1. What is the difference between Unit Price and Amount?
ANSWER: Unit Price is the cost per item. Amount is the total amount and is calculated by multiplying the quaintly by the unit price equals the amount.
2. There is lots of verbiage in the "combo" document regarding telecommunications equipment. I assume this is just boilerplate stuff you have to include since there is nothing about this in the PWS, correct?
ANSWER: The telecommunication clauses are mandatory clauses in all solicitations.
3. There is a reference to have a "Security Monitor." Can you elaborate on that at all?
ANSWER: A "Security Monitor" ensures the proper handling of classified mail, certified mail, etc.. They also confirm that all members handling mail have the appropriate clearance required, and that the storage container is properly secured (and forms updated).
4. There is a reference to providing a "Quality Control Plan." Is that required with my bid as well?
5. Do you want the bid submitted on the SF 1449?
ANSWER: No, This COMBO/Solicitation falls under Simplified Acquisition Procedures FAR Part 13.
6. Is this a new requirement? If not, please provide the current contract number.
ANSWER: This is not a new requirement, FA309918C0004.
7. If there is an existing contract, are the current contractor personnel wages subject to a CBA? If so, please provide details of the CBA.
ANSWER: No
8. The PWS states that hours of operation for the OMC Customer Service Window are 1:00 p.m.- 5:30 p.m. Is the standard work day for the mailroom personnel only to include this time frame, or is the expectation for personnel to work an 8 hour day (40 hours/week)?
ANSWER: This will be determined by the contractor. Our current mail staff work outside of our operating hours. They currently work two shifts, one works in the morning before opening to receive and sort mail. The other mail worker comes in for the afternoon.
9. What, if any, contractor provided equipment/supplies is required?
Answer: The contractor is required to provide all tools, equipment, materials, transportation, supervision and other items and services necessary to perform OMC services.
10. Will a vehicle be required to perform services under this contract?
ANSWER: No, the mail delivery is delivered to the mail center and a vehicle wouldn't be required for the contractor.
12. Will the contractor be allowed to park the delivery vehicle onsite at the official mail center?
ANSWER: Yes, if needed.
13. Is this contract fully staffed?
ANSWER: Yes, we are fully staffed with two part time workers. This is how it's been for the last years.
14. How many employees?
ANSWER: This will be determined by the contractor.
15. Labor category for each employee.
ANSWER: General Clerk II
16. Who is the incumbent for this contract?
ANSWER: NAS Solution Group
17. What is the period of performance of the current contract?
ANSWER: The current contract expires 30 Sept 2022
18. What is the estimated workload in hours/FTEs for this solicitation?
ANSWER: Both employees each work 20 hours per week for a total of 40 hours.
19. What is the total value of the current contract?
ANSWER: $228,082.68 (Exp. 30 Sept 2022)
20. Is a technical volume required or is the government just looking for a price volume?
It is all price volume no equipment. In addition, we are going to stamps.com which will be replacing the postage meter currently used.
