roof system at Altus AFB, OK.
2. PRINCIPAL FEATURES: The work to be accomplished consists, in general, of the following principal items. The Contractor will also be required to accomplish various other small items of incidental work which may become necessary to complete the project in a satisfactory and workmanlike manner meeting the approval of the Contracting Officer or their designated representative. The Contractor is instructed to include all such items of work as part of his detailed estimate for the work to be performed. The quantities noted below are to be used for Rough Order of Magnitude only in the contractor’s estimate. Actual quantities shall be determined by field verification.
In general, the work shall consist of:
a. Roof removal shall be done in a manner that will keep the building watertight during construction. Building surfaces must be protected against damage from roof work.
b. All fresh air intakes shall be covered and doors and windows closed so that odors are not allowed to enter the building during construction.
c. No phased roofing shall be permitted as part of this project.
d. All materials demolished, disassembled, or excavated during the execution of this project shall become the property of the contractor. The contractor shall refer to Specification 01 74 19 Construction and Demolition Waste Management, as the guide for requirements concerning recycling, reuse, and disposal of demolished or dismantled materials and equipment, and reporting on disposition of these items. Adherence to the requirements of Attachment 1 in all its sections and subsections shall be considered as part of this project. The contractor may refer any and all questions pertaining to this specification to Asset Management Flight of 97th CES, by contacting Mr. Mike Reyes at (580) 481-6221.
e. The contractor may salvage and/or recycle any and all materials accumulated as part of this project. All materials so utilized shall be reported to the Government in accordance with the requirements indicated above in paragraph A.3, specifically construction and demolition (C&D) waste management. The contractor is required to report to the Government the final disposition of all materials demolished as part of this project.
f. Specific haul routes are to be followed throughout the entire duration of project execution. The haul route for Building 450 roofing project will be to proceed North through the parking lot towards Ordnance Road. Continuing southwest to the traffic circle, and exiting the base through the main Falcon Road gate. It shall be the responsibility of the contractor for daily debris cleanup along haul routes.
g. The existing roof and any existing gravel surfaced roof material shall be removed from all areas of Building 450 to achieve complete removal of all roof components above the structural deck.
h. All existing insulation shall be removed. All existing flashing shall be cut out and stripped from all walls, curbs and other projections.
i. All surfaces shall be smooth and free of dust, dirt and debris in order to receive the new roofing material. Fill in any knot holes or imperfections with latex filler. Ensure the deck is properly supported and secured. Do not apply the roofing material to wet or damp surfaces.
j. Verify that roof opening, curbs, pipes, ducts and vents through the roof are solidly set and wood cant strips/nailing strips and reglets are in place and repair if necessary.
k. The new built-up roofing system shall be installed as follows and shall comply with Specification 07 51 13 (Attachment 2)
i. Install one ply of dry sheathing paper. Lap edges 2 inches. Nail laps 9 inches on center. Nail the field area at 18 inches on center, staggered.
ii. Ensure the vapor retarder is clean and dry before installing insulation. Mechanically fasten polyisocyanurate rigid board, a minimum of 1 ½” thick to the roof deck. Note: No windows are to be covered. Install crickets in between scuppers to provide positive drainage. Install tapered system with Fesco board or equivalent product in a mopping of hot asphalt in accordance with manufacturer’s instructions. The insulation shall be installed to withstand 90 mph winds (I-90).
iii. Extend vapor retarder under cant strips and blocking.
iv. Mop surface with hot asphalt and embed three plies of roofing felt. The felt shall be a polyester reinforced fabric. This poly-felt must be fully embedded in and top coated with rubberized asphalt. In no place shall one ply of fabric touch another.
v. Apply a polymer-modified roofing asphalt with heat and weather resistant rubber polymer with an un-oxidized base at 23 lbs/square nominal.
vi. Replace all face-mount metal counter flashing. Apply granular surfaced flexible base flashings to seal membrane to vertical elements. Ensure the flashing is anchored as shown per the drawings.
vii. All penetrations (curbs, pipe vents, etc.) shall be 8” above the finished roof level. New lead flashing shall be installed around all vent pipes.
viii. Install new vent covers for all existing vents.
ix. Mechanically fasten new pressure treated wood blocking on top of all parapet walls.
x. The coping and flashing shall all be replaced. The coping shall be a snap-on system consisting of stainless steel anchor clips and prefinished coping covers to match existing. Coping shall have a minimum of 3” edges as shown on drawings.
xi. Mop in and seal flashings and flanges of items penetrating membrane with three plies of felt (type as noted above).
xii. Apply a uniform flood coat of asphalt at a rate of 60 lbs/square and while hot, embed roofing gravel at the rate of 400 lbs/square with a minimum of 50% embedment. Evenly distribute aggregate and ensure bond with flood coat. Extend aggregate to bottom edge of cant strips.
