Statement of Work Building 10908 JBSA Lackland AFB Tx and Buildings 221 & 223 on JBSA Lackland Medina Annex
AV Upgrade and Installation JBSA Lackland AFB, Texas
24 April 2018
1.0. GENERAL.
1.1 The US Air Force Survival School facility located at Lackland AFB, TX requires the installation of digital data recording equipment and replacing the extensive Audio-Visual monitoring (A/V) suite which is incorporated into the facilities supporting operations and providing security and safety for the students.
1.2 The Government shall not exercise any supervision or control over the contract service providers performing installation related to this purchase. Such contract service providers shall be accountable solely to the contractor, who in turn is responsible to the Government.
1.3. Background and Objective: This Performance of Work Statement (PWS) defines the requirements for the contractor to install and test all components to replace a digital closed circuit surveillance and recording system at JBSA Lackland AFB TX building 10908 and at JBSA Lackland Medina Annex Buildings 221 & 223. There is currently a system in place in building 10908 and building 221 that will be replaced with systems that run Pelco Video Expert Pro, Video Management System (VMS) software. The system at building 10908 will record classified training, where the one at building 221 will not, therefore these systems will not be connected to each other and neither system will be connected to the NIPR or SIPR network.
2.0 PERFORMANCE.
2.1 Period of Performance: Due to evolving mission requirements, the project shall be completed no later than 60 calendar days after the date of award. Completion shall include installation, testing, and networking of all equipment; delivery of all training and training materials to designated permanent party personnel; delivery and acceptance of all deliverables; and all site cleanup.
2.2 Recognized Holidays: Work on holidays is not required.

2.3 Hours of Operation: Work to be performed in buildings 221 & 223 on Medina Annex will be completed Monday-Friday from 0800-1600 except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Due to classified training operations that occur Monday-Thursday every week in Building 10908, the contractor is responsible for conducting business between the hours of 0800-1700 Friday-Monday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. No work can be completed in the classrooms on attachment 1 of building 10908 on Mondays as students will be in there training. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is unexpectedly closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
2.4 Place of Performance: The work to be performed under this contract will be performed at building 10908 JBSA Lackland AFB and Buildings 221 & 223 on JBSA Lackland AFB Medina Annex

3.1 Requirements: The requirement shall incorporate a variety of cameras, monitors, decoders, and microphones.
All equipment shall be digital and feeds shall be passed via a stand-alone Local Area Network (LAN) in each of the facilities. Each piece of equipment shall have a unique IP address and shall be accessed from any designated workstation within each facility. All wires and cables will be new, will be of the highest industry quality, shall be hidden from view, and all equipment will be protected from an electrical system surge or malfunction by an Uninterruptible Power Supply (UPS).
3.1.1 The contractor shall test and deliver a turn-key solution satisfying all requirements as stated in this PWS. This procurement is to replace the current system to include major equipment, installation materials and installation labor, cable & wire (including any required conduit not supplied by others), and programming required for a complete operational and fully integrated system. All equipment will be installed alongside the current system to not disrupt the usability of the current system during the install process until it can be swapped over. All required components, equipment and supplies provided shall be new. The contractor shall provide all personnel, equipment, parts, material, tools, supplies, transportation and any other items necessary to perform and complete the stated requirements. The installation shall be accomplished to the prevailing commercial industry standards in a neat, workman-like manner. All enclosures, cables and each termination shall be labeled and a diagram made to identify where all components connect into the switches. No splices are allowed. All network cabling shall be new Category 6a to decrease interference, increase speed, and be terminated on terminal blocks, neatly routed, labeled and installed compliant with prevailing standards and facilitate future servicing activities. All old Cat5e cable will be removed during the switchover of the system.
3.2 Restoration: All installation locations and/or grounds shall be restored and returned to their original condition (e.g. any damage or changes to existing facilities shall be repaired and documented in the as built drawings.). The contractor shall not modify existing electrical, mechanical, structural or civil design elements or related components in a manner that impacts design or capacity, or that affects maintenance, or affects operational life safety. The contractor shall provide fitting and repair work as required to restore surfaces to original conditions after installation of other work. The contractor shall not cut and patch construction in a manner that results in visual evidence of cutting and patching. The contractor shall not cut and patch construction exposed on the exterior or in occupied spaces in a manner that negatively affects the building's aesthetic qualities. The contractor shall replace all materials and workmanship that are unsatisfactory. Once the new system is deemed operational, the contractor will remove all components of the old system and ensure they are turned over to the government. The switchover and removal of the old system will happen in the same 4 day work period.
3.3 Facility Standards (as applicable): Camera housing and equipment brackets shall match the color of the adjacent facility colors. The contractor shall provide material submittal for approval. All equipment mounting brackets shall be secured using finish screws that are color-coded to match the mounting brackets. Interior conduit shall be run inside walls, above ceilings or in crawl spaces/basement areas. Cable/wires run in ceilings that are used for return air plenums shall be run in rigid conduit or are “plenum-rated”. Flush mounted cut-in boxes shall be used for all new power/data points. Surface mounted conduit and boxes are prohibited except in utility rooms. All power cords and data lines shall exit walls and ceilings at a point as close to the equipment as possible. All data lines shall enter walls in boxes with color coded faceplates that match the type existing in the facility. Exterior conduit shall be painted to match the exterior of the facility.

