HVAC CAMP BULLIS SITE VISIT Q&As

1. What is the size of pole required for CPS?

Standard size electrical pole. CPS will determine...

2. Are we to supply the cables from distribution box to A/C units?

Yes if needed

3. Will the entire 13 units be 480 volts and not require a step-down transformer?

The units will be 480 except for the wall units.

4. A comment was stated that a step-down transformer MAY be needed? Is this a requirement that has to be included in this proposal?

Yes. This it to be a turn-key operation so contractor is responsible for everything.

5. Is bonding required?

A firm-fixed price supply contract is anticipated. Thus, no bonding is required.

6. What is the timeframe for us to do our portion?

A delivery date will be established at the time of award. The Government requests that contractors quote include the anticipated lead time and a projected date for the completion of the work. Note: Lead and completion dates will not be used as an evaluation factor. In the determination of the projected completion date, the Government requests that contractors consider the following non-availability dates:

7. How are the payment terms determined?

Payment will be made upon completion of the contract.

8. In order to place the order for the equipment, we would need to have 20% for mobilization. Will this be an issue?

A firm-fixed price supply contract is anticipated. This is not a construction contract.

9. On Building 6141, what voltage do you want the units to be?

230/208

10. On the units for sites 1 and 2, regarding the line voltage disconnect boxes, do you want permanent or temporary stands?

Permanent.

11. Regarding the proposed 10 ton sized units for sites 1 and 2, has this been approved by an Engineer in respect to the size of the ducts that are currently in the tents? For example, on Site 1, the size of ductwork is 16" and site 2 has 18" ductwork. Neither of these sizes of flex duct is large enough for 4000

CFMs that a 10 ton unit delivers.

I understand the concern, since these will be 10 ton units they will move 3500-4000 cfm which requires a round hole of 22-24". Currently the hole in the tent is 16". However, Alaska does sell units ranging from 2.5ton-10ton for this tent. Since it is a tent, if the hole needs to be larger to allow air flow they may carefully cut the tent to enlarge the diameter.

12. In respect to the temperature in the tents, what is the expectation?

Cool in the summer and warm in the winter...most ECU's have adjustable temperature controls.

13. Does this project fall under the Davis Bacon Act?

A firm-fixed price supply contract is anticipated. Thus, the Construction Wage Rate

Requirements Statute does not apply.

14. As per Caption O'Keefe, please confirm no trenching is allowed on this project.

No trenching is allowed.

15. Please confirm that CPS is responsible for extending electrical poles to provide power to the other

Camp Bullis Site #2 Shelter Tents.

Not sure what is meant by " extending electrical poles", but CPS is only responsible for installing a new power pole close to site 2 and providing the electricity. CPS is NOT responsible for running the power to the tents or making sure the tents have power...that is up to the contractor.

16. Please confirm that base will incur associated cost and cost will not be expected to be covered by bidding contractor.

Not sure what you mean by this....associated cost for what? If you mean for installing the new pole, then no, the bidding contractor is responsible for paying CPS the associated costs to have it installed and "turned on". This entire project is supposed to be a "turn-key" operation. In other words, the contractor is responsible for everything. In the end all the tents should have power and HVAC.

17. Who is responsible for providing the military style electrical cabling and electrical distribution boxes

(similar to the existing electrical cables/distribution boxes that were seen during site visit at Camp Bullis

Site #1)?

Vendor is responsible.

18. What size step down transformer is desired "for future use" (per item e)? A transformer is already installed at Site #1, is this to be reused?

480 volts to 120/280 volts, yes I believe so.

19. At Camp Bullis Site #1 is existing electrical cables and distribution boxes to be reused?

Yes but only if fully operational for new units. If cables and distribution boxes are damaged or unserviceable then it will need to be replaced by the vendor.

20. RFP Scope of Work states that "Wiring to be installed inside conduit". However existing electrical distribution is not installed in conduit. Is the intent to place all wires in conduit? Which wires are to be in conduit?

Conduit will be used for all new wiring.

21. Is there a required installation location for the 5 ton wall mount units at bldg. 6141?

The preferred location is indicated on the SOW pg 14 simply because that is the opposite wall in the room away from where they will be instructing. This way the noise of the units (if any) will not interfere with teaching and the air won't be blowing directly on the students. It is also a semi-central location in the building which would endure even HVAC for the bottom floor.

However, having said that, if a vendor wants to put the units in a different location that will still cool the building, it might be acceptable upon review.

22. Voltage specified for 5 ton wall mount units?

230/208

23. What will the 10 ton units sit on?

The units usually have a bottom plate with forklift slots in them. This will suffice.

24. Can CPS provide an estimate on the pole installation after the order has been placed?

After Commercial Service Applications have been submitted along with site layout, load diagrams and meter loops, design takes ~40 business days and thereafter invoice will need to be paid prior to releasing to construction. Estimated construction duration cannot be determined at this time until site visit has taken place..

25. Can you provide the location CPS will intall the pole.

CPS will need to perform site visit to determine approximate/exact location of pole.
