QUESTIONS & ANSWERS: Cut-off date for contractor questions is 11 May 2020

Question 1: Modified or up-fitted Conex shipping containers are not NFPA compliant for chemical storage since they do not meet NFPA 30 compliance for flammable storage, nor carry the required FM Approval label for DOD procurements. They may not pass a safety inspection if they are storing flammable chemicals inside since they do not have the integral spill containment or carry a FM Approved label required by NAVFAC and US Army. It is my experience that all DOD procurements must meet NRTL requirements for UL Listed electrical options and FM Approval for chemical storage. Please advise that the specifications need to be for a prefabricated chemical storage building as shown in our brochure https://www.uschemicalstorage.com/iso-containers-arent-approved-for-military-chemical-storage/

Government Response: All characteristics are in compliance with DoD standards and regulations, no issues are to be expected.

Question 2: Upon review of the specifications there is a conflict in the scope of supply: In compliance to specifications section, the bid documents asked for “installation and training” cost However in the technical requirements, the bid document states “installation or electrical work is not required by contractor”. Which is correct?

Government Response: Installation or electrical work is not required

Question 3: I was wondering if you would except a proposal using shipping containers 20’ long x 8’ wide x 8’6” high or 20’ long x 8’ wide x 9’ 6” high. Our company has manufactured many of these chemical storage buildings using these new one trip containers

Government Response: IAW the customer, Attachment 1 doesn’t meet the requirement for Secondary containment

Question 4: Are these containers required to be conex boxes or can they be something similar? We do not manufacture conex boxes, but we do manufacture chemical storage units?

Government Response: We are looking for Chemical Storage Buildings. Conex Boxes need to include all salient Characteristics as described in the RFQ.

Question 5:

1. Type of chemicals being stored and the maximum quantity of pallets, drums or small containers that you need to store?

2. Building size needed for your site location?

3. Single bay or separate bay storage required for separating incompatible chemicals?

4. Fire-rating required? – The fire-rating is based on the distance of the site location to existing buildings and property lines. If storing flammables within a distance of less than 30’ requires a 2 hour fire-rated model, and 10’ or less distance requires a 4 hour fire-rated model.

5. Any electrical options required including lights, HVAC and dry chemical fire suppression required, and please confirm the electrical supply voltage and phase available if known.

6. The temperature range that you need to meet for any of the HVAC options required.

Government Response: IAW the customer, the requested dimensions and electrical requirements are specified in the RFQ. Please refer to the Salient Characteristics in the solicitation. This shall answer your questions. Single bay with opposing door opening to allow access from either side. The Temp range is for Central Texas.

Question 6: Is this request to rent containers or to purchase containers? If Rental what is the POP? If Purchase how soon do the units need to be delivered?

Government Response: This requirement is to purchase the containers. Delivery is 30 days after award date.
