Questions and Answers

1. Q: How many total installations are handled under the services of this contract?
A. JBSA is one installation with 5 geographical separated sections within the local San Antonio area. PWS, para 1.0 (Description) has been revised to include this information.
2. Q: How many total facilities are handled under the services of this contract?
A. Historical data has been provided in Appendix A of the PWS. The offeror should rely on this data in developing their proposal.
3. Q: How many of the buildings under this contract have elevators? If no elevators are present, how does the service provider move large quantities of furniture in/out of rooms?
A. The movement of furniture is left to the contractor’s discretion.
4. Q: If the service provider requires the assistance from a vendor or multiple vendors, to perform mass moves, will these additional costs be reimbursed by the government?
A. The resulting contract will be firm fixed price and offerors should include all costs associated with performing task within the PWS.
5. Q: Reference PWS Appendix A, Historical Workload Data. The second page of the workload data indicated the period of 2009-2013 for JBSA LAK;
JBSA-FSH and JBSA-RND. Please provide current workload data from 2014-2017.
A. Workload data by location is not available after 2013.
6. Q: Reference PWS Appendix A, Historical Workload Data. The second page of the workload data only provide information for Lackland, Fort Sam Houston, and Randolph. Please provide workload for the other 4 installations covered by the services: Medina Training Annex, Kelly USA Annex, Camp Bullis Training Annex, and Seguin Fire Station in Seguin, TX.
7. Q: Reference the CLIN Schedule. Hourly rate CLIN 0X02, Nonpersonal
Services Emergency, provides prices for all performance periods. Is the hourly rate to be provided, a per employee rate?
A. No
8. Q: Will the government be providing vehicles (trucks, trailers, box trucks) and forklifts to the service provider for use on the contract?
A. No, according to the PWS paragraph 1,"the contractor shall provide all management, labor, tools, equipment, transportation and materials necessary to operate the JBSA Furnishings Management Section
(FMS)."
9. Q: Will the government reimburse the service provider for mileage or fuel charges incurred servicing the multiple facilities?
A. No, that should be included in the firm fixed price.
10. Q: How many installations are part of JBSA under this contract?
A. See answer to question 1.
11. How many facilities on each installation are serviced by this contract?
A. See answer to question 2.
12. Q: Please provide a full listing of all facilities/buildings, by each installation, serviced under this PWS.
13. Q: Please provide all building numbers, by each installation, serviced under this PWS.
14. Q: Please provide the characteristics of each building handled under this contract.
A. The offeror should rely on the historical data provided in developing their proposal.
15. Q: Reference PWS Paragraph 1, DESCRIPTION OF SERVICES. This reference, in part, requires states: “These services include assembly, disassembly, installation, pick-up, and delivery of all required furnishings and appliances.” Please define “all”.
A. AFI 32-6003 Attachment 3 and AFI 32-6004 Attachment 2 both list all required furnishings and appliances.
16. Q: With regard to assembly, please confirm the intent. It is our understanding the service provider ONLY assembles incoming furniture items that are part of the 3% bench stock and not new furniture delivered by vendors supporting activities such as mass moves. Please confirm our understanding or provide clarification.
A. Service provider will assemble incoming furnishing, appliances, pilferable items that are part of the 3% bench stock. Service provider will not be required to assemble items delivered by a vendor that is not part of the 3% bench stock.
17. Q: How many mass moves is the service provider expected to accomplish simultaneously?
A. Service provider will be expected to accomplish as many mass moves as the requirement dictates.
18. Q: If there is more than one mass move occurring simultaneously, will the service provider be reimbursed for the additional expenses necessary to handle more than one mass move at a time?
19. Q: Reference PWS Paragraph 1.1. REQUIRED SERVICES (NON- PERSONAL). This reference states, in part, “The contractor shall ensure proper disposal of furnishings and appliances, inventory control, bar coding/labeling of all existing and newly acquired bench stock furnishing items.” Please define the scope of the labeling requirement.
