STATEMENT OF WORK

Message Center Replacement

22 Aug 19

1. DESCRIPTION OF SERVICES:

Provide and install electronic message centers needed at Hurlburt Field, FL to upgrade existing marquees to higher resolution modules/screens with high end power supplies.

2. BACKGROUND: The electronic displays are used to disseminate information and announcements at the front and back gates of Hurlburt Field. The existing power supplies have been a constant problem due to humidity and lack of air flow, causing at least one week of down time per month. High end power supplies are needed to reduce the failure rate and providing higher resolution screens will provide the ability to display more details making the marquees easier to read.

3. SCOPE:

3.1 The contractor will provide and install two (2) double-sided electronic message centers, one will be installed at the Front Gate and one will be installed at the Back Gate. The product shall meet or exceed the specifications provided below:

- Electronic display size – 6.3’H x 12.6’W

- Filter system for each electronic display (to keep bugs and debris out)

- Modules – 10mm resolution (1 Red, 1 Green, 1 Blue), 192 x 384 Matrix

- Power Supplies – Convective Cooling (no fans); 250 watt or lower; Input: 100-240 VAC, 4.0A, 50-60 Hz; Output: 4.5V-5.5V, 45-60A, UL Certified

- Control system

- Data Cables

- Two (2) spare power supplies

- Ten (10) spare modules

3.2 The contractor shall provide a 1 year warranty on installation and shall provide manufacturers commercial warranty of all items installed. Commercial warranty for parts/materials shall be at least 5 years. The warranty will start on the day the Government accepts the entire project. During this warranty period, the contractor shall provide on-site technical support to repair, service, add, and/or replace any system related equipment, install necessary software updates, and resolve any technical issues that may arise. Contractor shall respond to all warranty calls within 72 hours of notification.

3.3 The contractor shall provide all necessary software for programming to the electronic message centers to be updated and managed by the end user.

3.4. The contractor is responsible for all parts, materials, equipment and labor necessary to provide and install the required items.

4. GENERAL INFORMATION:

4.1. The contractor shall conduct a site visit within 15 days of contract award to ensure the contractor is prepared and able to install the electronic message centers within 45 days of contract award.

4.2. The contractor shall be responsible for the product operating correctly, and the alignment/measurement of the location, and that the placement of the Electronic Message Centers are accurate.

4.3. The contractor is responsible for the removal of the existing marquees, disposal and clean-up of all waste produced from the installation. The existing marquees are two (2) double-sided (4 displays). The display size is 6.3’H x 12.6’W with 20mm resolution (1 red, 1 green, 1 blue) with

320 watt power supplies and a cooling fan for air flow. The contractor shall be responsible for removal and disposal of these items.

4.4. The contractor shall provide professional electrical services to disconnect and connect equipment. The electrician provided by the contractor shall be a licensed electrical contractor.

4.5. Government Remedies: The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

4.6. Physical Security: The contractor shall safeguard all government property. The contractor shall ensure no government owned or controlled real or personal property is damaged during any service provided under the contract. The contractor will be responsible for the repair or replacement of any government property damaged by the contractor at no expense to the government.

4.7. Installation: The installation shall not last more than 30 calendar days from the start of the project. The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer’s instructions. Contractor shall remove and dispose of packing material.

4.7.1. Services shall include inspections of product for shipping damage. If damage is found it shall be the responsibility of the contractor to notify the End User and make arrangements for replacement or repair of the item(s) damaged. Damaged items are not to be installed.

4.7.2. The contractor shall meet with the End User to review the installation drawings/design prior to installation.

4.8 Training of Personnel: The contractor shall train the End User how to operate the electronic message systems proficiently. All documentation (Owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to and reviewed with the End User.

4.9. Contract Employees: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.9.1. All contract employees shall be properly trained and certified to perform the required tasks.

4.9.2. The contractor shall appoint an authorized representative who will be company’s senior representation on site for all customer communication an enforce compliance of all requirements of the project.

4.9.3. The Contractor shall be liable for any damage to government property caused by the contractor or their representatives.

4.10. Hours of Operation: The contractor shall perform the services at Hurlburt Field 1st Special

Operations Force Support Squadron during normal hours of operation. (0730-1500 Monday thru

Friday).

4.10.1. Federal Holidays. The following is a list of federal holidays observed by this installation.

New Year's Day, January 1 or the Friday preceding or Monday following

Martin Luther King's Birthday, 3rd Monday in January

President's Day, 3rd Monday in February

Memorial Day, last Monday in May

Independence Day, July 4 or the Friday preceding or Monday following

Labor Day, first Monday in September

Columbus Day, 2nd Monday in October

Veterans Day, November 11 or the Friday preceding or Monday following

Thanksgiving Day, 4th Thursday in November

Christmas Day, December 25 or the Friday preceding or Monday following

5. BASE ACCESS:

5.1. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle

Passes: The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.

5.2. Smoking, Eating, and Drinking: The contractor shall permit smoking, eating and drinking only in designated areas.

5.3. Driving License/On-base Requirements: The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a government vehicle or personal vehicle on Hurlburt Field, Florida.
