Questions

1. Will a FOD fence be required for this project?

No.

2. Upon award, will there be a deadline to start the project? Is there a deadline for completion?Yes.

Wanting to start the contract ASAP!

3. Will we have access to all 10 sunshades free from aircraft at start of project? Or, will we only have a few of the sunshades available & have to coordinate with maintenance to have the aircraft towed away from other sunshades when ready?

All sunshades will not be free from aircraft and there will have to be coordination with maintenance to have aircraft towed when ready.

4. What do we do during a Weather warning / Lightning within 5.

Contractor personnel are required to clear the airfield and seek shelter in the event of inclement weather. This includes tornadic activity or when there is the possibility of lightning within five nautical miles from the center of Hurlburt Field’s runway 18/36 exists.

5. What are the dimensions of the sunshades 82’W x 29’H x 55’L

6. How do we attain flight line access and base access Base Access - CONTRACTOR/EMPLOYEE BASE PASS AND IDENTIFICATION, SPECIAL CLEARANCES, AND VEHICLE PASSES. The contractor shall comply with all requirements and procedures IAW

AFFARS 5352.242-9000, Contractor Access to Air Force Installations. The contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.

Contractor employees are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.

CONTRACTOR EMPLOYEE LIST. This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). For work locations use building numbers or specify as base wide if applicable. Once completed, email the list to the Contracting Office representative in EXCEL format. The

Contracting Officer will then prepare, attach a cover letter, and forward the Employee List to the

Visitor Control Center.

Flightline Access -Contract personnel who are to operate vehicles on the airfield (within fenced area) are required to attend airfield driver training with 1 SOSS/OSAA (850-884-1537).

The contractor will check in and out with Airfield Management daily.

SECURITY REQUIREMENTS. Contract personnel shall not enter restricted areas without escort from authorized personnel. The contractor shall restrict personnel to only those areas required to performing work.

Please provide a definition for “Trained and Certified Personnel”, “Airfield Management Daily” and “Airfield Driver Training” Airfield Management Daily - Airfield management manages base airfield operations and coordinates with aircrews, air traffic control, civil engineering, and other base agencies to ensure a safe airfield environment for aircraft operations Airfield Driver Training – Contract Personnel who are to operate vehicles on the airfield (Within fenced area) are required to attend Airfield driving training with 1 SOSS/OSAA (850-884-1537).

Trained and certified Personnel – Contractors must be trained and certified to do their job?

10. Is the use of subcontracting permitted?

Yes. The Contractor shall submit the employee listing to the Contracting Officer no less than 3 days prior to performance start date and at least 1-day prior s changes occur.

11. Do you have the original installation documentation of the sunshades erection showing structure composition?

Yes, in our Continuity Book.

12. The sunshade structures appear to be grounded. Will the structures need to maintain grounding in the event partial demo is achieved during a singular work day? Are there multiple grounding points or single point on each structure?

There are multiple anchors/grounding straps per structure and they will stay connected till everything is removed to help with wind not moving the shelters around.

13. Is there electric available at job location? 110V, 220V?

No

14. Are restroom facilities available for contractors or are we responsible for temporary toilets?

Contractor is responsible for providing temporary toilets.

15. Can you confirm bonding requirements (if any)?. Bid bond, payment and performance bond?

No bonding is required

16. When is anticipated award date now with this update?

15 September

17. When is the earliest anticipated start date after award?

ASAP with coordination with 1 SOMXG

18. What are the insurance requirements on this project?

All contractors are required to have basic liability insurance. For additional guidance, please view FAR Part 52.228-5 "Insurance-Work on a Government Installation".

19. Can we stack the debris as long as its tied down or do we have to clear the debris as we take it down?

Clear the debris as soon as taken down.

20. Are there any restrictions on the type of equipment we can use?

It can not exceed 30 feet in height.

21. Will the work area need security fencing?

No, as long as a clean as you go process is established.