3.3.1 Applicable Standards, Certifications and Regulations: The following documents are a part of this contract:
• The system (all hardware, software and features/functions) shall comply with the latest version of DISA JIEO 8249 and commercial practices and standards. The DISA JIEO 8249 reference can be accessed on the DSSMP web page (http://jitc.fhu.disa.mil/tssi/apl/apl_pbx1.html).
• The system (all hardware, software and features/functions) shall have appropriate Joint Interoperability Test Center (JITC) certification documentation.
• The system (all hardware, software and features/functions) shall be at the latest JITC or JITC waiverable certified software Version as applicable.
• National Electric Code (NEC).
• JBSA Lackland Air Force Base Design Standards and Architectural Compatibility Plan.
• The contractor shall obtain and comply with any other applicable manuals not identified above that are required to meet industry standards applicable to the trade required to complete task requirements.
3.3.1 Project Residue: The contractor shall remove all debris and dispose at an off-site location. All facilities have to be in usable order after each work day.
3.4 Storage of Equipment: The Government has limited secure storage available to store or stage tools and equipment. Please inquire during site visit if this is a concern.
NOTE: Specific system requirements are defined in the subsequent paragraphs. Requirements for JBSA Lackland building 10908 and JBSA Lackland Medina Annex Buildings 221 & 223 are in separate sections below.
3.6 JBSA Lackland Building 10908 Requirements:
3.6.1 Cameras: All cameras must be capable of real time viewing in full resolution and framerates and must also be synched with audio as required with zero audio delay.
3.6.1.1 Ten (10) Pelco Sarix IME indoor IP based cameras with 3 megapixel resolution, 60 frames per second capability, and be capable of 360 degrees rotation. All cameras shall have pan, tilt, zoom (PTZ) and auto focus capability with wide area lenses. These cameras do not need to be IR capable. These cameras will be in the classrooms, corridor, and entryways of the building.
3.6.1.2 Fourteen (14) Pelco Sarix IME indoor IP based cameras with 3 megapixel resolution, 60 frames per second, and be capable of 360 degrees rotation. All cameras shall have pan, tilt, zoom (PTZ) and auto focus capability with wide area lenses. These cameras will need IR capability. These cameras will be in the role play instruction rooms and hallways.
3.6.1.3 One (2) Pelco Optera IMM Series outdoor IP based camera with 12 megapixel resolution, 12.5 frames per second at full resolution and be capable of multiple immersive PTZ views. This camera must have at least a 180 degree viewing area. This camera will be mounted on the exterior of the building near the front door on the south side.
3.6.1.4 New Cat6a cable will be installed for each camera.
3.6.1.5 All existing cameras from the current system will be removed during the switchover to the Pelco system and be turned over to the project representative. All holes will be patched from the existing cameras to the buildings original standards.

