SECTION 1

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, tools, equipment, materials, transportation, supervision and other items and services necessary to perform Official Mail Center (OMC) support services at Laughlin Air Force Base (AFB), located 5 miles east of Del Rio, Texas. The contractor shall perform to the requirements of this contract.

The Work Load Estimates are listed in Appendix A. The contractor shall safeguard and protect all mail in accordance with USPS Domestic Mail Manual and all administrative communications IAW DoD 4525.8-M/AFMAN 33-306; dispatch mail only to authorized individuals and offices and advise official activities on the correct procedures for sending official mail.

1.1. Official Mail Center (OMC). The OMC consists of the Base Information Transfer Center (BITC) and the Postal Service Center (PSC) and is located at Building 25, Alabama Avenue.

Contractor employees shall provide customer service and receive daily all official and personal mail from the United States Postal Service (USPS). Contract employees must be appointed by the contractor on a Department of Defense (DoD) Form 285, Appointment of Military Postal Clerk, Unit Mail Clerk or Mail Orderly, and shall be carried by the employee at all times while performing contract services on base. Contractor employees shall report “suspected” mail to servicing USPS or other authorities in accordance with DoD 4525.6M, Postal Manual, and DoD 4525.8M, Official Mail Manual and its AF Supplement 1; provide base-wide guidance, assistance or training on cost effective mailing practices to control mailing costs and fraud, waste and abuse (FW&A); perform referral/directory service for all “Undeliverable as Addressed Mail”; maintain and update postal database directory by updating it daily or upon notification;

inspect mail and notify the recipient if any articles were damaged; maintain receipt/file copy of all accountable mail; and secure accountable mail in the safe at the end of work day. Contractor employees shall preserve and protect the security of the mail at all times. Any mail opened by mistake shall be resealed and endorsed with “Opened by Mistake”, sign and return to the USPS facility from which it was received so it can be forwarded to the correct address. All mail requiring directory service will be back stamped on the date received. Contractor employees shall perform all OMC work orders applicable standards of DoD 4525.6M, Postal Manual; DoD 4525.8M, Official Mail Manual, and its AF Supplement 1 in their entirety. When notified by the Official Mail Manager (OMM) of an organizational name change, the contractor shall update their Activity Distribution Office (ADO) listing. The contractor shall dispatch accountable and non-accountable mail only to authorized ADO personnel designated in writing on the AF Form 4332, Accountable/Non-accountable Communications Receipt Authorization. The AF Form 4332 shall be available for review by OMC personnel. Provide ADOs with USPS registered and certified labels and return receipt requested forms, upon request. ADO inspections will be conducted by the COR IAW DODI 4525.08/AFI 33-365.

1.1.1. Base Information Transfer Center (BITC) Services. Provide official mail services to base agencies by processing administrative (official) communications for on-base distribution and off-base transmission (covers sorting consolidated/pouch mailing). Official mail shall be dropped off by authorized unit representatives during normal OMC Customer Service Window hours of operation from 1:00 p.m. – 5:30 p.m. Mail endorsed “RETURN SERVICE REQUESTED” shall be secured in the OMC safe at the end of the workday. All BITC mail shall be prepared for pick-up by unit representatives no later than (NLT) 2:00 p.m. each day.

1.1.1.2. Postage Meters. The contractor will utilize Stamps.com to print and monitor postage.

A PS Form 3602-R, Daily Record of Meter Readings or spreadsheet with same information shall be maintained by the contractor on the meter IAW DOD 4525.8-M/AFMAN 33-306. When postage funds are at the estimated quarterly amount postage used, the contractor shall contact the OMM to obtain postage funds. The contractor shall ensure Stamps.com login information is secured IAW DOD 4525.8-M/AFMAN 33-306, Chapter 2.

1.1.1.3. OMC personnel will ensure random scanning of incoming mail is performed based on current FPCON level in accordance with AETCI 33-302 para 2.1.10.

