QUESTIONS AND ANSWERS
FA4418-16-R-0022 ADD/REPAIR (DESIGN/BUILD) ASLAC BUILDING 450, JOINT BASE CHARLESTON
1. What will be the number of construction management personnel required for this project and can some of the personnel perform dual functions?
Answer: A dedicated Superintendent is required and a Quality Control Manager (QCM) and Site Safety and Health
Officer (SSHO) are also required. The Superintendent cannot perform any other duties, but the QCM and SSHO can be one “dual-hatted” individual.
2. Reference SOW page 7-B2020 Exterior Windows. This states to e provide and install aluminum louvers with insect screening on all windows. Page 30-E2010-Fixed Furnishings- Window Treatments states to provide fixed windows and other glazed openings to the exterior of the building shall be provided with Venetian blinds. Will blinds be necessary if the exterior windows are to have exterior louvers per B2020?
Answer: The scope does not require windows within exterior walls. Currently no windows exist and it was the intent of sky lighting to bring natural light to interior areas. Windows that are specified in the SOW are those for the main entrance and storefront entry. However, if contractor designs include windows, the scope required that they have louvers and insect screens. Blinds are not required. They were included under section E2010 when discussing interior designs and the SID. The SID is a construction submittal where contractor ideas for interior furnishings will be provided and will include a list of collateral equipment that may be purchased by the Government. Venetian blinds may be shown within the SID as an option for the Government to buy as collateral equipment at a later time.
3. Will commissioning be required for MEP systems?
Answer: Commissioning will be required for MEP systems. This will include any and all required testing and certification for HVAC, plumbing, and electrical systems.
4. Are all the controls to be Johnson Controls?
Answer: Metasys Extended Architecture 7.x, developed by Johnson Controls, is the current ASLAC building energy management program that performs as a utility monitoring and control system (UMCS). It has received the certificate of networthiness by Army Cyber Command and thus is the current approved control system for ASLAC facilities. Controllers locally at the facility and for each controlled piece of equipment require only that they are
BACnet compatible and will properly communicate with the front end Metasys system.
5. Are there any as-built drawings that could be provided?
Answer: These have been provided.
6. Can a site plan be provided?

7. Per the RFP the deadline for questions is Monday, 15 August 2016 at 3:00 PM EST. Can the deadline for questions be extended to August 22, 2016?
Answer: Question submission deadline was extended to 29AUG16 at 1500.
8. Has a water flow test been completed and is it water pressure adequate for the fire protection system?
Answer: A flow test was completed.
1. The fire flow demand for building 450:
a. Occupancy Hazard classification = 3 (at time of report)
b. Sprinkled = N
c. Required hose stream = 1500 GPM
d. Fire Hydrants within 350 ft = 116, 117, 121, 132.
e. Actual flow rates = 9863 GPM
f. Available flow = 5000
g. Entire perimeter protected = Yes
h. Adequately Served = Yes
However it will be part of the contractor’s design to provide analysis, calculations, and verification that all requirements as per scope and respective regulations are adhered to. The contractor is responsible for designs and if needed, should perform any tests required.
9. Will an additional Asbestos Survey be required to be provided by the general contractor?
Answer: Yes
10. Are any as-built drawings available? The schematic plan initially provided has conflicting scales. In order to properly provide any relevant conceptual design, we need an existing scaled floor plan, roof plan, site plan and elevations at a minimum.
11. Has an initial concept or layout already been developed?
Answer: Yes and has been provided.
12. Will Design Builder be responsible for structural assessment or will Government provide? If the building does not meet seismic requirements, there will be a cost impact.
Answer: All current codes must be adhered to. It is assumed that work as required will exceed 50% of current building value.
13. Can the inventory of the existing cubicles be provided? If they are planning to reuse the existing as stated, we need as much info as possible.
Answer: An inventory can be provided. However, the initial concept plan shows the open office spaces that will house existing cubicles. We will adjust cubicles based on room sizes and available space.
14. How are the existing partitions constructed? The majority seem like reinforced concrete as stated but no other information is given.