3.6.2 Other System Equipment:
3.6.2.1 Two (2) 48 port full PoE+ (Power Over Ethernet) Cisco 3850 series switches with a minimum of 800 watts of dedicated PoE power. These will be installed in the vault.
3.6.2.2 Five (5) Pelco Video Expert Pro Network Video Recorders (NVRs) with 28TB of storage capacity each utilizing RAID 6 technology and a dual power supplu. One (1) NVR will require a 32 channel camera license.
These will be installed in the vault.
3.6.2.3 Twelve (12) Louroe Digifact A Smart IP Microphones. These will be installed in all training rooms and classrooms. Microphones will be associated with the cameras in the room they are located.
3.6.2.4 Seven (7) Pelco VXP-WKS Workstations. All 7 will be installed in the vault and controlled by KVM from rooms 114 and 115.
3.6.2.5 Seven (7) Aten brand Keyboard Video Mouse (KVM) setups to allow all workstations to remotely access the system with zero delay from the control rooms 114 & 115 and zero loss of video and audio quality. Each KVM setup is two devices, a transmitter and receiver. Each KVM will require a keyboard and mouse to go with it for control. Each workstation in rooms 114 &115 will also require an audio jack with volume control.
3.6.2.6 Twelve (12) Pelco Video Expert Shared Display Decoders in order to direct any camera feed from the main control room (room 115) to the monitors in each of the 6 classrooms. Each classroom must be able to view any camera independently and it must be synched between the front and rear displays in each classroom. Each of the 6 classrooms must be able to switch easily between an input from the pelco system and a laptop docking station in the room for other media. (I need clarification if 12 decoders are required as I think each decoder can run two monitors.
Since I need the monitors to mimic each other anyway this might be a better solution than each having their own.)
3.6.2.7 Four (4) 40” monitors for the main control room (room 115) with a minimum of 1080p resolution. All 4 monitors will be controlled by one workstation. If this requires an additional shared display decoder, workstation, or KVM than that shall be added. All 4 monitors need to be mounted to the wall in a 2x2 display. All monitors must not have a network card. If only Smart Monitors are available, the contractor must have the network cards removed and put the appropriate security sticker on the front showing it has been removed.
3.6.2.8 Six (6) 32” monitors for the secondary control room, one for each workstation with a minimum of 1080p resolution. These monitors will be mounted to the wall centered on each workstation table. All monitors must not have a network card. If only Smart Monitors are available, the contractor must have them removed and put the appropriate security sticker on the front showing it has been removed.
3.6.2.9 Seven (7) Sets of Headphones for each workstation that utilize active noise cancelling technology. These must have 3.5mm stereo connections to be compatible with KVMs. No Wireless devices will be allowed.
3.6.2.10 The new equipment will require a new rack for mounting as this system will be installed alongside the old system. The contractor needs to ensure there is enough rack space for everything that needs to be installed. The current racks will be removed with the equipment in them during the 4 day switch-over to the new system.
3.6.2.11 Uninterruptible Power Supply (UPS) system will be put in with enough battery backup so the system will not go down for at least 10 min. The UPS system must have surge protection for all system equipment. The UPS system will be mounted into the rack.
3.6.3 Government Furnished Equipment (GFE) for JBSA Lackland Building 10908:
3.6.3.1 Two (2) existing display monitors and 1 existing set of external speakers will be incorporated into the new system in each of the 6 classrooms. If these devices are found to be incompatible with the new system then they shall be changed with like size monitors with greater than 1080p resolution, that do not have network cards installed, and like sound output external speakers.