1.2. Postal Service Center (PSC) Services. Provide service for receiving, processing, and distributing personal mail, as well as providing customer service to all authorized dormitory residents located in buildings 255 and 256. Assign, withdraw lock boxes or mail receptacles to dormitory residents. Ensure all correctly addressed mail is delivered NLT 3:00 p.m. All other government agency mail will be processed within one workday. Any mail addressed to “Commander of” an individual will be considered official mail to the commander. Process “Postage due” and “Special Delivery” mail as regular mail. Return “Collect on Delivery (COD)” mail to the servicing USPS facility for processing. The contractor shall preserve and protect the security of the mail at all times from unauthorized opening, inspection, reading of contents or covers, tampering, delays, loss, or other wrongful acts, specified in U.S. postal regulations or DOD 4525.6-M, DOD Postal Manual.

1.2.1. Provide general delivery service for newly assigned personnel, and Military retirees and personnel in leave status (check if receptacle has already been assigned) until a permanent resident address is established. Do not hold mail addressed for general delivery more than 15 calendar days unless information is available indicating the individual is due to arrive. Persons entitled to USPS delivery are not authorized to receive mail at the PSC unless authorization has been obtained from the OMM and Installation Commander.

1.2.2. Mail containing an endorsement restricting forwarding, as well as mail identified as “Undeliverable as Addressed” will be returned to sender within two work days of receipt.

1.2.3. Mail for Due-In Personnel. Mail addressed for members due in shall be handled IAW DOD 4525.6-M. In the upper left corner of the reverse side of each piece of mail, indicate date screened.

1.2.4. Mail for Confined Personnel. Handle mail IAW DOD 4525.6-M. Security Forces Squadron personnel are authorized to pick up mail for confined personnel receiving mail through the PSC.

1.2.5. Mail for Casualties. Handle mail IAW DOD 4525.6-M.

1.2.6. Mail for AWOL Personnel. Handle mail IAW DOD 4525.6-M.

1.2.7. Postal Directory File. Contractor shall maintain a postal directory file (AF Privacy Act System of Records # F033 AF C, Locator, Registration and Postal Directory File). AF IMT 624, Base Unit Locator and PSC Directory, will be maintained IAW DOD 4525.6-M. The contractor shall ensure the AF IMT 624 is correct prior to the customer leaving the service window. If the customer refuses to fill out the AF IMT 624, the contractors shall fill out the form to the best of their ability using the alpha roster or any other source available. The contractor shall annotate the AF IMT 624 indicating the customer refused to complete the form. Transient personnel are interpreted as personnel in a status of six months or less.

2. GENERAL INFORMATION.

2.1. Report Submission. The contractor shall provide a Weekly Postal Expenditure report to the OMM in accordance with DoD 4525.8M para C2.11.4 NLT 2 workdays after the end of week, and submit a Monthly Postal Expenditure report in accordance with DoD 4525.8M/AF Sup para E4.2.1.2 NLT 3 workdays after the end of the month.

2.2 Publications. Publications and forms (listed in Appendix D) are applicable to this PWS.

Revisions or changes may be issued at any time during the life of this contract. The contractor shall immediately implement any changes in any publication that will result in a decrease or no change in contract cost. Before implementing any change that will result in an increase in contract cost the contractor shall submit a price proposal to the Contracting Officer and receive prior approval before continuing. This proposal must be received from the contractor within 30 days of the date the contractor is advised of the revision or change. Failure of the contractor to submit a price proposal within 30 days of notice from the date of receipt of any change shall entitle the government to performance with such change at no increase in price.

2.3. Quality Control. The contractor shall develop and maintain a quality control program to ensure all services are performed as required, and provide a copy of the Quality Control Plan with their proposal.

2.4. Key Control. The contractor shall establish and implement key control procedures to ensure keys issued to the contractor by the Government are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys issued by the Government. Lost keys shall be reported immediately to the Contracting Officer or to the COR. The Government replaces lost keys or performs re-keying. The total cost of lost keys, re-keying or lock replacement for the Official Mail Center work area and cluster mailbox master keys shall be deducted from the monthly payment due to the contractor. The contractor shall ensure its employees do not allow Government issued keys to be used by personnel other than current authorized contractor employees. Contractor employees shall not use keys to open work areas for personnel other than contractor employees engaged in performance of their duties, unless authorized by the Government functional area chief.

2.5. Environmental Considerations. The contractor is responsible for compliance with all federal, state and local environmental laws and regulations.

