PERFORMANCE WORK STATEMENT FOR

GROUNDS MAINTENANCE AND SNOW REMOVAL SERVICES

1. DESCRIPTION OF SERVICES. The contractor shall furnish all personnel, labor, equipment, transportation, tools, materials, supplies, supervision, quality control, management and other items and services necessary to perform grounds and landscape maintenance services & improvements, to include snow and ice removal services, at

Andrews AFB and its affiliated communication sites at Brandywine and Davidsonville, Maryland, in accordance with this Performance Work Statement (PWS). The services provided shall continually maintain all areas in a manner that will produce healthy; pest and disease free grass, trees, shrubs, and plants and present a clean, neat, freshly manicured appearance. The contractor shall comply with grounds maintenance standards established by the

Professional Grounds Maintenance Society (PGMS), National Arborist Association, American Society of Landscape

Architects, and local recommendation and standards. The estimated quantities of work are listed in Appendix A, titled Estimated Workload Data. The contractor shall provide grounds maintenance to locations designated in Maps

A1, A2, A3, and A4 and comply with all local, state, and federal laws.

1.1. MAINTAIN IMPROVED GROUNDS

1.1.1. Mow Improved Grounds. Grass shall be cut on approximately 486.19 acres of improved grounds in areas as indicated on Maps A1, A3 A4, to include Base Proper, Navy, common use areas, Jacksonville Lane (20) lodging units and off base sites. Contractor shall maintain grass height on improved grounds between 2 to 4 inches depending upon the type. The height is a guideline for a neat and professional appearance. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. Grass clippings shall be removed or mulched when visible after mowing before leaving work area. Mowing shall be accomplished free of scalping, rutting, bruising, uneven or rough cutting.

Remove grass clippings from all roads, parking areas, walks and mulch beds. All improved grounds shall have a well-manicured look at all times. All damage by the contractor to government property (to include personal property of base tenants and employees) due to performance of mowing operations shall be repaired or replaced by the contractor at no additional cost to the government within 15 calendar days from identification/notification.

1.1.1.1. Contractor shall maintain the grounds surrounding all Navy Air Facility buildings on Andrews AFB as shown on Map A1. Contract shall maintain the grounds surrounding these buildings to the same standards as outlined in paragraphs, 1.1.1., 1.1.2., 1.1.3., 1.1.4., 1.1.5., 1.1.8.

1.1.1.2. Contractor shall maintain the grounds surrounding all Head Quarters Air National Guard Readiness Center

(ANGRC) buildings on Andrews AFB as shown on Map A1. Contract shall maintain the grounds surrounding these buildings to the same standards as outlined in paragraphs, 1.1.1., 1.1.2., 1.1.3., 1.1.4., 1.1.5., 1.1.8., 1.4.1. and 1.5.1.

1.1.2. Edging/Encroachment and Crack Grass/Weed Control. Sidewalks, driveways, curbs, pathways and other concrete or asphalt edges located in the improved grounds areas shall be edged in such a manner such that vegetation does not exceed 1.5 inches of overhang on the edge nor shall it be cut back more than 0.5 inches from the surface edge. Edging shall include removal of vegetation from cracks in sidewalks, driveways, parking lots and curbs to a depth of one inch. All vegetation growing in cracks, expansion joints of sidewalks, driveways, curbing and other paved surfaces shall be removed during edging operations. Debris generated by the operation shall be removed and disposed of before leaving the work area. Edging shall be performed as required to project a neat appearance. Note: Selective use of chemicals may be used with approval of the QAP or the Contracting Officer.

1.1.3. Trimming. Grass and weeds shall be trimmed around trees, shrubs, buildings, fencing, poles, post, fire hydrants, parking lot bumper blocks, boulders, and other fixed and temporary obstacles/objects. Trimming height shall match surrounding area grass heights. This task involves all improved grounds as shown on Map A1, A3 and

A4 as Improved Grounds. All areas shall be trimmed concurrently with mowing. Grass clippings shall be removed from sidewalks, curbing, paved areas and mulched areas the same day the grass is cut. Damage to trees and shrubs from trimming shall be repaired by the contractor. If a plant should die or become unhealthy due to damage by trimmer, the contractor shall be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days of noticed damage by the QAP at no additional cost to the government.

Note: Selective use of chemicals may be used with approval of the QAP or the Contracting Officer.

1.1.4. Leaf Removal. The contractor shall ensure no leaves, limbs, pinecones, pine straw, or other loose tree debris will be visible in improved areas on the installation. The contractor shall use specified base dumpster at building 3257 for disposal of wood waste.

1.1.5. Weed and Unwanted Vegetation. During performance of grounds maintenance services, the contractor will perform weed control on all areas, with the exception of un-improved grounds. Weed control indicates that weeds, any vegetation identified as weeds, are to be kept out of sight. Treatment of pest weeds shall be in accordance with applicable regulations. The contractor shall furnish the QAP with labels and Material Safety Data Sheets (MSDS) for all herbicides 30 days prior to use which will be submitted to the base pest management coordinator for approval. Herbicides shall only be applied by State of Maryland certified personnel. The contractor shall submit a report (DD Form 1532-1) to the QAP the following regular workday after application. Storage and mixing of herbicides by the contractor is not allowed on base. The contractor must provide, at their expense, all mixing and storage containment facilities at an off-base location.

1.1.5.1. Weeding Mulch Beds. As a part of mowing and leaf removal operations contractor shall remove unwanted vegetation; weeds, grass, clippings, leaves and manmade trash from mulch beds and properly care for annual and perennial plant debris in a way that leaves the mulch bed weed and litter free and without dead plant debris.

Weeding mulch beds is to be accomplished concurrently with mowing and leaf removal operations. Debris generated by the operation shall be removed and disposed of before leaving the work area.

1.1.6. Maintain Healthy Lawns.

1.1.6.1. Seeding / Over seeding / Top dress. The contractor shall provide seeding, over seeding and top dress for grassy areas to maintain a healthy appearance. The contractor shall provide water to these areas until grass is well established. This shall be accomplished annually in designated locations when coordinated with the QAP. Required seed type and application rate: 10% Blue Grass and 90% Tall Fescue seed applied; application rate shall be based on manufacturer's recommendations and industry standards/practices for establishing lawns. This service is issued as a work order and must be completed within ten (10) workdays from notification.

1.1.6.2. Install Sod. Sod shall be State certified and grown under climatic conditions similar to those in the locality of this requirement. Sodded areas shall be protected from pedestrian traffic by installation of highly visible cords or rope barriers until the sod has taken root. Sodded areas shall be watered daily, including weekends and shall be green, healthy and well established. This service is issued as a work order and must be completed within ten (10) workdays from notification.

1.1.6.3. Plug Aeration. The contractor shall aerate prior to fertilizer application to maintain grounds in a healthy state. Individual holes shall be at least ½ - ¾ inch in diameter, 2 – 3 inches deep, and no more than 3 inches apart. Plugs may be left to deteriorate in rainfall. This service is issued as a work order and must be completed within ten (10) workdays from notification.

1.1.6.4. Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The type and amount of fertilizer or amendments applied shall be based on the results of soil testing and only approved fertilizers/lime shall be applied in accordance with the manufacturer’s instructions. Soil samples shall be collected annually and delivered to the local testing facility or equivalent commercial soil laboratory for analysis. Collection of soil samples and the expense of tests are the responsibility of the contractor, and the results of such tests shall be provided to the QAP.