Answer: The initial concept plan has been provided, “B450 Future Interior Office Locations”. Within this design, required fixed offices with constructed wall division have been identified per each area. For example, Room 105 will have three permanent offices constructed for 1. General Manager, 2. Special projects Officer 1, 3. Special
Projects Officer 2. An area for he command secretary and a small meeting room must also be designed within this area. All other space remains open. No cubicles. In Room 103 and 102 there is an existing wall. If determined to be load bearing, the wall may be partially or completely opened. In these two areas, a total of five permanent offices will be constructed along the outer walls. The interior space will be open and will allow for existing cubicles to be installed. Most of the existing wall partitions will remain other than as identified on the above mentioned concept plan. Most are of concrete masonry units.
The as-built drawings as provided show additional information of wall construction.
15. What is the exterior envelope construction? The scope is requiring additional vapor retarders, but it also just states that “exterior repairs” are only considered in the scope. How would additional vapor retarders be installed if the existing exterior surface is just being repaired and repainted?
Answer: The scope requires all exterior surfaces to be cleaned, patched, sealed and repaired as required prior to final painting. It only states that vapor retarders will be installed as needed based on an approved final design. Intent is to control the wetting of the facility from both the exterior and interior. Moisture has already accumulated on internal surfaces due to the current rate of moisture (liquid or vapor forms) entering the facility and exceeding the rate of moisture removal. This is contributed to many things i.e. Roof damage, no HVAC system, proper sealing of the facility. Renovation designs must implement methods to minimize the risk of moisture damage. Strategies may be by controlling moisture entry, controlling of moisture accumulation, removal of moisture.
B20 EXTERIOR ENCLOSURE
Design will include methods for making the facility watertight. Waterproofing and sealing as well as exterior repairs and upgrades protecting the facility from water intrusion will be completed. The contractor will incorporate in designs methods for preventing mold and mildew on internal wall surfaces due to poor exterior protective barriers.
Design will include drainage system to funnel water away from the facility and its foundation. All exterior surfaces to be cleaned, patched, sealed, and repaired as required prior to final painting. Design will include requirements for cleaning and priming surfaces with a minimum of two layers of final paint color. Paint color will be chosen by
ASLAC and will match surrounding facilities.
B2010 EXTERIOR WALLS
Insulation and Vapor Retarder
Provide additional insulation and vapor barriers as needed.
16. The IECC is stated to be enforced with “additional insulation” as needed. Will the existing walls be required to conform to the IECC R-value requirements?
Answer: No additional insulation is required unless considered within overall designs and as to assist in heating and cooling loads.
17. Is the scope limited to utilizing the existing exterior openings with replacement storefront, or are we to assume new openings are expected to increase natural light as requested?
Answer: Scope intent is to use the existing opening where currently a roll-up door exists as the main entrance and close with a glass storefront approach. This will increase lighting in this main section along with the installation of skylights in this area as per skylight concept plan provided. If the contractor’s design increases this opening to accommodate the glass storefront better, this is acceptable.
18. Are the existing skylights being replaced or is a new framed opening required for new skylight(s)? If a new opening is required, a framing plan or diagram would be needed to place it properly with the new floor plan and coordinate accordingly.
Answer: No existing skylights. New skylights with framed openings will be installed. A design of this curbing, sizes, dimensions, and placement has been provided.
19. Are invert elevations available if any plumbing needs to be relocated or added?
Answer: As-built drawings show current plumbing of the facility.
20. Two new showers are requested in the “toilet area.” Which area is this? There are four restrooms shown in the distributed plan.
Answer: Toilet locations will be part of the design and as approved. The concept plan provided shows the area where bathroom/showers along with a janitorial sink may be constructed. This location was chosen only because it is known that existing plumbing arrives to this area and based on design can easily be extended to accommodate larger facilities. Contractor’s designs may alter this as required for an improved floorplan and renovated facility.
This plan also shows the two smaller restrooms, rooms 111 and 115 approximately 64 sf. These bathroom facilities may remain as is or altered as per contractor’s final design. There is no requirement that they remain as is. The other restrooms, rooms 107 and 109 can be modified and expanded as required to achieve the larger restroom facilities with showers as per scope requirements.