2.6. Customer Service Window Hours. OMC customer service window hours of operation are Monday through Friday, 1:00 p.m. – 5:30 p.m.. The OMC is closed on all Federal Holidays.

2.7. Criminal Background Investigation Check.

2.7.1. All contractors/subcontractors seeking to enter Laughlin AFB for employment must submit to a criminal history background check. Passes will not be issued to individuals not consenting to this investigation. In order to initiate a background check, an individual must complete and submit a release form and provide both a front and back copy of a Government issued I.D. (i.e. state driver’s license and social security card). One release form per employee is required. The Contractor will submit release forms for respective employees to the Contracting office in advance of the projected contract start date. “Advance” is defined as a minimum of three weeks prior to start date. The contractor shall, by the fifth work day of each month, provide a list of all contract employees to the Contracting Officer or Contract Administrator including employee name, social security number, and telephone number. Note: Any release form/spreadsheet not correctly filled out will be considered incomplete and that contractor employee will not be granted access onto Laughlin AFB. Information on spreadsheet must be typed or computer generated on the provided template to ensure clear and legible information.

2.7.2. Contractor personnel convicted of the following crimes (but not limited to) will not be allowed to work on Laughlin AFB: espionage, sabotage, treason or terrorism; felony convictions; violent crimes against persons; sex crimes; drug crimes related to distribution or intent to distribute; or firearms/explosives violations. Other grounds for exclusion for working on LAFB include, but are not limited to: unable to provide proof of resident alien status, immigration document, or proof of U.S. citizenship, outstanding warrants, individuals identified on federal terrorist watch lists, and incarceration for 12 months or longer within the past three years. Deviations from this guideline are permitted on a case-by-case basis, as determined by Security Forces Squadron Commander or the Laughlin AFB Wing Commander.

2.7.3. Background checks will be considered valid for a period of 12 months for contractors without a break in service working on Laughlin AFB during that time. However, if there is a break in service (work on base) for longer than 6 months, the contractor will have to resubmit for a criminal background check.

2.7.4. All contractor/subcontractor personnel obtaining a satisfactory criminal history background check may obtain a pass to enter this installation. DD Form 1172-2 must be completed and submitted to the Contracting Officer with a valid U.S. Government issued picture identification and social security card for approval. If the contractor/subcontractor employee is requesting a vehicle pass, he/she must provide a valid driver’s license, vehicle registration and proof of insurance meeting the minimum Texas liability coverage.

2.7.5. Short-notice passes may be considered on a case-by-case basis and are subject to approval by the Contracting office’s project Contracting Officer. Contractors are expected to do advance planning to the maximum extent practicable to minimize short notice pass requests.

2.7.6. Contractor/subcontractor(s) will report all lost, stolen or missing passes to Security Forces Squadron immediately upon discovery. All passes will be turned-in upon completion of the contract, termination of an employee, an employee being barred from base, release from

contract, and/or government-terminated contract. Failure to follow stated procedures may prevent contractor/subcontractor from further qualifying for base access.

2.7.7. The government will fund/pay for the security clearance investigations for all contractors.

2.8. Physical Security

2.8.1. Contractor/subcontractor gaining access onto the installation will conduct all work during the days and hours specified in the PWS and will not be allowed to access other base facilities, unless otherwise specified in the contract. The contractor/subcontractor(s) will adhere to entering/exiting vehicle inspections and traffic laws as outlined in the Texas Penal Code, DoD, AFI, AETC, and applicable Supplements. Contactor/subcontractor will also be subject to Force Protection Condition (FPCON) entry authorization and procedures based on the Antiterrorism Officer (ATO) or designated person(s) recommendation, i.e., contractor/subcontractor may not enter Laughlin AFB during increased threat situations or must follow the ATOs established procedures. Contractor/subcontractor is not authorized to sponsor personnel onto the installation unless specifically authorized in the contract. Note: Retired DoD personnel and/or CAC holders, to include dependents who are employed by a contractor(s), may not use their sponsorship privilege for the contractor/subcontractor(s) benefit.

2.8.2. If contractor/subcontractor is issued a government key to facility(s) and/or equipment, it is the sole responsibility of the contractor/subcontractor to safeguard against reproduction and theft.

