Statement of Need

Rental of Excavator

27 June 2018

Score of Work: Provide all plant, labor, material, equipment and transportation required for the rental, delivery and pickup of two (2) Caterpillar excavators or of an approved equal to Columbus AFB, MS. The equipment will be used by the Government for the demolition of two (2) facilities, Building 566 – Golf

Maintenance Shop and Building 2052 – Dog Kennel at Columbus AFB, MS. The contractor is not responsible for demolition. The contractor will also be responsible for the pickup, and haul-off of all construction debris at these sites. The construction debris will be pre-sorted and piled at these sites prior to the contractor’s arrival. All asbestos will be removed prior to the demolition of each facility and will not be the responsibility of the contractor on site. Finally, the contractor will obtain and deliver one hundred and eighty yards of top soil to Columbus AFB. Coordination with CONS and CEO will be necessary to determine the amount of top soil provided to each site on base. There is no definitive schedule for this project. Delivery of equipment will begin no earlier than 12 days after award if there are no conflicts in schedule with either the contractor or government.

1.0. Rental of Excavators will be as follows:

1.1. Excavator A will be a Caterpillar 316 with the hydraulic thumb attachment. (Or approved equal)

1.2. Excavator B will be a Caterpillar 323 with the hydraulic hammer attachment. (Or approved equal)

1.3. Each excavator will be rented for a thirty (30) calendar day period.

1.4. The excavators will be of track type.

1.5. Excavator with the hydraulic hammer will obtain a minimum of 3,000 psi.

1.6. The equipment hours will not exceed forty (40) hours per week.

1.7. The Government will be responsible for any damage the equipment incurs during the rental period.

2.0 Removal of construction debris:

2.1 The contractor will provide the necessary means for the removal of construction debris

(approximately 400 tons) from the demolition of two (2) buildings from Columbus AFB, MS to a local landfill.

2.1.1. Facility 566, Golf Maintenance Shop. Square footage: One thousand five hundred

(1,500 SF). Contents will include all concrete, walls and roofing debris. Concrete will have steel reinforcement embedded in it.

2.1.2. Facility 2052, Dog Kennel. Square footage: One thousand seven hundred seventy-five

(1,775 SF). Contents will include all concrete, walls and roofing debris. Concrete will have steel reinforcement embedded in it.

2.2 The contractor will verify the equipment necessary for the removal of said debris. The rental equipment provided to the government as a part of this project will not be used by the contractor for loading or removal of the construction debris.

3.0 Delivery of top soil:

3.1 The contractor will obtain and deliver one hundred eighty (180) cubic yards of top soil to

Columbus AFB from a location within thirty (30) miles of CAFB to location(s) designated by the

Government. Locations will be confined to within the base perimeter.
