ROMAN CATHOLIC RELIGIOUS EDUCATION (RE) COORDINATOR

STATEMENT OF WORK

375th AIR MOBILITY WING CHAPEL, SCOTT AIR FORCE BASE, ILLINOIS

1. SCOPE OF RESPONSIBILITIES: To provide non-personal services as the Roman

Catholic Religious Education (RE) Coordinator for the Roman Catholic community at Scott Air

Force Base, IL. Services to be provided are listed herein.

2. QUALIFICATIONS OF THE CONTRACTOR: The services furnished by the contractor are in support of or in coordination with the appropriate Roman Catholic services, rites and observances that are governed by the Roman Catholic ecclesiastical regulations. The non-personal services furnished by the contractor are also in support of developing, implementing, coordinating and evaluating the Religious Education programs that are governed by the

Archdiocese for the Military Services (AMS) guidelines (www.milarch.org). The contractor must:

a. Be familiar with the requirements and basic expectations of the AMS and be willing to abide by them.

b. Be an AMS certified Catechist and possess, be pursuing or plan to pursue an advanced certificate in Catechesis.

c. Provide a resume with academic certification (master’s degree preferred) and experience with Roman Catholic Religious Education and the whole spectrum of Roman Catholic

Liturgical practices since the Second Vatican Ecumenical Council. At least one year’s experience coordinating religious education is required.

d. Be familiar with and practice the basic tenets of the Roman Catholic faith.

e. Be committed to the Catholic faith as articulated by the documents of the Second Vatican

Council and the National Conference of Catholic Bishops of the United States

f. Undergo and pass a DOD background check for working in the Chapel community. In accordance with Dept. Of Defense Instruction (DODI) 1402.5, each individual working with children under the age of 18 in conjunction with this contract must successfully complete the criminal history background check. Failure to complete the criminal history background check shall result in termination of the contract.

g. Basic computer skills are required in, but not limited to, the following programs:

Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook.

h. The contractor may only hold one contract at the Scott AFB Chapel at a time.

3. DUTIES AND RESPONSIBILITIES:

a. Dress in business casual attire.

b. Provide the services in accordance with Roman Catholic ecclesiastical, canonical, and liturgical norms and practices as prescribed by the United States Conference of Catholic

Bishops.

c. Attend all Roman Catholic education committee meetings and Religious Education related meetings. On average this will be about three meetings per month or approximately 4.5 hours per month.

d. Develop an annual budget for the Roman Catholic religious education programs to be submitted NLT 30 June of each fiscal year.

e. Develop and produce monthly supporting AFCCARS data and a year-end Roman

Catholic Community report concerning the Roman Catholic Religious Education

Program to include attendance figures, funds expenditures for the program, and curriculum ordered.

f. Evaluate and order curriculum and supplementary material for the program.

g. Maintain an office, provided by Scott Chapel, which shall be accessible to the Scott

Roman Catholic Community during specific duty hours.

h. Publicize all information as required for the Roman Catholic religious education programs.

i. Provide an annual calendar to parents of all religious education students.

j. Remain current in all catechist trends by reading, attending workshops offered within the local area, and/or participating in continuing education. Funding will be available as applicable by Air Force Instruction.

k. Submit fund and material requests within the required time frames.

l. Recruit, train and monitor catechists in the program.

m. Coordinate background checks through the Chapel Installation Records Check Manager on all volunteers who have direct contact with children under the age of 18 years.

n. Provide teacher training on, at least, a quarterly basis.

o. Facilitate catechist certification process with AMS for program’s catechists.

p. Provide resources for the catechists in the program.

q. Coordinate sacramental preparation programs to include Baptism, First Reconciliation, First Holy Eucharist and Confirmation. These duties include recruiting catechists and setting time and place for parent-teacher meetings.

r. Coordinate liturgical format for First Reconciliation, First Holy Eucharist, Confirmation and class liturgies, through Roman Catholic Pastoral Coordinator before they are reproduced for congregational use.

s. Supply all necessary records to the AMS after the sacraments have been received.

t. Function as a team member in a pluralist environment—working with chaplains, staff and volunteers.

u. The contractor may use Chapel owned or managed audio/visual equipment located in the chapels. No equipment may be removed from the Chapel without written authorization from the Wing Chaplain or his/her designated representative.

