Request for Quotation (RFQ)
FA3016-19-U-0345
EMT Instructors (Dated 14 September 2019)
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is being issued as a request for quote (RFQ) using procedures in FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 effective 10 September 2019 and DFARS DPN 20190628.
Notice of Women Owned Small Business Set-Aside: This solicitation is 100% set aside or reserved for Women Owned Small Business (WOSB). Quotes are solicited only from WOSB concerns. Quotes received from other than WOSB shall not be considered.
This solicitation is not to be construed as a commitment by the United States Air Force. The Government reserves the right to cancel this solicitation any time before contract award. The Government is not liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. To be considered for award by the Government, vendors must adhere to the quotation requirements and respective evaluation factors set herein. Please see attached listing of applicable provisions and clauses.
2. It is each quoter’s responsibility to ensure their quote and all data is complete and in accordance with the RFQ. The Government assumes no responsibility for late or incomplete responses to the RFQ. Late responses will be processed in accordance with FAR 52.212-1(f).
3. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the quoter’s best terms. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Quoters with the intent to address any aspect of the quote. Quoter responses to the Interchange Notices (IN) will be considered in making the award selection decision. Interchanges may be conducted with one, some or all quoters as the Government is not required to conduct interchanges with any and/or all quoters responding to this RFQ.
4. The NAICS code for this acquisition is 611699- All Other Miscellaneous School and Instruction.
The size standard is $11 million.
5. Basis of Award: Best value, as determined by the Government to provide the greatest overall benefit in response to the requirement, will be based on a Lowest Price Technically Acceptable (LPTA) selection. Award will be made to the responsible vendor whose services and approach are technically acceptable and who offers the lowest overall total evaluated price.
5.1. Price (Vendor Quote) – Vendors are required to provide a quote that consists of the base and all option periods. Evaluation of option(s) shall not obligate the Government to exercise the option(s). The total evaluated price consists of the base and all options periods.
5.2. Technical Approach: Management/Staffing Plan – The quoters shall submit a Management/Staffing Plan that aligns with the Performance Work Statement. At a minimum, the Management/Staffing Plan shall explain the quoter’s plan to manage personnel and resources in order to meet the schedule and performance requirements of the contract. This plan must include recruitment and hiring and development strategies for maintaining 100% coverage of the schedule.

6. The Management/Staffing Plan may not exceed ten (10) pages. If exceeded, the excess pages will not be read or considered in the evaluation of the quote. Page size shall be 8.5 x 11 inches, the text shall be Microsoft Word Times New Roman and not less than 12-point font. All margins shall be 1-inch. Special consideration will not be given for color, pictures, or graphics. Audio and video recordings, or any other electronic media will not be accepted.
6.1 Evaluation Criteria: When determining the overall management/staffing plan rating, the Government will rely on the quoter’s ability to meet the criteria in paragraph 5.2.
Rating Description Acceptable Management/Staffing Plan meets requirements and indicates an adequate approach and understanding of the requirements.
Unacceptable Management/Staffing Plan does not meet the requirements of the Performance
Work Statement, and does not indicate an adequate approach and understanding of the requirements.

7. The RFQ close date is 1:00 pm, Central Daylight Time (CDT), 20 September 2019. Quotes are to be sent electronically to the POCs listed within No. 13 of this solicitation. Quotes are to remain valid for a period of not less than 60 days. In the email submission, Reference, “Solicitation FA3016-19-U-0345, EMT Instructors”. Note: due to periodic disruption in e-mail services on the base, it is highly recommended that any e-mail transmissions are followed up with a read receipt and or email acknowledgement/phone call to ensure the e-mail has been delivered and received by the intended recipient.
8. The Government will award a one-year base contract with four (4) one-year options resulting from this RFQ. If the Government receives five (5) or fewer quotes, all quotes will be evaluated for technical acceptability. If the Government receives more than five (5) quotes, then the Government will only select the five (5) lowest priced quotes and will proceed to evaluate them for technical acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be selected in the order of total evaluated price. To be eligible for award, a quotation must be technically acceptable and comply with all the terms and conditions of the RFQ.
9. All documents/attachments submitted in response to the RFQ shall be in Microsoft Word, Microsoft Excel, or PDF format.
