JOINT BASE CUSTODIAL
Note to Contractor: The new Joint Base Custodial contract contains different standards than the expiring contract, and some additional work such as window cleaning has been added. These standards are included in the Performance Work Statement (PWS). Please do not base your bids on current contract cost or historical costs for this contract. As stated in the solicitation, the government may award this contract without discussions. Please ensure all tasks are included in your pricing.
1) List of current employee service dates?
Answer: If you are requesting the employee seniority data to determine how much vacation current employees might be due under the new contract, the current contractor is required to provide that information 10 days prior to completion of the contract. That list will then be provided to the incoming contractor only, In Accordance With FAR 52.222-41(n).

Answer: See the pricing worksheet tabs entitled “Level 1 &2” and “Level 4”.
7) When is the last day for submitting questions for the subject RFP?
Answer: The cutoff date for questions was Monday, January 10, 2011. This was to ensure time for the Government to investigate and provide responses. Contractors are still responsible for bringing known inconsistencies to the attention of the Contracting Officer prior to proposal due date.

38) Will you provide site maps for both locations?
39) During the Pre-Proposal Conference, you mentioned FAR 19.101-7b and the restrictions this would place on teaming agreements. I have researched this far and have included it in full text from http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/19.htm#P26_3218. It appears to me that 19.101-7a may be applicable since this is a bundled services contract but that
19.101-7b would not apply. This brings up several questions. One, can you confirm that the http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/19.htm#P26_3218
RFP is for bundled services. Second, if this is a bundled service RFP, can you confirm that
19.101-7a will be valid? If this is correct, will you only look at the 8(a) individually?
Answer: This is not a bundled services contract. Teaming information is as follows:
TEAMING AGREEMENTS – FAR 19.101 (7) (v) states that you should apply the size standard as in a Joint Venture to a teaming agreement. Essentially the standard is applied to both partners of the team individually. If contractors decide to propose as a prime/subcontractor arrangement, which requires no formal agreement for the government to approve, the prime (who must be the 8(a) firm) must perform at least 50% of the cost of contract performance for personnel IAW the Limitations on Subcontracting
Clause (FAR 52.219-14).
40) During the site visit, it was mentioned that the Air Force Labor Advisor’s information would be given out. Can you include this information in the amendment?
Answer: That number is (321) 494-6734.
41) Is the pricing worksheet still due to be posted today?
Answer: The corrected pricing worksheet is being posted with Amendment 12.
42) Does the union wages also apply to the Naval Weapons Station or is there a separate Federal
Wage Determination Statement for that location.
Answer: See answers 49 and 50.
43) Please provide the incumbent names and contract numbers for both locations.
Answer: CAFB; Support Services of America, Inc. FA4418-05-C-0009; NWS, G&S
Janitorial Services, Inc. N69450-07-D-2863
44) Are "propane" high speed buffers permitted?
Answer: No.
45) Please provide the current monthly price for both incumbent contracts:
Answer: See answer number 9.
46) Please provide the current amount of FTE’s on each contract.
Answer: That is considered proprietary information and cannot be shared.
47) Please provide the Government estimate for this procurement:
Answer: This is Procurement Sensitive information, for government use only and cannot be released.
48) It is our understanding that there is a collective bargaining agreement in place for Charleston
Air Force Base between Support Services of America and the American Federation of
Government Employees, Local 1869, please clarify the following:
49) Since this procurement combines two previous contracts into one procurement it is our understanding that the correct wage should be determined by the site with the majority of the labor and labor cost currently. It is our understanding that this is Charleston Air Force Base, Please confirm this.
Answer: IAW 29 CFR part 4.163(g), the two sites are deemed two separate localities for purposes of applicable CBA-based wage determinations. Therefore, each location will retain its’ CBA wages and benefits for the first period of the contract. Also, see answer 10.
50) If indeed Charleston Air force Base has the majority of the labor and cost it is our understanding that the current CBA would apply to the entire new procurement, please confirm.
Answer: NO, that is not correct. See answer to Question 49
51) If it is your determination that the sites should be bid with separate wages please provide written guidance on how you want each base bid. Also please provide additional pricing sheets for separate pricing.
Answer: It is not our intent to have 2 separate bidding sheets.
52) Since we were not permitted to see all building during the site visit, please provide the window statistics in order for bidders to bid window cleaning without seeing all of the buildings:
A breakout of all of the buildings stating the following
i. Number of stories of each building
ii. Number and sizes of windows within each building
Answer: NWS (2 story)- Bldg 5, 1693, 788, 708, 900, 909, 302, 3852, 3304, 3310 and 3304;
CAFB (2 story) – Bldg 60, 72, 74, 169, 241, 248, 302, 322, 503, 705, 709 and 1600; (3 story) –
Bldg 245, 246, and 247. All others are single story buildings. The number and sizes of windows are not available, see answer 5.
53) If you are unable to provide the bidders information sufficient to allow us to bid window cleaning, please remove window cleaning from the current scope of work and allow the successful Offeror to negotiate the price post award.
Answer: This is not possible.
54) Please provide the current cost of window cleaning per year per base.
Answer: The cost of window cleaning per year per base is not available. Those costs are built into the current contractors’ monthly price. The current standards for window cleaning are as follows: At NWS, once per year, interior only. At CAFB, once per year interior and exterior for Basic Level II and twice per year for Prestige Level I.
55) Please provide the name of any current window subcontractor.
Answer: This information is unknown.
56) Please provide a fixture count for all restrooms per building.
Answer: This information is not available.
57) Who is the incumbent contractor for both sites?
Answer: See answer 43
58) What are the award amounts for the base year and option years for both contracts?
Answer: See answer 8
59) Did this contract include both the CAFB and CNWS?
Answer: Yes, this is Joint Base Charleston to include the Charleston Naval Weapons
Station and the Charleston Air Force Base.
60) Are the requirements for the current solicitation the same as contract # FA4418-05-C-0009?
Answer: See Note to Contractor at the beginning of these questions and answers.
61) Given the extreme distance between both sites, will there be an office provided for both locations?
Answer: There is no office at NWS. Office space is available at CAFB.
62) Will the trailer that is at the naval weapons station be available to the new contractor or will the new contractor have to provide their own?
Answer: The trailer on NWS will be available to the awardee contractor.
63) Will the CBA apply to both bases or will there be a wage determination provided for the weapons station?
64) It appears that “Appendix C, Floor Plans and Maps" is missing please provide.
65) Does the contractor have to be 8(a) certified at the time of the award or just at the time of bid?
Answer: Since this is a competitive 8(a) solicitation, the contract can be awarded as long as they are a certified 8(a) contractor when they submit their proposal.
66) Is Elizabeth Billham still involved in this contract? I did not get a response to an email sent to her?
Answer: No, Ms Billham is no longer with the 628 th
Contracting Squadron. The new administrator will be Ms Ronnette Coffman. ronnette.coffman@us.af.mil or ronnette.coffman@charleston.af.mil
