STATEMENT OF OBJECTIVE (SOO)
Upgrade Door Locks at Laughlin Air Force Base’s Dormitories and
Unaccompanied Housing Units
OBJECTIVE
To remove 448 existing door locks with hardware on all Laughlin’s Dormitories and Unaccompanied Housing and install 448 new cypher locking hardware. The Contractor should furnish all necessary materials, labor, transportation, equipment, investigation and supervision, etc.
SECTION C – DESCRIPTION/SPECIFICATION/SCOPE OF WORK
C.1.0 SCOPE OF WORK
C.1.1 Scope Requirements
C.1.1.1 The scope of this Task Order includes to remove the existing 448 door locks with hardware on all Laughlin dormitories and Unaccompanied Housing and install 448 new Kaba Power Plex (P/N P2031-XS-LL-626-41) or equivalent Cypher Locks and Hardware.
C.1.2 Performance Period
C.1.2.1 This project will require one written Notices to Proceed (NTP). NTP shall have a period of performance of 90 calendar days for removing existing lock system and install new cypher lock system. The period of performance is not to exceed 90 days. If all submittals are not approved within the specified time frame, liquidated damages may be assessed.
C.1.3 General Requirements
C.1.3.1 Construction Area
C.1.3.1.1 The removal and installation will take place at Laughlin dormitories (Bldgs. 256, 446, 449, and 450) and all “East Berlin” unaccompanied housing (Bldgs. 9200 – 9220). The contractor shall utilize necessary safety precautions, e.g., safety cones, construction tape, or closed areas throughout construction. Work must be weather tight on a daily basis prior to the contractor departing for the day.
C.1.3.1.2 For safety and security purposes, at the end of every workday, the contractor shall secure/protect all materials at the work site and equipment sent to the designated contractor staging area.
C.1.4.1.3 The contractor shall not leave the worksite or any portion of the job in an unsafe state during the demolition and construction of this project. Prior to leaving the site the contractor shall ensure that all work has been finished to a point that it can be safely left until the contractor’s return.
C.1.4.1.4 The contractor shall ensure that the site, facilities, equipment and materials are secured and shall ensure there is no potential access into or through the worksite.
C.1.5 On-Site Field Oversight Requirements
C.1.5.1 The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure management oversight throughout the accomplishment of this contract. A superintendent approved by the Contracting Officer (CO) must be on site whenever work is being performed.
C.1.6 Delivery/Warranty Requirements
C.1.6.1 The Contractor shall submit to the CO a draft copy of the DD Form 1354, "Transfer and Acceptance of Military Real Property," 14 days prior to final acceptance of the work. A pre-final inspection will not be scheduled until the draft DD Form 1354 has been received. The final DD Form 1354 shall be submitted simultaneous with the final inspection, along with the following documents.
C.1.6.2 Manufacturer and material warranties
C.1.6.2.1 Warranty for the work done by the contract for at least 1 year.
C.1.6.2.2 Any applicable special warranties
C.1.7 Qualified Personnel
C.1.7.1 The contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOO. Competent is defined as trained and/or certified in their respective field. All individuals must be submitted for approval by the Contracting Officer.
C.1.8 Staging Area
C.1.8.1 Base Civil Engineering will identify space on the jobsite or in a base contractor staging area in writing where the contractor may deliver non-hazardous materials within the installation.
C.2.0 PERFORMANCE REQUIREMENTS
C.2.0.1 The contractor is to complete following tasks as part of this project.
C. 3.0 DEMOLITION
C.3.1 Demolition Requirements
C.3.1.1 The contractor shall remove and dispose of 448 existing door locks with hardware on all Laughlin Air Force Base Dormitories and Unaccompanied Housing.

C.4.4 Number of Locks
C.4.4.1 Table:
C.4.5 Site Condition and Clean-Up Requirements
C.4.5.1 The contractor shall maintain the site in a safe and secure condition at all times.
C.4.5.2 The contractor shall remove and dispose of all waste materials.
C.4.5.3 The contractor shall return the construction site and lay down yard back into the same condition or better, as it was found prior to the start of the project.
C.5.0 TRAINING
C.5.1 Training Requirements
C.5.2 The Contractor shall provide a training program for Government personnel and/or Government contractors. The program shall include instruction on operation, troubleshooting, maintenance, and repair of Kaba Power Plex (P/N P2031-XS- LL-626-41) or equivalent Cypher Locks and Hardware.