21. Are any of the existing openings/frames salvageable, or do we need to consider all being replaced?
Answer: Existing openings and frames within the facility will need minor repairs. Where existing interior doors will be removed, repairs will be required for a smooth, clean surface. The facility is more than 50 years old so some deterioration has occurred. Where design shows new openings, they must be structurally sound and properly finished.
22. Lighting “repair and upgrades” is mentioned under the project scope, but section D5020 seems to contradict this. Are we to assume a completely new lighting package will be designed and installed to meet the specified requirements?
Answer: Section D5020 is the scope requirements.
23. If existing electrical is to be utilized with new lighting, branch circuit diagrams will not be conducted until after award and will have a cost impact. As-built drawings would obviously help with this.
Answer: As-built have been provided. It was determined during the site visit that all new electrical will be provided due to the age and concerns of certifying the existing system.
24. Does the existing site layout provide two accessible means of egress?
Answer: It shows more than two. There are currently a total of six.
25. Are the existing double doors shown in the existing layout 6’-0” doors?
Answer: As built drawings show double door placement and dimensions.
26. Will the skylights be required to be FEBR?
Answer: No. They will however be low profile Hurricane Impact Rated curb mount (LPGS-HU) skylights.
Performance requirements will be:
A. General: Provide Sageglass or equivalent IGU glazed skylights capable of withstanding loads as defined.
B. Units shall be tested to and achieve a design pressure of +/- 80psf.
C. Units shall provide no water penetration per ASTM E 331 when tested at 15.04 psf.
D. Florida Product Approved for use in Windborne Debris Regions / Impact Rated.
E. Tested to E1886 and E1996 for Large Missile, Level D, Wind Zone 4.
“Attachment 3 IGU Spec 08 88 00” Provides all information regarding skylight and installation requirements.
27. Assuming the roof is constructed of roof deck and bar joist will the bar joist remain in place at the skylight locations?
Answer: Contractor’s roof designs will account for structural support of the curb mounted skylights. Placement of these skylights shall be such that no bar joists run under the skylights and structural integrity of the roof remains.

29. Will the proposal due date be changed due to the recently provided information supplied by Amendment
No. 3?
Answer: The proposal due date and time was revised to 13 Sept at 1500 Eastern Standard Time. A formal amendment to the Solicitation will include this revised due date when these answers are posted.
30. Reference the Solicitation E2010 Fixed Furnishings Page 30 of 42. Will the general contractor be responsible to include any labor and material for the Furnishings, Fixtures and Equipment?
Answer: No. Only for creation of the final design.
31. How many occupants are intended to use the Main Conference Room? The space designated for it in the conceptual plan is about 32’-0” x 36’-0” (over 1,150 square feet), which could be an excessively large conference room depending on the anticipated use. Can any of the space designated be captured for additional program requirement?
Answer: All of this space will be used for the conference room as specified.
32. Are any of the existing doors for the Main Conference Room intended to be utilized for secondary exterior access?
Answer: Existing exterior access will remain as required for emergency egress. There currently are two exterior access points within this area. Both are not required by the customer unless fire evacuation plans determine that they are. As long as one egress remains, one egress can be removed and opening sealed.
33. The space designated for the Secondary Conference Room is about 19’-0” x 27’-0” (513 square feet), which could be considered a large conference room. Since this is secondary, can this size be reduced?
Answer: Yes if space is required for other areas.
34. Is there a possibility of having one large conference room with a moveable partition to create two when necessary?
Answer: No
35. Is the “Command Secretary” listed on the conceptual plan the same as the “Reception Desk” listed in the program?
Answer: The command secretary will require her own office space. This space may be behind a reception desk as long as this person will have privacy as required. The intent is to create a main entrance with vestibule allowing separation from the command suite that is also in this same area. This vestibule does not need to be very large.
Should accommodate four people in waiting.
36. How many occupants should the Break Area be designed to accommodate?
Answer: Half of the occupants in the facility.
37. How many occupants should the waiting area at reception be designed to accommodate?
Answer: Four.
38. Should there be controlled access from the waiting area to the rest of the facility?
Answer: Yes. Controlled by way of the hallways locking of doors and vestibule. There is no requirement for badge verification.
