Project: FTEV 12‐1084 – Replace Exterior Street/Parking Lighting, Hurlburt Field, FL
POCs: Rachel Espinoza rachel.espinoza@us.af.mil – Shawn Edwards shawn.edwards.14@us.af.mil
Questions Due: 09 April 2015 by COB
Proposals Due: 23 April 2015 by 1400
Question Answer
1. Question. What shall become of removed aluminum poles and HID light fixtures, contractor property?
The contractor is responsible for the disposal of all removed material.
2. I would like to know if we could use retro fit LED lighting in instead of new fixtures, as to add huge savings for this Solicitation?
Retrofits are not in the scope of the project.
3. The above project.Reference sheet E‐28 lighting schedule we do not find a ZZ fixture.Reference sheet E‐17 shows (6) ZZ fixtures. Please advise.
Fixture “ZZ” is shown on Sheet E‐17. The “Lighting Fixture Schedule” on Sheet E‐28 lists fixture “ZZ” at the bottom of the page in a separate column.
4. Sheet E‐22 shows two Dual Head "K" fixtures but schedule says these are single head fixtures. Should these be Dual head or single head fixtures with square poles?
Fixture “K” on sheet E‐22 are dual head. Schedule on sheet E‐28 for “K” fixture description should say “2 Area Lights at 180 degrees W/Type III Distribution”
5. Does all fixtures require the timer/photo cell option as listed on E‐28 Photo Cell Note or can dust to dawn fixture use only the photo cell without the timer?
All fixtures require photo cell with integrated timer.
6. Who would have information on the existing controls for this lighting project?
Please advise
Some poles have fusible disconnect in base of pole. Where fusible disconnect is not present contractor shall request power disconnect by AF at least 48 hours before work.
7. Section L, HF021, Proposal Preparation Instructions, paragraph (2)(b)(iv) states, “the maximum number of past performance for each teaming member shall not exceed a total of 10 references,” but paragraph (2)(b)(vi) states “offerors are required to provide a summary of each past performance reference, with a maximum of 10 total references.” We also noticed that the 2nd paragraph under “Past Performance” on the site visit MFR dated 02Apr15 states “limit contract references to work performed in the last three (3) years with a maximum of 10 total references.
The maximum number of past performance references allowed will be ten (10) total. An addendum will be issued to correct the language in Section L to reflect this.
8. “PHOTO‐CELLS SHALL HAVE INTEGRAL
TIMERS WHICH TURN THE LIGHTS OFF
AND ON AT A PREDETERMINED TIME. PHOTO‐
CELLS SHALL BRING THE
FIXTURES ON AT DUSK, TURN FIXTURES OFF UP TO
4 HOURS BEFORE
MIDNIGHT, TURN THE FIXTURES BACK ON FROM 2
TO 10 HOURS AFTER
MIDNIGHT, AND TURN THE FIXTURES OFF AT
DAWN.”
We just want to make sure this is actually required versus a traditional ON/OFF photocell.
We have no issue with the requirement, it is just more costly than a traditional photocell.
See answer to question 5.
9. What is the expected aesthetic for the post top luminaires?
No post top luminaires are included in this project.
