The SOW states that the “Contractor shall. . . remove two (2) existing prefabricated storage units.” Our understanding is that these existing storage units have been used to store hazardous and possibly radioactive materials. At the site visit, the Government indicated that they would “remove the contents and decontaminate” the buildings prior to Contractor removal. Please confirm that the Government will remove all hazardous/radioactive contents from existing storage units prior to Contractor removal.

The SOW indicates that the “contractor shall ready old storage units for removal - disarm fire suppression system, disable power, and remove connections, remove overhanging AC, lights, or other components for transport, unbolt and separate modular units, and remove anchors.” During the site visit the Government indicated that they would be responsible for “disarming the fire suppression system, disable power.” Please clarify what items listed above will be the Government responsibility to “ready old storage units for removal” and what will be the Contractor’s responsibility.

SOW Appendix B states that “The facilities must be no less than 960 square feet of usable floor space.” The SOW goes on to state that the interior space for Building 1 is 38’-2” x 24’-2” and Building to is 38’-2” x 8’-2”. These dimensions result in square footages of 922.4 sf for Building 1 and 311.7 sf for Building 2. Please clarify what is meant by “no less than 960 square feet” and how this corresponds to the required interior dimensions of the buildings.

Appendix B states Building 2 should have a leak proof spill containment sump. In the existing building, the spill containment sump was just a depression in the floor space with grating installed as the actual floor. Please confirm this is the requirement and not some type of sump pump type system.

SOW Appendix B indicates a specific list of structural, electrical, fire suppression, life safety, architectural, and mechanical design requirements (no communications, plumbing, or fire alarm requirements are indicated). The SOW makes no mention of licensed, professional design services; however, our experience indicates that governing laws require professional design responsibility to ensure code compliance and life safety concerns are addressed. Please confirm that the design of the new storage buildings require licensed professional design drawings and/or calculations to meet the listed Government design requirements.

Once the new units arrive, our contractors will make the connection to the units.” Based on this, it appears that the Contractor will not be responsible for any electrical work on site. Please confirm that the Contractor is not responsible for any electrical scope of work on site.

Yes. An HVAC system is required for each unit. A system of the type that is able to sustainably maintain the temperatures so listed and one which prevents extreme cold/ freezing during the winter. The system brand and specifics would depend on the contractor’s choice of design given the layout and square footage.

SOW Appendix B indicates a requirement for power for “a freezer for waste that may contain food or bodily fluids.” Does the Government have a requirement for emergency power, or a source of emergency power, in case power for this freezer is lost?