3.6.3.2 No other GFE equipment will be utilized in this building unless the contractor receives written consent from the project manager or building custodian for JBSA Lackland Building 10908.
3.7 JBSA Lackland Medina Annex Buildings 221&223 Requirements:
3.7.1 Cameras: All cameras must be capable of real time viewing in full resolution and framerates and must be synched with audio as required with zero audio delay.
3.7.1.1 Eight (8) Pelco Sarix IME indoor IP based cameras with 3 megapixel resolution, 60 frames per second capability, and be capable of 360 degrees rotation. All cameras shall have pan, tilt, zoom (PTZ) and auto focus capability with wide area lenses. These cameras do not need to be IR capable. These cameras will be in the classrooms, corridor, and entryways of the building. One of these cameras will be installed in Building 223, (Physical Training Lab) which is located about 75’ from building 221. This camera must connect into building 221.
3.7.1.2 Two (2) Pelco Optera IMM Series outdoor IP based camera with 12 megapixel resolution, 12.5 frames per second at full resolution and be capable of multiple immersive PTZ views. This camera must have at least a 180 degree viewing area. This camera will be mounted on the exterior of the building marked on the North corners of the building on attachment 2.
3.7.1.3 New Cat6a cable will be installed for each camera.
3.7.1.4 All existing cameras from the current system will be removed during the switchover to the Pelco system and be turned over to the project representative. All holes will be patched from the existing cameras to the buildings original standards.
3.7.2 Other System Equipment:
3.7.2.1 One (1) 24 port full PoE+ (Power Over Ethernet) Cisco 3850 series switches with a minimum of 400 watts of power dedicated to PoE. These will be installed in the mechanical room labeled on attachment 2.
3.7.2.2 One (1) Pelco Video Expert Pro Network Video Recorder (NVRs) with 28TB of storage capacity utilizing RAID 6 technology. This NVR will require a 16 channel camera license and a dual power supply. These will be installed in the mech room.
3.7.2.3 Six (6) Louroe Digifact A Smart IP Microphones. These will be installed in all training rooms,classrooms, and the student break room in building 221. Microphones will be associated with the cameras in the room they are located.
3.7.2.4 One (1) Pelco VXP-WKS Workstation. This will be displayed on 2 monitors simultaneously both located in the office space and cadre meeting room, (not labeled on attachment 2) and controlled just under the monitor in the larger room labeled office on attachment 2.
3.7.2.5 One (1) Set of Headphones for the workstation that utilizes active noise cancelling technology. This must have 3.5mm stereo connections to be compatible with the workstation.
3.7.2.6 Two (2) sets of speakers mounted on either side of each monitor that will project sound from the workstation.
3.7.2.6 The new equipment will require a new rack for mounting as this system will be installed alongside the old system. The contractor needs to ensure there is enough rack space for everything that needs to be installed. The current racks will be removed with the equipment in them and handed over the facility manager of Building 221.
3.7.2.7 Universal Power Supply (UPS) system will be put in with enough battery backup so the system will not go down for at least 10 min. The UPS system must have surge protection for all system equipment. The UPS system will be mounted into the rack.

