TAP Data Entry Personnel Questions & Answers
Solicitation FA3022-16-T-0006
Q1: If the Offeror does not have a Secret Facility Clearance, would the Government sponsor the Offeror for the Secret Facility Clearance?
A: While a secret clearance nor a facility clearance is required, the individual will be required to complete a background check in order to work on the installation as well as on the network of the installation (computers). This background check will normally be initiated by the requiring agency and after the award of the contract. If the individual fails, then the contract will be terminated immediately. To prevent this from occurring, it would benefit the company to ensure in some way the candidate is clear of all discrepancies that could jeopardize the success of the contract.
Q2: This contract is going to be best value contract as per the evaluation criteria mentioned in the amendment. As this is not a lowest price technically acceptable contract, I would like to understand on what basis agency is going to evaluate a prospect vendor responsiveness and how much information is enough to be technically acceptable. Such as Resume, Pricing, Past performances.
A: The paragraph referenced states that the Government will award based on price and technical acceptability. It also states that the Government deems all quotes that turn in all required, conforming submittals (resume of employee, reference paragraph 2.4.6 of the Statement of
Work) are considered technically acceptable. What this narrows the selection down to is now price assuming all offerors provide a resume of their candidate. Using the resume and the price provided the Government will decide what skill set in conjunction with the quoted price meets the needs of the Government and provides the overall “best value.” In this situation providing an excellent candidate with a fair and reasonable price would yield better potential for selection, however providing that same candidate with a price that is extremely unreasonable would not necessarily mean that the possibility of award is gone. It would just mean that the candidate provided should be worth the extra and their resume should demonstrate this to the Government when read.
Any and all information included in a standard resume, such as past work experience, education, and skills are all valued forms of information. Again, technical acceptability requires a resume, however, the candidate’s resume itself will help determine value in terms of best value to the
Government in conjunction with price. A low price in this situation does not guarantee that an offeror will receive the award if the candidate’s resume demonstrates a sub-par performer. The section that states the Government reserves the right to award to other than the lowest means that we will consider the price in our decision but the lowest price may not be the best value because the candidate’s resume may not demonstrate what we are looking for.
A vendor’s responsiveness will be determined on a few things. First and standard: Time. It is imperative the vendor meet the timelines. We ask that you please comply with the timelines and submit the required document on time, if not early. The Government thrives on the competitive market and we prefer to have as much competition as possible but we cannot accept late responses. Secondly all required documents and information. While a vendor may submit information on time, the information received may not be complete. If enough time is provided the Government may contact the vendor prior to the close of the RFQ to ask for the rest of the information, however, it is imperative that all information requested be provided. This also includes details in the resume as well, such as education requirements, work experience, etc.
Anything that does not meet the specs as mentioned in the amendment and Statement of Work will be deemed technically unacceptable.
Q3: I would like to check that the wage determination provided with the solicitation, is for reference purpose or a vendor bind to abide with SCA wages and all the fringe benefit to provide the services on this contract. (Minimum wages+ $4.27 Health and welfare+ 10
Federal Holidays+ 2 Weeks Paid vacation).
A: Please understand that this solicitation includes the clause 52.222-41, Service Contract Act
(now called Service Contract Labor Standards). This means that should you choose to contract with the Government you will be bound under this clause to pay your employees in accordance with the Department of Labor wage determination. This also includes the fringe benefits determined by the Secretary of Labor. The wage determination provided is the most recent wage determination for the area where work is to be performed. If a more recent one becomes available it will be incorporated at a later time and a wage adjustment modification will occur.
Ultimately it is up to the employer to categorize the employee and pay them accordingly.
However, yes, by signing and performing this contract you will agree to pay under those standards.
