Questions and Answers 30 July 2015 Edition #2
Question #1: Is there any historical or forecast information available on the amount of work/workload on either a monthly or annual basis to support the maintenance of the Wasp AE, Raven DDL and Puma AE complete systems to include updating of system software?
Answer #1: There is no historical or forecast information available on the amount of work/workload on either a monthly or annual basis to support the maintenance of the Wasp AE, Raven DDL and Puma AE complete systems to include updating of system software. This is a first time effort for this requirement and the Government cannot provide any accurate estimates or forecasts.
Question #2: This is a minor point, however I desire to make sure I am reading this correctly. On page 4 (bottom of the page) of the Attachment 1 – Addendum to 52.212-1 & 52.212-2, I quote “Total Evaluated Price = (Total Evaluated Price for Base Period) + (Total Evaluated Price for Option to Extend Services IAW FAR 52.217-8 (CLINs 1001 & 1002).” Should this read “Total Evaluated Price = (Total Evaluated Price for Base Period (CLIN 0001 + 0002)) + (Total Evaluated Price for Option to Extend Services IAW FAR 52.217-8 (CLINs 1001 & 1002))? Suggested changes are bold and underlined.
Answer #2: The base period for this requirement includes CLINs 0001 and 0002. The Option to Extend Services IAW FAR 52.217-8 CLINs include 1001 and 1002. Offerors shall not submit pricing for CLINs 1001 and 1002, the pricing for these CLINs will be determined based on pricing submitted for CLIN 0001 (only if these CLINs are used). Insert proposed unit and extended prices on the SF 1449 for Contract Line Item Number (CLIN) 0001. The offeror shall not provide pricing for CLINs 0002, 1001, and 1002.
Question # 3: The technical proposal Quality Control Plan states, “Plan must include how the offeror will get FAA approval to conduct flight checks if required”. The PWS only talks about repairing components. Will we receive an aircraft to flight check?
Answer #3: The offeror should be prepared to ensure that certain repairs such as avionics work properly after repairs/replacement and this may require that the system be flight checked. To do a flight check, the offeror would require airspace that has been approved by the FAA to operate in. What is their plan for getting that approval from the FAA?
Question # 4: Does the Government possess Operational and Technical Manuals?
Answer # 4: Yes.
Question # 5: Who is currently performing this work? Blue suitors?
Answer # 5: Government workers perform some field repairs but any repairs above field level repairs must be accomplished via contractors.
Question # 6: How does the Government currently procure parts?
Answer # 6: Through the company that built the systems or through another contract?
Question # 7: How does the Government currently receive Service Bulletins?
Answer # 7: Through the company that built and sold us the systems.
