Joint Base Charleston Geography
It was noted that a visit to the Joint Base Charleston - Weapons Station (JB CHS-WS) site was not possible at this time because the facility to be used is under construction and will not be completed until Spring
2012. It was recommended that the contractor plan to provide a satellite operation until the facility is completed. It was further noted that the Weapon Station is roughly 20 miles from the Air Base.
4. QUESTIONS ON THE SOLICITATION:
1. Question: SOW, p. 11, Section 1.6.5.3 Retail NPI Charge. Please clarify the Government's definition of "a retail of wholesale source." Would examples include local retail stores such as Home Depot, Lowes, etc.?
Answer: Yes, this would be any retail source providing the item, such as Grainger, MSC, Lowes, etc.
2. Question: SOW, p. 11, Section 1.6.5.4 Distributor NPI Charge. Please clarify the Government's definition of "corporate distribution system." Would examples include wholesale distributors such as Grainger, MSC, HD Supply, Graybar, etc.?
Answer: This will be removed from the SOW and Solicitation. There will now only be one NPI fee because the Government’s CEMAS computer system can only incorporate one fee.
3. Question: SOW, p. 11, Section 1.6.5.3 Retail NPI Charge and 1.6.5.4 Distributor NPI Charge. The SOW refers to two separate NPI charges: Retail and Distributor. The table on p. 44 Non-Priced Item (NPI)
Charge Evaluation requires a single NPI Charge. Is the Government asking for a Retail or Distributor NPI charge in the NPI Fee Evaluation?
Answer: See Question #2. There is now only one NPI fee that will be evaluated.
5. SITE VISIT
During the site visit, Mr. Rogge explained that it is the contractors responsibility to provide phone, internet and fax capabilities. There is an issue with the current phone lines that is being addressed between the
Government and the current provider, however no expected completion date has been established.
Contractors are advised to take the potential communication issues into consideration.
A rough schematic of the new facility for the JB CHS WS office was provided and has been incorporated into the revised SOW.
6. ADDITIONAL QUESTIONS:
None.
7. ADDITIONAL INFORMATION:
A cut-off date for submission of questions was established as COB, 3 Oct 2011. Answers will be provided by the government by 5 Oct 2011.
