Request for Quote #FA3016-19-U-0345 Amendment #5

25 September 2019

TITLE: Request for Quote (RFQ) FA3016-19-U-0345 – EMT Instructors

1. The purpose of this amendment is to:

a. Change the Quotation time and due date from 1:00 pm, Central Daylight Time (CDT), 24 September 2019 to 8:00 am, Central Daylight Time (CDT), 26 September 2019.

b. Add the Revised Performance Work Statement (PWS) dated 25 Sep 2019 (See Atch 3 to the PWS – AMSA EMT Instructor PWS 09252019).

c. Change Vendor CLIN Pricing Schedule for the following: (See Atch 4 to the PWS –

Vendor CLIN Pricing).

1. Add Reimbursable Travel CLINs for CLINs 0002, 1002, 2002, 3002 and 4002.

2. Change Quantity from 3840 to 12 for CLINs 0001, 1001, 2001, 3001 and 4001.

3. Change Unit of Issue from Hours to Monthly for CLINs 0001, 1001, 2001, 3001 and 4001.

d. Provide the Government’s response to questions submitted by vendors relating to solicitation FA3016-19-U-0345. Government response to Contractor Questions are below:

QUESTIONS AND ANSWERS - EMT PARAMEDIC INSTRUCTORS - 25 SEP 19

Please note, the following terms were added to PWS paragraph 1 (dated 25 Sep 19).

A contracting officer’s representative (COR) will be assigned to the corresponding contract. A COR (a medical logistician) is responsible for monitoring, assessing, recording and reporting on contractor compliance with the terms and conditions of the contract. The COR will have primary responsibility for completing quality assurance monitoring forms that will be used to document the inspection and evaluation of the contractor’s performance. The COR will maintain surveillance documentation, notify the contracting officer (CO) of any significant performance deficiencies and recommend improvements to the quality assurance surveillance plan and PWS throughout the life of the contract.

A functional requirements evaluator designee (FRED) (from the requiring office/technical expert) will be assigned to the corresponding contract. The FRED carries out inspection and surveillance duties as described in the QASP. A FRED monitors schedule compliance (days/hours worked), inspect deliverables (work performance), and submits monthly surveillance documentation to the COR in accordance with the specific contract terms. The FRED also reports any performance deficiencies to the COR.

Question 1. PWS Section 3, Scope, establishes the requirement is for 2 instructors, 1920 hours each, and 50 classes. The class is one week long. There is a new requirement for EMT Instructors to take the USAF Instructor Training course (replacing the BIC in previous solicitations). The IT course is 4 weeks long. There is also the 4-day ICDT course and the 1-day METC course. With a total of 5 weeks dedicated to training, should the first year number of classes be 45? Or is it the case that 50 total classes are divided between the two EMT instructors?

Answer 1. There are still 50 classes per fiscal year but they are not divided between the two EMT instructors. There are also active duty military instructors who will be teaching while the contractor personnel are completing the required IT course, ICDT course, and METC orientation. Contractor personnel will perform as instructors once the five weeks of training has been completed.

Question 2. Previously, the EMT Instructor training was USAF-supplied and funded BIC, which was local the JBSA area. Now it is Instructor Training, funded by the contractor (PWS 3.0), “The Instructor Training course is a four week class taught at various USAF locations and contract personnel will be placed into the first available open seat. This course will be funded by the contractor.”

a. What is the cost to Contractor for one EMT Instructor attending the IT course?

b. The contractor may have significant travel costs associated with attending this training if it is not local. What locations might the contractor be required to send EMT Instructors for the IT course?

Answer 2. PWS paragraph 3 has been revised to remove the language that the contractor is responsible for paying for the course and a not-to-exceed reimbursable CLIN has been added to the schedule for an amount not to exceed $15,000 for travel. A new paragraph (now paragraph

7) has been added to the PWS to address travel.

Question 3. Due to sick leave, vacations, etc., it may be necessary to provide a substitute EMT Instructor. Do substitutes have to go through the same IT Course at contractor expense?

Answer 3. Substitute contractor personnel that will be performing instructor duties must complete the IT course, ICDT course, and METC orientation. Depending on the situation, if the COR (after consulting with the FRED) determines that the substitute will not be performing instructor duties, then the courses will not be needed. The contractor is no longer responsible for the course expenses.

Question 4. PWS 6.1 requires “Should an instructor be removed or unable to perform, the contractor must provide a certified replacement within 30 days.” The required training requires 5 weeks. Does the requirement mean the Contractor has 30 days to provide a certified replacement to begin the training?

Answer 4. The 30 days is to provide a replacement. Contractor personnel will perform as instructors once the five weeks of training has been completed.