C.5.2.1 The Contractor will provide training to Government personnel and/or Government contractors within 7 days after completion of installation.
C.6.0 CONTRACTOR EMPLOYEES
C.6.1 Employees
C.6.1.1 Upon issuance of this contract, the contractor shall provide the agency with the name(s) of the responsible supervisory person(s) authorized to act for the Contractor.
C.6.1.2 The Contractor’s employees shall conduct themselves in a proper, efficient, courteous, and businesslike manner. The Contractor assumes responsibility for the actions of all their employees, subcontractors, and suppliers when on Laughlin
AFB.
C.6.1.3 The Contractor shall remove from the site any individual whose continued employment is deemed by the agency to be contrary to the public interest or inconsistent with the best interests of the agency business or national security.
C.6.1.4 All of the Contractor’s employees and their sub-contractors seeking to enter Laughlin Air Force Base (LAFB) for employment must submit to a criminal history background check prior to entering LAFB. A release form and spreadsheet template will be provided and must be completely filled out.
Individuals will fill out one release form per person and the Contractor shall compile all copies and provide them with a completed spreadsheet to 47 SFS/S5 through the CO. The Contractor’s personnel convicted of the following crimes (but not limited to) will not be allowed to work on LAFB: espionage, sabotage, treason or terrorism; felony convictions; violent crimes against persons; sex crimes; drug crimes related to distribution or intent to distribute; or firearms/explosives violations. Other grounds for exclusion for working on LAFB include, but are not limited to: unable to provide proof of U.S. citizenship, outstanding warrants, individuals identified on Federal terrorist watch lists, and incarceration for 12 months or longer within the past three years. Deviations from this guideline are permitted on a case by case basis as determined by 47 SFS/CC and/or the 47 FTW/CC. Any release form/spreadsheet not correctly filled out will be considered incomplete and that employee will not be granted access onto
LAFB.
C.6.1.4.1 Background checks may take up to 4 weeks to process and will be considered valid for a period of 12 months for personnel without a break in service working on LAFB during that time. However, if there is a break in service (work on base) for longer than 6 months, the Contractor will have to resubmit to a criminal background check.
C.7.1.4.2 All of the Contractor’s employees and their sub-contractors personnel obtaining a satisfactory criminal history background check must obtain a long (24 hrs-2 yrs) or short term (less than 24 hrs) AF Form 75 or contractor badge to enter the installation. The Contractor must provide a valid US Government issued identification. Identification must have the person’s picture at time of obtaining AF Form 75 and/or contractor badge. If the Contractor is requesting a vehicle pass he/she must provide a valid driver’s license, vehicle registration and insurance meeting the minimum Texas liability coverage. The Contractor will report all lost, stolen or missing AF Form 75s and/or contractor badges to 47 SFS immediately upon discovery. All AF Form 75 and/or contractor badges will be turned in at the completion of stated contract, termination of employee, debarment from base, released from contract, and/or Government terminates contract.
Failure to follow stated procedures may prevent Contractor and their sub-contractors from further qualifying for base access.
C.6.1.4.3 Short-notice passes may be considered on a case-by-case basis and are subject to approval by the 47 CONS project CO with the coordination of 47 SFS/S5 and 47 FTW/ATO personnel. The Contractor is expected to do advance planning to the maximum extent practicable to minimize short notice pass requests.
C.7.0 FIRE PREVENTION
C.7.1 Fire Prevention Requirements
C.7.1.1 The Contractor shall ensure that its employees know how to activate agency site fire alarms. The Contractor shall observe all site requirements for handling and storing combustible supplies, materials, waste and trash. The Contractor shall obtain all required permits prior to performing any hot work (e.g., welding, cutting torch), if applicable. The contractor must understand and comply with current Occupational Safety and Health Administration welding and cutting requirements. Hot work permits can be obtained from the 47 CES Fire Department located at building 220.
C.8.0 HAZARDOUS MATERIALS
C.8.1 Hazardous Materials Requirements
C.8.1.1 If hazardous material is identified after contract award, the Contractor shall immediately stop work, take measures to reduce the contractor or building personnel contamination, and immediately notify the agency and the building manager of the hazardous material condition and location. The contractor will then:
• Remove and dispose of the material; or
• Make any equitable adjustment necessary due to the change to or elimination of the component involved.
