Description of Product/Services to be acquired: This bird cannon array will be the primary safety means to deter/harass various wildlife deemed hazardous to aviation around the approximately 1423 acre area encompassing the runway, underrun and overrun at Randolph AFB runways 15L-33R (East Runway) and 15R-33L (West Runway). This system will replace the aging, non-operational deterrent unit currently in-place at JBSA Randolph TX.

Basis for Award: The Government will award a Firm-Fixed Price Contract resulting from this combined synopsis/solicitation for the Wildlife Bird Deterrent System combined with installation, removal/disposal of current aged equipment at JBSA Randolph, TX to the responsible small business offeror whose offer conforming the best value to the
Government. Best Value will be based on a Lowest Price Technically Acceptable (LPTA) approach.
5. Best Value Determination: For this Combined Synopsis/solicitation, determining the best value the Government shall consider the following factors: Technical and Price. Best value means award will be made to the responsible contractor, whose products are technically acceptable, and quotes the lowest overall prices will represent the best value. Technical acceptability will be determined based on whether the quoted items meet the technical criteria contained in the solicitation.

Quoters are encouraged to submit enough technical data specific to the requirement that the government can perform adequate technical evaluation against the solicitation. General product literature that fails to specifically address the details of the requirement may not constitute sufficient data and may render the quote technically unacceptable, thereby excluding it from award consideration.

Description of Product/Services to be acquired: To purchase and install a Liquid Propane (LP) Gas 36
Cannon System, with bird distress cry generators and speaker towers as integral parts of each self-contained cannon unit. The 36 individual cannon units will be installed in the lateral clearance zone, to effectively harass and/or deter birds and other wildlife from entering the runway environment, at JBSA - Randolph. The system will replace the existing aged LP Gas 36 Cannon System located in the lateral clearance zone. Each of the currently installed 36 bird cannon units includes bird distress cry generators and speaker towers as integral parts of each self-contained unit. In order to not increase the number of lateral clearance zone obstruction hazards, the number of individual self-contained cannon units for any new system cannot exceed 36.
Moreover, the cannon unit construction needs to be such that parts repair or replacement due to deterioration from exposure to the elements is minimized. The requirement also includes removal and disposal of the existing bird cannon system and operator training for the new system. The frequencies approved by the Base
Spectrum Manager for these bird cannons are 149.0375 MHZ (East Runway Cannons) and 149.6875 MHZ
(West Runway Cannons).

Quoters are encouraged to submit enough technical data specific to the requirement that the government can perform adequate technical evaluation against the solicitation.
b. Price: (Vendor quote). Vendors are required to complete the Schedule of Supplies IAW SOW.

STATEMENT OF WORK (SOW)
For
Joint Base San Antonio (JBSA) - Randolph Wildlife Deterrent Cannon Project
Revised 12 Sep 2019
PART 1
GENERAL INFORMATION
1. GENERAL. This requirement is for the removal of an existing aged 36 liquid propane
(LP) gas cannon wildlife deterrent system and the purchase and installation of a new LP gas 36 cannon wildlife deterrent system in order to satisfactorily harass and/or deter birds and other wildlife from entering the runway environment, to include operator training, at JBSA - Randolph, Texas. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform installation of the LP gas wildlife deterrent cannon system as defined herein, except for those items specified as
Government furnished property and services. The Contractor shall perform to the standards in this contract. The
Government shall not exercise any supervision or control over the contract service providers performing installation related to this purchase. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Background. The 12 Flying Training Wing (12 FTW) Safety Office requires a replacement of the existing, 20 year old
LP gas wildlife deterrent cannon system to a more reliable system in order to effectively and efficiently reduce flight hazards by harassing and/or deterring birds and wildlife from entering the runway environment at JBSA - Randolph.
1.2. Scope. The Contractor is responsible for the complete delivery, assembly, positioning, installation, functional testing, and initial operator training for the entire LP gas wildlife deterrent cannon system. Specific tasks to be completed by the
Contractor are listed in Part 5 of this SOW.
1.3. Period of Performance. Period of performance shall not exceed 30 calendar days, exclusive of lead times for ordering/delivery of materials and Government designation of required radio frequency(ies).