3.7.3 Government Furnished Equipment (GFE) for JBSA Lackland Medina Annex Building 221&223:
3.7.3.1 Two (2) existing display monitors will be incorporated into the new system. If these devices are found to be incompatible with the new system then they shall be changed with like size monitors with 1080p or greater resolution
3.7.3.2 No other GFE equipment will be utilized in this building unless the contractor receives written consent from the project manager or building custodian for JBSA Lackland Medina Annex Building 221.
3.8 File Structure: Video shall be categorized by room/camera name. The operator shall be able to quickly locate and observe the appropriate video and audio feed for a specific room/camera at a given date and time.
3.9 Power: Contractor shall install additional AC outlets as needed for its system. Contractor is to determine the electrical needs at the time of the site visit to determine the additional electrical outlets it will be required to install to operate all the equipment to be installed.
3.9.1 The system shall be installed with little or no disruption to existing building services. Any disruption of service shall be coordinated with the base POC. The base POC will provide notification schedule and approvals.
4.0 TESTING. The contractor will provide Pelco Expert Services with at least one Pelco representative on site when the new system is being switched over to trouble shoot any problems with the system during startup. The Contractor shall ensure the entire system, to include integration testing with all integrated equipment components, is tested prior to activation. All items procured under this effort shall be tested. The Government may or may not witness any and all testing. The Government requires a minimum of one week notice before the Contractor performs any live testing that could interrupt the current system. The contractor shall perform end-to-end system component and functionality testing during the installation phase in accordance with manufacturer’s installation and testing standard procedures. The contractor shall test the system according to the manufacturer’s diagnostic and readiness test specifications after installation activities are completed. The Contractor shall utilize the equipment manufacturer’s standard commercial/quality control practices to verify that the system meets the requirements as a basis for acceptance by the Government.
4.1 Training: The contractor shall provide a minimum of one training class with 5 students in the class. The class(es) shall include a combination of on-the-job (OTJ) and classroom structured training. The contractor shall identify the estimated duration for the proposed training. Applicable training material (both a hard copy and a soft copy) shall be provided to each student at the time of the training. The training shall provide the students with the knowledge required to perform OAM&P duties for the system (all equipment installed) as a whole. The training shall be conducted at JBSA-Lackland. In addition to the on-site training, the contractor shall provide an electronic (CD) copy of all training materials.
5.0 WARRANTY. The contractor shall provide a warranty for the system (all hardware and software) and work performed, (time and travel charges) after Government Acceptance of the installation. The warranty will be a minimum of five (5) years from the date of Government Acceptance. Support shall include, but not limited to, as applicable, all (major and minor) OEM software releases patches and installation of such software that occur during the course of the warranty period at no additional cost to the government. The contractor will notify the government within 30 days of any software releases and schedule a time to update the system. The contractor warranty shall include 24x7 support. The contractor shall respond to support requests within 30 minutes of the request via a telephone response and shall respond on-site within 24 hours of the support request as required. All parts needed to repair the system will be provided within 24 hrs at no cost to the government during the 5 year warranty period.
The processes to manage warranty support shall be clearly described in the contractor’s proposal.

6.0 PERSONNEL
6.1 Expertise and Experience: The contractor or installation personnel shall have experience in the application, installation and testing of the specified systems and equipment and shall be responsible for providing personnel with the necessary expertise to complete the assigned tasks satisfactorily. Personnel shall be capable of working independently and with demonstrated working knowledge of the equipment required by this PWS. The contractor shall designate an on-site project manager that will serve as a single point of contact for the Government. The contractor or installation personnel will have at least one Pelco certified technician on site during installation periods.
6.2 Safety: The contractor shall not utilize individuals identified to the contractor by the Contracting Officer or QAP as potential threats to the health, safety, security, general well-being, or operational mission of the installation and its population. This shall include individuals who are a potential threat as a result of prior felony convictions. Service provider personnel shall present a neat appearance and be easily recognized as service provider employees.
6.2.1 The Contractor shall comply with all local safety regulations and procedures in effect at Lackland AFB TX.
6.3 GOVERNMENT FURNISHED EQUIPMENT/INFORMATION/ACCESS:
The Government will provide the following resources to the contractor to support task performance:
• The Government will provide office space, telephone and Government escorts as needed. A maximum of one office space and one telephone will be provided as required to conduct Government business only.
• The Government will provide available documentation, sketches and drawings as requested by the contractor.
7.0. SECURITY.
Please see attachments 3&4 for additional security requirements
7.1.Security Note: All facilities and information about the facilities in JBSA Lackland Building 10908 that are covered by this Performance of Work statement (PWS) are considered For Official Use Only. In addition, all photos, designs, sketches, etc. taken during the site visit or developed in support of this project are considered For Official Use Only.
7.2. Clearance: The contractor will be required to provide at least two people that has a Secret security clearance and signed NDA on file that will be on site during all work periods of the installation at JBSA Lackland AFB Building 10908. All other installation personnel assigned to this task shall be a United States citizen, shall have a Local Area Check (LAC) conducted by the contractor and shall identify possible security threats to the base Security Forces. The contractor shall provide the Government with the names, social security numbers, driver’s license numbers with state of issue, and birth date, of personnel performing on this task before they will be allowed on base.
This information shall be provided a maximum of 7 days after contract award. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.
7.2.1 Special Clearance Requirement: The contractor will maintain at least two people that have a Secret security clearance and signed NDA that can respond for service calls to building 10908 for the duration of the warranty period from Monday-Thursday each week.
7.3 Badges: The contractor is required to provide identification badges for its employees. All contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed upon by contractor and client. The Contractor shall coordinate with the site POC to obtain temporary badges and vehicle registrations.
7.4 Identification of Non-Disclosure Requirements: Due to the sensitive nature of the data and information being worked with on a daily basis, completion of non-disclosure statements shall be required by on-site contractor personnel to ensure information that is considered sensitive or proprietary is not compromised. During the performance of this tasking, Contractor personnel may be required to access or come into contact with proprietary