Contractor/subcontractor will report all missing, stolen, and/or unauthorized reproduction as soon as discovery is made. Contractor/subcontractor will ensure facility is secured and all lights are turned off at the end of the work day. Any Government issued or private property equipment must be secured in a manner to afford it reasonable protection from theft.

2.8.3. Areas controlled by contractor employees shall comply with base Operations Plans/Instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements.

2.8.4. Unescorted Entry to Restricted Areas. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, DoD 5200.2-R, and AFI 31-501, Personnel Security Program Management, as applicable. Contractor personnel shall be the subject of a favorably completed NACI investigation to qualify for unescorted entry to a restricted area. In addition, the Air Force shall submit (T1) investigations for contractor employees at no additional cost to the contractor.

2.8.5. Personnel Security. Contractor personnel requiring unescorted entry to controlled or restricted areas designated by the installation commander shall comply with base access requirements. These requirements are contained in AFI 31-101, for installation access and DoDM5200.02_AFMAN16-1405, for suitability determinations.

2.8.6. Entry Procedures to Controlled/Restricted Areas. The contractor shall comply and implement local base procedures for entry to Air Force controlled and restricted areas.

2.8.7. UFC The contractor shall provide initial and follow-on training to contractor personnel who work in Air Force controlled or restricted areas. Air Force restricted and controlled areas are explained in AFI 31-101, paragraphs 22.2.10 through 22.2.10.6.

2.8.8. Security Container. Before the close of each work day, OMC personnel will complete the appropriate blocks of Standard Form (SF) 701, Activity Security Checklist and SF 702, Security Container Check Sheet. OMC personnel will complete a SF 700, Security Container Information, with their current safe combination along the AFTO-36/OF-89, Safe Maintenance Record for Security Container/Vault Doors.

2.9. Industrial Security Program

2.9.1. Contractor/subcontractor working on classified, sensitive, and/or high-risk projects will report any suspicious activity or suspicious contacts by personnel to Office of Special Investigations (OSI) (Eagle Eye at 830-298-5158). Any person finding classified information will immediately secure it (do not open/read/examine) and contact Security Forces Squadron at 830-298-5100 during non-duty hours and inform them a patrol response is necessary to take control of classified document(s)/material(s). All contracts regardless of cleared or uncleared status will be reviewed for Industrial Security purposes by the 47 Flying Training Wing/Information Protection (47 FTW/IP) personnel.

2.9.2. Under this program, contractor/subcontractor will submit to a criminal history background check 3 weeks prior to contract start date. The Contracting office will provide contractors/subcontractors individual forms and/or spreadsheet requiring, as a minimum, full name, date of birth, citizenship, and driver’s license number or other U.S. Government issued picture identification. All contractor/subcontractor(s) must sign the release form prior to the criminal history background check being conducted. Individuals must provide proof of resident alien status, immigration document, or proof of U.S. citizenship.

2.9.3. The contractor will appoint a Primary Security Representative and as many alternates as necessary. The contractor will participate and comply in the Industrial Security Program as outlined in DoDM5220.22v2_AFMAN16-1406v2, National Industrial Security Program, AF Policy Directive 16-14, Security Enterprise Governance, DoDM 5200.01V1-3_DAFMAN16- 1404V1-3, Information Security Program Management, DD Form 254, the DoD Contract Security Classification Specification, and the National Industrial Security Program Operating Manual (NISPOM).

2.9.4. Contractors/subcontractors may be barred from Laughlin AFB at the Installation Commander’s discretion based on unfavorable information resulting from the criminal history background check.

2.9.5. Contractor personnel shall successfully complete the appropriate (T-1) with favorable results. OMC Contractor personnel must obtain a “SECRET” security clearance within 6 months of employment. Contractor will complete appropriate forms to obtain security clearances.

Contractor personnel receiving unfavorable (T1) s shall not be employed.

2.9.6. Contractor Notification Responsibilities. The contractor shall notify the Information Security Program Manager (ISPM) at each operating location 30 days before on-base performance of the contract. The notification shall include:

a) Name, address, and telephone number of company representatives.

b) The contract number and contracting agency.

c) The reason for the contract (i.e., work to be performed).

d) The location(s) of contract performance and future performance, if known.

e) The date contract performance begins.

f) Any change to information previously provided under this paragraph.