1.4. Recognized Holidays: The Contractor is not required to work on the following holidays:

1.5. Hours of Operation. Due to the close proximity between the work to be completed and active aircraft movements, the
Contractor will be required to complete the work outside of normal airfield operating hours. This includes completing work prior to the start or after the completion of local flying or on weekends. This will ensure the project’s impact on flying operations are kept to a minimum. The airfield is normally open M-F, 0700-1900L, closed weekends and holidays.
However, Contractor operating hours can take place during normal airfield operating hours to meet the required Delivery
Date. If the Contractor needs to work during normal airfield operation hours, the Contractor must notify the Customer POC identified upon award, and copy the Contracting Office 48-hours prior to gain approval before commencing work. The
Contractor can work with Airfield Management to obtain the weekly flight schedules to identify the best times for work completion.
1.6. Place of Performance. All work will be performed at JBSA – Randolph, Texas, 78150.

1.7. Type of Contract. Single Award, Firm-Fixed-Price.
1.8. Security Requirements. The contractor shall comply with the following requirements:
1.8.1. The contractor shall obtain base identification and vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.
1.8.2. No later than three days prior to start of contract work, the contractor shall submit a written request on company letterhead (or e-mail correspondence) to the project manager (with copy to contract administrator) listing the following: project title, project number, contract number, location of work site, contract start and stop dates, work schedule, and names of contractor employees needing access to the base, including full legal name (given at birth), date of birth, place of birth, citizenship, sex, race, SSAN, state issued I.D. Card/Driver’s License #, Passport/VISA/Resident Alien #, current address, phone number and San Antonio Clearance Letter, (Government will provide template to be used in submitting visitor pass request). The authorized program manager will endorse the request and forward it to the issuing base pass and registration office or security forces for processing. Contractors will present government (state or federal) issued ID, and INS Form 9 (I9), before being issued a pass to enter the installation. A Wants and Warrants check is conducted for every person before a pass is issued. Personnel employed by the contractor must get a pass for their privately owned vehicles at Bldg. #4179, Visitor
Reception Center, with proof of following:
(1) Liability Insurance
(2) Current License Plates
(3) Current State Inspection Sticker (If Required)
(4) Valid State Driver License
(5) A phone number for sponsor on base
1.8.3. Vehicles owned by the contractor with the company name permanently printed on them are not required to obtain a pass as long as a current work order is presented at the time of entry. However, current liability insurance, state inspection sticker, and registration is required. The person driving the vehicle must have a valid operator license for the type of vehicle.
1.8.4. The contractor is responsible for ensuring employees report to Bldg. # 4179, Visitor Reception Center, to present their
Form I-9 (Employment Eligibility Verification).
1.8.5. Upon completion or termination of the contract or expiration of the identification passes, and/or employees who depart for any reason before the contract expires (i.e. terminated, retirement, etc.) the contractor shall ensure that all base identification passes issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the pass will need to be retrieved and returned to Security Forces (SF) so that employee does not have base access. If the pass is not retrieved then SF will need to be notified so base access is not allowed. Upon completion of the contract return all issued installation access passes to the issuing authority.
1.8.6. The loss of any pass and identification items shall be reported as soon thereafter as possible to the issuing activity and
AAFES Security Manager.
1.9 Pass and Identification Items.
1.9.1. The Host Unit/Organization shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles:
1.9.2. Installation Access Pass (IAP) (DBIDS), Visitor/Vehicle Pass (AFMAN 31-116), used for contracts for less than one year to include one-day visits (i.e. warranty work).
1.9.3. Installation Access Card (IAC) (DBIDS), Civilian Identification Card (AFI 31-113), used for contracts for more than one year or more which do not require access to controlled areas or government computer systems.
1.10 Suitability Investigations.
1.10.1. For contracts requiring routine access to the installation in excess of 180 days, the contractor shall complete a NACI investigation. These investigation results are submitted to the AAFES Security Manager within five days of contract start.
10.1.1. The contractor shall be responsible for all costs associated with obtaining a National Agency Check with
Inquiries (NACI).
