(End of Addendum)
ADDENDUM TO 52.212-2
ADDENDUM TO 52.212-2 - EVALUATION--COMMERCIAL ITEMS (OCT 2014)
1. Methodology: This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) approach, in which, the Government intends to award to an offeror with a technically acceptable quote at the lowest overall evaluated price. The LPTA approach does not permit tradeoffs between price/cost and past performance, and will include an evaluation for technical acceptability.
2. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Price, Factor 2- Technical capability of the offeror to meet the Government requirement
3. Quotes that are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without discussions; however, discussions may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone discussions.
4. The Government intends to award a Firm-Fixed Price (FFP) Contract as a result of this solicitation.
5. Price Evaluation. The first (1st) step will be evaluating prices and ranking all responsive offers by price from lowest to highest. Offeror's prices submitted in the Offer Schedule will be evaluated for completeness and fair and reasonableness.
All offerors will be evaluated based on price and placed in order from lowest to highest price. Offerors providing alternate services/alternate amounts not meeting the requirements of those in the solicitation will not be evaluated.
a. Total Evaluated Price = (Total Evaluated Price for Base Period) + (Total Evaluated Price for Option Period 1) + (Total Evaluated Price for the Option to Extend Services IAW FAR 52.217-8):
b. Total Evaluated Price for Base Period and Option Period 1 - Quantities identified will be multiplied by the unit price to confirm the extended price and then the extended price for all CLINs will be added together for a total for that specific period.
c. Unit prices shall be used in the event that extended prices are calculated incorrectly. If unit prices are extended past two
(2) decimal points, the Government will calculate using two (2) decimal points.
d. Total Evaluated Price for Option to Extend Services IAW FAR 52.217-8. The Government will calculate the Total Evaluated Price for Option to Extend Services IAW FAR 52.217-8 by multiplying a quantity of 12.5 hours for CLIN 1001, 3 hours for CLIN 1002, 0.5 Lot for CLIN 1003, 70 hours for CLIN 1004, and 32 each for CLIN 1005 by the unit prices proposed for all the last option CLIN(s). The prices are evaluated in the Total Evaluated Price for evaluation purposes only. The Option to Extend Services is not considered part of the contract period of performance and resultantly these totals will not be included in the contract value. The Government will add CLINs priced in award with FAR 52.217-8 "Option to Extend Services" at the time it's exercised.
6. Technical Evaluation. Offers shall be evaluated independently of the cost/price quote evaluation to determine the offerors compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the quote as submitted without requesting any further information. The technical factor will receive an overall rating of either "Acceptable" or "Unacceptable" using the rating description in Table 1 below. The Government's technical evaluation team shall evaluate the technical quotes on a pass/fail basis, assigning one of the ratings described below for each sub factor. Any sub factor evaluated as "Unacceptable" will render the entire quote "Unacceptable"; therefore, un-awardable. Only those quotes determined to be technically "Acceptable", either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Evaluators shall assign a rating, which fails within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below.
Technical Ratings Rating Description