A. Service provider will be required to label/bar code any furnishing/appliance/pilferable items received/located in the warehouses.
20. Q: With regard to labeling, does this include items already resident in facilities throughout JBSA rooms which may or may not contain labels? If so, please provide the number and location of all items already under occupant control which have not been labeled.
A. No. This does not include items throughout JBSA facilities ONLY items that are warehoused.
21. Q: Does labeling only apply to the items in the service provider’s warehouse—bench stock items?
A. Yes
22. Q: Is Past Performance or experience required for offerors? If so, how will it be evaluated?
A. Past performance is not an evaluation factor.
23. Q: Reference PWS Paragraph 1.1: Does the Government provide designated parking for contractor transportation vehicles (box trucks, trailers, etc) and equipment in support of the contract?
A. The Government does NOT provide designated parking for contractor transportation vehicles (box trucks, trailers, etc.) and equipment in support of the contract. However, in most JBSA dormitory delivery areas sufficient parking is available for at least one or more vehicles. Note: The contractor shall NOT park any vehicle on/within the grass areas near the designated facilities.
24. Q: Reference PWS Paragraph 1.1: Will the contractor be reimbursed for packing materials, i.e., shrink wrap, padding, paper wrapping materials, etc.
or should those costs be calculated as part of the Firm Fixed Price aspect of this contract?
A. No. costs are calculated as part of the firm fixed price
25. Q: Reference PWS Paragraphs 1.1, 1.1.2, 1.1.3, 1.3., and 1.4: How will the contractor be notified of taskings, to include window treatments, rug and upholstery cleaning, mirrors and stair runner, mass moves, disposal of items, etc?
A. The contractor shall be notified of all taskings to include window treatments, rung and upholstery cleaning, mirrors and stair runner, mass moves, disposal of designated serviceable and unserviceable furnishings and appliances approved by the CORs via the eMH Database Scheduler.
26. Q: Reference PWS Paragraph 1; Please confirm that the contractor provides fuel for all vehicles necessary to operate the contract. Additionally, can the contractor purchase fuel on base?
A. Yes, the contractor shall solely provide for all their vehicle fuel usage.
27. Q: Reference PWS Paragraph 1 – 1.1: Is the furnishings/appliance data current in the eMH database? If not, please provide an estimation of workload data to be updated to clear any backlog.
A. The JBSA furnishings and appliances listed within the eMH Database is active and current.
28. Q: Reference PWS Paragraph 1.1: The paragraph outlines minor repairs made to furnishings. Please confirm that parts used for minor repairs are provided by the Government.
A. Yes, the government will provide parts for minor repairs.
29. Q: Reference PWS Paragraph 1.1.2: Please confirm that the Government (or another entity) is responsible for conducting the cleaning process for area rugs, sofas, upholstered chairs, and seat cushions.
A. Yes, the Government shall be responsible for conducting the cleaning process for GOQ (area rugs, sofas, upholstered chairs and seat cushions etc.)
30. Q: Reference PWS Paragraph 1.3.5: We understand there were 12 mass moves in 2017. Please provide the number of mass moves that were from one resident building to another and those that were from buildings to warehouse storage.
A. Only the number of mass moves is available.
31. Q: Reference PWS Paragraph 1.8, Refrigerant Removal: Please provide historical workload data for refrigerant removal.
A. PWS has been revised to remove this requirement. See Amendment
32. Q: Reference PWS Paragraph 1.10, Emergency Response, Please provide the number of times the contractor was called out for emergency responses and the duration of each call out.
A. The contractor has been called out twice for emergency response. The duration of the work was approximately 4 days.
33. Q: Reference PWS Paragraph 1.13.5. The I-9 (Employment Eligibility Verification) is signed by the employee and employer representative and kept on file in the company’s HR department IAW USCIS rules. Can the employees provide forms of ID in place of the I-9 form for the Visitor Center?
