ADDENDUM to 52.212-2--Evaluation -- Commercial Items (Oct 2014).

*** THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE

PHYSICALLY REMOVED FROM THE RESULTANT AWARD. ***

A. This acquisition will utilize the Lowest Price, Technically Acceptable (LPTA) approach, in which, the Government intends to award to an offeror with a technically acceptable quote and the lowest overall total evaluated price. The LPTA approach does not permit tradeoffs between price/cost and past performance, and will include an evaluation for technical acceptability.

B. Quotes that are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without discussions; however, discussions may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone discussions or face-to-face oral discussions at the 1st Special Operations Contracting Squadron, 350 Tully St. Hurlburt Field, FL 32544.

C. The Government intends to award a Firm-Fixed Price (FFP) contract as a result of this solicitation.

D. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make an award based on initial offers received, without discussion of such offers.

E. Price Evaluation. The first (1st) step will be evaluating prices and ranking all responsive offers price from lowest to highest. Total evaluated price will be the amount quoted for CLIN0001.

F. Technical Evaluation. Offers shall be evaluated independently in order from lowest to highest Total Evaluated Price to determine the offerors compliance with the technical requirements of this solicitation. The technical factor and Offer/Quote will receive an overall rating of either “Acceptable” or “Unacceptable” using the rating description in Table 1 below. Only those quotes determined to be technically “Acceptable”, either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Evaluators shall assign a rating, which falls within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below in Table 1.

Table 1. Technical Ratings Ratings Description ACCEPTABLE Quote clearly demonstrates the offeror’s ability and qualifications to adhere to the Two (2) factors; Contractor Qualifications, and Previous Work Experience.

UNACCEPTABLE Quote does not clearly meet the minimum requirement of the offeror’s ability and qualifications as stated in the two (2) factors listed; Contractor Qualifications, and Previous Work Experience.

The technical factor will be rated ACCEPTABLE when the offeror’s documentation clearly demonstrates their capability to perform the Aircraft Fire Trainer Repair services. If the contractor is determined to be UNACCEPTABLE in any of the following areas, they shall be technically unacceptable as an entirety and no award can be made to the contractor for this requirement. If no supporting documentation is provided as listed below, the contractor will not be determined as technically acceptable.

Provide the following for technical capability:

(1) FACTOR 1-CONTRACTOR QUALIFICATIONS: The contractor shall meet the contractor qualifications if they provide documentation showing certifications for contractor employees who will perform work on this requirement. Contractor Qualifications include both WELDING CERTIFICATION and LIQUEFIED

PETROLEUM GAS (LPG) CERTIFICATION.

(2) FACTOR 2-PREVIOUS WORK EXPERIENCE: The contractor shall submit no less than two (2) and no more than four (4) prior or current contracts, and/or work experience of no more than one (1) pagefor similar type work as is required in this requirement. The contractor must provide the following information for the previous or current contracts, and/or work experience by completing the PREVIOUS WORK EXPERIENCE chart below. The work experience must include work experience that is similar work as in this fire trainer repair SOW.

G. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary.

F. Award Process: The Government will first rank all quotes from lowest to highest price. The lowest priced quote will then be evaluated for its technical acceptability. If the lowest priced quote is technically acceptable, the evaluation process stops. The lowest priced offeror who is technically acceptable will receive the award. The award will be made to that offeror without further considerations.

(1) Annual Representations and Certifications. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted on the SAM.gov website.