39. If the waiting area is controlled, should there be designated restroom(s) to serve those occupants?
40. Two showers are requested. Should there be one each in the Men’s and Women’s Restroom?
Answer: Yes
41. The size and configuration of the existing cubicles is critical if there is a possibility of them being able to be reused. Please provide.
Answer: Please see document “358 Space Utilization 01-2016 Floorplan”. This document shows the current configuration of our operations department. All of these individuals will move into building 450 and make up the offices as shown on the concept plan. Other individuals are coming from building 318 but they currently have their own offices. The only cubicles we have available to move into B450 are the ones shown in this document. They can be broken down and moved. Each cubicle includes an overhead desk light, multiple electrical outlets and communication jacks. We will have to accommodate for these within our design in order to provide electrical and communication to each cubicle.
42. What is the minimum or acceptable sizes allowed of the planned cubicles? Are some required to be larger than others? The location of existing primary, load-bearing walls are restrictive, and 80 sf per cubicle max with the necessary circulation and other program requirements may not be possible.
Answer: See question 41.
43. What size should the Small Conference Rooms be?
Answer: As designed and within space availability.
44. The program requested 6 to 10 team meeting rooms, but only 3 are shown on the conceptual floor plan.
Please clarify.
Answer: The conceptual floor plan was only “conceptual”. There is plenty available space to allow for requirements as specified in the SOW. The intent of this project is to arrive at an acceptable final design and then complete the renovation. There are many ways to redesign the interior of this facility. The conceptual plan was to identify the critical elements and to verify where demolition will be required. It was also to confirm the number of interior walls that will need to be built for the required office spaces. Additional walls should be accounted for if required to provide the other rooms as per contract scope. With available space, we have one large conference room/secure VTC, one secondary conference room, and three as shown on the conceptual plan. This is acceptable and the scope can be modified.
45. Are the programmed square footages intended to be net or gross?
Answer: SF information provided within the SOW are gross. But square foot dimensions as specified within required regulations and specifications will be as noted in the respective documents.
46. What type of mechanical equipment they would like us to use. The current system is a 4-pipe chiller/boiler combination. Does the base want the same system or do they prefer DX or gas equipment?
Answer: Section D3010 provides HVAC system requirements. The existing system was designed and installed in a different era, for a different mission. This facility will now be used as a HQs Administration facility. The HVAC system shall be designed to provide each zone with the choice of heating or cooling year round, controlled locally and via the building controls system. Each zone shall have its own limited range of control as allowed by the control system central workstation. The facility must have multiple zones for heating and cooling demands.
47. Will someone be available at the main gate on bid day to accept hand delivered proposals? If so, should we call and notify of our arrival, or call in advance with our anticipated arrival time?
Answer: Yes. Please notify Robert R. Melton (robert.melton.6@us.af.mil) and cc Mr. Sandy Ford
(useba.ford@us.af.mil) in advance to ensure awareness of intent to hand deliver. Proposals are due no later than 13
Sept, 16 at 1500 EST. Be advised that late deliveries may not be considered for award (In accordance with solicitation provision 52.215-1(c)(3)).
48. What are the allowable working hours on Monday, Tuesday, Wednesday and Thursday? Can we work from daylight to dark, or only within certain hours?
Answer: ASLAC operational hours are from 06:30 – 17:00 Monday through Thursday. There is the possibility to remain until 18:00 on a case by case basis.
49. Will any consideration be given to working on Fridays if the need to accelerate the schedule should arise?
If so, would the contractor be required to cover any additional cost for guards/escorts?
Answer: Yes as required and only if ASLAC will be working on these days. Currently this is almost every Friday.
But this cannot be guaranteed. No additional guards or escorts required. But required safety officers and site managers will need to be present.
50. Is there any government furnished equipment to be contractor installed? IE: demountable partitions coming from existing offices
Answer: Equipment as required within the scope will be installed by the contractor. Cubicles will be installed by the government but the contractor is responsible within design and renovation to allow for proper installation of cubicles and electrical/communication hookups.