Government information. Contractor personnel shall not use such information for any purpose other than the performance of this order. All network topologies in the Air Force are considered both sensitive and proprietary.
8.0 ADMINISTRATIVE CONSIDERATIONS.
8.1 Project Acceptance: The Government acceptance date will be defined as the date the Government approves the contractor final invoice in the DFAS WAWF system.
8.2 The customer maintains possession of all replaced items.
8.3 Procedures for Payment: Billing and payment shall be accomplished through WAWF in accordance with the contract terms. A single firm fixed price invoice shall be submitted after Government acceptance. The contractor shall submit the invoices through WAWF to allow the client to electronically accept and certify services received by the client representative.
8.4 Records: "The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".

PWS Security Attachment
1. Visitor Group Security Agreement (VGSA). The contractor shall enter into a long-term visitor group security agreement if service performance is on base. This agreement shall outline how the contractor integrates security requirements for service operations with the Air Force to ensure effective and economical operation on the installation. The agreement shall include:
a. Security support provided by the Air Force to the contractor shall include storage containers for classified information/material, use of base destruction facilities, classified reproduction facilities, use of base classified mail services, security badging, base visitor control, investigation of security incidents, base traffic regulations and the use of security forms and conducting inspections required by DoD 5220.22-R, Industrial Security Regulation, Air Force Policy Directive 16-14, Security Enterprise Governance, and Air Force Instruction 16-1406, Air Force Industrial Security Program.
b. Security support requiring joint Air Force and contractor coordination includes packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks and internal security controls for protection of classified material and high-value pilferable property.
c. On base, the long-term visitor group security agreement may take the place of a Standard Practice Procedure (SPP).
2. Obtaining and Retrieving Identification Media. As prescribed by the AFFAR 5352.242- 9000, Contractor access to Air Force installations, the contractor shall comply with the following requirements:
a. The contractor shall obtain installation access passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.
Contractor personnel are required to present the installation access pass while visiting or performing work on the installation.
b. No later than ten working days prior to contract commencement, the contractor shall submit a written request on company letterhead to the program manager listing the following:
contract number, location of work site, start and stop dates, and names, dates of birth, driver’s license number and state of issue for the contractor employees needing access to the base. The authorized program manager will endorse the request and forward it to the issuing installation pass and registration office or security forces for processing. Contractors will present government (state or federal) issued ID, before being issued a pass to enter the installation.
Before being issued a pass to enter the installation, a criminal history check will be conducted for every individual requesting a pass. Personnel employed by the contractor and operating a motor vehicle on the installation must possess proof of the following:

(1) Liability Insurance
(2) Current License Plates
(3) Current State Inspection Sticker (If Required)
(4) Valid State Driver License
(5) A phone number for sponsor on base
c. Vehicles owned by the contractor with the company name permanently printed on them are not required to obtain a pass as long as a current work order is presented at the time of entry. However, current liability insurance, state inspection sticker, and registration is required.
The person driving the vehicle must have a valid operator license for the type of vehicle.
d. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification credentials issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the credentials will need to be retrieved and returned to issuing activity so that employee does not have base access. If the credential is not retrieved then SF will need to be notified so base access is not allowed.
e. Failure to comply with these requirements may result in withholding of final payment.
3. Pass and Identification Items. The contractor shall ensure the following pass and identification items required for service performance are obtained for employees and non-government owned vehicles:
a. Installation Access Pass (IAP) (DBIDS), Visitor/Vehicle Pass (AFMAN 31-116), used for contracts for less than six months to include one-day visits (i.e. warranty work)..
b. Installation Access Card (IAC) (DBIDS), (AFMAN 31-113), used for contracts for more than six months or more.
c. DoD Common Access Card (CAC), (AFI 36-3026), used for contracts for more than six months and requirement exists for access to the government computer systems and software.
CAC applications are accomplished by Trusted Agents via the Trusted Agent Sponsorship System (TASS).
4. Security Clearance Requirements. The contractor must possess or obtain a Secret facility security clearance prior to performing work on a classified government contract. If the contractor does not possess a facility clearance the government will request one. The government assumes costs and conducts investigations for Top Secret, Secret, and Confidential facility security clearances. The contractor shall request personnel security clearances, at the company’s expense, for employees requiring access to classified information within 15 days after receiving a facility clearance or, if the contractor is already cleared, within 15 days after service award. Due to costs involved with security investigations, requests for personnel security clearances shall be kept to the minimum amount employees required to perform contract requirements.

5. List of Employees. The contractor shall maintain a current list of employees. The list shall include employee's name, social security number, and level of security clearance. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the contracting officer and Information Protection Office (IP Office) at each performance site 30 days prior to the service start date. Updated listings shall be provided when an employee's status or information changes. A Visit Request for all employees with a security clearance is required to be sent through the Joint Personnel Adjudication System (JPAS), and must be updated at least annually. The contractor shall notify the Information Protection Office at each operating location 30 days before on-base performance of the service. The notification shall include:
a. Name, address, and telephone number of company key management representatives.
b. The contract number and contracting agency.
c. The highest level of classified information to which employees require access.
d. The location(s) of service performance and future performance, if known.
e. The date service performance begins.
f. Any change to information previously provided under this paragraph.
6. Suitability Investigations. Contractor personnel not requiring access to classified shall successfully complete, as a minimum, a Tier 1 (T1) investigation, before operating government furnished workstations. The contractor shall comply with the DoD 5200.2-R, Personnel Security Program, AFMAN 33-152, User Responsibilities and Guidance for Information Systems, and AFI 17-130, Air Force Cybersecurity Program Management, requirements. T1 investigation requests are initiated using the Standard Form (SF) 85 and are submitted to the installation Information Protection Office through the using agency’s Unit Security Manager. T1 investigations are different from the Wants and Warrants checks, and are provided by the government at no additional cost to the contractor.
7. Security Monitor Appointment. The contractor shall appoint a security representative for the on base long term visitor group. The security representative may be a full-time position or an additional duty position. The security representative shall work with the host organization to provide employees with training required by DoDM 5200.01, Information Security Program, AFPD 16-14, Security Enterprise Governance, and AFI 16-1404, Air Force Information Security Program. The contractor shall provide initial and follow-on training to contractor personnel who work in Air Force controlled/restricted areas. Air Force restricted and controlled areas are explained in AFI 31-101, Integrated Defense.
8. Additional Security Requirements. In accordance with DoDM 5200.01, Information Security Program and AFI 16-1404, the contractor shall comply with AFSSI 7700, Emission Security (EMSEC) Program; applicable AFKAGs, AFIs, and AFSSIs for Communication Security (COMSEC); and AFI 10-701, Operations Security (OPSEC) Instructions. The contractor will comply with DoD Standard 22/Force Protection Condition Measures, DoD Standard 25/Level I-

