502 CES response to questions submitted:

1. SOW Para. 1.1.9 – Should the provisions in SWD-124 or future connection of Chillers 3

& 4 include circuit breakers or just the switchboard section for future circuit breakers?

A: SOW Para. 1.1.9.

At this time the Government wants Chillers 3 & 4 connected to SWD-124. Provide circuit breakers in SWD-124 for future connection of Chillers 1 & 2.

2. SOW Para. 1.1.10 – Is a temporary generator required to provide backup power to the mechanical equipment while the existing generator/feeder is offline for the upsizing work and/or when equipment loads are transferred from SWD 1&2 to SWD-124 thus providing both equipment loads with backup power means during the transfer phases of work?

A: SOW Par. 1.1.10.

Yes, a temporary generator should be provided when the new feeder from the existing

1250 KW is being installed and during the transfer phases of work. The temporary generator will insure backup generator power is available all the times for the bldg.

critical loads.

3. SOW Para. 1.1.12 – Is an ATS required for the parallel feed serving the Jockey pump from SWD-U and SWD-124? If not, how will the transfer from SWD-U feeder breaker to the SWD-124 feeder breaker occur?

A: SOW Para. 1.1.12

An ATS is not required for the Jockey Pump. The Jockey Pump shall be served from

SWD-124, which will match the existing hook-up of the Jockey Pump. SWD-124 will also be supported by standby generator power.

4. SOW Para. 1.1.12 – Is a UL listed Fire Pump ATS required for the parallel feed serving the Fire Pump from T-2000U and SWD-124? If not, how will the transfer from utility to the SWD-124 feeder breaker occur?

A: SOW Para. 1.1.12

The two fire pump feeders, one from SWB-U and the second from SWB-124 shall be solidly connected at the fire pump control equipment. An ATS or transfer mechanism will not be required. Reference NFPA National Electrical Code 70 2017, Article 695.4

(A) & (B).

5. SOW Para. 1.1.12 – Can the Fire Pump circuit be modified to be fed directly from T-

2000U and from the existing generator via a UL Listed Fire Pump ATS with the appropriate circuit protection? In lieu of feeding from SWD-124?

A: SOW Para. 1.1.12.

6. In the existing mechanical rooms there is limited head-room along with other system’s piping, etc. Will flexible conduit be allowed were required to maneuver and route the new feeders to the existing loads?

A: Existing Mechanical Rooms.

Generally, the use of flexible metal conduit will be limited to extreme situations based on site conditions, and will require 502 CES approval on a case-by-case basis during installation.

7. SCHEDULE – Period of Performance Clarification:

Upon approval of the "For-Construction" drawings and specifications, the government shall issue a construction NTP to the contractor. Upon receipt of the NTP, the contractor shall proceed to construct the new electrical system in accordance with the approved "For

Construction" documents.

While the 120-calendar day design duration and 210-calendar day construction duration seem adequate, the lead time for this specialized switchboard is not accounted for. After approval of the “For Construction” design documents will the contractor be allowed to procure the equipment and determine lead times prior to signing the construction NTP? It is estimated that the lead time of the equipment for this project could take up to or even exceed five (5) months.

A: SCHEDULE – Period of Performance Clarification.

If required, additional lead time to order the equipment will be added to the 210-calendar day construction time. This will be a no cost change modification to the contract construction time. Lead time for ordering equipment can be determine prior to the contractor signing the NTP on the construction. Documentation from the contractor’s supplier stating the delivery time of the equipment shall be submitted to the Contracting

Officer for review and approval.

8. “For Construction” Design Documents

Will the government allow to the contractor to incorporate submittals (specifically long lead items) into the “For Construction” Design Submittal? This would allow the contractor to order materials after the acceptance of the Final Design.

A: For Construction Design Documents.

Submission of Materials by the contractor for the government approval will continue to be processed after NTP is issued on the construction. The contractor shall order the materials for the construction only after receipt of the signed and approved AF Form

3000 by the Government on the materials.
