Statement of Work

Dorm Window Treatment

JBSA Lackland, Texas

26 July 2018

1 BASIC OVERVIEW:

1.1 Requirement: The work to be performed under this contract shall consist of furnishing all necessary labor and materials, as well as removal / installation of all required to fully furnish the windows of each required dormitory as specified in this Statement of Work. The blinds are to be removed and installed from JBSA Lackland, Medina Annex, and Camp Bullis, respectively.

1.2 Skills and Workmanship: The work shall be executed in the best and most workmanlike manner by qualified, careful, and efficient mechanics skilled in the trade. Only certified journeymen in respective trades, or apprentices under the direct supervision of certified journeymen, will be permitted to work on this project.

2 GENERAL SPECIFICATIONS:

2.1 Coordination: Work shall be done within unoccupied areas. The contractor shall coordinate all work with the appointed Government Official. Blind measurements will be verified prior to ordering.

2.2 Description of Work:

2.2.1 Services Required: Contractor is to remove all window blinds from the dormitories listed below, and to install as follows:

2.2.1.1 Bldg 10251: (Address: 1350 Scott Drive 78236)

2.2.2 Specifications: Blinds will be 2” fauxwood, brown in color, with inside mount, Tilt “L”, Lift “R”, no hold down.

2.2.3 Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage of materials shall be coordinated with the appointed Government Official.

3 WORK HOURS AND FEDERAL HOLIDAYS:

3.1 Work hours shall be 7:30 a.m. to 4:30 p.m., Monday through Friday, exclusive of Federal holidays. The following legal holidays are observed:

3.1.3Washington’s Day, 3rd Monday in February
3.1.4Memorial Day, Last Monday in May
3.1.5Independence Day, July 4th
3.1.6Labor Day, 1st Monday in September
3.1.7Columbus Day, 2nd Monday in October
3.1.8Veterans Day, November 11th
3.1.9Thanksgiving Day, 4th Thursday in November
3.1.10Christmas Day, December 25th

*Note: When any of the above holidays falls on a Saturday, the preceding Friday will be observed as the legal holiday; holidays falling on a Sunday will be observed on the following Monday.*

3.2 The contractor shall provide written notice to the Government Official for approval at least three duty days before starting the scheduled work.

4 ENVIRONMENTAL REQUIREMENTS:

4.1 Asbestos Containing Building Materials: No asbestos containing materials shall be used in this project. The contractor shall certify, in writing to the Contracting Officer/Base Environmental Coordinator, that no asbestos containing materials will be used in this project.

4.2 Asbestos: To the best of the government’s knowledge, no asbestos-containing material (ACM) other than possible VAT and mastic will be disturbed by this project. Should the contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract documents, the contractor shall cease all work that would disturb the suspect material and shall immediately notify the Government Official. The government shall take steps, as appropriate, to ascertain the material’s composition and determine any remedial actions necessary.

5 SITE MAINTENANCE AND CLEANUP:

5.1 Site Maintenance: The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian and/or vehicle traffic in the work area.

5.2 Dust Control: The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building or construction site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

5.3 Protection of Existing Property: Before beginning any demolition work, the Contractor shall carefully survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government, and any damaged items shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work and shall construct and maintain shoring, bracing and supports, as required. The Contractor shall ensure that structural elements are not overloaded and shall be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under this contract. The interior of any project building and salvageable materials and equipment shall be protected from the weather at all times.

5.4 Cleanup: All blinds removed are to be taken from each base and properly disposed of by the contractor. The contractor shall also collect all trash, debris, refuse, garbage, etc., and place it in appropriate containers with lids or approved covers daily. The aforementioned materials shall be removed from the site by appropriate means daily, unless otherwise approved by the Government Representative. Disposal shall be outside the limits of government property.

6 STORAGE AND PARKING:

6.1 Storage and HAZMAT: Contractor storage and parking shall be near the job site or as designated by the Governement Official. The contractor shall keep the Government Official’s approved storage areas free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition. The contractor at no additional expense to the government shall clean up any areas that incur contamination by any hazardous material or substances immediately. Remediation may include subsequent soil analysis if directed by the government. The contractor shall store all hazardous materials in a contractor supplied trailer or storage unit, which shall be leak proof or contain secondary containment devices. The storage unit shall be secured when contract personnel are not present.

7 INSPECTION AND ACCEPTANCE:

7.1 Final Inspection: When all pre-final inspection discrepancies have been corrected, the appointed Government Representative will conduct the final inspection to determine if the work completed is sufficient and in compliance with all required specifications.