C.8.1.2 In addition, if the handling and disposal of hazardous material is the responsibility of the Contractor in this contract, it shall be handled as follows:
• Hazardous Material Handling and Disposal - Hazardous wastes resulting from CONTRACTOR-owned material and equipment must be disposed of in accordance with the Federal Resource Conservation and Recovery Act, (42 U.S.C. §§6901, et seq.) and all applicable Federal, State and local regulations.
The contract may provide additional site-specific requirements, if applicable
• Nonhazardous debris, rubbish and unusable material resulting from the work shall be removed from agency property and properly disposed or recycled by the Contractor. CO will specify the requirements if different than the above.
C.9.0 SAFETY
C.9.1 Safety Requirements
C.9.1.1 All work shall be conducted in a safe manner and shall comply with the requirements in United States Army Corps of Engineer EM 385-1-1 or the agency’s safety program requirements.
C.9.1.2 The Contractor is solely responsible for compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910, 1926, and the protection of their employees. It is the Contractor's sole responsibility to make certain that all safety requirements are met. Additionally, the Contractor is responsible for the safety and health of all sub-contracted employees. The Contractor shall immediately report any accidents involving Air Force property/equipment damage or Contractor personnel injuries occurring on the job to the CO.
C.9.1.3 Additionally, the Contractor is responsible for securing the scene and impounding evidence/wreckage until released by the CO. It will be the CO’s responsibility to notify the Wing Safety Office. The Air Force's interest is to protect Air Force personnel working in or around Contractor operations and with protection of Air Force equipment/property. In the event an unsafe condition is discovered with Air Force provided facilities or equipment the CO will immediately notify the Wing Safety office. Air Force Safety, Fire Protection, and Bioenvironmental Engineering officials may periodically enter the Contractor's workplace to verify working conditions of Air Force personnel. If an improper procedure or unsafe condition exists, which places AF personnel or equipment in jeopardy, the CO will be notified and the situation corrected. Department of Labor OSHA inspectors are authorized right of entry to inspect any place of employment operated by an Air Force contractor. They are, for the most part, "NO NOTICE" inspections. The Contractor shall notify the CO, if an OSHA inspector visits the site. If an Air Force inspector observes a potential OSHA violation, he/she shall report the violation to the CO, who will then notify the Contractor.
C.9.1.4 Contractor’s personnel shall be responsible for wearing appropriate personal protection equipment (PPE).
C.10.0 SECURITY
C.10.1 Passes and Badges Requirements
C.10.1.1 All Contractor employees shall obtain employee and vehicle badges and passes, as required by the contractor prior to the start of on-site work. The contractor will issue badges it requires, without charge, and the badges must be worn, clearly visible, by the employees at all times while on site. When an employee leaves the Contractor's service, or when access is no longer required, the employee's pass and badge shall be returned in accordance with Government requirements. The CO will specify the security requirements, if different than the above
C.10.1.2 Contractors and personnel shall obey all posted directives and adhere to Security Forces’ direction and instructions.
C.10.1.2.1 Failure to comply with base policies may result in loss of driving privileges or debarment.
C.10.1.2.2 All persons entering the base must present valid identification at base entrances.
Access to the base may sometimes be delayed by 60 minutes or more due to security precautions, including the checking of vehicle occupants' IDs, vehicle manifests, and the searching of all vehicles. Longer wait times may occur in the event of an emergency.
C.10.1.3 While operating any vehicle on base, all drivers must have in their possession a valid driver's license, valid vehicle registration, and proof of vehicle insurance. If a vehicle is registered to someone other than the operator, the operator must provide a notarized letter from the registered owner, authorizing the operator permission to operate the vehicle.
C.10.1.4 Base speed limits are strictly enforced with the use of radar equipment. The base speed limit is 5 mph in service drives and parking lots, 15 mph in housing areas, 20 mph on Second Street, and 30 mph everywhere else, unless otherwise posted.
C.10.1.4.1 Motorcycle operators/riders must wear protective headgear (helmets), gloves, goggles, close toed shoes, long pants, and a reflective belt or vest at all times while riding on base.
C.10.1.4.2 Mandatory seatbelt laws are in effect on base and personnel are not permitted to ride in the beds of trucks. Seatbelts must be fastened prior to entering the base.
C.10.1.4.3 Cell phone/texting usage while driving on base is not permitted, unless communication to device is “hands free”.