1.10.2. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include employee's name, social security number, and date of investigation if service work involves unescorted entry to Air Force restricted or other sensitive areas designated by the installation commander. The list shall be validated and signed by the company supervisor, and provided to the contracting officer prior to the contract start date. Updated listings shall be provided when an employee's status or information changes.
1.10.3. Freedom of Information Act Program (FOIA). The contractor shall comply with DoD Regulation 5400.7-R/Air Force
Supplement, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The contractor shall comply with AFI 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFMAN 33-363, Management of Records, or other directives authorized in AFI 33-322, Records Management Program.
1.10.4. Reporting Requirements. The contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigations, and
Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.
1.10.5. Entry Procedures to Controlled/Restricted Areas. Contractor personnel requiring unescorted entry to areas designated as controlled or restricted areas by the installation commander shall comply with installation’s access requirements and will possess, as a minimum, a favorable suitability determination. These requirements are contained in AFI 31-101, Integrated
Defense, for installation’s access procedures and AFI 31-501, for suitability determinations. The contractor shall comply and implement local base procedures for entry to Air Force controlled areas.
1.10.6. Additional Security Requirements. In accordance with applicable AFKAGs, AFIs, and AFSSIs for Communication
Security (COMSEC); and AFI 10-701, Operations Security (OPSEC). The contractor will comply with DoD Standard 22/Force
Protection Condition Measures, Antiterrorism (AT) standards.
1.10.7. Physical Security. Contractor employees shall comply with base Operations Plans/instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. During increased FPCONs, contractors may have limited access to the installation and should expect entrance delays.
1.10.8 Traffic Laws. The contractor and their employees shall comply with base traffic regulations.
1.11. Physical Security: The Contractor shall be responsible for safeguarding all contractor equipment and property. The
Contractor shall secure all equipment and materials under its purview at the close of each work period.
1.11.1. If contractor work is approved by the Project POC to be conducted during aircraft operations, at no time shall any of the installers proceed any closer than 100 feet to the runway, underrun, overrun or taxiway while the runway is in operation. If the need arises to access closer than 100 feet of the runway or the runway itself during this time, approval by the Project POC is required. When the runway is not in use, the Contractor installation crew must remain clear of the above mentioned areas in order to eliminate the possibility of FOD.
1.11.2. Installation Access: All Contractors will enter the base via the South Gate entrance from Lower Sequin Road.
The Contractor is responsible to ensure that all personnel meet security criteria to enter a US military installation and have proper photo identification and documentation. Further access to the restricted flight line and airfield work areas will be coordinated via Base Operations and Air Field Management.
1.12. Project Point of Contact (POC). Upon contract award, the Government will identify to the Contractor an individual(s) from the 12 FTW Safety Office to serve as the Government Point of Contact for this project (Project POC). The Project
POC will facilitate Contractor access to all required areas of JBSA - Randolph, as well as access to/delivery of any
Government-provided items and/or services. All Contractor questions of a technical nature shall be directed to this Project
POC(s) for resolution. The Project POC(s) does not have authority to change any terms or conditions of the contract; such authority rests solely with the Contracting Officer (CO).
1.13. Contractor POC. The Contractor shall designate in writing a primary and alternate POC, to include respective phone numbers and email addresses, to be responsible for the performance of work under this contract. The alternate shall act for the Contractor when the primary is absent. The primary or alternate POC shall have full authority to act for the Contractor on all contract matters relating to any issues that may arise during work performance. The primary or alternate POC shall be available for contact at all times Contractor employees are on the Government installation.
1.14. Identification of Contractor Employees. All Contractor employees shall wear badges or other identifying accoutrements to clearly distinguish themselves as non-Governmental employees at all times while on the airfield during installation. Contractor employees shall refer to themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.
1.15. Warranty Information. The Contractor shall warranty all system components and end items for a minimum of three
(3) years. The Contractor shall provide any Original Equipment Manufacturer (OEM) parts through warranty and standard commercial warranties applicable to the products being purchased at no cost.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the
Government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.3. FOREIGN OBJECT DEBRIS. Any object that does not belong in or near airplanes and, as a result, can injure airport or airline personnel and damage airplanes.
2.1.4. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.5. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.6. POINTS OF CONTACT (CONTRACTOR). Those individuals identified, in writing by the Contractor, with authority to act on behalf of the Contractor with regard to this contract.