A. No, According to PWS para 1.12.3, The contractors shall present government (state or federal) issued ID, and insurance Form 9 (I-9), before being issued a pass to enter the installation. Para 1.12.5, The contractor is responsible for ensuring employees report to Visitor Reception Center on JBSA-LAK to present their Form I-9 (Employment Eligibility Verification).
34. Q: Reference Appendix A, Historical Workload Data: Please provide separate workload data for each of the solicited locations.
35. Q: Reference Appendix B, Government Furnished Facilities: Please provide the 5- Year Furniture Life-Cycle Guide, and Upgrade and Replacement Plan, so offerors can estimate upcoming requirements by year.
A. The 5-Year Furnishings Life Cycle plan is a government document and not releasable.
36. Q: Reference Appendix B, Government Furnished Facilities: Please identify which buildings on this list are multi-storied buildings, have elevators and if so outfitted, can the contractor use the elevators to move furniture?
A. The government facilities listed within the PWS Appendix B are single story facilities and do NOT have elevators within.
37. Q: Reference Appendix B, Government Furnished Facilities: Please identify which buildings have interior hallways and which have doors that open directly to the outside.
A. The government furnished facilities do not have interior hallways and all have garage door lifts.
38. Q: Reference PWS Paragraph 1.1: Does the Government provide trailers, etc.) and equipment on Fort Sam Houston?
A. See answer to question #23.
39. Q: Reference PWS Paragraph 1.1: Does the Government provide trailers, etc) and equipment on Randolph Air Force Base?

A. Yes. Per the PWS Appendix B, the contractor shall manage the designated central office within Building 5187 West End Only (2530 Gott Street), on JBSA-Lackland, Texas 78236
45. Q: Reference PWS Paragraph 1.1: Does the Government provide office space for contractor employees at Kelly USA Annex?
46. Q: Reference PWS Paragraph 3.2.3: Do any of the warehouse have computers for contractor use to enter eMH data? If so, please identify which warehouses have computers for contractor use.
A. The contractor only has computer access at Lackland.
47. Q: Does the government want to know how we will communicate internally amongst our personnel at the sites or how we will communicate with the government?
48. Q: Please clarify what specifically is meant by “electronic messaging”.
A. Deleted per Amendment 0001.
49. Q: While touring the examples of rooms and/or areas on the site visit, at least 3 different types of lockers were observed. Please provide the approximate weight and dimensions of the different lockers that will be moved by the service provider.
A. For information purposes only, all weights are estimated. JBSA – LAK BMT Storage Wardrobe dimensions/weight are approximately the same as follows:

50. Q: Reference Appendix A, Historical Workload Data. Please provide the percentage breakdown by location (i.e. LAK, FSH, Bullis, Medina, Kelly etc.) for each of the Required FMS Tasks.
51. Q: Is there additional work left behind by the previous contractor that will need to be complete at the onset of this contract?
52. Q: Is there an existing furniture inventory to work from? If so, please provide.
A. There is an existing JBSA furnishing inventory as it pertains ONLY to the designated JBSA Storage Warehouses as listed within the PWS Appendix B.
53. Q: How many emergency calls are made per year on average? Please provide the reason for the emergency and when the call came in (e.g., normal duty hours or after hours). How many people are expecting to respond?
A. Annual average 1
54. Q: What is the estimated amount of window treatments per year?
A. Approximately 10 window treatments per year.
55. Q: During the walk-thru, it was noticed that the current contractor is using barcodes for inventory sorting. Is this technology provided by the government or from the contractor?
A. All barcoding equipment shall be provided to the contractor by the government.
56. Q: How many mass moves were performed by the current contractor in
2015, 2016 & 2017?