51. The skylight is estimated at 12 x 24. Can this be more definitive, so as to ensure that we are all pricing based on the same guidelines?
Answer: The estimated dimensions are not 12 X 24. This has been modified after the site visit and a skylight plan along with “B450 Attachment 3 Rev 20160818” has been provided. Low profile hurricane impact rated curb mount skylights, with use of Sageglass or equivalent IGU (Insulated Glass Units) will be constructed within the renovated roof. Two unit types have been chosen:
1. Type A: 4’-0” X 4’-0” outside curb dimension
2. Type B: 4’-0” X 4’-9” outside curb dimension.
3. Pitch required = Minimum 3/12
4. Mount on prefabricated 14 ga. Galvanized steel curbs with reinforced bulkheads at 10” o.c. to meet large missile impact requirement. Provide Engineering calculations on curbs showing they meet the design intent. Proper pitch to be built into the curbs as required by the skylight manufacturer.
52. How many exterior windows are to be incorporated into the design? If no quantity is specified, how will the government know if one proposal contains 4 and another proposal only 1? Obviously, this could greatly affect the cost.
Answer: With the use of skylights, exterior windows are not required.
53. Can the government confirm that the gate we came through on the bus for the site visit will be the common access for employees driving POVs, as long as they have proper badges?
Answer: Yes. There is also designated parking for employees across from building 450 where the bus parked during the day of the site visit.
54. What is the process for equipment and material delivery to the truck gate? Does the driver have to be badged, announced in advance, etc.
Answer: Contractors will adhere to JB Charleston physical security/pass and badge procedures.
55. Is a geotechnical report available?
56. Will the owner accept any risks associated with liquefaction induced settlement or will deep foundations be required?
Answer: no step cracks or evidence of foundation issues exist. Given the age of the building, the real property facility owners have assumed it has settled by now.
57. Are there any mission critical components that will be part of this facility; i.e., would this be considered an essential facility?
Answer: This facility is considered an essential facility. It will become the command headquarters.
58. What is the anticipated shower count and breakdown between male and female?
Answer: One shower for male facilities and one shower for female facilities.
59. By code this renovation requires 4 toilet fixtures. How do you anticipate the breakdown between male and female? Do you prefer one urinal?
Answer: Based on approved design.
60. What is the desired locker type (double or single tier)?
Answer: Based on design. Double tier is acceptable. There is not a requirement that they must be single tier.
61. Are the anticipated lockers to be standard or oversized?
Answer: Standard
62. How many lockers are preferred?
Answer: As per approved design and available space. The ideal design would be to provide one locker per occupant. This may not be possible.
63. What is the locker count breakdown between male and female?
Answer: As per design
64. In order to meet guidelines, will the access road be closed off or do we plan to harden the building structurally?
Answer: There is no requirement to harden the facility.
65. What is the type/thickness of the original roof deck?
Answer: As-built designs have been provided.
66. Is the skylight information to be sole sourced?
Answer: The skylight information has been provided based on extensive research by the government on skylight material and construction. After researching many different design approaches and vendors, the Government has found SageGlass IGU and the installation of curb mounted systems by Wasco Skylights will meet the requirement.
It is not required that the IGUs are from SageGlass, nor the curb mounted installation be by Wasco Skylights;
however, any other proposed system must be equal to or exceed the units above.
67. Design is affected by access road and parking. Will controlled parking be anticipated?
Answer: Parking and access roads will be adjusted based on approved final design. Parking will not be controlled but certain parking spots will be designated for specific occupants.
68. How many windows are anticipated?
Answer: No windows are anticipated. Based on contractor’s final design. The use of curb mounted skylights has been incorporated into the scope in order to bring natural light into the facility without having to open existing wall surfaces to install windows. However, windows may be a part of contractor’s design. There is no requirement for, nor against windows.
69. What is the window preference size?
Answer: Windows were not considered due to the installation of skylights for providing natural light inside. The glass storefront entry will be designed based on existing opening and material selected. There is no size requirement.
70. Scope of Work indicates “Room Finish Schedule”. Will one be provided? Have finishes been selected?
71. Is there an approved indicating device “standard”
Answer: Submittals will allow for the selection of material. The exterior faces of the facility must be camel tan ICI
527 and trim must be Rough Hewn ICI 514. Door cores must be Best, Arrow or Falcon, small format, interchangeable core.