2.9.7. Pass and Identification Items. The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees:

a) DD Form 1172-2, Application for Uniformed Services Identification Card (AFI 36-3026 V2), Identification Cards For Members of The Uniformed Services, Their Family Members, and Other Eligible Personnel)

b) AF Form 75, Visitor/Vehicle Pass (AFI 31-118).

c) DoD Common Access Card (CAC), (AFI 36-3026V2).

2.9.8. Suitability Investigations. Contractor personnel shall successfully complete, as a minimum, a (T-1) before operating Government furnished workstations that have access to Air Force e-mail systems. These investigations shall be submitted by the Government at no additional cost to the contractor. The contractor shall comply with the DoDM 5200.02_AFMAN16-1405_AFGM2022-01, Personnel Security Program.

2.9.9. Reporting Requirements. The contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.

2.9.10. Security Monitor Appointment. The contractor shall appoint a security monitor for on-base contract performance. The security monitor may be a full-time position or an additional duty position. The post unit security monitor shall provide employees with training required by DoDM5200.01V1-3_DAFMAN16-1404, 12 April 2022, Information Security Program, Information Security Program Management. The contractor shall provide initial and follow-on

training to contractor personnel who work in Air Force controlled/restricted areas. Air Force restricted and controlled areas are explained in AFI 31-101V1.

2.9.11. Antiterrorism/Physical Security Standards. Areas controlled by contractor employees shall comply with base Operations Plans/instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use.

At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. Antiterrorism Level I Training is available and can be accessed by the contractor through the following site http://jko.jten.mil/courses/atl1/launch.html.

2.9.12. Emergency Procedures. Contractor employees shall be familiar with and adhere to procedures to be followed in the event of actual or simulated fires, weather advisories, natural disasters, bomb threats, terrorist activities, enemy attack and other similar emergency type conditions posing a real or potential danger to people or property.

2.9.13. Retrieving Identification Media. The contractor shall retrieve all identification media from employees who depart for any reason before the contract expires (e. g., terminated for cause, retirement) and return such media to Pass and Identification for proper disposition.

2.9.14. Contractor Training. Certain directed work center specific training such as Information Assurance, Record Management, and Antiterrorism shall be required during the life of this contract and is the responsibility of the contractor. The Government will provide the required training materials. The Government shall provide OMC training in the use of the postal meter. All new contractor employees will complete OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. 2.9.21. Government Performance of Contract Services. The Government reserves the right to perform or supplement performance of contract functions with Government personnel during periods of war emergencies, police actions or other natural disasters.

2.10. Freedom of Information Act Program (FOIA). The contractor shall comply with DoD Regulation 5400.7/Air Force Supplement, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The contractor shall comply with AFI 33-332, Air Force Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFMAN 37-139, Disposition of Records—Standards, or other directives authorized in AFI 37-138, Records Disposition—Procedures and Responsibilities.

2.11. Additional Security Requirements. In accordance with DoDM5200.01V1- 3_DAFMAN16-1404, 12 April 2022 Security Education Training and Awareness, (SETA) and the contractor shall comply with AFI 17-130, Cybersecurity Program Management; AFI 33-203, Emission Security (EMSEC) Program; AFI 33-204, applicable AFKAGs, AFIs, and AFSSIs for Communication Security (COMSEC); and AFI 10-701, Operations Security (OPSEC) Instructions.

2.12. Personnel.

2.12.1. Contract Management. The contractor shall identify one primary and alternate site manager for OMC. Written notification of the name, address and home telephone number of these individuals shall be provided to the Contracting Officer prior to contract starting and anytime changes occur.

2.12.2. Contractor’s Employees. The contractor’s employees shall present a neat and clean appearance and shall be easily recognized as employees of your company (e.g. uniforms, badges).

2.12.3. Records Management. The contractor shall designate a record custodian who shall be responsible for the disposition of all Air Force records created by the contractor in performance of this contract. The government will provide the records custodian initial training on controlling, maintaining and disposing of Air Force records.

2.13. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
