Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 1 SOCONS, Hurlburt Field, FL Purchase Request/ Identification Number:

Project/Program Name: Global LG XRIT EARTH STATION Estimated Contract Cost (Including Options)

Section B: Description of the Supplies/Services Required

One (1) XRIT Earth Station is a portable weather satellite dish and receiver that includes cables, a Pelican Air case, and a GETAC rough notebook, one (1) satellite dish, and one (1) receiver, one (1) field tri-pod. The receiver system must receive, archive, process and display Low-Rate Information Transmission (LRIT) data and High-Rate Information Transmission (HRIT) from the following weather satellite systems: (1) European Space Agency (ESA) - Meteo-10 MeteoSat Second Generation (MSG), (2) Japanese – HimawariCast, (3) USA - GOES- 13 (East) & GOES-15 (West), GOES-R, (4) Korean - Communication, Ocean, and Meteorological Satellite (COMS), (5) Russian - Electro-L2, (6) Chinese - Feng Yun-2/3. System weight must not exceed ~70 lbs. One-person set up in about 10 minutes – no tools required. Must include all necessary components with spares options. Dish must be able to remote dish up to 300ft from receiver. Factory training availability.

24/7 support & routine system upgrades (new satellite requirements, GUI upgrades, user requested software changes).

Section C: Justification for Soliciting for a Particular Brand Name Item

The Global LG XRIT Earth Station Satellite/Receiver System meets/exceeds all AFSOC requirements: (1) Receives and processes global Low Rate Information Transmission (LRIT) and High Rate Information Transmission (HRIT) [weather] satellite imagery from geostationary satellites on L-Band, which is on a fully compatible XRIT receiver that is compatible with MSG, COMS, GOES east, west and GOES-R HRIT, and Electro Services. (2) Meets the lightweight size standards in volume and weight for tactical meteorological support to task force operations that includes one (1) XRIT dish antenna diameter of 1 meter, 36lbs., and 1691.5MHz, one (1) XRIT receiver dimensions of 175x60x240mm, one (1) Pelican Air Case at 17lbs., and one (1) Pelican Air case at 9lbs. with a total carry lightweight of approximately 70lbs.

(3) Hardware set up can be completed without tools in a minimum time of less than 10 minutes (4) Receiver dish capable of remoting up to 300 ft. from a GETAC rough notebook (5) Hardware/spares is vendor supported (6) Software updates are available (7) Software is user-friendly minimizing training time (8) Vendor factory training is available (9) Annual system sustainment costs are minimal with 24 month warranty on all parts and hardware and a 5 year warranty on the GETAC rough notebook. Key parameters includes (1) a Multi-Satellite system that is fully compatible with MSG, COMS, GOES east, west, and GOES-R HRIT and Electro Services that includes a single 1m dish, antenna, and receiver all under 70lb.s in weight (2) Vendor supportability (software and hardware).

Section D: Efforts to Obtain Competition

An internet search and expo attendances identified several LRIT systems: (1) Morcom, http://www.morcom.com , system is too large (smallest dish is 3.0m and is not tactical/portable (static, fixed-base), does not meet requirements. (2) Dartcom, http://www.dartcom.co.uk/products/lrit-hrit-system/overview , is partnered with Telonics/Global Imaging (software) and provides the XRIT system. (3) Northern Video Graphics, http://nvgweather.com , the current system being utilized. The system does not meet AFSOC requirements. AFSOC has identified the system as too cumbersome, heavy, difficult to use. Software is problematic and not routinely updated. The receiver dish is no longer supported/available--fielded systems have been dependent on spares supplied by AFSOC.

Section E: Steps to Preclude Future Specific Brand Name Requirements

Through multiple means, AFSOC A3OW will continue to monitor market information/sources and technical publications to determine whether other sources can meet our requirements. In addition, minimum requirements for any future requirements as described herein will be shared with industry to encourage other manufacturers/vendors to begin producing similar compatible products.

I have determined, in accordance with FAR 13.106-1(b)(1)(SAP) that the circumstances of this contract action deem only one source is reasonably available.