2.1.7. RUNWAY ENVIRONMENT. The area including the main runway surface area, the over/underruns and the land within 1000 feet of runway centerline.
2.1.8. SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. If requested by the Contractor, the Project POC will provide a staging area for the Contractor’s materials and equipment. The location of the staging area will be provided to the Contractor immediately after award.
3.2. The Government will provide the Contractor with a guided tour of JBSA – Randolph to orient Contractor personnel to the work site(s), to include the designated sign-in location, general airfield environment, control towers, and primary entry/exit location(s).
3.3. Facilities. During normal hours of operation, as defined in section 1.5 of this SOW, the Government will provide
Contractor employees access to restroom facilities located within the fire department building.
3.4. Utilities. Government-supplied electrical service will only be available in the general vicinity of each of the control towers and the fire station. For all other electrical needs, the Contractor should plan to operate cordless/battery-powered tools or provide for their own portable generation of electrical power. The Contractor shall instruct its employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities.
3.5. Equipment/Materials: The Government will not provide any equipment or materials for this project beyond that already in place to tie into existing infrastructure, such as existing wire chases and electrical outlets to power the control systems and run radio receiving wiring.
3.6. Safety. The Government will provide information to Contractor employees outlining basic flight line operations in order to keep all personnel safe and de-conflicted from any active flying operations taking place at the field.
3.7. Airfield Points of Contact. The Government will provide the Contractor contact information for runway control personnel as well as contact information for other agencies required for successful completion of system installation.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform installation of the LP gas wildlife deterrent cannon system as defined herein.
4.2. Materials: The Contractor shall furnish all materials, supplies, parts, and incidentals necessary to provide the
Government a complete model # R4 Liquid Propane (LP) Gas 36 Cannon System manufactured by the Reed-Joseph
International Company. Each cannon unit shall have a bird distress call function and speaker as integral parts of each self-contained cannon unit in accordance with the terms and conditions of the contract and this SOW. All material items shall be
“new”; used or refurbished items will not be accepted. The Contractor shall provide the initial supply of LP gas canisters for each cannon placement, and shall provide the necessary LP gas to test the entire wildlife deterrent cannon system for full operational capability. At the conclusion of fully successful functional testing/introductory operator training on the entire system, the Contractor shall ensure all LP gas cylinders are filled to capacity.
4.3. Equipment: The Contractor shall provide all equipment required to fully install the LP wildlife deterrent cannon system, to include required source(s) of power in remote areas of the auxiliary field absent Government-furnished utilities.
4.3.1 Specifications In order to assure effective wildlife deterrence at the 1423 acre (approximately 2.5 NM) area site encompassing the airfield at JBSA - Randolph, the following characteristics outline our minimum requirements.
4.3.1.1. Cannons:
a. Thirty-six (36) self-contained cannon units total (18 per runway), and not more, due to safety and airfield requirements to ensure maximum / optimal blast coverage. An array of cannons is required for complete coverage of each runway (approximately 9000 feet x 150 feet).
b. The requirement of “self-contained” is to minimize the number of lateral clearance zone obstruction hazards in accordance with the United Facilities Criteria (UFC) 3-260-01 in order to minimize lateral clearance zone obstruction hazards, and minimize parts repair or replacement due to deterioration as a result of exposure to the elements.
c. Self-sufficient, LP gas operated system with an individual LP tank at each unit.
d. Solar powered in order to eliminate the need to run electrical line to each of the units.
e. Individual cannons shall be able to rotate through actuation of the cannon itself after it fires. This characteristic is required to defend against wildlife habituation on the cannons themselves.
f. All 36 self-contained units must individually be able to indicate battery status to include a low or inoperative battery. This capability is critical to assist in ensuring a full operational status with a streamlined maintenance process.
g. All 36 self-contained units must individually be able to provide status on LP gas level to include low or empty to the respective fixed interface control station. This monitoring capability is critical to ensure system status is known and meets operational deterrence requirements.
h. All 36 self-contained units must individually provide bird distress cry generators and speaker towers as integral parts of the self-contained unit. This distress cry feature is a critical capability to provide additional bird deterrence options.