C.10.1.5 No privately owned weapons or contraband (drugs, etc.) are permitted on any military installation, at any time. Violators will be prosecuted through the Federal Magistrates Court. Cameras are to be used for construction documentation only.
Any photographs that need to be taken relative to the construction site must be coordinated with the CO.
C.10.2 Antiterrorism/Force Protection Measures
C.10.2.1 All contactor personnel will comply with all Antiterrorism/Force Protection measures in the event there is a threat to the installation. Although not required for contractor personnel, they shall be afforded the opportunity to complete the Antiterrorism (AT) Level I awareness training. For personnel who do not have access to the Air Force’s Advance Distance Learning System (ADLS) they can receiving this training from the following web site:

C.11.0 WORK SCHEDULE
C.11.1 Work Schedule Requirements
C.11.1.1 The Contractor shall arrange its on-site work so that it will minimize interference with normal agency business. At a minimum, the Contractor shall submit a weekly work schedule for agency approval for all on-site work performed under the contract. In no event shall the Contractor change approved work schedules without the prior consent of the CO.
C.11.2 Work Hours/Days
C.11.2.1 Most of the work shall be accomplished during regular business hours. If necessary, in order to minimize impact on building occupants, the Contractor can request weekend work which must be submitted and approved by the CO. The Contractor shall also request to work before/after established hours, if necessary.
Requests shall be submitted (5) working days in advance. The Contractor shall plan for the following work hours:
Monday – Friday 0730 – 1630
C.11.2.2 The contractor shall work with dorm management staff dealing with crew rest requirements (day or night time flying scheduling) for all the dorms and unaccompanied housing.
C.12.0 DELIVERABLES AND SUBMITTALS
C.12.1 Deliverables Requirements
C.12.1.1 Unless otherwise specified, all deliverables will be distributed to the 47th Contracting Flight electronically and accompanied by a transmittal cover letter identifying the project and a description of the deliverable. The minimum deliverables to be submitted to the agency are as follows:
To the CO and Project Manager:
1. Cost Proposal
2. Amount Proposed to be subcontracted
3. Conditions and Assumptions
4. Proposed Schedule & Phasing Plan
5. Signed contract with all attachments
6. Contract modifications with all attachments
7. Appointed Supervisor/Key Personnel
8. As-built Design Drawings, Manufactures Instructions and Specifications for all components
9. Approval of hazardous materials required
10. Training Schedule/Program
11. Warranty Documents
12. As-Built Drawing (to include electrical systems, drainage system, and concrete foundation) and Operations & Maintenance Manuals (O&M)

H1.0 PERFORMANCE PERIOD
H.1.1 Performance Period Requirements
H.1.1.1 The period of performance will not exceed more than 90 days.
H.2.1.1.1 The proposal shall include:
a. A detailed cost proposal that includes the quantity, unit price and total for the proposed task. A cost breakdown for subcontractor costs identifying the scope of subcontracted work and total work. Subcontracted non-priced items shall be accompanied by three potential subcontractor quotes.
b. Conditions and Assumptions identifying the technical and managerial approach to accomplish the work effort.
c. The proposed schedule for completion of the effort. The Government reserves the right to specify a performance period depending on project urgency.
d. Any other pertinent information.
H.3.0 HOLIDAYS
H.3.1 Legal Holidays
H.3.1.1 THE FOLLOWING LEGAL HOLIDAYS ARE OBSERVED BY THE BASE:

NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday; Holidays falling on Sunday will be observed on the following day. Any request to work on these days must be submitted in writing to the CO a minimum of 5 work days in advance. Approval to work on holidays or other than standard hours of work will be at the CO’s discretion.
H.4.0 INSTALLATION RULE AND REGULATIONS
H.4.1 Rules and Regulations
H.4.1.1 The rules and regulations of the installation where services are performed shall apply to the contractor and his employees while on the premises of such installation. These regulations include but are not limited to: presenting valid identification for base entrances, obtaining and using vehicle passes for all contractor-owned and/or privately owned vehicles, obeying all posted directives, and providing strict adherence to security forces direction in instances where security forces have been dispatched to a particular location.
H.5.0 SUBCONTRACTOR
H.5.1 Subcontractor Responsibilities
H.5.1.1 The contractor shall be responsible for the management and performance of all subcontractors. The contractor shall ensure contracts are completed within the stated requirements. The prime contractor is responsible for subcontractor compliance with all rules and regulations.