v. Ensure that all facilities used are properly secured, to include doors and windows, following the conclusion of Roman Catholic parish activities and events.

w. Be responsible for security and cleanliness of all facilities utilized in conjunction of the

Roman Catholic program.

x. Coordinate all support requirements with the Chapel Tithes and Offering Fund (CTOF)

Contract Officer or Appropriated Funds Resource Advisor.

y. The contractor will, in consultation with the CTOF Contract Officer or Appropriated

Funds Resource Advisor, develop an annual calendar of events, CTOF budget, appropriated fund budget, and core religious education curriculum. This information is submitted as required by local Chaplain Service operating procedures.

z. Answer phone calls related to the Roman Catholic program and produce related documentation as required.

aa. The contractor shall be familiar with and operate within the guidelines as set forth in the

375th AMW/HC Operating Instructions and governing Air Force Instructions and

Department of Defense Instructions.

4. APPROXIMATE Time/Location/Frequency of Services: A unit of work for this position consists of one calendar month. A typical work week will consist of approximately 25 hours, but may fluctuate and will normally be determined by the activity/activities necessary to complete the intent of the contract. Historically, the tasks to be performed have taken approximately 25 hours per week. The contractor understands that the hours may fluctuate depending upon the required duties. Contractor will maintain a schedule in accordance with the schedule below.

Changes to scheduled work hours will be coordinated through the Lead Faith Group Chaplain.

Work from home is not authorized. Unapproved absences or absences without an approved substitute will not count as hours worked and will not be paid on contractor’s monthly statement.

More than two unapproved absences per quarter will be grounds for termination of contract.

SCHEDULE:

a. Weekend Mass on Saturdays at Chapel One at 1630 and Sundays at Chapel One at

0930 or as directed by Wing Chaplain.

b. One hour Religious Education program on Sundays at Chapel One. Times to be determined.

c. Special liturgies and services as determined by the Wing Chaplain or his/her designee

(including, but not limited to, Vacation Bible School, DV visits, etc.).

d. Contractor will maintain a schedule of weekday/end office hours to be provided to and approved by the Wing Chaplain or his/her designee. The schedule will be posted at the Chapel.

5. Place of Performance of Services: Building 1620, Chapel One, Scott AFB, and Building

5713, Chapel Two, Scott AFB, and other locations as approved by the Wing Chaplain or his/her designee. For access to the facility during non-duty hours, a key and/or cypher lock code will be provided to the Contractor. The Contractor shall assume the safeguarding of the key and code to avoid unauthorized access to the government owned facilities and property. Contractor will return the key upon completion/termination of contract. Special performances may require

Contractor to conduct service at various locations on base. Contractor will not be reimbursed for regular day-to-day travel expenses related to fulfilling obligations. Office space may be shared by fellow chapel contractors.

6. Chapel Equipment Provided: The government shall provide common office area, equipment and supplies for use by the contractor in performance of official duties.

7. Continuity of Service: The Contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by Wing Chaplain or his/her designee. Submit the names and qualifications of proposed subcontractors to the RE chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this

Statement of Work (SOW). Contractor is responsible for payment of this substitute.

8. Security:

Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data

System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott

AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful

LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government.

The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Visitors Control Center upon expiration of pass and/or completion of contract.

Contractor Registration of Vehicles on Scott AFB:

All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a persons need to be on Scott AFB.

Access to Installation during Force Protection Conditions (FPCONs):

Contractors will be assigned a mission essential designation IAW requirements contained in

Scott Air Force Base Integrated Defense Plan 31-1. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.

Property Protection:

Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives.

The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.

Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.

Privacy Act: Work on this project requires that personnel have access to Privacy Information.

Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

Contractors Working in Controlled or Restricted Areas

The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW Scott Air Force Base Integrated Defense Plan 31-1, and command/local directives.

Access To Government Facilities with Controlled or Restricted Areas

The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.

Contractors Responsibilities while Working within Controlled or Restricted Areas

Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199. The government, at any time, may revoke the AF Form 1199. The procedures for the issuance of an AF Form 1199 are contained in Scott Air Force Base Integrated Defense Plan 31-1. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in Scott Air Force Base

Integrated Defense Plan 31-1.

Access To Government Facilities with Controlled or Restricted Areas for Replacement

Contractors

The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas.

Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable Review” prior to having access to a Controlled Area. The above information shall be submitted to 375 AMW/IP.