4.3.1.2. Control Interface and Reception:
a. The system must be programmed prior to delivery/installation allowing operation by transmitters and shall demonstrate functionality within the authorized radio frequencies provided according to JBSA
Spectrum Management.
b. The system must be able to meet all technical capabilities by utilizing one, two or both of the approved / authorized JBSA Spectrum Management Radio frequencies.
c. The system must have all required current software / technical updates necessary for operations at time of installation.
d. Controlled by a two (2) fixed interface control stations as well as at least six (6) mobile transmitter hand held type units that are self-contained separate from any DoD network.
e. Reception will allow either of the two (2) fixed interface control stations to control one (1) specific and with use of the mobile units all thirty six (36) cannons within the 1423 acre (approximately 2.5 NM) area of the two runways at JBSA - Randolph.
f. Reception of the six (6) mobile units must be at a minimum, able to transmit the full length of the runway and overrun distance which is estimated at over 9,000 feet (2,700 meters).
g. Each of the six (6) mobile units must be capable of controlling one (1) specific and all thirty six (36) cannons with in line of sight of the transmitter.
h. Operation of the cannons must allow for variable burst pattern control, such that cannons can be activated individually, by sector, or sequentially.
i. Due to the complex nature of wildlife deterrence/harassment, the system must have the ability to be programmed for various burst patterns (example but not limited to single cannon burst, multiple cannons
(sector) bursts or all cannons burst). Additionally the system must include dormancy period settings preventing accidental actuation of cannons outside of hours of regular use.
4.4. Maintenance/Support Assurance: Contractor asserts that the system parts and components related to the system being installed have readily available OEM replacement parts (either by OEM or authorized reseller) for possible required maintenance for the deterrent system’s continued upkeep.
PART 5
SPECIFIC TASKS
5. SPECIFIC TASKS:
5.1. Basic Services: The Contractor shall provide all services required for full installation of the LP gas wildlife deterrent cannon system. Contractor employees shall remain clear of all runways and taxiways unless specifically cleared by runway control personnel.
5.1.1. Removal of existing equipment. The contractor must remove thirty six (36) existing cannons and properly dispose of all associated equipment / material from previous system and this installation / setup.
5.1.2. Installation of new system equipment.
5.1.2.1. Cannon Placement: The strategic, synchronized placement of each cannon unit is integral to the overall effectiveness of the system. The Contractor shall work with 12 FTW Safety, 12 FTW Airfield Management and the 12 FTW
USDA representative to ensure optimal placement for each cannon in order to maximize deterrent effect, provide maximum coverage area, eliminate potential gaps in blast coverage, and maintain safety of flight operations. The Contractor shall provide the initial supply of LP gas canisters for each cannon placement, and shall provide the necessary LP gas to test the entire wildlife deterrent cannon system for full operational capability. At the conclusion of fully successful functional testing/introductory operator training on the entire system, the Contractor shall ensure all LP gas cylinders are filled to capacity.
5.2. Radio Frequency Programming. The Contractor shall conduct/complete all required programming of system transmitters and receivers using only Government approved frequency specifications as follows:
5.2.1. Channel spacing: 12.5 kHz
5.2.2. Bandwidth of equipment: +/- 2.5 kHz

5.3. Functional Testing. At the conclusion of installation, the Contractor shall conduct functional testing of the entire LP gas wildlife deterrent cannon system to demonstrate to the Government full operational and performance capability meeting or exceeding the contracted requirements prior to release for normal operations by 12 FTW.
5.4. Introductory Operator Training. The Contractor shall provide training to up to two Government personnel introductory operator training covering the entire LP gas wildlife deterrent cannon system, to include fueling, start-up, operation across the entire range of performance parameters, shut-down, periodic/scheduled/preventative maintenance actions, and applicable safety/emergency action procedures.
• 5.5. Uninterrupted Airfield Operations. The contractor shall install the system with minimal disruption to normal duty operations of the airfield. All Contractor operations shall be coordinated with the Government POC per section 1.5 of this SOW.
