STATEMENT OF WORK

FOR

AIRCRAFT FIRE TRAINER REPAIRS

HURLBURT FIELD, FLORIDA

6 June 2018

Statement of Work

For Aircraft Fire Trainer Repairs

1. DESCRIPTION OF SERVICES. This Statement of Work (SOW) describes contractor repair services for Aircraft Fire Training Facility (AFTF) at Hurlburt Field, Florida in a manner that will ensure its serviceability and operational effectiveness. The contractor shall comply with manufacturers' recommendations and procedures, Air Force Technical Order 35E1-2-13-1 Operation and Maintenance Instructions for Aircraft Fire Training Facilities, as well as local, state, and federal guidelines as applicable to the work involved. Installation, testing, and replacement of gas piping, gas utilization equipment or accessories, and repair and servicing of equipment, shall be performed only by a qualified agency.

1.1. Aircraft Fire Trainer Repair Requirements. The contractor shall provide all supplies, materials, tools, equipment and qualified labor necessary to remove and replace aircraft wing and motors. Contractor shall remove/replace all parts in accordance with manufacturer’s instructions, industry practices, and local, state, and federal procedures.

1.2. Repair Description. The contractor shall perform the following repair services:

1.2.1. Remove existing wing.

1.2.1. Replace one inboard motor. Remove and dispose of current motor. Fabricate/replace new inboard motor housing to include front cowling with 3/8” carbon steel and fasten by weld. All welding shall be performed by a welder certified for the required welding position.

1.2.2. Replace one outboard motor. Remove and dispose of current motor. Fabricate/replace new outboard motor housing to include front/rear cowlings with 3/8” carbon steel and fasten by weld. All welding shall be performed by a welder certified for the required welding position.

1.2.3. Remove and dispose of any corroded pipes (propane or water). Replace all corroded pipes (propane or water) with those appropriate suitable for the volume and usage indicated on the attached specifications. All persons employed in handling LP-Gases shall be trained in proper handling and operating procedures and hold a State of Florida license issued by the Bureau of LP Gas Inspection, Florida Department of Agriculture and Consumer Services

1.2.4. Replace igniters, burners, spray heads, ignition cable and utilities. Wiring to engine igniters shall be enclosed in a protective water jacket that protects it from possible failure due to extreme heat.

1.2.5. Contractor shall replace wing once new motors are installed prior to work being completed.

1.3. Product Warranty. The contractor shall warranty all materials covering a one year minimum guarantee free of any defects in workmanship. Repair any defective metal, welds, gas/water pipes and/or any other materials used during the period of performance to complete the requirement for the warranted period of one year from the date of completion. The replacement of parts under warranty does not extend the warranty period beyond the original one year period.

In addition, the contractor shall perform the required labor to repair or install the item(s) for the period of one year from the original installation date. All costs for removal, repair and/or reinstallation of the item(s) on the work site, shipment to the factory and shipment back to the work site will be the responsibility of the contractor. The contractor shall identify all items being installed that are covered by a manufacturer’s guarantee or contractor warranty.

1.4. Contractor Access to Training Area. The normal hours of a workday shall be between 6:30 A.M. and 4:30 P.M., Monday through Friday, with exception of holidays and observed holidays.

The contractor may elect, at his option, to work hours other than normal duty hours if approved by the Contracting Officer. All work time, other than normal working days, shall be requested in writing, 3 days in advance.

1.5. Fire Trainer Location. The Government will provide the contractor with a base map prior to contract start date. Appendix A contains location.

1.6. Quality Control Plan (QCP). The contractor shall develop and maintain a QCP that ensures proper Fire Trainer repairs. The plan shall include the contractor’s plan to ensure that aircraft fire trainer is repaired in accordance with the manufacturer’s product literature, professional commercial standards, and the contract. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP shall address all requirements to maintain proper aircraft trainer functionality.

The contractor shall submit the QCP to the CO, for acceptance, before the contract start date.

1.7. Contractor Qualifications. The contractor shall provide personnel who are trained and or qualified to perform the work. The contractor shall provide proof of insurance to the Government upon request.

1.8. Government Quality Assurance. The AGR will regularly monitor the contractor’s performance to ensure compliance with contract terms and conditions.

1.9. Gate Hours. The hours of operation for Hurlburt Field gates are subject to minor modifications. The Government will notify the contractor in advance, if possible, of any changes to the hours of the gates. The normal hours of gate operations are as follows.

a. Main Entry Gate: 24 Hours a day, 7 days a week.

b. East Entry Gate: 24 Hours a day, 7 days a week.

c. Sound Side Entry Gate: 24 Hours a day, 7 days a week.

d. Commercial Vehicle Inspection Gate: 0600 - 1800, Monday - Friday.