A. Please see PWS Appendix A “F&A Mass Moves”.
57. Q: On average, how many pieces are moving during a mass move?
A. See PWS para 1.3.5
58. Q: What is the notification timeframe for a mass move? Will mass moves ever be categorized emergencies?
A. See PWS para 1.3.5
59. Q: How often has a mass move happened at the same time as another mass move?
A. Be advised concurrent JBSA Mass Moves rarely occur. However there is a possibly the request is possible. When concurrent mass moves are requested the contractor shall immediately notify the COR for clarification on requested start and completion of each mass move.
60. Q: Can you give an example of a mass move?
A. If a facility is projected for renovation or demolition within 30 – 90 days all furnishings housed within must be clearly identified, counted and prepared for removal by the contractor. Other similar situations might apply when the contractor is requested to move 500 F&A items or more per the PWS para 1.3.5.
61. Q: Are forklifts required at both Ft. Sam & Lackland AFB?
A. The contractor is required to provide all equipment as needed to perform all tasks required by the PWS.
62. Q: Would the FMO contractor be utilized in receiving, unpackaging & placing furniture in new buildings or will the furniture manufacturer install new furnishings?
A. No , the contractor is not required to install new furnishings
63. Q: Are there pre-existing mass move projects on the schedule for this contract in the foreseeable future?
64. Q: How many FTE’s & moving trucks does the current contractor have on the bases on a daily basis?
A. The contractor is responsible to determine the number of FTEs and trucks.
65. Q: Is there any information on how to improve the performance of the incoming contractor based on past performance?
A. No, past performance is not an evaluation factor
66. Q: Does the government supply pallets when needed for this requirement?
67. Q: The RFQ states that the government will supply (2) desks for FMO contractor to utilize, where are the desks located?
A. The desk along provided computer system; printers; office ext. shall be provided by the government and located at JBSA-LAK building 5187, West End.
68. Q: Can you list supplies that are typically used in the contract? Does the government provide the supplies or would the FMO contractor be responsible for acquiring?
A. The contractor shall provide all management, labor, tools, equipment, transportation and materials necessary to operate the JBSA Furnishings Management Section (FMS).
69. Q: Reference Solicitation, Evaluation—Commercial Items, 1.0 Evaluation Process. This paragraph states “The Government may determine one or a few offerors have the highest potential to provide the best value to the Government.”
Please clarify how an offer can have a higher potential than another if the Technical evaluation is reported as “Acceptable or Unacceptable” only, as well as the fact that “If the Government receives three (3) or more proposals the Government will only select the three (3) lowest priced proposals and then evaluate them for Technical Acceptability.
Also, as this opportunity appears to be “Low Price Technically Acceptable”, how does a best value approach factor into the evaluation process?

70. Q: Reference Solicitation, Evaluation—Commercial Items, 1.2 Technical
Evaluation. This paragraph states “If the Government receives three (3) or fewer proposals all proposals will be evaluated for Technical Acceptability.
If the Government receives three (3) or more proposals the Government will only select the three (3) lowest priced proposals and then evaluate them for Technical Acceptability.” Which evaluation approach will the Government utilize if only 3 proposals are received?
A. Revised to read “If the government receives more than three…” See Amendment 0001
71. Q: While visiting a Barracks on FSH during the site visit, it was stated that that facility was scheduled to have a renovation project started in approximately 2 months which would result in the movement of several thousand pieces of furniture from the building. Please provide the expected mass move schedule for the upcoming 12 months.
A. Mass moves are not scheduled
72. Q: Reference PWS paragraph 1.8 Refrigerant Removal. What is the annual workload associated with this task as there is no reference to refrigerators in the Appendix A Historical Workload Data?
A. PWS has been revised to remove this requirement. See Amendment 0001
73. Q: Do we need to provide personnel and forklifts at all the locations or just the warehouses?
A. No, just the warehouses.
74. Q: Seguin Fire department scope is unclear.
A. Same services as all other locations
75. Q: Is POC for Seguin the JBSA COR?
A. Yes
