SOLICITATION NO. FA4417-16-R-0009
INSTALL OVERHEAD HOIST
BUILDING 90700
QUESTIONS & ANSWERS
23 March 16
1. Are existing hangar drawings available? Existing drawings are needed to do an analysis on the trussed frames to ensure that additional loads would not cause any problems.
Answer: The A/E Design Team has determined and documented that, if attached per the Structural Plans provided, the crane loading will have no adverse effect on the structure.
Contractor’s structural design responsibilities shall begin with the method of attachment and all components below the point of connection.
2. Will there be any lead abatement performed on this project?
Answer: Existing structural components within the hangar bay have been historically found, and should be assumed to still contain lead concentrations exceeding 1.0 mg/cm2 within the paint system. The presence of lead at this level may result in airborne lead concentrations being generated during construction activities that may exceed the Permissible Exposure Limit (PEL) identified in OSHA Lead Construction Standard (29
CFR 1926.62).
Contractor shall adhere to all federal and state requirements concerning management of lead containing materials including, but not necessarily limited to the requirements stipulated in Specification Section 01 56 00 ENVIRONMENTAL PROTECTION and OSHA Lead Construction Standard (29 CFR 1926.62).
3. Will the Hanger remain empty during this contract period, or will we need to consider any down time due to a plane being inside during our scheduled work day?
Answer: The hangar will not be empty during the whole contract period. Per general notes on drawing sheet T-1, contractor will need to closely coordinate planned hangar access dates. Aircraft maintenance will be performed on the west side of the hangar most of the performance period while new crane is being installed on the east side. Welding operations will need to be conducted during times when there is no plane in the hangar. This could be at night or on weekends.