72. Are there any SIPR or NIPR requirements?
Answer: This has been provided within the scope of work and solicitation package.
73. The Structural Interior Design (SID) and FF&E submittals the deliverables states three sets each (three ring binders) required. Will the successful bidder be able to add to the original three sets? Or will the successful bidder be required to create NEW binders each submittal?
Answer: Add to the binder. And provide electronically. Yes, and it is typically provided to the contractor in the
Division 01 Specifications after award.
74. The ASLAC Energy Management Control System (EMCS) is a proprietary system. There may be resistance from the onsite contractor to gain access to this system. Will ASLAC assist the controls contractor in making sure the operator of the EMCS provides full support and access to the EMCS for the successful bidder?
Answer: Yes/No. ASLAC will provide full support in retrieving any information necessary for the building automated control system to be designed and installed – allowing for the integration into the Metasys front end system. But No, ASLAC cannot provide full access. Read Only access can be provided but the contractor will have to adhere to user roles and permissions.
75. What 01 spec sections will be required for this project?
Answer: The Division 01 Specifications are provided to the awardee with the Notice to Proceed.

77. Is there any work that would require a geotechnical investigation?
78. Please clarify design deliverables to Government – are 35%, 65%, 100% pre-final and IFC submissions required? How many copies of each?
Answer: - 35%, 65%, 95% AND 100% Design Reviews should be required. Plus the submittals as listed above.
79. FF&E. Part 3, page 31 ( E2020) indicates to provide a comprehensive interior design furnishings package
IAW the UFC. During walkthrough I recall discussion on some utilization of existing furniture. Please verify/clarify this intent and/or details.
Answer: This section is just to have the contractor provide an idea of the best interior decorating that could be performed by the Government. Even if we have existing furnishings, they are old. We may not purchase the furnishings immediately but at least ASLAC will have a plan that can be used to request funding.

Answer: The building will not be occupied during construction. All occupants currently inside the facility will be moved and all furnishings as well.
84. Exterior windows an option?
Answer: Yes. But Not required.
85. Demolition – hazardous materials/asbestos to be identified by units (so all propose on an “apples to apples” basis).
Answer: The asbestos survey provided shows all locations of asbestos and includes square footage of each.
However, a new survey will be required due to the age of the existing surveys. There are now contract line items with estimated quantities in the solicitation for abatement of asbestos and lead based paint. Contractors shall propose a unit price (in Square Feet) for each. The price evaluation shall include the total estimated price for both line items, plus the price for line item 0001, which is the remaining work under the contract.
86. Civil/Structural – existing Bldg. 450 is a reinforced block formal electronic shop/warehouse constructed in
1967. Does the dollar value of renovation/remodel identify that new code need to be utilized in determining such things as the seismic retrofit scope?
Answer: Design and renovation must conform to current codes. It is assumed that the work considered in this scope exceeds 50% of buildings current value.
87. Architectural – exist concrete floors will be “resurfaced”(?).
Answer: Project scope explains that existing floors will be repaired and resurfaced. Resurfacing requirements found in the scope. If there is a specific question regarding the scope requirements please rephrase and resend.
88. Confirm skylight size of approximately 12’ x 24’ (heard from others that another size was identified differently elsewhere). Basis of design was manufacturer, Sage” (but approved “equals” are acceptable).
Answer: This size is no longer required. After the site visit, a design has been provided utilizing Low Profile
Hurricane Impact Rated Curb Mount Skylights:
1. Unit Type A: 4’-0” x 4’-0” outside curb dimension

Answer: Unsure how to answer this question. Please see the attachment for existing cubicle furniture.
90. Secure Video Teleconference Room – SCIF – scope well identified?
Answer: Design must include requirements for communication, video screen, and other government equipment installation for this conference room/secure VTC. This contract does not require the purchase of the video conferencing equipment but it must include the necessary pieces for proper installation by the government.