AT Awareness Training, and associated tasking contained in AFI 10-245, Antiterrorism (AT) standards. Level I AT Awareness training is available for contractor personnel and can be requested by calling the local installation AT Office.
9. Freedom Of Information Act Program (FOIA). The contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom Of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The contractor shall comply with AFI 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFI 33-322 Records Management, or other directives authorized in AFI 33-364, Records Disposition—Procedures and Responsibilities.
10. Reporting Requirements. The contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.
1. Physical Security. Areas controlled by contractor employees shall comply with base Operations Plans/instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. During increased FPCONs, contractors may have limited access to the installation and should expect entrance delays.
12. Operating Instructions. For controlled areas used exclusively by the contractor, the contractor shall develop an Operating Instruction (OI) for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated and actual emergency operations. The OI shall be written in accordance with AFI 31-101, the local base Operations Plan usually referred to as an OPLAN and AFI 10-245, Air Force Antiterrorism (AT) Standards, and coordinated through the Information Protection (IP) office.
13. Key Control. The contractor shall establish and implement key control procedures in the Quality Control Plan to ensure keys issued to the contractor by the government are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys issued by the government. Lost keys shall be reported immediately to the contracting officer.
The government replaces lost keys or performs re-keying. The total cost of lost keys, re-keying or lock replacement shall be deducted from the monthly payment due to the contractor. The contractor shall ensure its employees do not allow government issued keys to be used by personnel other than current authorized contractor employees. Contractor employees shall not use keys to open work areas for personnel other than contractor employees engaged in performance of duties, unless authorized by the government functional area chief.

14. Lock Combinations. The contractor shall establish procedures in local OIs ensuring lock combinations are not revealed to unauthorized persons and ensure the procedures are implemented. The contractor is not authorized to record lock combinations without written approval by the government functional area chief. Records with written combinations to authorized secure storage containers or Secure Storage Rooms (SSR), shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. The contractor shall comply with DoDM 5200.01, Vol 3 security requirements for changing combinations to storage containers used to maintain classified materials.
15. Traffic Laws. The contractor and their employees shall comply with base traffic regulations.
16. Healthcare. Healthcare provided at the local military treatment facility on an emergency reimbursable basis only.

ITEM 13 SECURITY GUIDANCE:
1. The following items apply to this contract.
GENERAL GUIDANCE:
The Contractor must:
• Maintain accountability for all classified material released to his or her custody.
• Not reproduce classified materials without the written permission of the releasing agency. If permission is granted, each copy will be controlled in the same manner as the original.
• Not destroy any classified without advance approval of the releasing agency.
• Restrict access to only those individuals who possess the required security clearance and who are actually providing services under the contract. Further dissemination to other contractors, subcontractors, other government agencies, and private individuals or an organization is prohibited unless authorized in writing by the releasing agency.
• Not release classified material to foreign nationals or immigrant aliens whether or not they are consultants, US contractors, or employees of the contractor, and regardless of the level of their security clearance, except with advance written permission from the originator.
• Ensure that each employee having access to the classified material is fully aware of the special security requirements for this material and maintains records in a manner that permits the contractor to furnish on demand the name of individuals who have access to the material in their custody.
• Upon completion or termination of the classified contract, or sooner, when the purpose of the release has been served, the contractor must return to the COR all classified material (furnished or generated), unless retention or destruction is authorized in writing by the originator of the classified or the releasing command.
• The use, operation, or connection of a telephone answering machine within the boundary of a contractor's facility performing work on an Air Force classified

• For computer security direction in the contractor’s facility, the Contractor shall comply with Joint DoDIIS/Cryptologic Standards for classified AIS and AFI 17-130. This guidance will be used in its entirety or waivers must be obtained in writing from 502d Comm Squadron

3. Upon completion of this contract, all classified material provided to or generated by the contractor will be returned to the Air Force activity. If the material has been superseded or is no longer applicable, the Air Force activity will provide disposition instructions.
4. E.O. 13526, Classified National Security Information, identifies classification, declassification, and marking requirements. Refer to E.O.13526, DoDM 5200.01, Volume 2, and AFI 16-1404 for guidance.
5. The contractor will follow all applicable security guidance related to the protection of classified information. Baseline guidance includes the National Industrial Security Program Operating Manual (NISPOM), applicable Program Security Directives (PSDs) and Security Classification Guides (SCGs) and Standard Operating Procedures. Task specific security classification guidance: Personnel Recovery Security Classification Guide Dated: 15 June 2011 will be used to include all revisions and changes thereto.