1.10. Period of Performance (PoP). The contractor complete performance 60 days from the date of award.

1.11. Manpower Reporting.

1.11.1. Reporting Full-Time-Equivalent (FTE) Data. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site for. The contractor is required to completely fill in all required data fields at the Contractor Manpower Reporting Application (CMRA) site http://www.ecmra.mil (select the US Air Force logo). Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

1.11.2. Reporting Period. Contractors are required to input data by 30 September of each year.

1.11.3. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

1.11.4. User Manuals. User manuals are available on the front page of the CMRA link at http://www.ecmra.mil

2. GENERAL INFORMATION

2.1. Contractor Point of Contact. The contractor shall provide a primary and alternate point of contact that is responsible for the performance of all contractor-provided services. The contractor’s point of contact shall be available twenty-four (24) hours a day, seven (7) days a week by telephone, for calls and discussion of AFTF repair issues with AGR. The contractor shall designate these individuals, in writing, along with phone numbers to the CO before the contract start date.

2.2. Security Requirements

2.2.1. Pass and Identification Items. Driver's Licenses from non-compliant states are unauthorized IAW the REAL ID Act will not be accepted for entry into Hurlburt Field. Current Identification which may be used in place of an unauthorized State Driver's License are the following:

US Passport Foreign Passport Veterans Identification Card Permanent Resident card Federal personal identification Cards (Contractor ID)

2.2.2. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;

e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.

2.2.3. Traffic Regulations. Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on Hurlburt Field.

2.2.4. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

2.2.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within contractor-owned vehicles or privately owned vehicles while on Hurlburt Field.

2.2.6. Reporting Requirements. Contractor personnel shall immediately report any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate Government authority.

2.2.7. Physical Security. Contractor employees are be responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

2.2.8. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized personnel. The contractor shall not duplicate any keys issued by the Government.

a. The contractor shall immediately report any occurrences of lost or duplicated keys to the CO or AGR.

b. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

c. The contractor shall prohibit the use of keys and/or cipher lock combinations, issued by the Government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

2.3. Safety. Contractor personnel shall comply with all applicable laws and safety regulations.

Compliance with Occupational Safety and Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.

2.3.1. Work Area. The contractor shall at all times, keep work areas free from any accumulation of debris, waste material, rubbish, tools, scaffolding, equipment, and materials.

Upon completion of the job, or when away from the work site, the contractor shall leave the work area and its premises in a clean, neat, safe and workmanlike condition.

2.3.2. Debris. "All removed components shall become property of the contractor, and shall be disposed of off Hurlburt except for any parts to be re-used." Since AFFF has been used at the project location, the contractor should be made aware of potential PFOS/PFOA contamination unless sampling or users knowledge proves otherwise. AFCEC has specific disposal guidance for PFOS/PFOA contaminated materials if needed.

2.4. Environmental Contractor personnel shall comply with all applicable federal, state and Air Force directives/regulations. Compliance is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.

2.4.1. Hazardous Waste. The contractor shall comply with hazardous waste management and training requirements as specified in the Hurlburt Field Hazardous Waste Management Plan.

The contractor shall coordinate disposition of waste with the 1 SOCES Environmental Element prior to transporting hazardous waste off base.

2.4.2. Hazardous Materials (HM). The contractor shall observe HM storage practices in accordance with regulations, policies, plans and procedures employed by the base. HM storage shall be in a manner that limits exposure to rainfall and prevents releases to the environment. All HM and waste resulting from construction projects (including renovation/repair and demolition) shall be managed in accordance with local, state, federal and Hurlburt Field rules and regulations. The contractor will provide copies of Safety Data Sheets upon request for waste characterization and disposition.

2.4.3. Solid Waste. The contractor shall make every attempt to reduce the generation of solid waste to the maximum extent possible. The contractor shall utilize the Base Recycling Center (884-7577) for any office paper, cardboard, plastic, or metal wastes related to a project whenever possible. The disposal of hazardous and HM in solid waste receptacles is prohibited. Ensure all dumpster doors and lids are securely closed to prevent to the collection of storm water, deter bears or other wildlife from entering and feeding.

2.4.5. Storm Water. The contractor shall use proper control and management techniques to ensure storm water criteria are met in accordance with Federal, State, and local storm water regulations. The contractor must comply with the Hurlburt Field Storm Water Management Plan.

2.4.6. The contractor shall not intentionally harm or kill any wildlife on Hurlburt Field. Feeding wildlife is illegal and prohibited on Hurlburt Field, particularly for alligators and bears. The contractor shall notify 1 SOCES/Natural Resources Manager of bear activity and of nuisance wildlife issues. The contractor will contact Emergency Services, fire and/or security forces, for any wildlife emergency encounters.

3. Government Furnished Property and Services

3.1. Emergency Services. The Government will provide fire and police services. There are no emergency medical services available on base. The contractor shall dial 911 for emergency medical services.