91. Work hours – limited to Monday to Thursday, 10 hours.
Answer: Yes. As required, it may be possible to work on Fridays. Very often, ASLAC is working overtime on
Friday based on mission. Working on Friday cannot be guaranteed but ASLAC can work with the contractor during critical phases to allow work on Friday.
92. Clarify FF&E (page 28)?
Answer: This section of the scope explains that the Government will provide all equipment and will move items such as computers, copiers, fax machines etc. to the renovated B450. However, within the contractor’s design and construction, proper connections, outlets, phone jacks, or network jacks will be required. This will be based on the final approved floor plan showing placement of offices and these other areas housing fax machines, copiers, and printers. Likewise, the Secure Video Teleconferencing room (located in the large conference room) will require the proper outlets and communication connections as well as any other supporting device for the proper installation of existing video teleconferencing equipment.
93. Any options to propose upon at this point?
94. I didn’t see it listed anywhere but do you have any idea if they want to add “clean agent” fire suppression to this [telecommunications] room?
Answer: No telecommunication room. The current “server room” will remain in building 318. The only room needing to be identified will be the Hub room where all communication lines come in and terminate at the Hub.
95. Is there a drawing/layout of the telecommunications portion of this project that reflects the locations and cables per location?
Answer: No. This requires re-design. However a drawing can be provided showing where the communication line enters the facility.
96. Is there a Scope of work that explains how many data locations and drop per locations
Answer: Provided in the solicitation.
97. Is there is any fiber/copper backbone cabling to be installed?
Answer: Inside the facility yes.
98. Is there any outside plant work?
Answer: From the facility to the connection of gas, water, and electric. See question 114.
99. Signage by DB contractor. Please confirm interior and exterior signage is part of this project. If so are there standards for signage, particularly exterior signage that would have to be followed?
Answer: Exterior signs on the building yes. Interior signs yes i.e. office numbers, all doors numbered, bathroom signs, janitor closet signs, conference room signs, sings for the mass notification system and emergency exits, etc.
100. What is the intent of the sidewalk repair? Just to tie in new main entrance to parking area?
Answer: Exterior sidewalk repair based on current condition and any damages during renovation to allow for safe passage to the facility and around the facility along with safe exit for emergency egress.
101. What is the intent of “Physical Security and Safety repairs”?
Answer: To upgrade the facility respecting physical security and safety requirements.
102. Please describe intent of scope for UFC 4-010-01 DoD minimum antiterrorism standards for buildings.
There is not much mention of exterior site work. Since this building is behind (2) manned gates, are bollards, standoff distances, etc. required?
Answer: As required based on renovation requirements, the minimum antiterrorism standards will apply. This is not required to be a hardened facility like that of weapon maintenance and storage. The regulation provides requirements for doors, locks, windows, skylights, etc. The secure VTC conference room must follow physical security requirements for secure communications.
103. Is Access control required to enter building or to separate areas of building? Or just for Secure Video
Teleconference Room. Same questions for MIDS as well. Is keypad with pin acceptable? No biometrics required?
Answer: Keypad with pin is acceptable. Secure VTC must meet security requirements for secure communications.
Other areas of the facility i.e. offices, storage rooms, mechanical and electrical rooms will require normal locking for safety and security.
104. Extent of tackable wall coverings for small conference room? Are tack boards acceptable?
Answer: Tack boards are acceptable.
105. New personnel entrances talk about covered walkways. Is this only at new main entrance to parking area?
With other entrances to have small canopies?
Answer: All entrances will have small canopies unless designated as only emergency egress within the approved designs.
106. What is the existing service to building for Data? Will new fiber, racks, etc. need to be run/installed to provide required amount of data? What about wireless access?
Answer: Service arrives to the facility. New fiber along with the racks for each cable run into the office areas will be part of the design and construction. A designated room must be provided with proper ventilation and air.
Wireless is not required.
107. Would it be possible to get the Governments interpretation of what the blast pressure and standoff requirements would be for the exterior doors/windows?
Answer: There are no exterior windows required, but there are skylights. No standoff requirement is necessary.
UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings addresses the requirements for all AT/FP issues, including skylights.
