PART 1 – GENERAL:

1. REFERENCES: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. All publications shall be the latest version/edition/revision of the documents listed below, in effect on the date of this solicitation, except where a date is given.

Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, Texas Department of Transportation, June 2004.

EM 385-1-1: U.S. Army Corps of Engineers (COE) Safety & Health Requirements Manual

1.1 PROTECTION: Protection of persons and property shall be provided throughout the progress of work. The work shall proceed in such a manner as to minimize the spread of dust and flying particles and to provide safe working conditions for personnel. The sequence of operations shall be such that maximum practicable protection from inclement weather will be provided for materials and equipment.

1.2 DEMOLITION: All items required to be removed to prepare for the new construction shall be removed by the Contractor in accordance with Section 02050.

1.3 REMOVALS AND REINSTALLATIONS: All items required to be removed and reinstalled shall be stored by the Contractor where directed by the Contracting Officer or his designated representative. After completion of the new construction, the Contractor shall reinstall the items, complete. The Contractor shall be responsible for the proper construction and/or operation of all items after reinstallation.

1.5 SUBMITTALS:

The following shall be submitted in accordance with Specification SECTION 01010:

Material Data: Provide data for all crack sealant materials, along with all catalog data, MSDS’s and proof of compliance.

PART 2 – PRODUCTS:

2.1 ASPHALT JOINT & CRACK SEALANT: Asphalt materials for sealing of cracks and joints shall be hot poured rubber in accordance with Article 300 of TXDOT. The sealant shall be a rubber asphalt Class 3 sealant compound which when heated shall melt to the proper consistency for pouring and shall solidify on cooling to ambient temperatures.

2.2 PORTLAND CEMENT JOINT & CRACK SEALANT AND MATERIALS: Materials shall conform to the requirements of Item 438, TXDOT. Primers, if required, shall be as recommended by the manufacturer of the sealant. Backer rods, when required, shall be compatible with the sealant and shall not react or bond together. Sealant shall be a Class 2 two component, synthetic polymer, self-leveling. The components shall be proportioned and mixed in accordance with the manufacturer’s recommendations.

2.3 JOINT AND CRACK CLEANING EQUIPMENT: All equipment used in cleaning joints and cracks shall be capable of delivering a sufficient volume of filtered air, free of oil, water or other contaminants, to remove all loose debris from the joints or cracks to be sealed.

PART 3 – EXECUTION:

3.1 REMOVAL/REPLACEMENT OF PARKING BARRIERS: When parking barriers (precast concrete wheelstops) are encountered within the limits of the assigned work, the barriers (including anchoring pins) shall be removed by the Contractor. As required by the Task Order, the barriers (including anchoring pins) shall be either disposed of or stockpiled clear of the work area and then replaced after completion of paving operations.

3.2 ADJUSTING VALVE BOXES AND DROP INLETS: When encountered within the limits of the assigned work, valve boxes and drop inlets shall be raised, lowered or shifted in position to conform to the new grades of finished pavement. When in final position, the top of the valve box or drop inlets shall be flush with the finished surface of the adjacent road, parking, or hard-surfaced area.

3.3 ADJUSTING MANHOLES: When encountered within the limits of the assigned work, existing manholes shall be adjusted in elevation to conform to the new finished grades. When in final position, the top of the manhole shall be flush with finished surface of the adjacent road, parking, or hard-surfaced area.

3.4 REPAIR OF POTHOLES: When directed by the Contracting Officer, potholes in existing asphalt surfaces shall be repaired by squaring up to the existing depression by removing asphalt to form a square or rectangular shape at least 6 inches larger on each side of the original hole, with the minimum square size being 3’ x 3’. Remove all loose base material in the squared-up hole, add/recompact base as necessary, and backfill full depth with hot-mix asphaltic concrete material (in lifts of 2-1/2" or less). When the subbase is damaged, remove the full depth of base and the damaged part of the subbase to a total depth of 9 inches and repair. This line item is listed on the Schedule B as Full Depth Asphalt Repair.

3.5 REMOVAL AND REPLACEMENT OF TRAFFIC POSTS: When traffic posts are encountered within the limits of the assigned work, the posts (including concrete footings) and signs shall be removed temporarily, stockpiled clear of the work area, and then replaced after completion of paving operations. Temporary signage shall be used for traffic control.

3.6 SEALING JOINTS AND CRACKS (ASPHALTIC CEMENT CONCRETE):

3.6.1 Preparation: All joints and cracks shall be cleaned of infiltrated material with compressed air to a depth at least twice the joint or crack width. The joints shall be routed and blown clean with filtered compressed air. All material removed from joints and cracks shall be removed from the paved surface of the roadway.

3.6.2 Application: The joint or crack sealing material shall be applied using a pressure nozzle. Hot poured rubber shall penetrate and completely fill each crack and/or joint. The amount of sealing compound used shall be limited so that after the squeegee has been applied, the finished band shall not be more than 1-1/2 inches wide and shall not exceed a depth of 1/8 inches above the surface. All cracks/joints sealed shall be squeegee smooth. Or applied as recommended by the material manufacture.

3.6.3 Routing: Joints and cracks from 3/8 to 3/4 inch wide shall be routed. Rout or saw the joint/crack and seal as described above.

3.6.4 Wet Conditions: No sealing of any joints or cracks shall be done when the joints or cracks are damp, unless drying of the joints and cracks with compressed air can be demonstrated and meets with the approval of the Contracting Officer.

3.7 SEALING JOINTS AND CRACKS (PORTLAND CEMENT CONCRETE):

3.7.1 General Preparation: All joints and cracks shall be cleaned of infiltrated material with compressed air to a depth at least twice the joint or crack width. All material removed from joints and cracks shall be removed from the paved surface of the roadway.

3.7.2 Joint Preparation: The joints shall be given a blast cleaning in accordance with Item 438, TXDOT. After blasting, the joint shall be air blasted to remove all loose dust.

3.7.3 Crack Preparation: The crack shall first be grooved at the surface so that a reservoir of rectangular cross section is provided for the sealant. Grooves shall be cut to the dimensions shown on the plans. Devices used for grooving shall be capable of following the path of the crack without causing excessive spalling or other damage to the concrete.

3.7.4 Joint and Crack Sealing: The Contractor shall install the sealant in accordance with the manufacturer’s recommended procedure. Joint and crack surfaces shall be surface dry unless otherwise recommended by the manufacturer of the sealant. The surface temperature at the time of sealing shall not be less than 40 F. The top of the sealant shall be 1/8 inch to ¼ inch below the pavement surface. The minimum depth of sealant shall be ½ inch or as recommended by the sealant manufacturer, whichever is greater.

3.7.5 Primer: Primer shall be applied as soon as possible after cleaning. Primer shall be applied uniformly at the approximate rate recommended by the sealant manufacturer. The primer shall be applied to metal surfaces before new corrosion begins and shall be allowed to cure a minimum of thirty minutes but not more than eight hours before applying the sealant, unless otherwise recommended by the sealant manufacturer.

3.7.6 Backer Rods: Backing material shall be used to prevent sealant from flowing through the joint or crack and to hold the sealant at its required elevation. The use of such material shall be as recommended by the sealant manufacturer.