• 5.6. Protection of Existing Structures and Recovery of Existing Equipment. To the maximum extent practicable, the Contractor shall conduct and complete system installation without altering existing control towers or other real property structures. The Contractor shall plan to utilize existing wire chases and electrical outlets to the maximum extent practicable in order to power the control systems and run radio receiving wiring. If any cables must be run, the contractor should use existing wire traces and conduit to the maximum extent possible to minimize any alterations to both the interior and exterior of either control towers.
If there is no viable alternative to affixing equipment to the exterior of the control towers or other permanent structures, the Contractor shall seek prior Government approval for a work-around. The work-around shall be restricted to utilizing clamp style fasteners, e.g. clamp to the metal railing vice drilling into the metal frame of the observation deck. The contractor will not alter, disturb or damage any portion of the runway or taxiway surface area in order to install the system. The contractor must remove thirty six (36) existing cannons and properly dispose of all associated equipment / material from previous system and this installation / setup.
5.7. Clean-up and Refuse Removal. The Contractor shall establish and maintain a robust method of policing all its work areas of trash and other debris in order to reduce the potential for FOD. The Contractor shall ensure work sites are kept in such a manner as to not pose a safety risk, impede traffic or unduly hinder Government operations while work is being performed. All Contractor-generated refuse and waste shall be removed daily by the Contractor to a disposal site located outside the physical boundaries of the Government installation.

Section B: Description of the Supplies/Services Required
The 12 FTW Safety Office at JBSA - Randolph Texas has a requirement to purchase and install a Liquid Propane (LP) Gas 36 Cannon System, with bird distress cry generators and speaker towers as integral parts of each self-contained cannon unit. The 36 individual cannon units will be installed in the lateral clearance zone, to effectively harass and/or deter birds and other wildlife from entering the runway environment, at JBSA - Randolph. The system will replace the existing aged LP Gas 36 Cannon System located in the lateral clearance zone. Each of the currently installed 36 bird cannon units includes bird distress cry generators and speaker towers as integral parts of each self-contained unit. In order to not increase the number of lateral clearance zone obstruction hazards, the number of individual self-contained cannon units for any new system cannot exceed 36. Moreover, the cannon unit construction needs to be such that parts repair or replacement due to deterioration from exposure to the elements is minimized. The requirement also includes removal and disposal of the existing bird cannon system and operator training for the new system. The frequencies approved by the Base Spectrum Manager for these bird cannons are 149.0375 MHZ (East Runway Cannons) and
149.6875 MHZ (West Runway Cannons).
Section C: Justification for Soliciting from a Single Source or Brand Name
This is a brand name requirement, in accordance with FAR 13.106 1 (b), for the purchase of a Model # R4 LP Gas 36 Cannon System manufactured by the Reed-Joseph International Company.
In order to comply with with the United Facilities Criteria (UFC) 3-260-01, lateral clearance zone obstruction hazards must be minimized. The bird cannon system currently in place is made up of 36 cannons, with bird distress cry generators and speaker towers as integral parts of each self-contained cannon unit, and has been approved by AETC MAJCOM CD as part of the maximum obstruction hazards on the runways to support JBSA - Randolph safe airfield operations. Any replacement cannon system system which increases the number of obstruction hazards on the Air Field Runways is unacceptable and does not comply with the purpose of UFC 3-260-1 which is to minimize lateral clearance zone obstruction hazards.
Additionally, the bird cannon units are continuously exposed to outside elements with parts subject to deterioration due to exposure. Therefore, the unit construction needs to be such that parts repair or replacement due to deterioration as a result of exposure to the elements is minimized.
The Model # R4 bird cannons manufactured by the Reed-Joseph International Company are the only bird/wildlife deterrent cannon units which include bird distress cry generators and speaker towers as integral parts of each self-contained cannon unit and are constructed to minimize parts repair or replacement due to deterioration, as a result of exposure to the elements, thereby meeting the government's needs to minimize lateral clearance zone obstruction hazards and parts repair or replacement.

In an effort to obtain competition, market research was previously conducted by performing internet searches through government and commercial databases such as Fedbizopps, General Services Administration, and Dynamic Small Business databases to include a Sources Sought on Fedgbizopps.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Upon the need to purchase a new bird cannon system, market research will be performed to identify any new products in the market which may meet the government's needs to minimize lateral clearance zone obstruction hazards and parts repair or replacement.