108. Would you please confirm the existing electrical service to the building: overhead, underground?
Transformer size? Distance to transformer? Incoming voltage and phase? Current panel sizes feeding building?
Answer: This is described in the contract scope section D5040:
1) Provide and install new electrical service for the facility. Connections from the new transformer to the new main panel board to be provided and located in designated electrical room. 628th CES will be upgrading external transformer during the time designs are being completed. This information will be provided to the contractor prior to design completion.
At the time of this document, the CE Electrical Engineer has confirmed the following:
“The drawings show 2 MDPs. A new one, "MDP-450", is being added to the outside of the building. The new one is rated at 800A, 208/120V, 3-phase. The interior MDP, "MAIN POWER PANEL", will remain in place. The rating on the interior MDP is 600A, 208/120V, 3-phase.”
Within this project, the contractor must include requirements for a new MDP inside the facility, and any other distribution panels required.
109. Would it be possible to get a layout of the existing building with as much current information as possible?
Answer: Has been provided
110. The conceptual layout does not have much information. Is this intended to show existing?
Answer: It was intended to show how new requirements will fit into the existing foot print of the facility.
111. Can you tell me if there will be Drawing released for the 08625 Metal Framed Skylight on this project?
Answer: This has been provided. After discussions during the sit visit, a design, layout, and detailed specifications document has been provided.
112. Is there a finish schedule for this project? If so, where is it located. I do not see one.
Answer: What is being requested? The schedule for design and construction will be submitted by the contractor and approved by the contracting officer.
113. Can you please provide as-builts of the building?
114. Will the contractor be required to do any work outside of 5' of bldg. for utilities? If so, what work is to be performed.
Answer: No, no work outside of five feet (5 ft.) of the building is anticipated.
115. Are ATFP requirements going to be applied to doors and windows? If so, what are they?
Answer: Yes. The scope addresses these requirements throughout.
116. Can you provide additional info on smart glass?
117. Can you push the due date to 9/9 or 9/16? This would help to obtain better pricing. Also, the contractors have not received photos or answers to questions and it is 8/18.
Answer: Proposal due date has been changed to 13 Sept 2016 at 1500 EST. Photos were made available 19 Aug
2016.
118. There were workers in the building at the time of the site visit. When the building be vacated in its entirety during construction?
Answer: The building will be vacated.
119. Can you provide how extensive the sky lights will be? Can you provide info on how many lights, type of lights, sq. ft. to be covered, etc.?
120. What are the parameters for access to the building during construction? Is there any way to work outside of these parameters?
Answer: Prior to construction, a site layout plan and mobilization plan will be provided by the contractor. This should specify how much space is required and safety procedures during construction. The other buildings surrounding B450 will be occupied and will be performing mission tasks. The main road in front of B450 will be traveled throughout the day. We will make other arrangements for the occupants of the surrounding facilities for parking. This project is for the renovation of B450. There is no requirement for the contractor to work outside these boundaries and must ensure that personnel are not traveling throughout the ASLAC AO.
121. Can you explain how trucks are to get inspected and to the site? A map would be helpful.
Answer: Contractors must adhere to JB Charleston requirements.
122. Can you provide photos of interior of building, the roof, all four elevations of building?
Answer: Already provided
123. Is there any site work or utilities to be done?
Answer: As per scope requirements.
124. Is the contractor required to replace the electrical and mechanical units outside?
Answer: Mechanical systems will be replaced. The conceptual floor plan shows the extension of the current mechanical room to allow for both an electrical and mechanical room to be constructed. They do not need to be separated and will be up to the designer of record to determine acceptable space for mechanical equipment and electrical distribution panels. The electrical system of the facility will require upgrading as per scope. The transformer outside of the facility will not be replaced under this contract but under a current contract with JB. See question 108.
125. Can you provide details on which walls are load bearing?
Answer: This is shown with the as-built drawings provided.
126. Can you provide a more up to date hazardous report (asbestos, lead, mold, etc.)?
Answer: The most current has been provided. As part of this contract a lead based paint and asbestos survey is to be performed.
127. Is the contractor to provide an allowance, bid option, or expect a future change order of the hazardous material found in building?
Answer: No, but see the answer to question 85.
